Abstract

Civil Servants (PNS) staffing management is a crucial aspect in carrying out effective government functions. In this context, challenges such as hiring that is less transparent, performance appraisal that is less objective, unequal opportunities for career development, and ineffective work discipline have become issues that require serious attention. The purpose of this research is to identify practical and strategic solutions to optimize civil servant personnel management in facing these challenges. The research method involves an in-depth analysis of the problems and the existing context, as well as formulating appropriate steps to overcome them. The results of this study underscore the importance of transparency in recruitment, emphasizing the establishment of clear and inclusive mechanisms. In addition, it is necessary to strengthen a performance appraisal system that is more objective, through the use of performance indicators that are measurable and closely related to the duties and responsibilities of civil servants. Efforts to ensure equal opportunities for career development are essential, including the provision of relevant training and development. Effective work discipline must also be strengthened, supported by real policies and actions to deal with indiscipline. The conclusion of this study emphasizes the need to implement these solutions in order to create a more adaptive and efficient civil servant management. It requires strong support from appropriate regulations, effective outreach, and the utilization of information and communication technology to improve the quality of personnel management. Collaboration between the government, civil servant organizations and the community is also an important factor in realizing positive change. Thus, this research hopes to provide guidance for improving civil servant personnel management, which will ultimately support the progress of governance and public services holistically.

Abstract

One of the most important needs besides food and shelter is clothing, a primary human need. The purpose of this study is to determine the audience's acceptance of the transfer of the history of women in the 10th century AD in the figure of Mahendradatta in the hertorianke style in artifactual communication activities and its communication applications in transferring the history of women in the 10th century AD with the figure of Mahendradatta to fashion brands carried out. This research belongs to the type of qualitative research. In this study, the technique used to select informants. The result of the research is the meaning of the Herstori fashion brand in artifactual communication activities as a vehicle for women's history in the 10th century AD. With the presence of Herstori, Mahendradatta is adequate. The change of vehicle that occurred in the fashion-themed "Mahendradatta Chapter 1" by Herstori experienced many significant changes. These changes can be seen in the character substructure, which has shrunk, and the plot, which has undergone various changes. Apart from that, the creative process of transferring vehicles from the historical tradition of 10th-century women with the figure of Mahendradatta to fashion turned out to be a crucial and great idea as a form of cultural preservation and environmental awareness. In transferring the visualization of the vehicle, the character's image can be further displayed in the fashion presented by Herstori. In addition, other themes of the fashion series can be lifted from folklore from various regions in Indonesia.

Abstract

Accountability for the use of environmental recovery guarantee funds by the government and business actors/activities is an important issue in environmental protection and recovery efforts. This guarantee fund is intended to support the implementation of environmental recovery and rehabilitation activities generated by business actors/activities. However, there are concerns regarding the effectiveness, accountability, and transparency in the use of these funds. Therefore, it is necessary to examine there is an accountability mechanism for accountability and technical use of these funds in Indonesia or not. The research aims to analyze the concept of liability related to the use of environmental recovery guarantee funds. This research is a legal research with a statutory approach. The results show that the amount of guarantee funds for the restoration of environmental functions is difficult to determine because it may only be seen for a long time and it is difficult to determine the parameters of its economic value. Accountability and technical use of these funds have not been regulated in Indonesia. In fact, one of the objectives of knowing the mechanism for using guarantee funds for the restoration of environmental functions is the fulfillment of the principle of accountability in organizing the state in accordance with the General Principles of Good Government. In addition, the nominal amount should be conveyed transparently to the public. Then, the technical implementation of overcoming environmental pollution and/or damage, and/or restoring functions with these funds cannot be monitored because it is not published. In fact, the public has the right to play an active role in environmental protection and management and obtain information related to the environment. Regulations regarding this matter can be applied to the Environmental Information System that can be accessed online by the public which contains the nominal amount, technical accountability, and mechanism for using guarantee funds for the restoration of environmental functions.

