Abstract

The 2024 general election in Indonesia is not only a democratic event, but also presents significant challenges related to political stability and democracy. Presents significant challenges related to political stability and democracy. In this context, this paper aims to analyze the dynamics of political tensions emerging post-2024 elections and their impact on democratic stability in Indonesia. This research uses a qualitative approach by collecting data from various sources, including interviews with political stakeholders, media analysis, and related literature. The results highlighted increasing political polarization, inter-group conflicts, as well as efforts to form a stable governing coalition. In addition, the analysis also explored the role of political communication in easing or exacerbating post-election political tensions. Overall, the analysis of the dynamics of political tensions after the 2024 elections highlights the complexities and challenges faced in maintaining democratic stability in Indonesia. Through the study of political structure, power, legitimacy and political communication, we can understand that elections are not the end of the political process, but the beginning of an important stage in building a stable and inclusive political order. The analysis shows that post-election political tensions do not only include competition between political parties, but also involve various factors such as political polarization, government formation, legitimacy of power, and public political participation.

Abstract

The current political transitional makes people dependent on the government, because of this people want change to occur in their country. By choosing a good leader, a country can improve. But there are still many cases of very rampant money politics, which are less efficient to carry out. This research aims to make civil society aware to avoid transitional politics because this dangerous behavior is less ethical in choosing leaders who actually only want power but do not understand the situation of their people. The research method applied in this research is a systematic literature review using several scientific articles sourced from the Scopus database. Review articles using the Vosviewer application. The results of the research reveal that there are still many perpetrators who still carry out money politics with the public, and the perpetrators of bribery are not only legislative institutions but also executive institutions which also play a role in this problem. The results of this research contribute to the development of a research roadmap on civil society and transitional politics. People should not accept bribery because it is bad behavior and it is written in the law regarding bribery and it is very detrimental to themselves and also detrimental to the state. The limitation of this research is that the articles used only come from the Scopus database so that the research findings cannot comprehensively describe civil society and political transitions throughout the world. Future research needs to use scientific articles sourced from other reputable international databases, such as Web of Science and Dimensionds Scholars. So there are still many transitional political actors, usually this behavior is supported by their political parties, and people are also easily tempted by invitations in exchange for gifts, usually in the form of basic necessities or money.

Abstract

The 4.0 and 5.0 era in utilizing technology to improve public services and governance will be a challenge for the government, especially local governments today. Digital transformation for better governance can have an impact on public services, increase citizen engagement, and encourage economic growth. The focus of this research is how digital transformation policies are implemented through the implementation of e-government in the South Buton Regency Regional Government. The observation method is combined with qualitative descriptive analysis. The results show that, compared to other countries, especially in Southeast Asia, Indonesia is still far behind in terms of local government digital transformation. The absence of implementation standardization, inadequate human resources, uneven infrastructure, lack of community involvement, and lack of government commitment are some of the inhibiting factors. The West Java Provincial Government is undergoing digital transformation. One example is the implementation of e-government by the South Buton government. For e-government development to run smoothly, everyone must work together.

Abstract

This research was conducted to determine the political experiences of deaf people in the city of Palembang. This research uses qualitative methods, which can produce accurate and focused data through interviews and observations. This means that this research is directly involved in the descriptive field which seeks to describe through issues the political experiences of deaf people. This was carried out by researchers at the Gerkatin organization office which is located at Jalan Lieutenant Murod 1, 20 Ilir D.IV, Ilir Timur 1 District, Palembang City, South Sumatra 30128. To see and find out what obstacles are faced by deaf people and to find out about the political experiences of deaf people in general elections. Using Nuri Soeseno's Theory (Republican Citizenship Theory). And Efriza Theory (Political Participation Theory). Based on the results of research and discussions that have been carried out regarding Politics and Citizenship (Case Study of Political Experiences of Deaf People with Disabilities in Palembang City), their political participation still faces a number of obstacles. Deaf people tend to be classified as observers in General Elections, with minimal active involvement in supporting candidates for state office and campaign activities. Inhibiting factors involve a lack of socialization from the KPU, lack of assistance from family or TPS officers, and minimal attention from TPS officers to the special needs of people with disabilities.

Abstract

This research aims to describe and analyze the implementation of heritage building area protection policies by the Bandung City Government. The background for conducting this research is the phenomenon of changing the function of buildings, changing the shape of buildings and even tearing down historic buildings for other functions or forms that are not like the original. Even though the Bandung City Regional Regulation policy No. 7 of 2018 concerning Management of Cultural Heritage has regulated one of the points related to the protection of heritage buildings which have high historical and architectural value of artistic value. Qualitative research methods were used in this study with data collection techniques through observation techniques, in-depth interviews and documentation studies. Observations were made in several areas where there are heritage buildings and to explore the evidence. Then interviews were conducted with elements of the Bandung City Regional Work Unit, in this case the cultural field at the Bandung City Culture and Tourism Office. Documentation studies were carried out through various documents in the form of notes, photographs and other documents related to heritage buildings and their protection policies from the Bandung City Government. The analysis is carried out in depth by describing it accompanied by scientific arguments supported by relevant concepts and theories. The results of the study concluded that the Government of Bandung City has implemented a policy to protect heritage buildings as cultural heritage. The constraints faced are the limited financial capacity of the community and the budget from the Bandung City Government for the maintenance, care and protection of cultural heritage buildings. Various efforts have been made to protect cultural heritage by continuing to increase the commitment of the Bandung City Government and collaborating with stakeholders.

