Abstract

This study aims to analyze the institutional transformation model of the Banten Provincial Government toward Golden Banten 2045 through the perspectives of local government institutional transformation, governance analysis, and institutional model analysis. This research employed a descriptive qualitative method, with data collected through interviews and literature review. The data were analyzed through data reduction, data display, and conclusion drawing. The findings indicate that the institutional structure of the Banten Provincial Government remains categorized as a hierarchical government, characterized by limited network management capacity, weak collaboration with the private sector, and suboptimal governance performance. The novelty of this study lies in the formulation of a local government institutional transformation model that integrates agile government and networked government as a strategic shift from a hierarchical, sectoral, and rule-driven bureaucracy toward an adaptive, collaborative, thematic, cross-sectoral, people-driven, and locally empowered institutional arrangement. The study implies that achieving Golden Banten 2045 cannot rely solely on administrative bureaucratic reform, but requires an institutional design capable of strengthening collaborative capacity, policy responsiveness, and alignment between bureaucratic reform and regional competitiveness.

Abstract

This study investigates the puzzling phenomenon of divergent outcomes in single-candidate local elections (Pilkada) across Indonesia. Employing a mixed-methods sequential explanatory design, this study undertakes a comparative analysis of three cases from the 2024 Pilkada in Bangka, Bangka Selatan, and Pangkalpinang, which are located within Bangka Belitung Islands Province. The approach utilizes quantitative survey data from 455 voters and qualitative document analysis. The results suggest that the key determinant of the blank vote's success or failure is the voter's evaluation of the incumbent's performance. Inadequate evaluations of the incumbent's performance in Bangka and Pangkalpinang served as a catalyst, converting a pre-existing crisis of representation into a successful protest vote. Conversely, high public satisfaction with governance in Bangka Selatan served as a protective barrier, neutralizing the impulse for protest despite the non-competitive electoral format. The analysis delineates two separate mobilization tactics for achieving victory: a "Visible Protest" in Pangkalpinang, led by a structured and identifiable social movement, and a "Silent Protest" in Bangka, emerging from the uncoordinated accumulation of individual discontent. This study enhances the comprehension of protest voting by identifying incumbent performance as a significant moderating influence. It underscores the voter's aptitude for constrained rationality and pragmatic decision-making, illustrating their resilience in utilizing institutional tools to hold political leaders accountable in a hard democratic context.

Abstract

The 2025 general elections in Tanzania were a pivotal moment in the nation's political history, leading to significant protests within its democratic and legal framework that highlighted deepening divisions in Tanzania's democratic and legal system. This article critically addresses the implications of these protests following the elections, in terms of democratic institutions, legal frameworks, and civil liberties in Tanzania. Based on a systemic analysis of news reports, human rights testimonies, and academic sources, the paper highlights the lack of constitutionalism, the weaponized application of legal norms, and coercive state actions such as mass arrests, internet shutdowns, and assembly restrictions. The novelty of this study lies in filling a critical conceptual gap in hybrid regime literature; while existing scholarship heavily concentrates on conventional electoral management or media limitations, this paper shifts the focus toward the unexamined legal consequences of post-election state repression and its direct impact on legal consciousness, specifically capturing how a new generation of social-media-coordinated citizen mobilization interacts with state-level autocratic legalism. The Tanzanian government's actions are shown to consolidate executive power while systematically undermining institutional checks and balances situated between competitive authoritarianism and democratic backsliding. The profound implications of these findings reveal that the state's reliance on 'rule-by-law' and total judicial deference to the executive severely jeopardize horizontal accountability, cultivating a pervasive atmosphere of fear that systematically withdraws citizens from the deliberative political arena, while the increasing militarization of civilian spaces ultimately sacrifices long-term democratic legitimacy for temporary, coercive stability . The paper concludes with strategic structural recommendations, including eliminating political interference in judicial appointments and independent restructurings of the national electoral commission to restore a democratic social contract.