Abstract

This study to determine the theory of legal certainty and the theory of equality on the disparity in the determination of guardianship of fathers to biological children. This research is library research, using two approaches, documentation (document approach), in the form of status or decision from the Medan City Religious Court, namely Determination Number 109/Pdt.P/2021/PA.Mdn. and Stipulation Number 155/Pdt.P/2021/PA.Mdn. and the case approach. Data collection techniques by means of observation, interviews, and analyzing decisions. The results of the research: 1). The results of the determination of the panel of judges of the Medan City Religious Court against the guardianship of the father of the biological child in the Determination Number 109/Pdt./2021/PA.Mdn., and Number 155/Pdt./2021/PA.Mdn. There are two results of the decision, namely accepted and not accepted. 2). The perception of the judges of the Medan City Religious Court on the disparity in the determination of guardianship of the father to the biological child in Determination Number 109/Pdt./2021/PA.Mdn. and Number 155/Pdt./2021/PA.Mdn. There is no need for a decision from the Religious Courts related to the guardianship of the biological father to the biological child, even if there is a case that is accepted, it needs to be reviewed. 3). A review of certainty theory and equality theory on disparities in the determination of guardianship of fathers to biological children in Determination Number 109/Pdt./2021/PA.Mdn. and Number 155/Pdt./2021/PA.Mdn. There is the presence and disparity of decisions. The two cases assessed have the same substance.

Abstract

The recent development of Village-Owned Enterprises (BUMDesa) along with their business units must entail separation, which means that the business units of BUMDesa have their own legal entity as separate subjects of law from the main legal entity of BUMDesa. The purpose of the study is to determine the appropriate legal form for the business units of BUMDesa. The research method used in this study is the statutory approach, linking the regulations concerning BUMDesa with relevant legal theories. The findings of the study conclude that the legal standing of BUMDesa as a legal entity is established based on Village Regulations, both from the perspective of public and private law. The differentiation of BUMDesa's legal status from the perspective of public law is largely determined by the law, while from the perspective of private law, registration is required to fulfill the principle of publicity. The legal form of the business units of BUMDesa can be established as either a Cooperative or a Limited Liability Company (PT). The choice between a Cooperative or Limited Liability Company is based on the governance characteristics of the BUMDesa business units. The consequence of this independent legal status for the business units of BUMDesa allows them to effectively carry out their business activities to achieve profits as commercial enterprises, prioritizing the primary goal of optimizing the welfare of the village community.

Abstract

This research describes the conflict dynamics and traces of the arms trade in Papua. Conflict and violence in Papua have become a kind of tangled thread and is a vertical conflict that has been going on for more than 50 years. The primary reason behind this conflict stems from the aspiration for an "Independent Papua,” which was fought for by the Free Papua Organization (OPM) but is now termed by the government as an armed criminal group (KKB). This conflict is also heating up with the existence of Freeport and issues of racial discrimination against Papuan students in various regions in Indonesia. The armed conflict in Papua continues to increase, and victims come from civil society and various professions, ages, genders, religions, and ethnicities, primarily indigenous Papuans. This conflict has threatened peace efforts in Papua, Indonesia, and internationally. The intensification of the conflict is strongly linked to the rise in illegal trade of firearms and ammunition (PSAA) within the region of Papua. The primary purpose of this article is to provide an explanation and analysis of the conflict dynamics in Papua, with a particular focus on investigating the presence and impact of the arms trade within the region. The research employed a descriptive qualitative approach to empirically depict all aspects of the research problem. The study's findings and conclusions reveal the prevalence and implications of the illegal trade in firearms and ammunition that occurs in Papua involves members of the TNI and POLRI, legislators, ASN, and civil society from various professions. Weak internal monitoring and evaluation of the TNI and POLRI institutions have contributed to the increase in PSAA in the land of Papua.

