Abstract

Child Protection Policy has become crucial, as it is regulated in the 1945 Constitution and its subordinate regulations, such as laws and ministerial regulations. The research approach used is qualitative research, with data collection techniques including observation, documentation, and interviews. The research findings indicate that (1) the rules show that the local government has legal regulations in place for implementing the child protection system, which serve as guidelines, such as Regional Regulation of North Central Timor Regency Number 15 of 2016 and Numbers 54 and 55 of 2017. However, the village government level has not been formally regulated. (2). the institutional framework, which is implemented by several local government agencies, NGOs, and paralegals. (3) the budget and program where the local government, through the relevant departments, has allocated a budget for child protection programs. Then, at the village government level, activities that accommodate the fulfillment of children's rights in the village are also allocated through youth development activities and health improvement activities.

Abstract

Stunting remains a significant challenge to human development, particularly in the Indonesian context, including West Java Province, where the prevalence increased to 23.3% in 2024, exceeding the national average. Sukabumi Regency shows intra-regional disparities in how stunting is addressed across its various subdistricts. This study focuses on two contrasting areas: Cicurug and Pelabuhan Ratu. The research aims to analyze and compare government strategies for stunting reduction in these two contexts and to identify key factors contributing to their success or failure. Employing a qualitative constructivist approach, the study adopts a descriptive framework to explore local government, community engagement, and structural challenges in addressing stunting. The findings reveal that the success of stunting reduction in Cicurug Subdistrict is driven by strong cross-sectoral coordination through the Forkompimcam (Subdistrict Leadership Coordination Forum), active support from the private sector via CSR initiatives, the use of digital data systems such as e-PPGBM and RME, and innovative community-based programs. In contrast, Pelabuhanratu continues to face significant challenges, including weak coordination mechanisms, limited access to accurate data, a predominantly charitable approach, and geographic and economic constraints that hinder effective intervention. In conclusion, the effectiveness of reducing stunting is closely tied to the capacity for cross-sectoral coordination, the implementation of data-driven policies, and the development of locally relevant innovations.

Abstract

E-performance is a web-based application that assesses and measures the State Civil Apparatus's performance based on position and workload analysis. It is also the basis for calculating work performance. Simalape e-performance, owned by the Baubau City local government, is an e-government in the form of an employee performance management information system that is in charge of recording and reporting the performance of all employees in the Baubau City local government. This study analyzes the Simalape e-performance application owned by the Baubau City Government. This study uses qualitative research methods. The location of this research was the Baubau City Communication and Information Office. The results of this study prove that the Simalape e-performance application is an application that is easily accessible and used by the Baubau City State Civil Apparatus; this proves that: 1) The use of the Simalape e-performance application has a significant effect on the performance of the Baubau City State Civil Apparatus, 2) The Simalape application is web-based so that it can be easily accessed using a mobile phone. 3) This application can simplify the process of managing the performance of the State Civil Apparatus, starting from the preparation of employee performance targets to the assessment of employee performance targets and their follow-up, 4) This application can be used as a basis for payment of performance allowances or additional employee income. 5) This application increases the knowledge of the State Civil Apparatus about the priority programs of the Baubau City Regional Head.

Abstract

Law No. 6 of 2014 on Villages introduces a new development paradigm that positions villages as autonomous actors in empowerment-based governance. This study examines the performance of village facilitators in operationalizing community empowerment within the implementation of the Village Law in Lebak Regency. Employing a qualitative-descriptive design based on secondary data, including the Village Development Index (IDM), policy documents, and program evaluations, the findings reveal a structural gap between the normative empowerment mandate and its institutional enactment. In practice, facilitators largely operate within administrative and procedural domains rather than as transformative agents of social change, reflected in the absence of independent villages during 2021–2024. The findings suggest that empowerment-oriented decentralization reforms are highly contingent upon institutional capacity, role clarity, and local power configurations. When these elements are misaligned, empowerment risks being reconstituted into bureaucratic formalism, where compliance supersedes transformation. This dynamic illustrates the tension between normative policy design and institutional rationalities at the local level, highlighting how governance reforms may reproduce hierarchical control mechanisms even within participatory frameworks. Reorienting facilitation practices toward context-sensitive, socially embedded approaches is therefore essential to preserve the transformative intent of village governance reform.

Abstract

The global spread of democracy in the 20th century is glaringly clear, and African states cannot be left behind in the new wave of global demand for democratic development in countries of the world. African states are bedevilled with the challenges of long years of military rule, misgovernance, corruption, and ethnic chauvinism, amongst others, and must be critically touched by global democratic sweeps in the contemporary period. The paper adopted a qualitative research design, and expressive data was collected from secondary sources such as textbooks, journals, periodicals, magazines, and official publications of organizations, amongst others. Data analysis involves the use of an interpretive, prescriptive mode of analysis dominant in qualitative research. The paper reflects on the effects of democracy on governance and politics in Africa, leading to the suppression of authoritarianism, entrenchment of constitutionalism, and state reconstruction in Africa in the 21st century. It suggests strategies to strengthen the democratic process in African states in the twenty-first century.

