Abstract

Penelitian ini bertujuan untuk menganalisis implementasi hak atas lingkungan hidup yang baik dan sehat dalam perspektif hukum dengan fokus pada penegakan hukum dan partisipasi publik di tingkat lokal. Pendekatan yang digunakan adalah kualitatif dengan desain penelitian empiris yuridis, melalui teknik pengumpulan data berupa observasi, wawancara mendalam, focus group discussion (FGD), dan analisis dokumen. Hasil penelitian menunjukkan bahwa implementasi hak atas lingkungan hidup belum berjalan optimal, ditandai dengan masih adanya pencemaran lingkungan, lemahnya pengawasan, serta keterbatasan kapasitas kelembagaan dalam penegakan hukum. Selain itu, partisipasi publik dalam pengelolaan lingkungan masih bersifat terbatas dan belum substantif, yang dipengaruhi oleh rendahnya akses informasi dan kapasitas masyarakat. Penelitian ini menemukan bahwa terdapat keterkaitan erat antara efektivitas penegakan hukum dan tingkat partisipasi publik dalam menentukan keberhasilan perlindungan lingkungan. Kesimpulan penelitian ini menegaskan bahwa implementasi hak atas lingkungan hidup yang baik dan sehat memerlukan sinergi antara penegakan hukum yang kuat, kapasitas kelembagaan yang memadai, serta partisipasi publik yang inklusif. Penelitian ini berkontribusi dalam pengembangan kajian hukum lingkungan melalui pendekatan integratif antara analisis normatif dan empiris dalam konteks lokal.

Abstract

Pelestarian warisan budaya bawah air di Indonesia menghadiga tiga tantangan utama, yaitu minimnya keterlibatan masyarakat, kekhawatiran komersialisasi, serta terbatasnya sumber daya pemerintah. Padahal peraturan perundang-undangan yang ada telah mengadopsi paradigma inklusif yang membuka ruang partisipasi masyarakat. Penelitian ini bertujuan merumuskan model tata kelola kolaboratif (Shared Stewardship) melalui studi konseptual-kebijakan dengan pendekatan kualitatif berbasis studi literatur dan analisis kebijakan. Hasil penelitian menunjukkan bahwa model Shared Stewardship mampu menjawab tantangan tersebut melalui rekonstruksi relasi vertikal menjadi kemitraan horizontal setara, dengan bertumpu pada pemahaman warisan budaya bawah air sebagai sumber daya publik untuk kepentingan masyarakat dan pemerintah sebagai pemegang amanah. Model ini mengintegrasikan tujuh ranah kemitraan dalam siklus produksi pengetahuan, pelestarian, dan distribusi yang saling memperkuat, serta menyeimbangkan benefit ekonomi dengan kewajiban sosial melalui jaminan akses publik. Implementasi model ini tidak memerlukan revisi undang-undang, melainkan keberanian menerjemahkan ruang interpretasi progresif ke dalam aturan turunan sebagai pijakan operasional, guna mentransformasi warisan budaya bawah air menjadi aset publik strategis yang membiayai pelestariannya sendiri.

Abstract

Pendapatan Asli Daerah (PAD) merupakan indikator penting dalam menilai kemandirian fiskal daerah. Pajak hotel dan pajak restoran merupakan komponen pajak daerah yang memiliki potensi besar dalam mendukung PAD, terutama di wilayah perkotaan. Penelitian ini bertujuan untuk menganalisis perkembangan penerimaan pajak hotel dan pajak restoran, mengukur kontribusinya terhadap PAD, serta merumuskan rekomendasi kebijakan untuk optimalisasi pendapatan daerah di Kota Bekasi selama periode 2019–2024. Penelitian ini menggunakan pendekatan deskriptif kuantitatif dengan data sekunder yang diperoleh dari Badan Pendapatan Daerah, laporan keuangan daerah, dan publikasi resmi. Analisis data dilakukan melalui rasio pertumbuhan, kontribusi, dan efektivitas. Hasil penelitian menunjukkan bahwa penerimaan pajak hotel dan pajak restoran mengalami fluktuasi, terutama pada tahun 2020 akibat pandemi COVID-19, namun kembali meningkat pada periode 2021–2024. Kontribusi pajak hotel terhadap PAD berada pada kisaran 2,92%–4,42%, sedangkan pajak restoran sebesar 12,08%–14,42%, sehingga pajak restoran memberikan kontribusi lebih besar dibandingkan pajak hotel. Tingkat efektivitas kedua pajak secara umum berada pada kategori efektif hingga sangat efektif karena realisasi penerimaan sebagian besar mencapai bahkan melampaui target. Dengan demikian, pajak hotel dan pajak restoran memiliki peran strategis dalam meningkatkan PAD dan memperkuat kapasitas fiskal daerah. Optimalisasi kebijakan dapat dilakukan melalui digitalisasi sistem perpajakan, perluasan basis pajak, dan peningkatan kepatuhan wajib pajak.