Abstract

This research examines the political motive behind the formation of a grand coalition of political parties in the 2024 Batang Hari Regency Regional Head Election (Pilkada), which ultimately resulted in a single candidate. The research uses a qualitative approach with a case study design. Data was collected through in-depth interviews with political party elites, campaign teams, and local political observers, and was supported by documentation in the form of internal party regulations and media reports. The research results show variations in motives between parties. PPP and NasDem are driven by their structural proximity to the candidate pair. PAN, PKB, Demokrat, and Gerindra emphasize political efficiency. PKS demonstrates a control motive, while PKB, Golkar, and PDIP reflect a political security motive. these findings contribute to broader debates on local democracy by showing that the dominance of pragmatic coalition motives has significant implications for democratic quality. This research argues that the cross-ideological pragmatic coalitions that produce single candidates in local elections are not merely an electoral strategy, but a mechanism for consolidating elite power that directly reduces competition, voter choice, and local democratic accountability.

Abstract

This study introduces scientific novelty through an integrated analysis of four core pillars of the health system—service delivery, financing, health workforce, and information systems—which have often been examined separately, utilizing the COVID-19 pandemic as a 'critical event' lens (Das, 1995). Through a qualitative review of Philippine policies (2019–2025), this research successfully uncovers latent structural vulnerabilities that remain invisible under normal operating conditions. The findings reveal a recurring governance dilemma: centralized direction is effective for standard-setting and resource authorization, but counterproductive when intervening in the operational decisions of local government units (LGUs). This condition is further exacerbated by weak local fiscal readiness and poor health data interoperability. The policy implications of this study emphasize the urgency of transformative institutional reforms, including a clearer assignment of functions across all levels of LGUs, the codification of emergency budget flexibility, and the strengthening of national data system integration. Furthermore, the study recommends the formal integration of pandemic risks into the national Disaster Risk Management framework to foster adaptive health governance.

Abstract

This article offers a conceptual synthesis that examines how digital platforms can mediate public service delivery to generate public value, drawing on the Gancang Aron initiative in Banyuwangi Regency, Indonesia, as an illustrative case. Moving away from previous studies that tend to evaluate outcomes partially or treat partner platforms purely as logistics providers, this article offers significant conceptual novelty through three major contributions. First, it reframes the Gancang Aron program as a form of digital disruption mobilized for public value creation by integrating three theoretical frameworks—digital governance, platform governance theory, and the public-value framework—into a single unified analytical lens that has not been previously applied to this program. Second, this study consolidates scattered empirical accounts into a comprehensive and integrated public value map encompassing eight dimensions of value (efficiency, accessibility, accountability, security, collaboration, empathy, trust, and human-centric orientation). The article argues that these values are not experienced by citizens as isolated outcomes but are rather co-produced as a holistic, integrated whole. Third, by situating the dynamics of Banyuwangi within the trajectory of post-decentralization reforms in Indonesia, this article provides a crucial Global South perspective to the global platform governance debate, which has historically been dominated by case studies from advanced jurisdictions (OECD) with high administrative capacities. Through this synthesis, it demonstrates that meaningful public service innovation requires institutional adaptability and cross-sector partnerships alongside the technological infrastructure itself.

Abstract

This study examines the construction, dissemination, and framing of Artificial Intelligence (AI) narratives associated with Indonesian Vice President Gibran Rakabuming Raka in online mass media during his first year in office (October 2024–October 2025). Drawing on political symbolism and political branding frameworks, AI is reconceptualized not merely as a technical instrument but as a strategic symbolic resource deployed to build political legitimacy and project a future-oriented leadership image. The novelty of this study lies in its hybrid methodological approach that integrates critical discourse analysis (CDA) with computational topic modeling (Latent Dirichlet Allocation/LDA), while performing a unique technological triangulation by comparing the performance of three Python libraries—Gensim, Scikit-learn, and Tomotopy—to map digital political discourse in Indonesia, an area hitherto underexplored. Analyzing 540 online news articles, the research identifies five core discursive themes, including AI integration in Islamic boarding schools (pesantren), collaborations with global tech giants, school curriculum adoption, and deepfake-driven political hoaxes. Computational evaluation demonstrates that Tomotopy yields the best semantic consistency, achieving the highest coherence score (0.653). Ultimately, beneath the pervasive technological optimism, this study concludes that the AI narrative serves as an instrument of symbolic power that actively obscures structural digital infrastructure disparities between regions, offering vital theoretical and methodological contributions to digital politics in developing nations.

