Abstract

In the current new normal era, regional governments are expected to take advantage of the moment to reorganize their institutional structure and administrative systems. The emergence of the coronavirus has merely accelerated a transformation that was already necessary in the face of the Industrial Revolution 4.0, which is characterized by the extensive use of internet-based technology (Internet of Things). To respond effectively, local governments need to shift their paradigms, concepts, and policy orientations in carrying out their core duties and functions. This change is intended to enhance performance so that it becomes more effective, efficient, and equitable. This study employs qualitative methods, with primary data collected through in-depth interviews and focus group discussions. The strategic analysis uses the SWAR method, which integrates elements of SWOT and SOAR. The findings produce a strategic formulation for transforming the regional government organization of Sumedang Regency, viewed from four aspects: reframing, restructuring, revitalization, and renewal. In the reframing aspect, the current organizational form and structure are still not aligned with the regional vision and mission. In the restructuring aspect, organizational expansion is evident from the increase in structural positions—consisting of one position at level IIb, three positions at echelon IIIa, nine positions at echelon IIIb, and twenty-seven positions at echelon IVa. In the revitalization aspect, only seven out of the twenty-six sub-districts in Sumedang Regency have relatively good internet connectivity, while nine villages are categorized as “blind spots” or areas without internet access. In the renewal aspect, employee placement remains inconsistent with established competency standards for each position.

Abstract

This study investigates the political strategies employed by female legislators who successfully retained their seats in the 2024 Malang City Legislative Election. It analyzes how incumbents navigated intense electoral competition while sustaining and expanding political legitimacy. Using a descriptive qualitative design, data were collected through in-depth interviews with two re-elected female legislators, their campaign teams, party cadres, and constituents, complemented by official electoral documents, vote recapitulation reports, and field observations. Guided by the political retention framework, which emphasizes strategies for sustaining electoral support across terms, the findings reveal two key factors shaping incumbents’ success. First, both legislators consolidated established voter bases through consistent community engagement, strengthening trust and accountability. Second, they adopted innovative campaign strategies to attract new voter segments. While one relied on dense political networks and a credible performance record, the other emphasized creative approaches and inclusive messaging. This hybrid strategy integrating continuity with adaptation proved effective in enhancing electability and reinforcing women’s political representation. The study contributes to the literature by highlighting the underexplored dimension of political retention and provides practical insights into strengthening women’s resilience in democratic politics.

Abstract

Population growth, urbanization, and rapid industrial development have increased pressure on the availability of food and agricultural land in Indonesia, potentially threatening national food security. This study analyzes the implementation of Law No. 41 of 2009 on Sustainable Food Agricultural Land Protection in Subang Regency, one of the major food production areas in West Java. The research employs a qualitative descriptive approach to examine the dynamics of policy implementation at the local level. Data were collected through observation, interviews with key stakeholders, and focus group discussions involving local government officials and relevant institutions. The analysis is based on the policy implementation framework developed by Donald S. Van Meter and Carl E. Van Horn. The findings indicate that the local government has demonstrated commitment to agricultural land protection through the establishment of regional regulations, the designation of LP2B areas, and policy dissemination efforts. However, several challenges remain, including limited resources, the absence of effective incentive and disincentive mechanisms for farmers, the lack of an integrated agricultural land database, and weak inter-agency coordination influenced by infrastructure development and national strategic projects. Strengthening institutional coordination, developing integrated agricultural land information systems, and enhancing human resource capacity are essential to support sustainable agricultural land protection.

Abstract

Interest group coalitions play a pivotal role in shaping the decision-making process across various policy domains. This study analyzes how a coalition of interest groups can be formed and what factors unite them that enable them to influence the public policy-making processes. The research was conducted in Subang, West Java (one of the largest rice production regions in Indonesia), where a coalition of interest groups known as the People’s Coalition for the Constitution (Koalisi Rakyat untuk Konstitusi or KORSI) opposed the proposal of three new industrial zones during the local legislative processes. Data for the study were collected through 1) in-depth interviews with key actors involved in the coalition and the legislative processes, 2) participant observations, and 3) document analysis. The study reveals that the formation of the coalition was influenced by shared issues, closed interactions, trust, egalitarianism, interdependence, value agreement, and deliberation. The oppositional stance to reject the new industrial zones proposal became a common ground that united various interest groups within the KORSI. The coalition was further strengthened by the intensity of interactions, mutual trust, and a sense of equality among its members, as well as an awareness of each organization’s limitations, which fostered recognition of their interdependence. Moreover, the coalition remained deliberative toward any organization willing to join, thereby expanding its network and enhancing its capacity to influence public policymaking processes.

Abstract

This study examines the role of digitalization in enhancing public service quality in Konawe Regency. The digitalization of local government is an important strategy for achieving transparent, efficient, and responsive governance that meets community needs. The method used is a descriptive qualitative approach with data collection techniques through in-depth interviews, participatory observation, and documentation studies of digital programs implemented by the Konawe Regency Local Government, such as the integrated administrative service information system and the digital-based public complaint platform. The research findings indicate that digitalization has had a positive impact on service acceleration, increased accountability, and improved accessibility for the community, although challenges remain in terms of infrastructure, human resource capacity, and community digital literacy. In conclusion, the digitalization of local government in Konawe Regency has great potential to improve public services, but it requires support in the form of institutional capacity building, technological infrastructure improvements, and increased community participation and digital literacy to achieve adaptive and inclusive governance.

