Abstract

This research delves into the changing patterns of identity and anarchy culture experienced by the United States in the chronology of the space race with China from 2011 to 2021. Utilizing Alexander Wendt’s constructivist theory, this study explores the transformation in US space policy as a response to China’s growing presence in space exploration. The qualitative methodology employed involves thematic analysis of secondary data sources, including congressional minutes, official statements, media coverage, and public speeches. The findings reveal a dynamic shift in the US’s identity, influenced by its interactions on the international stage. During the Cold War, the US’s identity, shaped by a Hobbesian culture of anarchy, was marked by rivalry with the Soviet Union. Post-Cold War, the focus shifted to demonstrating leadership through international cooperation, reflecting a Kantian logic. However, with the emergence of China as a formidable competitor, the US identity has once again transformed, now characterized by a Lockean culture of competition rather than direct conflict. This shift has led to significant policy reformulations, including strategic partnerships and renewed emphasis on self-reliance in space missions, such as the Artemis program and collaboration with private sector companies like SpaceX. These results highlight the intricate relationship between national identity, perceived threats, and policy responses, underscoring the fluid nature of US space policy in the context of global space contestation.

Abstract

This study investigates the intricate correlation between women’s nominations for political office and the existence of political dynasties in the context of Indonesia’s elections following the downfall of the authoritarian regime. The study specifically examines the complex factors that influence the experiences of women who pursue political positions in a setting where entrenched family legacies hold significant influence. The study employs qualitative methodology with a theory-driven approach. To construct arguments and address the inquiries presented, the author employs secondary sources of information. A multitude of books and recent, authoritative, and pertinent scientific journal articles were utilized as the primary sources of data. This study finds that amidst a significant increase in the number of women running for political offices, the presence of enduring political dynasties adds a complex and nuanced dimension to this evolving journey. Political dynasties provide better access for women with established networks, financial resources, and family influence to pursue political contestation and hence, increase the number of women in elected office. However, the patriarchal nature of many political dynasties in Indonesia frequently results in the marginalization of women, resulting in gender bias and limited decision-making authority. In addition, non-dynastic women candidates are discouraged from participating in the electoral process. The study also argues that women dynastic politics also committed corruption which could undermine the efforts of strengthening women’s political representation This study highlights the need for a balanced perspective on the intersection between women’s candidacies and political dynasties.

Abstract

The promotion government officials comes into new era, the new policy reversed from a very closed selection process and heavily seniority-based to open, clear criteria, transparent procedures on the competency-based series test. In fact, policy implementation is not fully in favour of an administration driven. The study has two main research problems “How open promotion for local government officers conducted?” and “How does political intervention work in the open promotion mechanism?”. This paper provides comprehensive mechanism-the hybrid administration-politics model on open promotion of local bureaucrats in Indonesia. The study used a qualitative approach and assited by Nvivo 12 to reveal the most frequent concept on open promotion practices based on interviews. The data obtained through interviews with informants which selected purposively, selection committee members, candidates, and local government officers. This paper affirms interesting features. The competency series tested by independent assessors reflects an administration mechanism through merit concept. However, the absolute political final decision-making process at the governor or Mayor’s hands reflects the individual-political interest. This system shows that the administration’s process at the local level links tightly to political deliberation. The key message is that open promotion in government agencies is neither a pure merit issue nor a spoils system for competence-heavy based, on the one hand, yet is always amenable to some political intervention. The merit principles are universal; however, the practices are contextual-specific. This study has an important value in describing how The politics play significant role on local administration system.

Abstract

This article describes the phenomenon of Sundanese political identity by Paguyuban Pasundan in the 2020 regional head elections in various regions such as Medan City, Malawi Regency, Riau Islands Province, and Jembrana Regency, where ethnic similarities and similar interests are the two factors behind the support of Pasundan Association. in supporting one of the candidate pairs in the regional head election in that area. This article uses the theory of political identity. The research method uses qualitative descriptive analysis. The data collection method was used through a study of related literature to explore and describe how political identity is used as a basis for supporting candidate pairs. Researchers use at least two different sources or methods to collect similar data. Triangulation of sources used in this research was carried out by confirming articles that showed support for the candidate pair as well as several statements issued by the Pasundan community regarding support for the candidate pairThe results of this paper illustrate that the Pasundan community in the regional head election contest supports one pair of candidates based on the same identity. In this case, Sundanese ethnicity and similar interests, which is the struggle of the Pasundan community to fight poverty and ignorance through the availability of employment opportunities and improving the quality of education seen from the commitment of the candidate pair to carry these aspirations in their leadership if elected in the 2020 regional head election.

Abstract

This study focuses on the local political sphere by examining the policies and the spread of Nagari’s institutional structure in West Sumatra by following Law No. 6 of 2014 about Villages. We examine and reassess the new variations of the local political sphere, focusing on local elites (Penghulu-Alim Ulama) and local communities’ growth within Nagari institutions in West Sumatra. Data was gathered via a focus group discussion (FGD) including stakeholders, regency administration, the Nagari government, and the communities. The findings are Nagari Pasia Laweh envisions an advanced Nagari based on local wisdom and open dialogue. It possesses benefits that effectively empower all community members in the process of the policy cycle. Law No. 6 of 2014 provides the Nagari government with opportunities to participate in policy formation and decision-making processes. The Nagari government greatly benefits, including financial and material aid from the central government and contributing significantly to its overall advancement. Participation of local elites, such as ninik mamak, penghulu, and traditional stakeholders at every stage of the policy process enhances the effectiveness of accountability mechanisms, facilitating the collective implementation and evaluation of policies.

