Abstract

The land philosophy embraced by indigenous communities fundamentally represents a microcosm of patriotic character. When discussing ancestral land philosophy, indigenous communities demonstrate profound reverence for inherited land, perceiving it as a living entity or maternal figure that embodies values of loyalty and filial piety. This perspective fosters responsible attitudes toward environmental conservation, as land is viewed as a living being that requires protection. Indigenous land philosophy places strong emphasis on intergenerational responsibility to preserve land for future descendants. This aligns with efforts to maintain national cultural heritage through the preservation of ancestral land values. The concept of communal land ownership within indigenous communities also reflects values of unity and mutual cooperation that form the foundation of communal life. The profound connection to homeland represents a shared emphasis in both indigenous land philosophy and patriotic spirit. Indonesia's independence struggle history has demonstrated how threats to ancestral land sovereignty can ignite patriotic resistance. This study utilizes qualitative literature review with systematic content analysis. Data was collected from academic sources including books and journal articles relevant to the research topic, This reflects a holistic approach to national loyalty and identity, where connection to land transcends physical boundaries to include spiritual and cultural dimensions, forming a robust foundation for authentic and sustainable love of country. The indigenous perspective on land thus provides valuable insights into how traditional wisdom can inform and enrich contemporary understandings of patriotism and national identity.

Abstract

The weakening of the regional economy is often a complex social problem. Criminal behavior can occur such as theft of residents' houses caused by the weakening of the regional economy. The study was conducted in Merangin Regency, Jambi Province, which is the second largest palm oil producing province after Riau Province. Merangin is a district with the largest palm oil productivity in Jambi Province. Merangin Regency's dependence on palm oil production is the reason why this location is suitable for research. This study is included in qualitative research with a phenomenological approach that examines precisely and in depth the influence of the regional economy on criminal theft behavior in Merangin Regency, Jambi Province. The weakening of the regional economy due to dependence on income from the weakening of palm oil production and fluctuations in the price of determining Fresh Fruit Bunches (FFB) which have an impact on criminal behavior such as theft. This is caused by the loss of people's fixed income and the influence of other factors such as drug consumption which requires perpetrators to fulfill their needs by stealing. The weakening of the local economy also causes low microeconomic resilience because the fulfillment of household needs is reduced and income is also reduced. Meanwhile, national security, which is a function of the police institution, is also disrupted because negative assumptions about the police are developing in society, resulting in feelings of reluctance and fear of reporting to the police if a criminal act of theft occurs in Merangin Regency.

Abstract

Waste management, particularly the handling of sewage sludge generated from water treatment and coal slime as a byproduct of mining activities, poses a serious environmental challenge. Co-Hydrothermal Carbonization (co-HTC) technology has emerged as an innovative solution to convert these two types of waste into clean and efficient solid fuel. This study aims to explore the characteristics of the co-HTC process, the environmental benefits it offers, the implementation challenges it faces, and its potential applications in supporting a sustainable energy transition. The research employs a literature review approach, gathering information from scholarly articles, research reports, and policy documents related to co-HTC. The selection of literature is based on topic relevance, publication year, and the quality of research methodology. A critical analysis identifies the main characteristics of co-HTC technology, its environmental benefits, implementation challenges, and application opportunities. The findings indicate that co-HTC can significantly reduce waste volume and produce hydrochar as an alternative fuel with high calorific value and low carbon emissions. Additionally, hydrochar has potential as an organic fertilizer that supports sustainable agriculture. However, challenges such as the cost of oxygen production and the need for infrastructure investment remain significant hurdles.

Abstract

Managing border areas shows how serious a country is in maintaining and regulating its territorial boundaries. One sign is the existence of a clear and comprehensive rule of law as a guideline for such management. This research analyzes Indonesia's land border management policy by comparing it to global best practices to formulate a more effective and sustainable strategy. A qualitative approach was taken to examine border management policies in various countries as lessons for Indonesia, by analyzing legal, social, and economic aspects through literature studies. Indonesia's border management shows strengths in law, security and diplomacy, but still faces challenges such as a lack of technological infrastructure. Countries like Poland have successfully tackled the hard-to-reach border in the Białowieża Forest by implementing AI-based smart fences. Indonesia can replicate this approach through digital transformation and the development of technology-based surveillance systems. In addition, improvements in strengthening the legal framework, providing incentives for cross-border economic development, increasing diplomatic engagement, and optimizing security surveillance must also be carried out simultaneously as an integrative effort in managing Indonesia's borders.