Abstract

This article examines how the practice of political dynasties in Bima Regency has led to dysfunction in the system of checks and balances within the framework of local democracy. Over the past two decades, a single nuclear family has successfully consolidated power through electoral mechanisms, bureaucratic penetration, and legislative dominance. This study employs a qualitative approach, utilizing case studies to highlight informal power networks based on kinship and patronage that undermine institutional functions, particularly those of the Regional People's Representative Council and the bureaucracy. The findings suggest that the public office recruitment process is not based on meritocracy but rather is influenced by political loyalty and personal relationships. On the other hand, the legislative institution fails to carry out its oversight function because the executive power network co-opts it. Political dynasties also gain legitimacy from local cultural symbols and aristocratic heritage, strengthening public acceptance of certain families' dominance. This study highlights how procedurally unaccountable informal oligarchies can control democracy at the local level and offers critical reflections on the need for institutional reform and the transformation of political culture in the region.

Abstract

This study aims to analyze the SI-AWAS application as an instrument for strengthening internal supervision in the Provincial Government of Lampung. SI-AWAS is a digital-based supervision system designed to support effective, efficient, and accountable internal oversight. This research adopts a qualitative approach, with data collected through in-depth interviews and documentation review. Informants were purposively selected from internal government auditors directly involved in the management and utilization of SI-AWAS. The findings indicate that SI-AWAS functions as an integrated supervisory support system across planning, budgeting, implementation, and follow-up stages, while promoting preventive supervision through document review mechanisms and continuous monitoring. However, its implementation still faces challenges, including limited human resource capacity, potential role overlap among actors, and suboptimal use of supervisory data. This study concludes that SI-AWAS has strategic potential to strengthen the role of internal government auditors, provided it is supported by enhanced human resource capacity and integrated supervisory governance.

Abstract

The transfer of the National Civil Servants (ASN) to the Nusantara Capital City (IKN) is one of the initial policies in the relocation of the National Capital that has been decided and regulated in legislation with the establishment of IKN as the Capital City of Indonesia. The relocation of ASN to IKN becomes one of the indicators of the completion of Phase 1 of the IKN development according to the development stages in the Master Plan and Detailed Master Plan of IKN 2022-2024. However, the policy of relocating ASN to IKN has not been implemented until 2025. Therefore, this research uses a post-positivist approach with qualitative-illustrative data collection techniques in order to gain understanding and recommendations for preparing for ASN relocation policy. The results of this study indicate that the policy capacity at the system level in formulating the ASN relocation policy to IKN is still insufficient, as evidenced by the higher proportion of suboptimal indicators than those with good capacity. Analysis of the Analytical Capacity shows that data and information are available and have been processed well, although there are still issues with data not being synchronized with ideal needs, suboptimal speed in accessing, and a lack of comprehensive involvement of experts or non-governmental institutions. Meanwhile, the analysis of Political Capacity shows that a policy-making system involving all policy formulators is in place, but there is no framework for involving ASN as policy objects, and there is still a lack of commitment to providing fiscal resources. Therefore, this research recommends enhancing Analytical Capacity and Political Capacity for each indicator, considering that the improvement of both Analytical Capacity and Political Capacity is necessary, as they are interrelated and mutually determining.

Abstract

Ministry of Home Affairs Regulation No. 52 of 2020 concerning the Boundary of Pontianak City and Kubu Raya Regency still leaves unresolved issues. The purpose of this study is to further analyze the issue of government collaboration in regional boundary management. The research approach used is qualitative. Data collection was conducted through interviews, documentation, observation, and Focus Group Discussions (FGD). Qualitative analysis was used to analyze the data. The results of the study show that there is direct and indirect synergy and coordination at three levels of government. The West Kalimantan Provincial Government, through inter-agency coordination and optimal strengthening of the capacity of regional officials, has created a conducive atmosphere for the resolution of territorial boundaries, which can reduce social and political tensions in the region. The city of Pontianak plays a role in open communication and constructive diplomacy. This mediating role helps prevent the escalation of conflict and ensures that the decisions taken are acceptable to all interested parties. The Kubu Raya Regency Government acts as an effective communication bridge between residents and the city government, channeling the aspirations, complaints, and needs of the community to be taken into consideration in the public service process and border negotiations. With a participatory and community-based approach, the roles of these three parties have not optimally solved the problem. Solving the problems faced requires the involvement of a fourth party, namely the Central Government, as the highest catalyst in problem solving. The findings of this study are that the territorial problems that occur require complete synergy and coordination for those involved, both directly and indirectly.

Abstract

This research is motivated by the value of the Community Satisfaction Index of the Faculty of Administrative Sciences, Universitas Brawijaya (FIA UB), which shows the quality of service, which tends not to show a significant increase over the last five years. In addition, there were findings of complaints from students of the Department of Public Administration FIA UB related to the academic administration services presented. Customer or student satisfaction is one of the important factors to assess the quality of the services presented. The objectives of this study are 1) to find out and analyse the level of student satisfaction with the quality of SERVQUAL-based academic administration services and 2) to identify and analyse the dimensions of service quality that are considered important by students to map the priorities for improving SERVQUAL-based academic administrative services in the Department of Public Administration FIA UB. This study uses a type of descriptive research with a quantitative approach. Meanwhile, the method used in this study uses a survey method. Data collection was carried out by distributing questionnaires with SERVQUAL dimension-based instruments. The data analysis technique in this study uses descriptive analysis and Importance Performance Analysis, which is processed using the SPSS 25 programme. The results of this study show that 1) The level of student satisfaction with the quality of academic administrative services of the Department of Public Administration FIA UB is in the category of 'very satisfied' with a percentage of 85.1%. 2) The dimension of service quality that is considered important by students and is a priority for service improvement is 1) The reliability dimension related to procedures, information, and timeliness of service completion. 2) The responsiveness dimension is related to responsiveness, feedback, and tolerance of officers. The results are shown by both dimensions occupying quadrant 1 on the Importance Performance Analysis diagram.
