Industri kecil memiliki peranan strategis dalam perdagangan nasional hal ini karena proporsi usaha skala kecil mempunyai daya serap tenaga kerja yang sangat besar. Kota Tasikmalaya memiliki banyak sumber daya yang dapat dikembangkan, baik industri bordir, makanan atau kerajinan. Industri Kecil Menengah telah terbukti mampu menghasilkan berbagai komoditas, lokal maupun pasar internasional, tetapi daya saing dari produk yang dihasilkan pengusaha tersebut belum maksimal. Tujuan penelitian ini adalah untuk mengetahui besar pengaruh koordinasi dengan pengembangan industri kecil produk usaha kerajinan tangan dan bordir di Kota Tasikmalaya. Hasil penelitian menunjukkan bahwa pengaruh koordinasi terhadap pengembangan industri kecil produk usaha kerajinan tangan dan bordir sebesar 29,7 % sedangkan 70,3 % disebabkan oleh faktor lain.

Abstract

This research is a qualitative research which intends to describe the institution of child identity card services in Central Buton Regency. The approach used is descriptive. Data collection was obtained through observation, interviews and documents. Analysis of the data used is an interactive model. This study found that the child identity card service institution in Central Buton Regency was running and in good condition. Bureaucratic structure, job description and service system synergize and have a positive impact on service effectiveness. However, there are obstacles related to the convenience of obtaining services and the location of the office which is still far from the community outside the capital of Central Buton Regency, Labungkari for offline or direct services. The pursuit of target coverage for child identity card services has been hampered due to the COVID-19 pandemic and has disrupted the disposition of existing bureaucrats

Abstract

Penelitian ini bertujuan untuk mendeskripsikan pelaksanaan inovasi pelayanan berbasis online di Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) Kabupaten Sinjai. Jenis penelitian ini adalah kualitatif dengan teknik pengumpulan data dilakukan melalui wawancara, observasi dan dokumentasi. Teknik keabsahan data menggunakan teori Miles and Huberman. Hasil penelitian menunjukkan bahwa inovasi layanan berbasis online belum efektif. Hal ini dikarenakan bahwa sejumlah masyarakat belum cakap digital sehingga memiliki kompetensi dalam penggunaan website layanan dengan baik serta terkendala jaringan internet yang belum memadai didaerah tertentu, tetapi terlepas dari itu semua, hadirnya layanan online bagi sebagian masyarakat yang cakap digital mengganggap bahwa inovasi ini sangat memudahkan dan memperlancar proses pengurusan layanan publik.

Abstract

The discussion of public information disclosure in the village in the midst of a paradigm shift from goverment to governance is very interesting indeed. This places the strategic position of the village community not only as an object of service and development but also as a subject of development in the village. Various facts show that the village has not become a major concern in the development of information disclosure. This research is a descriptive research with a qualitative approach. The required information is collected using narrative interviews, observation and literature study. Informants from the study were determined purposively using snowball sampling. In this article, the four levels of the Williamson model are used to analyze it. The results show that the development of public information institutions in the village in Serang Regency at the macro and micro levels has not supported the realization of information disclosure in the village. It can be seen at level one that various informal rules in the form of traditions, norms and habits that live in rural communities are not yet compatible in supporting the formal rules of information disclosure. At the second level, there has not been any recognition and awareness of either the public or public organizations to fulfill the public's rights regarding the disclosure of public information. At the third level, the institutional governance of public information disclosure has not been developed effectively to be able to minimize transaction costs. At the fourth level, the systematization of rules related to authority, organization, administration, human resources, finance, hierarchical relations, supervision, as well as work procedures and mechanisms need attention.

