Abstract

This research investigated the impact of traditional dowry payments on the low political representation of indigenous Papuan women in the Jayapura City legislature from 2014 to 2019. Despite the election of four indigenous Papuan women to the Jayapura City legislature in 2014, there remains a significant gap in representation. This qualitative research gathered data through interviews with 30 respondents, including seven influential community figures, seven husbands of indigenous Papuan women, six Papuan students, two lecturers, three members of political parties, two female Papuan legislators, one representative from the General Election Commission, one member of the Papuan People’s Council, and the head of the Population and Civil Registry Service. Observational data were gathered from the General Election Commission Office and the indigenous Papuan community in Jayapura City. Documentation review further supplemented the research, focusing on legislative representation data, voter turnout, and customary dowry payment records for indigenous Papuan women. The data underwent rigorous re-validation to ensure the analysis accurately reflected the reality of how traditional dowry practices hinder the political participation of indigenous Papuan women in the Jayapura City legislature during the specified period. The findings reveal that the obligation for indigenous Papuan women to adhere to their husbands’ directives, a consequence of dowry payments, significantly limits their ability to engage in political activities, including legislative candidacy and community campaigning. This restriction was exemplified in the 2019 election, where only one indigenous Papuan woman was elected to the Jayapura City legislature.

Abstract

This research aims to explain and analyze Indonesia’s decision to buy the Dassault Rafale fighter aircraft from France in 2022. It is known that Indonesia will retire its old F-5 Tiger fighter aircraft and its outdated technology. Indonesia’s purchase of Dassault Rafale fighter aircraft to increase air defense capabilities, strengthen bilateral cooperation and increase national military capabilities. Several options for Indonesia to choose which fighter aircraft to buy, namely Gripen from Sweden, Eurofighter from Austria, Dassault Rafale from France, and Sukhoi Su-35 from Russia. The theory used in this research is Rational Choice. This study used descriptive qualitative method. In this research, data collection techniques were carried out by collecting data through available literature and library materials, mass media, print media, electronic media, books, journals and related articles, as well as other open sources. The results of this research show that Indonesia’s decision to buy the Dassault Rafale fighter aircraft from France was based on two considerations, namely economic considerations where maintenance costs are low, technology transfer, and the potential to increase the national defense industry, increasing independence in the production and maintenance of military defense equipment and political considerations, namely diplomatic relations, regional security and national strategic interests. This choice reflects efforts to strengthen defense and build close military collaboration with partner countries.

Abstract

This study reveals the practice of articulation of ascetic politics carried out by Gus Mus amidst the strong democratic regime that dictated the process of contestation of power at the NU Congress in 2015 in Jombang. The practice of articulation of asceticism is political, because he always changes his identity. As a subject, Gus Mus often changes positions, such as a kiai and a cultural figure. This position is called the subject position. This study explores the creation of a new identity in contemporary politics using Laclau’s articulation theory within a post-structuralist case study research design. Therefore, the main argument in this study is that through the political articulation of asceticism, Gus Mus’ political reasoning transcends the Laswellian mainstream political reasoning. This study uses a qualitative method, with two methods in data collection, namely interview and documentation methods. The informants were selected using purposive sampling techniques, and data analysis used discourse analysis which was completely within the theoretical frame used by the researcher. This study does not only shift from a positivist paradigm to a post-positivism research, but from a focus on thoughts to a focus on the discourse articulated by Gus Mus from the perspective of actors from both the NU 2015 Congress committee and the NU elite in Jombang, and from here, the novelty in this study. In this study, the political practice of asceticism articulated by Gus Mus was found in: a). Discourse in the articulation of intellectualism, b). Modesty, c). Beyond practical politics, and d). Consistency in cultural politics. From here, “new political ethics” is relevant and vital as an alternative political thought for recent political actors.

Abstract

Talking about 2024 is of course talking about the political year in Indonesia. 2024 is the year when legislative candidates and of course presidential and vice presidential candidates will begin to fight. Currently, one of the presidential candidates from the party that is the current government party is Anies Baswedan. Based on what has been regulated in political ethics and election ethics, it is certainly not allowed to campaign by presidential candidates before the campaign period is carried out, but what happened was the emergence of social media content from Anies Baswedan containing campaigns with disguised signs and also camouflaged content so that what the public eye sees presented in cyberspace is only the content of his daily activities. This study aims to determine how Anies Baswedan’s political branding simulation in preparation for the 2024 Presidential Election. This research uses simulation analysis on Jean Baudrillarde’s theory based on big data analysis on Tiktok social media through content related to Anies’ candidacy as a 2024 Presidential candidate. The focus of the research is the arrangement and meaning of #aniesPresiden2024 signs and messages on mainstream social media received by the digital community and then forming a simulation of Anies Baswedan’s political branding which is the result of the digital communication process towards Anies’ political representation as a 2024 presidential candidate. The results of this study found that tiktok social media has a huge influence on the political branding of anies baswedan, digital society widely receives and consumes information related to the intellectual sign of anies baswedan.

Abstract

The discourse on technology and politics is still marked by two competing narratives: utopian and dystopian. The two narratives contest each other regarding who will be more powerful in the digital era, whether humans or technology. However, beyond this dichotomous debate, artificial intelligence has become inevitable and creates new power practices that cannot be adequately analyzed from these two extreme poles. This article discusses the nature of power in the contesting discourse on the creation of artificial intelligence and the implications of using artificial intelligence in politics. The literature study method is used to identify narratives that shape discourses about power at the intersection of technology and politics that develop in debates about the implication of artificial intelligence toward relations in two aspects of relations, human to non-human and human to human, as implicated in the utilization of AI. Analysis of the narrative behind the discourse on artificial intelligence is expected to reveal truth claims that legitimize the nature of power that appears in the digital era.

