Abstract

This study examines the factors influencing the effectiveness of disaster mitigation policies in Gorontalo and explores how revitalizing development administration can enhance these efforts. The research is grounded in the context of weak inter-agency coordination and limited community participation, which pose significant challenges to policy implementation. Data were collected through literature review, in-depth interviews, focus group discussions (FGD), and document analysis. The findings reveal that effective inter-agency coordination, human resource capacity, and community engagement are critical to successful disaster risk mitigation. Furthermore, integrating sustainable development principles and empowering local communities are essential to strengthening resilience. The study concludes that improving governance structures, fostering institutional synergy, and promoting active community involvement are necessary steps to enhance the effectiveness of disaster mitigation policies in Gorontalo and other disaster-prone regions.

Abstract

Sexual violence has been a public concern, and cases of sexual violence in Indonesia have been increasing in recent years. The cases also occur in higher education, which should be a strong fortress against moral damage. The phenomenon of sexual violence is something that is both visible and invisible and difficult to control. A competent strategy is required for higher education to prevent sexual violence. This study aims to describe the preventive strategies adopted by Universitas Brawijaya to address sexual violence on campus through a scenario thinking approach. A qualitative method was employed, comprising five phases: orientation, monitoring, action, synthesis, and exploration. The findings reveal that the university's strategy focuses on identifying potential risks, conducting risk analysis, simulations, and implementing multi-stakeholder-based interventions. Key components include the development of institutional policies, the establishment of dedicated units such as the Integrated Unit for Sexual Violence and Bullying and the Ethics Commission, and the active involvement of student organizations and academic communities. The study concludes that a comprehensive, adaptive, and collaborative approach is essential for universities to effectively prevent and manage sexual violence in a dynamic and uncertain environment.

Abstract

Village development in Indonesia continues to face tensions between formal decentralization mandates and persistently centralized governance practices. Although Law Number 6 of 2014 on Villages was intended to strengthen village autonomy, its implementation is often constrained by rigid central regulatory frameworks and standardized fiscal controls, limiting local participation and contextual responsiveness. This study offers a conceptual and empirical contribution by developing and examining an integrated hybrid and collaborative governance model for village development. Employing a qualitative research design, data were collected through in-depth interviews, participatory observation, and document analysis conducted in six villages in Kampar Regency, Riau Province. The findings indicate that hybrid governance, which combines top-down regulatory mechanisms with bottom-up community participation, enhances policy flexibility, responsiveness, and contextual alignment at the village level. Furthermore, the incorporation of collaborative governance strengthens cross-sectoral coordination among central and local governments, village institutions, private actors, and civil society organizations, thereby reducing fragmentation in policy implementation. Theoretically, this study operationalizes hybrid and collaborative governance within the context of village development policy. Practically, it provides policy-relevant insights for strengthening the legitimacy, responsiveness, and sustainability of decentralized governance in Indonesia.

Abstract

This study aims to examine the compatibility of Objective and Key Results (OKR) as a performance management framework in the context of public bureaucracy, with a case study at the Ministry of State Secretariat. Using a qualitative approach, this study analyzes the application of the basic principles of OKR, the advantages and disadvantages that arise, and the implementation challenges faced. The results of the study indicate that the success of OKR adoption is highly dependent on the organization's contextual awareness, namely the ability to adapt the design and implementation of OKR to the existing structure, work culture, and regulatory system. OKR provides a number of advantages such as increased performance tracking, employee performance diversification, collective alignment and accountability, flexibility, and frequency of performance monitoring and evaluation, thereby increasing the perception of fairness among employees. However, there are also weaknesses such as the tendency for OKR to become a to-do list, incompatibility with certain types of work, and insynchrony with the performance compensation system. Other challenges include HR capacity, work culture transformation, performance-based reward systems, consistency in the review and monitoring process, and coordination between agencies, and the need for a sustainable digital support system. Despite the growing popularity of OKR in private sector organizations, empirical studies examining the adaptation and effectiveness of OKR in public sector bureaucracies, particularly in developing country contexts, are still very limited. Therefore, this study contributes to the public administration literature by providing contextual empirical findings on how OKR interacts with bureaucratic characteristics, regulatory frameworks, and government organizational culture in Indonesia. These findings emphasize that OKR cannot be adopted uniformly in the public sector, but needs to be implemented gradually and adaptively.

Abstract

This study aims to analyze the implementation of Public Transportation Regulations in Bandung City, Indonesia. The issues focused on are the policy content and the context of its implementation. This study applies Grindle's policy implementation framework to critically examine policy implementation, exploring how political interests, administrative capacity, and institutional dynamics shape policy outcomes, dimensions often overlooked in transport policy research. This study fills a gap in urban transportation research that largely focuses on technical and infrastructure solutions. This study uses a descriptive qualitative approach using in-depth interviews, direct observation, and document analysis involving government officials, transportation operators, drivers, and users in Bandung City. The results indicate that policy implementation has not been successful for several reasons: the policy content does not accommodate the interests of the community and operators; the community is not interested in the long-term benefits of using public transportation; the anticipated changes in the policy are too broad; coordination problems between implementing agencies; and insufficient resource allocation. Policy implementation is also hampered by various contexts, namely: the existence of strong patron-client relationships between actors in channeling their economic interests; mechanisms for community engagement that have not been institutionalized; and low bureaucratic responsiveness.

Abstract

Collaborative governance (CG) has become a crucial approach for addressing complex public issues that single actors cannot solve. Despite its growing relevance, the understanding of CG remains fragmented. This study aims to synthesize the existing CG literature to provide a more cohesive understanding and identify a future research agenda. Using a systematic, multidimensional literature review, 53 academic documents were qualitatively analyzed. The findings reveal key antecedent conditions for successful collaboration, including a sense of community, a favorable historical context, and a level playing field. Furthermore, the study identifies eleven critical factors that contribute to effective collaborative networks. The synthesis highlights the strengths of CG literature in institutional and multilevel analysis but also points to significant gaps in integrative dimensions and developmental dynamics. This study contributes a systematic, multidimensional framework that advances collaborative governance theory by integrating institutional, processual, and contextual dimensions and addressing the research gap in comprehensive CG synthesis. The findings reveal that future research must address these gaps to advance both theoretical knowledge and practical application, particularly in diverse contexts like public administration in Indonesia.

Abstract

This article aims to analyze how silo mentality affects the effectiveness of stunting reduction program implementation in three regencys in Southeast Sulawesi: Buton, Central Buton, and South Buton. The problem is centered around silo mentality and it’s affects. To adress this issue theoretical references are employed. Data is collected through in-depth interviews and analysis of local policy documents. The study concludes that that silo mentality is manifested in the form of non-integrated planning, weak collaborative commitment between OPDs, fragmentation of information systems, and passive leadership towards cross sector work. Despite the existence of convergence planning documents, implementation in the field is still procedural and administrative, without substantive coordination. This finding reinforces public organization theory which states that institutional reform and organizational culture change are key prerequisites for cross sector policy success.