Abstract

In 2018, the electrical power system in South Sumatra experienced a major disturbance that caused a widespread blackout affecting all power plants, including the Indralaya Combined Cycle Power Plant (CCPP). To protect condenser system equipment from overpressure conditions, a rupture disc is installed as a safety device. The rupture disc must withstand the condenser operating vacuum pressure while rupturing in a controlled manner under excessive pressure conditions. This study aims to redesign and evaluate a safe and effective rupture disc using numerical simulation, analytical calculation, and experimental testing. Numerical analysis was conducted using the Finite Element Method (FEM) in ANSYS with a static structural approach. Analytical burst pressure prediction was performed using the Salarvand equation. Experimental validation was carried out through vacuum pressure testing on the actual rupture disc and overpressure testing on a 1:10 scale prototype. The results indicate that groove depth and scoring pattern significantly influence the burst pressure of the rupture disc. Increasing groove depth decreases burst pressure due to higher stress concentration in the grooved region. Experimental testing showed that the rupture disc with a groove depth of 1.5 mm failed before reaching the operating vacuum pressure of −0.086 bar, whereas the 0.5 mm groove depth maintained structural integrity under the same condition. Validated numerical simulation results demonstrated that rupture discs with groove depths of 0.5 mm and 1.0 mm produced burst pressures ranging from 0.10 to 0.12 MPa under overpressure conditions. The redesigned rupture disc therefore meets condenser safety requirements and has potential as a lower-cost alternative to OEM components using locally available materials.

Abstract

This study examines the effectiveness of West Java’s integrated digital licensing and investment incentive frameworks in supporting investment growth and strengthening regional economic competitiveness in 2025. The research is motivated by Indonesia’s ongoing regulatory reforms through the Online Single Submission Risk-Based Approach (OSS-RBA), which aims to simplify business licensing procedures, improve legal certainty, and enhance investment governance through digitalization. The study aims to analyze the contribution of the OSS-RBA and One-Stop Integrated Service (PTSP) systems to investment realization and to evaluate the coherence between provincial regulations and the national investment framework. This research employed a mixed-method approach combining normative legal analysis and quantitative descriptive analysis. Primary data consisted of regional regulations, BKPM policies, and official investment reports, while secondary data were obtained from academic literature, institutional publications, and statistical records. Data collection was conducted through documentary studies and literature reviews, and the findings were analyzed using qualitative content analysis and descriptive statistical methods. The results indicate that the implementation of OSS-RBA and PTSP significantly improved licensing efficiency, procedural transparency, and investor accessibility, contributing to a 36.34% increase in total investment realization in West Java in 2025. Furthermore, the provincial regulatory framework demonstrated substantial alignment with national investment policies. In conclusion, digital licensing reforms supported by regulatory harmonization can effectively enhance investment performance and strengthen regional economic governance in Indonesia.

Abstract

Miana leaves (Plectranthus scutellarioides (L.) Benth.) are herbal plants containing bioactive compounds such as flavonoids, tannins, saponins, and alkaloids that potentially exhibit antibacterial and anti-inflammatory activities in dentistry. However, the safety of herbal materials on normal cells needs to be evaluated, including gingival fibroblasts which play an important role in wound healing and tissue regeneration. To determine the effect of ethanol extract of miana leaves on the viability of human gingival fibroblasts at various concentrations and to review its potential utilization from an Islamic perspective. This study was an in vitro experimental laboratory study. Human gingival fibroblast cells were cultured using DMEM medium and treated with ethanol extract of miana leaves at concentrations of 12.5, 25, 50, 100, and 200 µg/mL. The control groups consisted of solvent control, untreated control, and 10% DMSO control. Cell viability was assessed using the Cell Counting Kit-8 (CCK-8) method. Data were analyzed using Kruskal–Wallis test, Post Hoc Mann–Whitney test, and Spearman correlation analysis. The mean viability of gingival fibroblasts at concentrations of 12.5, 25, 50, 100, and 200 µg/mL were 121.48%, 116.69%, 117.09%, 117.09%, and 113.35%, respectively. The Kruskal–Wallis test showed a significant difference between the treatment and control groups (p0.05). There were differences in the viability of human gingival fibroblasts after treatment with ethanol extract of miana leaves, with a tendency for cell viability to decrease as the extract concentration increased.

Abstract

Dengue Hemorrhagic Fever (DHF) is a tropical disease associated with dengue virus infection and remains one of the largest vector-borne health problems worldwide. Approximately 390 million cases are caused annually by dengue virus infection, which is transmitted through the bite of the Aedes aegypti mosquito. Therefore, this literature review aims to explore the biomolecular mechanisms underlying the utilization of Wolbachia bacteria, evaluate the potential and effectiveness of this method in dengue vector control, and analyze various challenges and opportunities related to the latest developments in the implementation of Wolbachia-based strategies as a long-term dengue vector control approach. A literature search was conducted using the keywords “Wolbachia,” “Dengue,” “Resistance,” and “Aedes” through PubMed, ScienceDirect, and Scopus, with a focus on studies reporting dengue incidence and mosquito population dynamics. Wolbachia pipientis is an intracellular bacterium capable of inhibiting the replication of arboviruses, including the dengue virus, within the mosquito body by utilizing lipid resources to suppress viral replication and activate the immune system of the Aedes aegypti mosquito. According to research findings from several countries, the implementation of this method has successfully reduced the number of dengue cases and lowered the risk of dengue infection by approximately 40–77%, with sustained reductions observed over longer periods. Economic analyses of this intervention have also demonstrated that the method is cost-efficient, with a cost per Disability-Adjusted Life Year (DALY) of less than USD 1,500 and healthcare savings of up to USD 538,000 per 1,000 population. Overall, the utilization of Wolbachia has proven to be both effective and cost-efficient in reducing dengue fever incidence and controlling mosquito populations.

