Abstract

This study aims to analyze the role of the East Java KPU Legal Documentation and Information Network (JDIH) in supporting transparency and supervision of the 2024 East Java Pilkada. Limited access to legal information is often an obstacle to realizing accountability and transparency in elections. Through the existence of the East Java KPU JDIH, legal information related to the Pilkada, such as KPU regulations, decisions, and technical guidelines, can be easily accessed by the public, Pilkada participants, and other stakeholders. This study uses a qualitative methodology with a descriptive approach to examine the effectiveness of JDIH in supporting information disclosure. The results of the study show that the East Java KPU JDIH has succeeded in providing accurate, easily accessible legal information and supporting transparency in the Pilkada stages. By utilizing digital platforms and social media, the East Java KPU JDIH has also accelerated the distribution of information related to the 2024 Pilkada. In addition, the management of JDIH involving competent human resources and structured internal processes contributes to the effectiveness of the management and dissemination of legal information. JDIH KPU East Java plays an important role in ensuring more active public participation and facilitating more transparent and accountable Pilkada monitoring.

Abstract

Abstract In the midst of the globalization era and intense competition in the workforce, the quality of human resources (HR) becomes the main indicator in determining the quality of an organization, including government agencies. HR plays a vital role in supporting the success of organizational performance. The Communication and Informatics Office (Diskominfo) of Ciamis Regency is one of the agencies responsible for public services, especially through the Public Information and Communication Division. This division carries out several important tasks, such as: (1) providing cross-sectoral content and managing public communication media, (2) strengthening the capacity of public communication HR as well as providing access to information, and (3) coordinating technical activities, monitoring, and supervision in managing public opinion and aspirations within the regional government environment. Through these various tasks, it can be concluded that the presence of competent HR is crucial for the successful implementation of these duties, as it directly impacts the wider community in Ciamis Regency. However, in the Strategic Plan of Diskominfo Ciamis Regency for 2025–2026, it is mentioned that there is still a limitation in the number of HR with adequate qualifications to support the implementation of functions in the field of public information and communication. This problem becomes the main background of this study, which aims to analyze HR development in order to improve performance efficiency in that field. This study uses a qualitative approach with a case study method, and data collection techniques are carried out through observation, interviews, and documentation. Based on the results of four months of observation and interviews with Mr. Wahyu Widiartono, it was found that the quality of HR in the Public Information and Communication Division of Diskominfo Ciamis is already quite good, but still limited. This finding aligns with what has been stated in the Diskominfo Strategic Plan (RENSTRA) document for 2025–2026. Abstract

This study aims to determine the effectiveness of social media used by the Ciamis Regency Communication and Informatics Office (Diskominfo) in conveying information and education to the public. The media analyzed included the Hello Ciamis application, Instagram, Facebook, the website, and Twitter. The method used was descriptive qualitative through field and library studies, as well as data collection techniques such as observation, interviews, and documentation. The effectiveness analysis refers to Campbell's five indicators: program success, target success, program satisfaction, input-output level, and achievement of overall objectives. The results of the study indicate that the effectiveness of Diskominfo's use of social media is not optimal. The main obstacles include a lack of socialization, low community participation, limited internet network, low digital literacy, and a lack of utilization of interactive features. Nevertheless, several information and education programs have successfully reached the public and generated satisfaction. Efforts undertaken by the Communications and Informatics Office (Diskominfo) include increasing digital outreach, conducting digital literacy training, strengthening two-way interactions, partnering with community leaders, and adapting content to the community's literacy level. The Office also expanded information reach to remote areas, accelerated information updates, and established a public feedback system. This study recommends strengthening digital communication strategies, increasing the dissemination of the Hello Ciamis application, and utilizing analytical features to evaluate the effectiveness of information delivery to ensure more equitable and targeted distribution.

Abstract

In its implementation, the management of the Legal Documentation and Information Network (JDIH) faces a number of obstacles, including the lack of manpower who fully master the management of legal data, the low level of available technological infrastructure, and limited access to legal information for the public. In addition, cooperation between departments that has not been running optimally and a minimal budget are also significant obstacles. The success of JDIH is highly dependent on the availability of resources, a good operational system, and alignment of results with public service objectives. This study aims to evaluate the effectiveness of JDIH management at the Pangandaran Regency DPRD Secretariat. This study uses a descriptive qualitative method with data collection techniques through observation, interviews, and documentation. The results of the study indicate that JDIH management has reflected three dimensions of organizational effectiveness according to Lubis and Huseini, namely the source, process, and target approaches. In terms of process and targets, JDIH has shown effectiveness through running SOPs, internal coordination, and several real achievements. However, in terms of resources, strengthening of human resources, infrastructure, and budget is still needed to encourage sustainable effectiveness. Periodic evaluations are also needed to ensure that JDIH management remains relevant to technological developments and community needs. With improvements in the aspects of resources and systemic support, JDIH has the potential to become an open, responsive and adaptive legal information center.