Abstract

Kementerian Desa, Pembangunan Daerah Tertinggal, dan Transmigrasi secara berkala menghitung Indeks Desa Membangun (IDM) di seluruh desa di Indonesia. Hasil perhitungan nilai IDM tersebut tidak dijadikan sebagai data dasar sebagai acuan dalam melaksanakan program dan kegiatan pembangunan di desa, tetapi juga menjadi dasar untuk menilai efektifitas atau kinerja Pemerintah Desa. Penelitian ini bertujuan untuk mengetahui kinerja pembangunan desa di Provinsi Banten berdasarkan perkembangan capaian IDM. Penelitian ini merupakan penelitian deskriptif kualitatif yang dilaksanakan pada bulan Juli sampai dengan Agustus 2021. Data yang dianalisis adalah data IDM tahun 2018, 2019, 2020 dan 2021. Hasil analisis berdasarkan data IDM menunjukkan bahwa jumlah Desa Sangat Tertinggal dan Tertinggal di Kabupaten Provinsi Banten setiap tahun mengalami penurunan. Namun, dibandingkan tahun sebelumnya, tingkat penurunannya mengalami perlambatan. Berdasarkan perbandingan capaian skor IDM, tingkat efektivitas penggunaan dana pembangunan desa di Provinsi Banten relatif kurang efektif dibandingkan dengan provinsi lain di Jawa dan Bali. Diperlukan langkah-langkah kebijakan yang dapat meningkatkan perekonomian pedesaan sehingga dapat mempercepat peningkatan nilai Indikator Ketahanan Ekonomi (IKE) sebagai salah satu faktor lemah dalam pencapaian nilai IDM di Provinsi Banten

Abstract

The Covid-19 virus has spread in Indonesia since March 2020. The policies taken by the government and the background of the formulation of these policies are interesting to discuss. This research aims to describe the policy formulations that taken related to the handling of Covid-19. The research method used in this research is a qualitative method. The theory used in this research is the theory of policy formulation model by Thomas R Dye. The results of this study are in the selection of policies to overcome the pandemic, the government uses the Elite Model where this model describes public policy making in the form of a pyramid, where the public is at the lowest level, the elite is at the top of the pyramid and the internal actors of the government's public policy-making bureaucracy are in the middle between society and elite. This can be seen from the selection of PSBB and PPKM as a way to deal with Covid-19 rather than regional quarantine or lockdown.

Abstract

Penelitian ini berjudul Pengembangan Kapasitas Kelompok Usaha Bersama (KUBE) dalam Pengelolaan Unit Usaha di Desa Karangnangka, Kecamatan Kedungbanteng, Kabupaten Banyumas. Adanya KUBE bertujuan untuk penguatan kapasitas fakir miskin dalam meningkatkan pendapatan dan kemampuan berusaha sehingga mampu memenuhi kebutuhannya secara mandiri serta meningkatkan kesetiakawanan sosial. Salah satu KUBE dengan jenis usaha terlengkap adalah KUBE Maju Bersama di Desa Karangnangka, Kecamatan Kedungbanteng, Kabupaten Banyumas. Namun, dengan usaha yang lengkap justru pendapatan mereka tidak naik secara konsisten. Hal tersebut menunjukkan belum adanya kesiapan sumber daya dan manajemen dalam pengelolaan KUBE dan dikhawatirkan keberadaannya hanya nama saja.Tujuan penelitian ini adalah untuk mendeskripsikan dan mencari faktor penyebab pengembangan kapasitas kelompok usaha bersama (KUBE) dalam pengelolaan unit usaha di Desa Karangnangka, Kecamatan Kedungbanteng, Kabupaten Banyumas. Penelitian ini menggunakan model kapasitas organisasi dari Horton, dkk yang meliputi dua aspek, yaitu Sumber Daya dan Manajemen. Metode yang digunakan dalam penelitian ini adalah metode kualitatif deskriptif. Teknik pemilihan informan dalam penelitian ini adalah menggunakan teknik purposive sampling. Pengumpulan data digunakan dengan wawancara mendalam, observasi dan dokumentasi. Metode analisis data yang digunakan adalah metode analisis interaktif. Validitas dengan menggunakan triangulasi.Hasil penelitian menunjukkan bahwa belum adanya peningkatkan dalam pengembangan kapasitas pengurus dalam mengelola KUBE Maju Bersama. Masih ada beberapa aspek yang masih harus diperbaiki. Pada aspek sumberdaya organisasi, staff KUBE Maju Bersama Karangnangka sudah memahami mengenai tugas pokok dan fungsinya namun belum pernah ada pelatihan, ketersediaan infrastruktur dan pemanfaatan teknologi belum mampu dipenuhi, sumber daya keuangan hanya untuk operasional dalam pemenuhan kebutuhan. Pada aspek manajemen, pimpinan melaksanakan tiga dari empat fungsi kepemimpinan yaitu fungsi instruktif, fungsi konsultatif, dan fungsi partisipatif, proses manajemen dalam tahap perencanaan dan pelaksanaan masih terdapat kendala dalam perwujudannya, dalam pengelolaan unit unit usaha KUBE Maju Bersama koordinasi yang dibangun pada internal KUBE berjalan dengan baik, sedangkan pihak KUBE Maju Bersama kurangnya koordinasi serta kerjasama yang dilakukan dengan pihak luar, hal ini terlihat dari tidak adanya pendamping KUBE Maju Bersama yang berdampak pada berkurangnya kepercayaan pihak eksternal terhadap pengelolaan KUBE Maju Bersama.