Abstract

Indonesia utilizes the Blue Economy framework, which combines economic growth, environmental care, and social equity by leveraging its abundant ocean resources. To some extent, the Blue Economy could also positively contribute to Indonesia's maritime security architecture as it provides the capital to boost its maritime security apparatus.  To achieve this purpose, Indonesia actively participated in the Indian Ocean Rim Association (IORA), particularly after 2015, when the country led the organization and delivered on its vision of being the Global Maritime Fulcrum a year before. However, Indonesia’s Blue Economy initiative through the IORA appeared to be ineffective in resolving maritime challenges at the national level. Furthermore, its emphasis on an ocean-centric strategy for economic development is hampered by a half-hearted government that inconsistently supports the idea of a global maritime fulcrum. This study seeks to revisit Indonesia’s Blue Economy through involvement in the IORA. In addition, this study used the qualitative method to examine the difference between the IORA’s visions, the Blue Economy, and Indonesia’s Global Maritime Fulcrum. This study discovers that Indonesia’s involvement in the IORA does not successfully assist the country in expanding its marine sector, and it also experiences a divergence in the maritime-centric approach to development.

Abstract

A terrorist attack is an act that targets vital objects that have a high intensity of activity, such as public service places (police), public facilities (places of worship), and crowd centers (tourist attractions). One of the aims of targeting attacks in crowded locations is that they can provide massive coverage and dissemination of news to create fear in the wider community. In efforts to prevent counterterrorism in Indonesia, various counterterrorism policies implemented by the government, including the crime prevention system in potential terror attack locations, have been implemented to limit the possibility of terror attacks occurring. The aim of this study is to offer recommendations for future terrorism prevention strategies, with a particular focus on police headquarters in Indonesia and regional police offices. This paper uses a qualitative approach through several primary and secondary data collection methods. The data results are described using Lifestyle Exposure and Routine Activity Theory (L-RAT), Routine Activity Theory (RAT), and Crime Prevention Through Environmental Design (CPTED). Crime prevention with the CPTED approach can be used to reduce opportunities for terrorist attacks, decrease fear of crime, improve quality neighborly relationships, and seek a safer and more secure workplace. Counter-surveillance can use analysis from the L-RAT and RAT approaches that allow changes in routine activity patterns or lifestyles to make it difficult for potential criminals to analyze and can reduce the potential for crime acts.

Abstract

Maritime Security is a crucial element in maintaining national sovereignty and stability. Indonesia, as the largest archipelagic country in the world, faces significant challenges in securing its maritime territory, particularly from the threat of international crime syndicates through illegal migrant workers. These syndicates exploit migrant workers who are not registered with the government, causing them to become involved in transnational crimes as proxies for criminal syndicates. Indonesia's strategic position at the crossroads of international trade and migration routes makes it a prime target for these criminal activities. The less stringent monitoring of Indonesian citizens compared to foreign nationals further complicates prevention and countermeasures. International crime syndicates utilize illegal migrant workers to carry out various criminal activities such as terrorism, drug trafficking, and money laundering. These activities not only threaten national sovereignty and security but also damage Indonesia's reputation as a country that upholds human values and human rights. Therefore, addressing the threat from international crime syndicates through illegal migrant workers must be a top priority. The Indonesian government needs to undertake integrated efforts involving various agencies such as Ministries, the Navy, the Maritime Security Agency, the police, as well as international bodies and non-governmental organizations focused on human rights. Public participation and increased public awareness are also crucial in ensuring national security and sovereignty. The development of effective strategies and policies to prevent, detect, and address these illegal activities is essential to maintain Indonesia's national sovereignty and integrity. Keywords: Maritime Security, Illegal Migrant Workers, International Crime Syndicates