Abstract

Abstract As a form of transparency and accountability of local governments in preparing the Regional Revenue and Expenditure Budget (APBD) each year, the central government through the Ministry of Home Affairs has launched the Regional Government Information System (SIPD-RI) application. The use of SIPD represents the implementation of one element of e-government, namely e-budgeting. This application is expected to facilitate integration between local and central governments in realizing the vision of “One Data Indonesia.” This study aims to identify and analyze the implementation of SIPD-RI in the preparation of the APBD in Badung Regency. The research method used is qualitative descriptive. Data collection techniques include observation, interviews, documentation, and online data searching. The results of the analysis indicate that the implementation of SIPD-RI in the preparation of the APBD in Badung Regency has generally fulfilled the elements of successful e-government implementation, based on Jane E. Fountain’s theory of e-government development success. However, several challenges remain, including frequent system errors, data inconsistencies, inaccurate report outputs, and limited technical capacity of staff in using the SIPD-RI application and preparing the APBD. Solutions taken include coordinating with the Ministry of Home Affairs, providing consultation channels to address problems, and organizing technical guidance related to SIPD-RI in APBD preparation. Abstract

Abstract The Impact of Using the SIREKAP Application on the Vote Recapitulation Process in the 2024 Election (Case Study of the Tangerang City General Election Commission). With the post-2024 election phenomenon, SIREKAP remains a significant challenge in implementing technology in a democratic system, particularly with regard to data accuracy, information transparency, the readiness of facilities and infrastructure, and workforce readiness. The purpose of this study is to analyze the recapitulation system and the policy impact of using the SIREKAP application on the vote recapitulation process in the 2024 Legislative Election in Tangerang City. This study used qualitative research methods. Data were collected using observation, interviews, and documentation techniques. The types and sources of data were primary and secondary data. Data analysis techniques included data collection, data reduction, data presentation, and drawing conclusions. The research location was the Tangerang City General Election Commission. The theoretical concept used was the Policy Impact Indicator (Dye, 1975), which focuses on five indicators: impact on target groups, impact on non-target groups, current and future impacts, direct cost impacts, and indirect impacts. Based on the research results, it can be concluded that the 2024 Election results recapitulation system, which combines traditional manual methods with digital technology (SIREKAP), has demonstrated complex and diverse effects. Although SIREKAP was launched to increase effectiveness and transparency, it has been found to disrupt operations by increasing the workload of officers, leading to the spread of misinformation, and reducing public trust. Abstract

Abstract This study aims to examine the implementation of the village information system based on the OpenSID website at the Belega Village Office, Blahbatuh District, Gianyar Regency. The research focuses on how the policy implementation process, coordination, and obstacles faced by village officials in operating the system. This study employed a descriptive qualitative approach with data collected through observation, interviews, and literature study. The data were analyzed through the stages of collection, reduction, presentation, and verification using qualitative analysis techniques. The results show that the implementation of OpenSID in Belega Village has contributed to improving the quality of public services, particularly in terms of information transparency, accessibility of administrative services, and effectiveness of service delivery to the community. Nevertheless, several challenges remain, such as limited human resources, inadequate facilities and infrastructure, and uneven public understanding of the use of information technology. Overall, the application of OpenSID in Belega Village has been running fairly well, although it still requires capacity building for village officials and stronger infrastructure support to ensure that its benefits can be more optimally realized. Abstract

Magnetic Resonance Imaging (MRI) with Arterial Spin Labeling (ASL) is a non-invasive technique commonly used to assess cerebral perfusion, especially in stroke patients. However, ASL images often suffer from low contrast and high noise, which can hinder diagnostic accuracy in visualizing perfusion areas and detecting ischemic lesions. Image enhancement techniques, such as the unsharp mask, offer a potential solution to improve image quality. The effectiveness of this enhancement depends on the kernel size used in the unsharp mask filter. This study evaluates the impact of different kernel sizes (3×3, 5×5, and 7×7) on the quality of ASL brain images, focusing on both quantitative and qualitative improvements. A total of 63 ASL brain MRI images from stroke patients were processed using unsharp mask filters with the three kernel sizes. Quantitative analysis measured Signal-to-Noise Ratio (SNR) and Contrast-to-Noise Ratio (CNR), while qualitative assessment involved three radiologists independently evaluating five aspects of image quality: perfusion area clarity, grey-white matter contrast, ischemic lesion boundary visibility, noise level, and overall visual quality. Statistical tests, including Friedman and Wilcoxon, were applied to compare results across the kernel sizes. Results revealed that the 3×3 kernel achieved the best results in both quantitative and qualitative assessments, with the highest SNR, CNR, and visual quality scores. Significant differences (p < 0.05) were found between kernel sizes, confirming the superiority of the 3×3 kernel. The 7×7 kernel reduced noise but caused oversmoothing, negatively impacting image sharpness. In conclusion, the 3×3 kernel provides an optimal balance between noise reduction and edge preservation, enhancing ASL brain image quality for stroke diagnosis.

Abstract

In fact there are still some of factors that for the referral late, as the occurence of, obstructed labor the difficulty of the decision-making process related to the economic aspect and transportation costs, and the aspect of geographic and availability of infrastructure hospital. This study attempts to analyze the supporters and the barrier covering input and process in the referral system patients BPJS at UPT Puskesmas Gumuruh. A method of made in this study is the method field, a method of literature and method of development systems which is waterfall. The result showed that the lack of facilities and services at UPT Puskesmas Gumuruh still experienced limited supplies and unsatisfactory.The referral online at health facilities first degree is expected to ease patients to obtain, referral letter there is one problem in registration and making. Therefore, the authors designed a web-based BPJS patient referral letter information system to make it easier for patients to obtain hospital services tailored to competence, distance, and capacity according to patient needs. The puskesmas, health offices and BPJS Health need to work together to disseminate information regarding the referral system and pay attention to the provision of drugs and health facilities to maximize the implementation of the referral system.