Abstract

The purpose of this study is to determine and analyze the implementation of the Qlue application in waste management at the Environment and Hygiene Service. The research methodology was descriptive study with a qualitative approach. The results of the study indicate that the implementation of the qlue application, especially in the issue of waste management, has not been optimal. This is due to a lack of communication between implementers, as field implementers do not fully comprehend the qlue application's functionality. Due to a lack of socialization, many citizens in Kupang City are clueless of the qlue application. There are still limitations of both human resources and supporting facilities in terms of resources. Also, due to the various difficulties experienced in the field, there are differences  knowledge and commitment among implementers. There are no special regulations regarding the use of the qlue application because it is not equipped with SOPs, especially in the field of  waste management. The absence of a particular team or unit in reacting to waste reports via the application is the final point.

Abstract

Creative tourism is a form of tourism concept that is responsible for the existence of local communities. The city of Surakarta, which is a city with a process of historical growth and development, has made the city of Surakarta city formed from local wisdom, in which case the Blangkon Potrojayan village in Serengan Village, Serengan District is a form of physical heritage that can still be found, but over time the Blangkon Potrojayan village has been degraded since the last 20 years. This study aims to determine the collaboration process between stakeholders and the obstacles that occur in the collaboration process so that it can become a recommendation for the government, private sector and the community to optimize collaboration. The theory used in this study is the collaborative process theory of Anshel and Gash where there are five stages of collaboration, namely (1) face-to-face dialogue, (2) building trust (3) commitment to the process (4) mutual understanding, and (5) intermediary outcomes, while the method used in this research is descriptive qualitative. The results of this study indicate that the process of collaborative governance in the development of creative tourism based on local wisdom, in the process this collaboration has been going well, but there are still various obstacles such as the absence of communication forums, sectoral ego by each Stakeholder, limited resources, and less optimal role of the actors involved.

Abstract

Village officials have an important role in village development and welfare. The implementation of village apparatus recruitment is the first step for village officials in their involvement with village government so that a recruitment process is needed in its implementation. There are various problem in the implementation of village apparatus recruitment, such as lack of planning, lack of information, to indications of nepotism practices that have become public secrets in the community. Through the recruitment process that has been proposed by Simamora (2020) which consists of recruitment planning, recruitmen strategy, recruitment sources, screening, and gathering of applicant, the village apparatus recruitment process in Blumbungan Village, Larangan District, Pamekasan Regency is reviewed. The result of a qualitative research study based on indicators of the recruitment process according to Simamora (2020) The Blumbungan Village Government does not carry out all the indicators of the recruitment process. In the future, The Blumbungan Village Government needs to implement a recruitment process starting from  recruitment planning, recruitment strategic, recruitment sources, screening, to collection of applicant.