Abstract

Penelitian ini dilatarbelakangi oleh ketidakpastian hukum terkait persyaratan surat keterangan bukan pelaku utama bagi narapidana yang mengajukan pembebasan bersyarat, di mana terjadi benturan paradigma antara UU Nomor 22 Tahun 2022 yang bersifat non-diskriminatif dengan praktik administratif sisa era PP Nomor 99 Tahun 2012. Metode penelitian yang digunakan adalah penelitian hukum yuridis normatif dan normatif-empiris dengan pendekatan perundang-undangan, konseptual, kasus, dan analitis. Hasil penelitian menyimpulkan bahwa kepastian hukum dalam pengaturan ini belum terwujud akibat adanya diskoneksi antara regulasi tingkat tinggi dengan praktik birokrasi, serta kendala sistemik seperti ego sektoral, hambatan administrasi pengarsipan, dan ketiadaan standar waktu pelayanan yang jelas di instansi penegak hukum. Konstruksi hukum saat ini dinilai kurang efektif karena memicu tumpang tindih kewenangan yang menyandera hak integrasi narapidana pada diskresi instansi luar. Oleh karena itu, disarankan agar pemerintah segera membangun sistem database perkara terintegrasi (SDP dan e-Berka) agar status "bukan pelaku utama" dapat ditetapkan secara otomatis berdasarkan putusan hakim. Selain itu, perlu diterbitkan Peraturan Bersama antarlembaga untuk menyatukan standar parameter objektif serta memberikan kewenangan mandiri kepada Tim Pengamat Pemasyarakatan dalam menetapkan status integrasi jika instansi penegak hukum asal tidak memberikan respons dalam jangka waktu tertentu guna menjamin kepastian hukum dan perlindungan hak asasi warga binaan.

Abstract

Alar cleft is a rare congenital nasal deformity affecting the nasal ala. It can be associated with craniofacial syndromes or isolated anomalies. Isolated congenital alar clefts are exceptionally uncommon, and only limited cases have been reported in the literature, making this condition a significant reconstructive challenge in pediatric patients. There are no criteria guiding the correction of congenital alar anomalies; therefore, surgical corrections might be challenging. A 3-month-old infant presented with an uncommon congenital alar cleft, leading to aesthetic concerns. We performed a surgical procedure by dividing the anterior and posterior flaps, trimming them, and connecting them with the nasal alar skin. This surgical technique is clinically important because it preserves native tissue, provides good vascularity and tissue alignment, minimizes visible scarring, and avoids the need for more complex grafting procedures. Postoperative follow-up showed significant improvement in nasal contour and symmetry; no complications such as wound dehiscence were reported. Various surgical techniques have been described for alar cleft repair. The choice of technique depends on the size and location of the defect, and surgeon experience. The chosen technique ensures good tissue alignment with minimal scarring. There are no specific techniques for repairing alar clefts. The goal of surgery is to achieve normal-like results. Early surgical intervention yields better outcomes, especially in psychological issues. This case also highlights the broader importance of individualized planning in pediatric reconstructive surgery, particularly in preserving facial growth, achieving long-term aesthetic outcomes, and improving quality of life in children with rare craniofacial anomalies.

Abstract

Chronic Kidney Disease (CKD) is a degenerative disease characterized by a decline in renal function due to structural or functional abnormalities persisting for more than three months. The causes of CKD are varied and can be categorized into three major groups: prerenal, intrarenal, and postrenal causes. The pathogenesis of CKD is characterized by a decrease in the number of functional nephrons, leading to decompensation of renal function. CKD can result in various conditions, such as fluid and sodium retention, metabolic acidosis, hyperkalemia, hyperphosphatemia, and anemia. Several types of anemia may occur in patients with CKD, including iron deficiency anemia, anemia of chronic disease, anemia due to erythropoietin deficiency, or mixed-type anemia. Several diagnostic methods can be used to identify anemia in CKD, such as a complete blood count, peripheral blood smear morphology, absolute reticulocyte count, erythropoietin (EPO) levels, and iron status evaluation. The treatment of anemia in CKD patients undergoing hemodialysis aims to improve quality of life, reduce the need for blood transfusions, improve cognitive function, and decrease morbidity and mortality. Management of anemia in CKD requires various considerations, including the use of oral or intravenous iron supplementation, erythropoietin injections, and blood transfusions if previous therapies fail to achieve the target hemoglobin levels. The therapeutic target for CKD patients with anemia is to increase hemoglobin (Hb) levels to a maximum of 11.5 g/dL, as this target is considered capable of reducing mortality among CKD patients with anemia.