Abstract

As an archipelagic country with a dense population, Indonesia develops a huge gap in development of economic, social etc in the urban and rural area. One of the disparity is in providing electricity. This study aims to analyze the effect of village funds on village electrification in Indonesia.  The study examines the correlation between village funds for the provision of infrastructure and the acceleration of village electrification with the method of quantitative descriptive approach with a panel data regression method with a fixed effect model. The result of the study shows that village funds are positively correlated with village electrification in Indonesia. It says that every 1% increase in village funds is completely correlated with a 0.98% increase in village electrification ratio. Other results show that the influence of village funds on increasing electrification is seen to be higher in villages outside Java and the coastal region. Although village funds are not intended directly to increase village electrification in Indonesia, the study concludes that village funds can be a catalyst for increasing electrification ratios in areas with basic infrastructure needs.

Abstract

This study aimed to determine the effect of education level on the quality of public health and the poverty rate in Indonesia. We collected data from the Central Statistics Agency Republic of Indonesia (BPS RI) publications in 2020, 2021, and 2022. The districts sampled were 22 out of 416 districts/cities in Indonesia. In this study, the expected years of schooling indicate the level of education, health in terms of Life Expectancy Rate, and poverty using the percentage of poor people. With SPSS version 27, we conducted our analysis using descriptive statistics and linear regression. This study's findings show that education level affects health with a termination coefficient (R-Square) of 0.143 (14.3%). Other findings prove that the level of education affects the decline in the percentage of poor people in Indonesia. The contribution of the education level factor or the coefficient of termination (R-Square) is 0.18 (18%). This finding shows that other factors influence the reduction of poverty rates in Indonesia. This research makes valuable theoretical and practical contributions to education development in Indonesia.

Abstract

This study aims to determine how the tourism communication model of the West Bali National Park (TNBB) in the era of new normal habits. This study uses qualitative methods with observations and interviews conducted to identify Tourism Communication models to support tourism strategies in the era of new normal habits. The results of this study are the TNBB Tourism Communication Model in the New Normal era using a strategy that is not aggressive in nature, this is because the TNBB business entity itself is under the Ministry of Culture and Tourism, so that what is done is more on managing the tourist park area. Although not persuasive in its marketing communication strategy, TNBB still communicates tourism through their social media. Researchers also suggest a tourism communication strategy by collaborating the concept of ecotourism with digital technology. The concept of technology-based ecotourism will be one of the novelties in terms of TNBB tourism communication to outsiders or visitors. This concept can be done by improving the official website to be more interactive, providing virtual tours for tourists who may not yet be able to come directly to TNBB.

Abstract

The AIDAS promotion model (Attention, Interest, Desire, Action, Satisfaction) is a strategy carried out by the Mandiri Pemalang Open University (UT) Study Group (POKJAR) to attract new students. The purpose of this study was to analyze the promotion strategy carried out by the POKJAR Mandiri Pemalang management in recruiting new students to increase the number of UT students and what obstacles were faced by the POKJAR Mandiri Pemalang management in carrying out their promotion strategy. The research was carried out using a qualitative descriptive approach, with data collection techniques through surveys, observations, interviews, and study documentation related to the research. The data analysis technique uses interactive analysis which starts with data collection, reduction, presentation, and conclusion. The results of the research analysis showed that the Managers of the POKJAR Mandiri Pemalang Promotion Strategy who used the AIDAS model in general could be implemented it well. Aspects of attention, creating digital platforms for Instagram, Facebook, and websites as promotional media. Aspects of interest, opening a stand at Car Free Day (CFD) activities and working with schools in Pemalang Regency to carry out promotions. Aspects of desire, utilizing alumni or students to carry out socialization and promotion. The action aspect, assisting students who have limited learning tools or others. Satisfaction aspect, feeling happy and grateful to prospective students who have successfully registered at UT. The obstacles faced are the vast area of ​​Pemalang Regency so that social prom activities in schools are less accessible, limited budgets for conducting social prom, the existence of hoax news from individuals who spread skewed information about UT, there is a feeling of being underappreciated or there is no shade as a representative from UT by the management of POKJAR and SALUT.