Abstract

ABSTRAKPenyalahgunaan narkoba merupakan permasalahan yang mulai menjamur dan harus diambil langkah tegas untuk memutus rantai peredarannya. Upaya yang dilakukan oleh pemerintah ialah dengan adanya rehabilitasi bagi korban penyalahgunaan narkoba. Salah satu instansi yang memiliki wewenang ialah Balai Pemasyarakatan Kelas 1 Surakarta. Untuk bisa mencapai hasil maksimal maka timbul kepentingan untuk melakukan kemitraan dengan pihak Yayasan Lentera Bangsa Indonesia melalui program rehabilitasi bagi korban penyalahgunaan narkoba di Kota Surakarta Walaupun begitu, tingkat penurunan penyalahgunaan narkoba belum terlihat dengan adanya kemitraan yang telah dilakukan. Penelitian ini bertujuan untuk mengetahui proses kemitraan antara Balai Pemasyarakatan Kelas 1 Surakarta dengan Yayasan Lentera Bangsa Indonesia dengan menggunakan teori tahapan kemitraan menurut Darian Stibbe and Dave Prescott (2020), yang meliputi tahap scooping and building, tahap managing and mainting, tahap reviewing and revising, dan tahap moving on renegotiation sustaining. Penelitian ini merupakan penelitian deskriptif kualitatif. Pengumpulan data melalui wawancara, observasi, dan dokumentasi. Penelitian ini memiliki informan yang dipilih dengan teknik purposive. Pengujian validitas data yang digunakan adalah teknik triangulasi metode/teknik, dan teknik analisa data yang digunakan adalah model analisis interaktif dari Miles dan Huberman. Hasil penelitian menunjukkan bahwa pada tahap scooping and building telah dilakukan melalui diskusi dan penawaran kemitraan. Tahap managing and mainting telah dilakukan melalui pembentukan perjanjian kerjasama dalam kemitraan yang kemudian dijadikan acuan keberjalanan kemitraan. Tahap reviewing and revising telah dilakukan dengan adanya monitoring dalam setiap kegiatan kemitraan dan evaluasi secara keseluruhan untuk melihat perkembangan kemitraan. Tahap moving on renegotiation sustaining telah dilakukan dengan tetap melanjutkan kemitraan dengan melakukan pembaharuan yang dibutuhkan.Kata kunci : Penyalahgunaan narkoba, rehabilitasi korban penyalahgunaan narkoba, kemitraanABSTRACTDrug abuse is a problem that is starting to mushroom and decisive steps must be taken to break the chain of distribution. Efforts made by the government are rehabilitation for victims of drug abuse. One of the institutions that have the authority is the Surakarta Class 1 Penitentiary. To be able to achieve maximum results, there is an interest in establishing a partnership with the Indonesian Lentera Bangsa Foundation through a rehabilitation program for victims of drug abuse in the city of Surakarta. This study aims to determine the partnership process between the Surakarta Class 1 Penitentiary and the Indonesian Lentera Bangsa Foundation using the partnership stage theory according to Darian Stibbe and Dave Prescott (2020), which includes the scooping and building stage, managing and mainting stage, reviewing and revising stage, and the stage of moving on renegotiation sustaining. This research is a qualitative descriptive study. Collecting data through interviews, observation, and documentation. This study has informants selected by purposive technique. Testing the validity of the data used is a method/technique triangulation technique, and the data analysis technique used is an interactive analysis model from Miles and Huberman. The results of the study indicate that the scooping and building stage has been carried out through discussions and partnership offers. The managing and mainting stage has been carried out through the formation of a cooperation agreement in a partnership which is then used as a reference for the operation of the partnership. The reviewing and revising stage has been carried out with monitoring in each partnership activity and overall evaluation to see the development of the partnership. The moving on renegotiation sustaining stage has been carried out while continuing the partnership by making necessary reforms.Keywords: Drug abuse, rehabilitation of drug abuse victims, partnership