Abstract

This paper will examine how pragmatism has created rational choice behavior in candidate selection. Pragmatism has resulted in single candidates for local heads, which makes local democracy uncompetitive. The research method used is an explanatory approach that aims to explain how pragmatism as a rational choice behavior in the local government head election. Data were collected, compiled and analyzed using Nvivo 12 Plus software. The results showed that political parties as political institutions are very pragmatic in the selection of candidates for local heads. The incumbents utilized the support of almost all political parties based on clientelistic and programmatic relations. This has led the candidate selection process to prioritize pragmatic aspects, especially financial support, acceptability, and electability of candidates. The candidate selection process no longer determines ideological values at the official candidate selection process. Financial support for candidates has the highest priority for political parties in determining their endorsements in regional head elections. Meanwhile, the acceptability aspect refers to the dominant acceptance of all elites, cadres, and the mass base of supporters of the selected candidate. Electability is also a priority, although it is considered that electability trends are dynamic and able to change based on the level of competition. The behavior of political party elite actors and local head candidates eventually forms a rational choice pattern that makes local democracy backsliding.

Abstract

The Indonesian government is committed to preserving the global environment in the global climate summit or COP-Conference of Parties. The Government communicates its concern through social media to adapt to the massive number of social media users in Indonesia. This study aims to investigate the Indonesian Governments communication on environmental issues on social media. It adopts critical discourse analysis of Teun A Van Dijk to understand the phenomenon with data collected from published content of the Ministry of Environment and Ministry- KLHK and Ministry of State Secretary- Kemensetneg’s social media account. This study shows that those two social media accounts have low attention to environmental issues. Macrostructural analysis displays that KLHK’s social media publications focus on issues such as recycling and climate change literacy. In contrast, the Ministry of State Secretariat focuses on government policies related to environmental issues. Meanwhile, the superstructure analysis shows content that resembles mainstream media content with a cube inverted pyramid structure. The microstructure analysis shows that the content published by the two ministries targets a young audience by using non-formal language, greetings for young people, and attractive graphics and photos.

Abstract

The purpose of this study is to analyze the performance and effectiveness of political policy strategies in Indonesia using a quantitative research method with a snowball sampling technique with a sample size of 1,200 respondents from 38 provinces. margin of error of approximately 5 percent at a 95 percent confidence level with descriptive statistical data techniques where the data used to describe or summarize the main characteristics of the analysis of performance and effectiveness of political strategy leadership in Indonesia, the data tool uses SPSS statistics version 26, with a time of 2 years, with the results of the analysis of performance and effectiveness of political strategy leadership in Indonesia where scientific selection and training of workers, the role of civil society, political parties, the military, and do not know with an average of 86%.

Abstract

The purpose of this study is to demonstrate how decentralization affects public services differently in Sumenep Regency’s mainland and island regions. Twenty-seven subdistricts make up the Sumenep Regency; nine of these are dispersed as islands, while eighteen are situated on Madura Island. The discrepancies in growth between mainland and island are caused by this geographic structure. The infrastructure, health, and education sectors are the main subjects of this study. According to this study, obstacles that impede the optimization of education in island locations include school references and far from the Education Office and the Ministry of Religion’s oversight. In the meantime, there is disparity in the number of medical professionals and healthcare facilities in the industry. Building infrastructure that complements the features of the islands and does not harm the surrounding ecosystem requires the use of appropriate technologies. Since the natural environment has a significant influence on the characteristics of islands, the decentralization proposed cannot be compared to decentralization found on the mainland. This study recommends asymmetric decentralization for island regions as a result. Asymmetric decentralization based on maritime factors refers to decentralization that is applied to regions while accounting for the unique features of islands.

Abstract

This article examines South Korean propaganda aimed at influencing the public towards North Korea through the military-themed drama series Crash Landing on You interspersed with romantic stories typical of Korean dramas. The propaganda techniques used in the drama use glorification and demonization techniques. The purpose of this paper is to analyze South Korean soft power propaganda in the drama series Crash Landing on You. Propaganda in international relations is used as an analytical tool in this study, as well as the meaning of propaganda and propaganda techniques as supporting concepts for this study. The method used is a qualitative method, observations are made by observing the contents of the drama. The type of data used in this study is secondary data in the form of document studies, and the validity of the data is obtained by observing the drama series which is the research instrument. Based on the results of the study, it is concluded that South Korea uses popular culture as propaganda which contains elements of glorification and demonization. Korean dramas are the most easily accepted media and are easier to influence public perception. So through the drama series Crash Landing on You as a propaganda medium and wrapped in romantic stories, which have a significant influence in shaping public opinion about North Korea as a “backward” country and creating a positive image of South Korea. The broadcast of the drama had a negative impact on North Korea because the public increasingly viewed North Korea negatively as a country with a cruel dictator leader. This certainly benefited South Korea because the drama series was quite popular, but it also harmed North Korea because the country’s image became worse in the eyes of the world. So from this propaganda, the relationship between the two countries became heated.