Abstract

In crisis conditions, social capital has a positive impact on the resilience of Micro, Small and Medium Enterprises (MSMEs). However, this group becomes vulnerable due to various changes in the local economy, including MSME actors from the Women's Group. Therefore, it is important to ensure their resilience through its social capital elements. This study aims to describe the social capital elements of women's groups in the context of MSME actors, especially in the Warumusio Terminal area of Baubau City. This research uses a type of qualitative research, which is conducted through a descriptive approach. The determination of research informants was carried out through purposive sampling assisted by snowball sampling to find the uniqueness of the group's social capital, so that informants were selected from MSME groups, the Village Government and several relevant stakeholders. Furthermore, the data were analyzed through qualitative analysis rules and presented descriptively and systematically in explaining the typology of each element of social capital. This study found that the social capital of Warumusio Terminal MSMEs inwardly is stronger than outward social capital, so that the vulnerability of the group can be identified from the way the group builds cooperation networks with other groups. Therefore, in the context of MSMEs Warumusio Terminal social capital such as trust, norms and cooperation is effective. This research suggests that building the resilience of women's groups in MSME actors can be done through empowerment based on institutional strengthening and cooperation.

Abstract

Rantau Bayur Village faces problems in regional development due to poor connecting road facilities bordering Muara Lematang Village. The PUPR Office of Muara Enim Regency has given authority to Muara Lematang Village to cooperate with Rantau Bayur Village in road construction. This study aims to determine the stages of collaborative governance drivers in road infrastructure development between Muara Lematang Village - Rantau Bayur. This study uses a qualitative method with a Phenomenological approach. Based on the results of the study, collaborative governance in road infrastructure development there is a village boundary conflict between Muara Lematang Village and Rantau Bayur Village. Village road construction is carried out through deliberations involving Village Apparatus, BPD, Non-Governmental Organizations, Private Parties and the Community to be directly involved in the preparation of planning, implementation, budgeting, and maintenance of road construction. The construction of this village road is funded from the district APBD. The resolution of the boundary determination problem that has been traced by Topdam II Sriwijaya and has been agreed upon with the issuance of Regulation of the Minister of Home Affairs of the Republic of Indonesia Number 95 of 2022 concerning the Territorial Boundaries of Banyuasin Regency and Muara Enim Regency, South Sumatra Province. Signed directly by both village parties.

Abstract

Evaluation is a process of providing information about the extent to which a particular activity has been achieved. Village infrastructure development is an important effort in improving the welfare of rural communities. Adequate infrastructure, such as roads, bridges, and access to clean water, plays an important role in supporting economic, social, and cultural activities in villages. The purpose of this writing is to find out how the evaluation of village infrastructure development as an effort to improve governance (Case Study in Talang Bulang Village, Talang Ubi District, Penukal Abab Lematang, Ilir Regency). In this research, the author uses a qualitative research method by looking directly at the phenomena that are currently occurring and developing in the environmental situation. Qualitative research methods are a type of approach used to describe, investigate, and understand problems that many individuals or groups of people believe are related to social or personal problems. Then the data collection methods used are observation, interviews, and documentation. This study focuses on the evaluation of village infrastructure development as an effort to improve governance in Talang Bulang Village, Talang Ubi District, Penukal Abab Lematang, Ilir Regency, using four main indicators: context evaluation, input evaluation, procces evaluation, and product evaluation which is the theoretical model of Daniel L. Stuflebeam. Based on the results of the analysis and findings carried out in the evaluation of village infrastructure development as an effort to improve government governance in Talang Bulang Village has been running well starting from planning, development, participation, and community involvement in village infrastructure development. Because it has been explained in Law Number 06 of 2014 concerning villages that must involve the community in terms of development and planning because the people who know the conditions of the region are the people themselves.

Abstract

This research examines the implementation of a supplementary feeding program (PMT) for children at risk of stunting in Seberang Ulu 1 District, using Edward III's Implementation Theory, which addresses communication, resources, disposition, and bureaucratic structure. A qualitative case study approach was used, involving detailed interviews with health workers, posyandu cadres, and parents, alongside field observations and document analysis. The study finds that human resources, such as health instructors and posyandu cadres, are effectively utilized, and community engagement is high with mostly positive feedback. However, there is a small group of individuals who do not fully grasp the program’s benefits, highlighting a need for better public education. Overall, the program is operating effectively, though it faces challenges including limited budget, insufficient equipment, and some bureaucratic inefficiencies. To enhance the program’s impact, recommendations include improving resource allocation, streamlining bureaucratic processes, and increasing public education efforts to ensure a broader understanding and participation.

Abstract

The Village Fund in Indonesia launched in 2015 through the policy of Village Law No. 6/2014 provides a strong impetus for villages to independently manage their financial resources to achieve inclusive, prosperous, and environmentally friendly development. This study aims to analyse how village financial management can be optimised to support sustainable development.  The theory used is sustainable development which consists of three main pillars, namely economic, social, and environmental, developed by the Brundtland Commission (1987). This research uses a qualitative approach with a case study method that aims to explore efforts to optimise village financial management in supporting sustainable development in Pasirtalaga Village. The case study was chosen because it provides an in-depth description of the local dynamics of village financial management that is unique and specific to the context of Pasirtalaga Village.  The results showed that optimised village financial management can improve the efficiency of allocating funds to development projects that can improve the economy, increase social welfare and maintain sustainability.
