Abstract

The rapid development of Artificial Intelligence (AI) and Digital Information Systems has significantly influenced organizational management practices in various sectors. This research aims to analyze the role of Artificial Intelligence and Digital Information Systems in enhancing organizational management performance through improvements in operational efficiency, decision-making accuracy, employee productivity, communication effectiveness, and system reliability. The study employed a quantitative descriptive method involving organizational employees, managers, and information system administrators as research subjects. Data were collected through questionnaires, observations, and documentation analysis, then analyzed using descriptive statistical techniques. The findings indicate that the implementation of AI-supported Digital Information Systems improved operational efficiency by 23%, decision-making accuracy by 21%, employee productivity by 22%, communication effectiveness by 22%, and system reliability by 20%. The results demonstrate that AI technologies contribute significantly to automating operational processes, reducing human error, accelerating information processing, and supporting data-driven managerial decisions. In addition, integrated digital systems improved organizational coordination, transparency, and information accessibility. Despite several implementation challenges, such as infrastructure limitations and employee adaptation, organizations that successfully adopted AI technologies experienced measurable improvements in management performance and operational effectiveness. Therefore, Artificial Intelligence and Digital Information Systems can be considered effective technological solutions for supporting organizational competitiveness and sustainability in the digital era.

Abstract

This study aims to comprehensively examine the effect of Human Resource Information System (HRIS) on employee work efficiency in the Industry 4.0 era using a literature review approach. The rapid development of information technology encourages organizations to adopt digital systems in human resource management to improve operational effectiveness and efficiency. The research method employed is a literature study by analyzing relevant scientific articles published between 2015 and 2025 from various academic databases. The analysis technique involves identification, selection, evaluation, and synthesis of the literature.The findings indicate that HRIS has a positive impact on employee work efficiency through the automation of administrative processes, improved data accuracy, and real-time access to information. HRIS implementation also enhances employee productivity and supports more effective decision-making. However, its effectiveness depends on employees’ digital competencies, system quality, and organizational support. This study provides theoretical contributions to the development of technology-based human resource management and practical implications for organizations in optimizing HRIS to improve work efficiency in the Industry 4.0 era.

Abstract

The Cirebon Regency Manpower Office issued a public service innovation in the form of an  Employment Information System website which is an effort to support the implementation of e-government and improve the quality of employment services. However, in its implementation, there are still obstacles such as delays in updating information, limited human resources, and low utilization rates. This study aims to assess the extent of the effectiveness of the employment information system website and identify the inhibiting factors and efforts that occur in the implementation of  the website. The method used was a qualitative descriptive approach with data collection techniques through observation, interviews and documentation. Using the analysis of the theory of the effectiveness of the Campbell J.P. program, namely the success of the program, the success of the targets, satisfaction with the program, the level of input and output, and the achievement of overall goals. The results of the research  on the Employment Information System Website at the Manpower Office are quite effective in supporting public services, but there are those that are less effective in updating information, community utilization and human resources of website managers. Therefore, there is a need for a consistent improvement in information updates, strengthening website management, and developing interactive features so that the effectiveness of digital-based employment services can be continuously improved.

Abstract

The advancement of information technology has transformed public service delivery, particularly through the implementation of e-government systems aimed at improving transparency, accountability, and efficiency. One such innovation in Indonesia is the SP4N-LAPOR application, which serves as a national platform for managing public complaints. However, its effectiveness at the local government level remains a critical issue. This study aims to analyze the effectiveness of the SP4N-LAPOR application in managing public complaints at the Cirebon Regency Communication and Information Office. This research employed a descriptive qualitative method, utilizing in-depth interviews, observations, and documentation as data collection techniques. Informants include application operators, community members, and IT experts, selected through purposive and accidental sampling. Data analysis follows stages of data reduction, data presentation, and conclusion drawing, with validity ensured through triangulation techniques. The findings reveal that while SP4N-LAPOR has functioned as an integrated complaint management system, its effectiveness is not yet optimal. Challenges include limited public awareness, weak inter-agency coordination, low digital literacy, and technical issues such as system errors. Based on the dimensions of organizational effectiveness goal achievement, integration, and adaptation the system has not fully met its intended objectives. In conclusion, improving effectiveness requires strengthening socialization, enhancing coordination among agencies, and upgrading technical infrastructure to support more responsive and inclusive public services.