Abstract

The Indonesian National Armed Forces (TNI) were formed from three groups with different training backgrounds: those trained by the Dutch, Japanese, and civilian militias. Only the first two groups underwent professional military training. The Dutch military trained the first group as part of the Koninklijk Nederlandsch-Indisch Leger (KNIL), and the second group received military training from the Japanese while being part of the Volunteer Army for the Defence of the Homeland (Pembela Tanah Air or PETA). This article conducts a comparative analysis of the military training received by soldiers from KNIL and PETA. It examines the aspects that differentiate the training of these two armed forces, which served as the foundation for the Indonesian military. This research approach uses historical methods and sociological analysis. The study utilizes primary and secondary sources, with primary sources as the main references. These primary sources were obtained by examining contemporary newspaper records and autobiographical notes from individuals who underwent training in KNIL and PETA. Notable newspaper sources include Asia Raya, Bataviaasch Nieuwsblad, De Sumatra Post, Kan Po, and Soerabaiasch Handelsblad. The findings revealed significant differences between the KNIL and PETA training programs, which can be classified into technical training and training culture. Technical training differences included divisions, recruitment, classification, duration, and content. Training culture differed as KNIL adopted Western military professionalism, emphasizing separation from civilian life. In contrast, PETA adopted the Japanese bushido doctrine and the Remarkable Trinity concept, emphasizing harmony between the military, government, and people. This study concludes that the training and frameworks established by both groups played a crucial role as precursors to the TNI.

Abstract

The ASEAN Our Eyes Initiative (OEI) was established as a regional intelligence-sharing platform in response to the growing threat of cyberterrorism in Southeast Asia. As the initiator, Indonesia has demonstrated regional leadership in promoting collective security based on ASEAN’s core principles of identity, nationalism, and strategic integrity. China’s increasing involvement in OEI-related activities introduces a complex strategic dynamic. On one hand, China’s technological support and intelligence-sharing capabilities have the potential to enhance ASEAN’s cyber defense. On the other hand, dependence on external actors may undermine ASEAN’s strategic autonomy and weaken its leadership in regional security affairs. This study offers a novel contribution by critically examining the ambivalent role of China in the OEI, an aspect that remains underexplored in current defense literature. Using a qualitative approach through a structured literature review, this research analyzes academic publications, official defense policies, and intelligence-related reports to evaluate both the benefits and risks of China’s participation. The findings indicate that while China’s involvement can significantly enhance ASEAN’s operational capacity in addressing cyberterrorism, it also carries the potential to shift the regional balance of power, thereby threatening ASEAN’s identity and independence as a security actor. This leads to clear policy implications in which ASEAN, particularly Indonesia, must establish transparent and rules-based cooperation frameworks to define the boundaries of external engagement. Strengthening intra-ASEAN collaboration and investing in domestic cyber defense capabilities are essential to safeguarding the sustainability of OEI. By maintaining a careful balance between external support and regional sovereignty, OEI can continue to serve as a credible, ASEAN-driven security mechanism. This study recommends enhancing joint oversight mechanisms, legal safeguards, and internal resilience to ensure that the initiative remains rooted in the region’s foundational values of unity, autonomy, and collective integrity.

Abstract

The accelerating processes of globalization and democratization have transformed national security dynamics. National security encompasses a state’s capacity to defend itself against internal and external threats. The emergence of social media, driven by advancements in internet technology, plays a significant role in influencing the political landscape. However, the growing dependence on social media platforms has given rise to the phenomenon of the echo chamber effect, where individuals are increasingly exposed to content that reinforces their pre-existing beliefs, exacerbating polarization, which has the potential to heighten political tensions and trigger social fragmentation, particularly during electoral cycles. This study focuses on Indonesia’s 2024 Regional Head Elections, analyzing how the echo chamber effect may threaten national cohesion. Using a qualitative approach, data was collected through observational techniques and an extensive literature review. The study analyzes information patterns on social media, identifies emerging conflict triggers, and proposes relevant preventive measures. Key findings highlight the importance of government intervention in monitoring social media platforms and enhancing public digital literacy. The recommended strategic policies include AI-based monitoring, forming expert-led rapid response teams, and strengthening regulations to manage content exacerbating polarization. Collaboration among stakeholders, including the government, private sector, and civil society, is crucial in mitigating social fragmentation caused by information polarization. This study also advocates implementing national digital literacy initiatives to counter disinformation and polarization. Therefore, this research provides valuable insights into safeguarding national security amidst growing digital threats while supporting the sustainability of democratic processes in Indonesia.