Abstract

The implementation of the Public Service Mall (MPP) in Central Lombok began with a soft launch on December 30, 2022, by the Regent of Central Lombok Regency. The purpose of the study was to analyze the level of implementation of e-governance in the MPP of Central Lombok Regency. The research method used was a quantitative approach, which aims to measure the relationship between variables in the implementation of e-governance in the Public Service Mall (MPP) of Central Lombok Regency. The results of the study indicate that the implementation of e-governance in the MPP of Central Lombok Regency was successfully implemented effectively. Based on the TAM approach, the system is considered useful and quite easy to use and has been welcomed positively by the community. Meanwhile, based on Permendagri 104/2018, this innovation meets the criteria of novelty, benefits, contagiousness, and sustainability. The conclusion is 1. The implementation of e-governance through the TAM approach shows positive acceptance of technology by the community. 2. The implementation of e-governance in MPP Central Lombok meets the regional innovation indicators based on Permendagri Number 104 of 2018. 3. Field data supports the success of the implementation, but there are still technical and social challenges, suggestions 1. The Central Lombok Regency Government needs to improve the digital literacy of the community, especially the elderly and rural communities. 2. It is necessary to carry out periodic maintenance and improvement of digital infrastructure. 3. The local government can expand the scope of MPP digital services to all sub-districts. 4. E-governance-based services should continue to be updated and adjusted to the needs of the community.

Abstract

This study was conducted with the aim of comprehensively analyzing the empowerment process of street vendors (PKL) in Rokan Hilir Regency, Riau Province. PKL, according to Presidential Decree No. 125 of 2012, are business actors who conduct trade using movable or immovable business facilities, using city infrastructure, social facilities, public facilities, land, and buildings owned by the government and/or private sector that are temporary/non-permanent. In other words, PKL are also vendors of goods or services who run their businesses informally in strategic places such as sidewalks, verandas, or crowded areas, using non-permanent facilities such as carts or tents. Therefore, PKL are identified as part of the informal sector that requires empowerment and arrangement by the local government to achieve the goals of welfare and public order. This study found that the empowerment process of PKL carried out in Rokan Hilir Regency has not been running well. Because of the stages of empowerment assessed through the awareness stage, the capacity-building stage, and the overall empowerment stage, they have not been running well.

Abstract

This study analyzes the reconstruction of PT Timah Tbk's tin downstreaming policy in supporting the National Strategic Project (PSN) and national energy-mineral resilience. Indonesia, as one of the world's largest tin producers and reserves, positions tin as a strategic and critical resource with geoeconomic, geopolitical, and constitutional value. Based on Article 33 paragraph (3) of the 1945 Constitution of the Republic of Indonesia and the interpretation of the Constitutional Court, the state has an obligation to manage natural resources directly for the greatest prosperity of the people, one of which is realized through the role of State-Owned Enterprises, especially PT Timah Tbk. This study uses a qualitative method with a library research approach to laws and regulations, court decisions, government policies, official documents, PT Timah Tbk reports, and relevant scientific literature. The results of the study indicate that the determination of PT Timah Tbk's tin downstreaming as part of the PSN has legal, economic, and strategic urgency. Legally, the PSN status functions as a legal instrument to address normative conflicts and legal uncertainty due to changes in marine spatial planning policies. Economically, downstreaming encourages increased added value, strengthening downstream industries, and sustainable economic growth. Strategically, tin downstreaming directly contributes to national mineral energy security by strengthening supply, developing the technology and renewable energy industries, and reducing dependence on raw material exports. This research confirms that tin downstreaming as a National Strategic Project (PSN) is not merely an economic policy, but rather a constitutional necessity and a strategic instrument for the state in realizing natural resource sovereignty, sustainable development, and national mineral energy security.

Abstract

Public service management is crucial for improving the quality of services received by the community and building trust in the government. The objective of the research is to determine the impact of public service management on the quality of service organizations as an evaluation of governmental services. This study uses non-probability sampling with accidental sampling to determine the sample size, which is calculated to be around 100 respondents using the Lemeshow formula. Data analysis techniques employed include simple linear regression with SPSS 22 software. The research shows that improvements in public service management significantly enhance the quality of service organizations, improving access, fairness, transparency, and accountability.

Abstract

The purpose of this article is to discuss the high political costs of winning an election from an economic security perspective. Economic security issues experienced by political contestants have rarely been studied. This research is qualitative and based on literature study. This research departs from a political phenomenon that demands dynamic financial mobility for donations and party campaigns in simultaneous general elections in Indonesia. As a result of this difficult situation, economic insecurity among candidates has become a new problem that has not yet received attention from election organizers. The results of the analysis show that the high costs of winning an election are partly due to the birth of a candidate-centered political system. The burden of political financing makes candidates economically insecure. Our analysis also shows that campaign financing policies can be an alternative in overcoming the issue of high political costs.