Abstract

Technological advancements in the construction sector are growing massively, making digitalization a necessity. Through digitization, the process of planning, implementing, and managing projects can be done more efficiently and accurately, considering that all information related to the project is centralized in one integrated base. Building Information Modeling (BIM) is a digital system for building modeling that contains information about all aspects of a well-managed building. The object of this study will review the Precision 3 MABES POLRI South Jakarta Building by applying Building Information Modelling (BIM) based digitization. At MABES POLRI Precision 3 building project, the application of BIM has not been fully carried out, so it still uses conventional methods. In accordance with the Regulation of the Minister of PUPR No. 22/PRT/M/2018, the use of Building Information Modeling (BIM) must be applied to non-simple buildings with the criteria of building area above 2,000 m2 above 2 floors. The building, which began construction in February 2024, has a building area of 11,200 m2 consisting of 10 floors + 1 roof, which can be categorized as a non-simple building. Therefore, in this final project, the author intends to apply BIM for the method by modeling the concept of 4D and 5D applications of dimensional BIM which includes a 3D top structure model to get the right Quantity Take Off output and planning of implementation stages as a result of this research accompanied by detailed top structural elements, and planning the stages of implementing the top structure of the MABES POLRI Precision 3 Building project using Tekla Structures 2024 - Student Version software.

Abstract

Penelitian ini bertujuan untuk mengetahui apakah sistem informasi akuntansi dalam proses penerimaan dan pengeluaran kas pada Dana BOS di SDN Palupi telah berfungsi secara efektif sebagai alat pengendalian internal. Peneliti membandingkan antara teori dan praktik pengelolaan Dana BOS sesuai dengan ketentuan Permendikbudristek Nomor 63 Tahun 2023 tentang Petunjuk Teknis BOS Reguler. Penelitian ini menggunakan data primer dan data sekunder dengan metode kualitatif deskriptif. Teknik pengumpulan data meliputi wawancara, observasi, dokumentasi, dan studi kasus. Hasil penelitian menunjukkan bahwa SDN Palupi telah menerapkan Sistem Informasi Akuntansi berbasis ARKAS pada pengelolaan Dana BOS Sebagai Alat Pengendalian Internal di SDN Palupi yang telah diuji menggunakan kerangka COSO yang terdiri dari lima komponen utama, yaitu lingkungan pengendalian, penilaian risiko, aktivitas pengendalian, informasi dan komunikasi, serta pemantauan. Sistem informasi terkait penerimaan dan pengeluaran kas Dana BOS telah sesuai dengan prinsip-prinsip yang berlaku serta tercatat dalam database regulasi resmi. Dengan demikian, ketersediaan informasi yang akurat dan memadai dapat berfungsi sebagai instrumen pengendalian internal yang efektif.

Abstract

The advancement of information technology has led to substantial transformations in government, particularly in the enforcement of regional regulations by the Public Order Agency (Satpol PP). The digitalization of regional regulation enforcement exemplifies the application of e-government principles, intended to enhance the efficiency, transparency, and accountability of regulatory enforcement personnel at the regional level. This study aims to examine the legal framework governing the Satpol PP's use of information technology in executing its regional regulatory enforcement duties. The research involved an analysis of pertinent laws and regulations, including Law Number 23 of 2014 regarding Regional Government, Regulation of the Minister of Home Affairs Number 16 of 2023 on Guidelines for the Nomenclature of Regional Apparatuses in Public Order, Security, and Community Protection, as well as associated policies regulating the application of information technology within the regional government framework. The findings of this study are anticipated to enhance the evolution of administrative law in the digital age, specifically in fortifying the legal framework for the enforcement of information technology-based regional regulations. The research findings are anticipated to offer recommendations for regional governments on formulating policies aligned with the principles of good governance, ensuring that digitalization not only expedites law enforcement processes but also safeguards citizens' rights and legal certainty in their execution. Most crucially, this study finds that the legal legitimacy of digital enforcement is conditioned by privacy-compliant governance: when Batam's Satpol PP processes complaint, surveillance, or violation data without sufficiently specific derivative rules on access, retention, and accountability, the efficiency gains of e-government risk colliding with citizens' privacy rights and weakening legal certainty.

