Abstract

Objective: This study aims to analyze the Implementation of Village Information System (SID) in improving Public Information Disclosure in Kendalpecabean Village, Candi District, Sidoarjo Regency. Method: This study uses a descriptive qualitative approach with data collection techniques through observation, interviews and documentation.  Results:  The results of the study show that SID contributes significantly in improving transparency, public services and efficiency of village administration. However, there are still several obstacles such as limited human resources who do not fully understand technology, and the preparation of standard operating procedures (SOPs) is not optimal. Policy implementation is analyzed using the theory of Erward III which includes indicators of communication, resources, disposition and bureaucratic structure. Novelty: The findings of the study show that although the infrastructure and commitment of the implementers have been supportive, training, the preparation of SOPs and efforts to increase public trust in SID still need to be improved. This research emphasizes the importance of strengthening capacity and support from local governments so that the implementation of SID is more optimal in village governance.

Abstract

Objective: This study is to describe and analyze the implementation of the village information system (SID) in realizing public information disclosure in Semambung Village, Wonoayu District, Sidoarjo Regency. The analysis was carried out using the theoretical framework of George C. Edward III's policy implementation which included aspects of communication, resources, disposition, and bureaucratic structure. Methods: This study uses a qualitative method with a descriptive approach. Data was collected through interviews with village officials, field observations, and documentation review related to the management of village websites as a means of information disclosure. Data analysis is carried out through the process of data reduction, data presentation, and conclusion drawn. Results: The results of the study show that from the communication aspect, socialization related to SID is not even because it relies more on social media. In terms of resources, website management is still handled by one operator without special training support or adequate budget allocation. In terms of disposition, operators show a positive commitment even though they have not received adequate incentives and institutional support. Meanwhile, from the aspect of bureaucratic structure, there is no clear SOP or division of tasks so that implementation still depends on individual initiatives. With these various obstacles, SID has been proven to increase access to public information and encourage community participation, which is reflected in a significant increase in the number of visitors to the village website. Novelty: The novelty lies in the analysis of the implementation of SID at the village level that highlights technical and institutional constraints in more detail. These findings contribute to the development of literature on digital-based public information governance in villages as well as serve as a basis for evaluation to strengthen apparatus capacity, institutional support, and the formulation of more targeted SOPs to optimize the implementation of SID.

Abstract

Abstract: Public information disputes often pose challenges in realizing the principles of transparency and government accountability. This study analyzes the effectiveness of mediation as an alternative dispute resolution method at the Information Commission (KI) of East Kalimantan. Mediation was chosen as the focus of this research because it offers a more flexible, faster, and non-litigation approach compared to adjudication. The study employed a qualitative case study method, with data collected through in-depth interviews with KI Commissioners, mediators, and disputing parties (applicants and public bodies). Document analysis of dispute records and KI East Kalimantan annual reports was also conducted. The findings indicate that mediation at KI East Kalimantan is highly effective, with an average success rate of 75% per year over the past three years. Key success factors include: (1) mediator communication skills and neutrality, (2) willingness of parties to negotiate and reach agreements, and (3) a clear regulatory framework empowering KI to facilitate mediation. Nevertheless, challenges remain, such as limited understanding of mediation procedures among disputing parties and constrained human resources within KI East Kalimantan. Despite these challenges, mediation has proven effective in reducing costs, expediting dispute resolution, and preserving good relationships between parties. This study recommends enhancing public awareness of mediation procedures and strengthening mediator capacity to optimize the Information Commission’s role in promoting transparency in East Kalimantan.

Abstract

This research is dealt with political factors using internal and external organization supports as proxy. Besides that, it also uses information system as variables that influence work performance measurement development as well as the utilization of performance information in budgeting. This research attempts to test and confirm whether such factors are consistently influential toward work performance measurement development and utilization of performance information in budgeting as conducted by the previous studies. It uses random sampling system, consisting of 316 executives with the echelon ranks of 2, 3, and 4 at the regional government offices, Jogjakarta, Indonesia. This research reveals that political factor influence utilization of performance information in budgeting, both directly and indirectly through performance measurement development. In addition, information system capability, incapabilityof explaining and assessing performance metrics (as technical factors) do not influence either directly or indirectly both work performance measurement development and utilization of performance information in budgeting. Yet, another technical factor, which is technical knowledge, has significant influence toward work performance measurement development in budgeting. These findings imply that the change into performance measurement-based budgeting is influenced by the regional government’s internal and external support, external participations such as society for escorting the regional government officials in facing the budgeting system change.