Abstract

Indonesia is a multicultural nation with a variety of ethnic groups, religions, and faiths. This diversity can be an advantage and at the same time can cause horizontal conflict in society. Ideology and national politics owned by the Indonesian people are important as guidelines in the life of the nation and state within the framework of the Unitary State of the Republic of Indonesia. Students as one of the important elements in the journey of the Indonesian nation need to get attention related to the discourse of national politics. This research seeks to see students' perceptions related to national politics, religious moderation, and religious radicalism. The research was conducted using a quantitative approach and survey method. Respondents were university students in Jakarta and Bandung (200 people). This study aims to map the perceptions of students in Jakarta and Bandung towards national politics, religious moderation, and religious radicalism and to see whether there is an influence of understanding of national politics and religious moderation on religious radicalism among students in Jakarta and Bandung. The results showed that in students' perceptions of the understanding of national politics, religious moderation, and religious radicalism, the majority are in the moderate category or not good enough (average 55%). In addition, the influence of understanding nationalism and religious moderation on religious radicalism was also found to be 3.1%. This means that there is still a need to increase students' understanding in Jakarta and Bandung of national politics, religious moderation, and religious radicalism.

Abstract

The public considers that bureaucratic performance in public services is still low, by listening to community voices, village governments can be more responsive and adaptive to local conditions and needs. This research aims to analyze local political communication strategies implemented by village governments in improving the performance of village public services. This research used qualitative methods with a descriptive approach which allows researchers to understand and explain phenomena in depth in a natural context, data was obtained from primary data, through interview, and secondary data, through official documents, journal and media. The research results show that effective political communication is very important to improve the performance of public services at the village government level. Strategies such as increasing transparency through various communication channels, involving the community through village meetings and discussion forums, and using digital technology can speed up interactions and ensure citizen involvement. Increasing the competency of village officials in communication skills and public service ethics is also crucial for creating responsive and accountable services. Promotion of village program results and achievements can strengthen community trust and encourage active participation in development. However, various challenges such as limited resources, policy incompatibility between the village and national levels, slow bureaucratic processes, and local political dynamics such as group competition and political intervention, still hamper the effectiveness of public services. Low community participation in decision making and monitoring also reduces the sense of ownership and responsibility for village programs, resulting in dissatisfaction and reduced program effectiveness.

Abstract

Since decentralization was reinforced in 1999, local politicians have exploited local policies to enhance their popularity and electability. In this study, I describe the implementation of a food security policy to demonstrate how the local arena had undergone massive political dynamics through unintegrated food governance demonstrated by local governments in Makassar City.  This article aims to analyze the dynamic of urban food policy implemented by the municipality from 2013 to 2023. A qualitative approach had been employed through a case study of the implementation of food security policy. Data were collected by snowball method to eminent informants. Also, focus group discussions were employed in certain community groups. This study found that food policy in Makassar City during the study period had shown a political mobilization rather than a pure food security policy to help the community. In the policy planning, the failure was found in the limited technical analysis. The people who dwell in this city were not prepared for agricultural activities, including planting, maintaining the plants, and soil treatment. Also, the typical vegetables that were planted were not suitable for the climatic characteristics of this city. This study also found that media framing was massively exploited to escalate the positive framing of the ‘inclusivity’ of the leadership and attract the people to engage beyond food diversification.  On the other side, as this policy was funded through a discretionary approach, massive negative sentiment had emerged, particularly from the legislative. They felt like an abandoned partner. Consequently, the government should create an alternative mechanism through shadow bureaucrats, designed by the mayor.

Abstract

This research examines the Russia-China alliance after Russia invaded Ukraine in February 2022, which impacted the world and led to polarity in international politics. The United States and its western allies have tried to weaken Russia’s dominance economically and politically. At the same time, China has supported and strengthened cooperation with Russia. This study uses a qualitative method by analyzing and critically reading the data collected through literature study. The result found that the expansion of NATO membership triggers Russia to act because of external threats. The West agreed to embargoes and sanctions against Russia, affecting 90% of Russian oil and gas markets. However, Russia showed its strength and warned of nuclear threats. This study also contends that amid the US pressure that caused Russia to lose its Western buyers, China backed Russia and became its potential oil buyer. The US pressure on Russia has brought Russia-China even closer.

Abstract

This article analyzes the influence of ninik mamak (traditional leaders) on the victory of Governor Mahyeldi and Vice Governor Audy in the 2020 West Sumatra Governor Election in the Agam District. The influence of ninik mamak in shaping public perception can be observed in the political contestation during the West Sumatra gubernatorial election on December 9, 2020. The research aims to analyze how the influence of ninik mamak contributed to the success of the Mahyeldi and Audy pair and to identify the factors that enabled Mahyeldi and Audy to mobilize ninik mamak in the 2020 gubernatorial election in Agam, West Sumatra. This research utilizes a qualitative method with a descriptive approach. The results of this research indicate that ninik mamak socializes and communicates the vision and mission of Mahyeldi and Audy to the community through deliberation and consensus. Ninik mamak serves as a link between the interests of the candidates and the community or vice versa. They convince their descendants and influence the perception of voting for their descendants. The factors contributing to Mahyeldi and Audy’s ability to mobilize ninik mamak include identity factors. Mahyeldi, being a native of the Agam District, a Datuak within his community, a religious scholar or “buya” and representing intellectual elements based on his track record as the Mayor of Padang. Similarly, Audy, being an intellectual, played a role in this mobilization. Therefore, this became an asset for Mahyeldi to engage ninik mamak.