Abstract

Community service is one of the core obligations of higher education institutions aimed at applying science and technology to address societal problems. State University of Surabaya, through the Institute for Research and Community Service, has implemented an information system to manage community service activities conducted by its lecturers. However, the existing system does not yet provide detailed and comprehensive information to support effective monitoring and reporting processes. This study aims to develop a dashboard feature that presents detailed and structured community service data to improve reporting quality and support decision-making for university leaders and stakeholders. The development process followed the Waterfall method, consisting of requirement definition, system and software design, implementation and unit testing, integration and system testing, and operation and maintenance. The resulting dashboard provides various visualizations, including the percentage of community service activities, participant distribution, inter-faculty involvement, and detailed activity information. The implementation results show that the developed dashboard feature enhances the accessibility and clarity of community service data, supports monitoring and evaluation processes, and improves the effectiveness of reporting community service activities at the State University of Surabaya. This dashboard offers practical value by enabling role-based, integrated, and transparent monitoring of community service activities within a single institutional system.

Abstract

The transition to remote IT project management presents unique challenges in collaboration, resource allocation, and adaptability. While Artificial Intelligence (AI) is increasingly demanded as a strategic enabler to manage these complexities, its specific application within remote IT environments, particularly through the principles-based PMBOK7 framework, remains underexplored. To address this literature gap, this study presents a Systematic Literature Review (SLR) analyzing peer-reviewed literature published between 2021 and 2026. The review identifies 11 empirically validated studies and extracted 8 unique AI implementations, namely machine learning, natural language processing, neural network, multi-agent systems, large language model, fuzzy logic, genetic algorithm, and probability graph models. These technological implementations are systematically mapped across the eight PMBOK7 performance domains and five primary areas of change in remote IT work. The findings indicate that while empirical AI implementation in this domain is still in its infancy, it fundamentally enhances aspects like stakeholder communication, team flexibility, data-driven project planning, and holistic view of the project for project managers. Ultimately, this study serves as a foundational stepping stone for global IT organizations transitioning toward AI-assisted distributed project management

Abstract

The digital transformation of Hospital Information Systems (HIS) has become an urgent necessity, particularly for teaching hospitals that fulfill the triple mission of healthcare service, education, and research. The gap between technological planning and Information Technology Human Resource (IT HR) readiness is a primary barrier to implementation, even when future business process flows are carefully designed. This study intends to develop an integrated HIS digital transformation roadmap aligned with technological and IT HR strategies for the 2026–2029 period. A qualitative case study approach was used, focusing on the IT division of a teaching hospital in Indonesia. Data were collected through a documentation study of the Hospital’s 2025–2029 Strategic Plan, in-depth interviews with five key informants representing IT division, and observations. Data analysis followed a strategic cascading framework, integrating the Ward and Peppard, the Balanced Scorecard, and Bernard Marr’s Future Skills framework. The findings identify eight primary technology strategy clusters and eight IT HR competency domains encompassing technical, human, and business skills. The Balanced Scorecard analysis produced sixteen measurable strategic objectives. The resulting integrated roadmap is divided into four phases, operating on the principle that IT HR competency development must precede the implementation of new technologies. This research delivers a traceable, strategic cascading model from the hospital’s Strategic Plan to the implementation roadmap, which is replicable for other teaching hospitals in Indonesia facing the challenges of HIS digital transformation