Abstract

Penelitian ini bertujuan untuk menganalisis strategi pengawasan yang diterapkan oleh Bawaslu Kota Tidore Kepulauan dalam menghadapi Pilkada serentak 2020 di tengah pandemi Covid-19, menggunakan pendekatan Tipe Strategi Kotten dan Analisis SWOT. Metode yang digunakan adalah deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara dan dokumentasi. Temuan menunjukkan bahwa Bawaslu menerapkan strategi utama, seperti Kampung Pengawasan Perempuan dan Borero Fola Pilkada, guna memastikan pengawasan partisipatif dan akses ke wilayah terpencil. Penerapan protokol kesehatan dalam setiap tahapan Pilkada juga menjadi fokus utama. Meskipun terdapat hambatan internal dan eksternal, Bawaslu berhasil mengatasinya demi menjaga efektivitas pengawasan.

Abstract

Terpilihnya bupati petahana tidak terlepas dari kontribusi partai politik dan masyarakat sipil. Namun demikian, dalam berjalannya pemilihan bupati kerap kali mengalami degradasi dalam praktiknya. Penelitian bertujuan mengungkap bagaimana petahana mampu bertahan dengan memanfaatkan partai politik dan masyarakat sipil. Untuk itu, tulisan ini bersandar pada data kualitatif yang dikumpulkan melalui wawancara terstruktur dan Informan dipilih secara purposive sampling. Studi ini menemukan, dalam berjalannya pemilihan bupati terjadi praktik pelemahan dan intimidasi pada masyarakat sipil, dan oportunisme partai politik. Argumen penting lainnya, bupati petahana menjadi dominan dan semi otoriter dalam menjalankan kekuasaan. Terpilihnya bupati petahana bukan melalui citra yang positif, melainkan citra negatif yang telah terbangun, sehingga masyarakat tunduk dan patuh. Selain itu, mereka juga melemahkan dan mengintimidasi masyarakat sipil. Hal ini berimplikasi terhadap berjalannya kontestasi di Kabupaten Probolinggo. Menegaskan perbedaan, sekaligus menjadi perluasan pandangan dari penelitian sebelumnya. Bahwa dalam mempertahankan kekuasaan, bupati petahana tidak cukup hanya menguasai banyak partai politik, serta tidak harus membangun citra yang positif pada masyarakat untuk terpilih kembali.

Abstract

Artikel ini mengkaji interaksi aktor kebijakan yang terlibat program Pengolahan Sampah Energi Listrik (PSEL) di Kota Makassar dengan menggunakan kerangka analisis Advocacy Coalition Framework (ACF). Berdasarkan pada penelitian kualitatif artikel ini mendeskripsikan interaksi aktor kebijakan baik secara formal dan informal dalam program PSEL di Kota Makassar dan melihat potensi dampak terhadap kebijakan tersebut. Hasil penelitian menunjukkan bahwa aktor yang terlibat dalam kebijakan PSEL terbagi menjadi dua, yaitu aktor negara meliputi pemerintah kota dan parlemen lokal yang memiliki keputusan untuk melaksanakan program, dan aktor non-negara terdiri dari perusahaan dan masyarakat sipil. Aktor kebijakan tersebut saling berinteraksi satu sama lain dan berusaha melibatkan kepentingan yang berbeda yang menciptakan pola ketergantungan. Dari interaksi tersebut terbentuk koalisi pro dan koalisi kontra yang menghasilkan potensi dampak terjadinya konflik antara eksekutif dan legislatif, penentuan lahan pembangunan, dan perencanaan kebijakan yang berkelanjutan. Temuan ini berkontribusi dalam mengidentifikasi faktor-faktor yang menyebabkan kebijakan program PSEL yang menghadapi tantangan  implementasi di tingkat lokal. Para pengambil kebijakan dapat mengambil pelajaran berdasarkan studi kasus ini untuk pembelajaran kebijakan terkait aktor-aktor yang terlibat untuk menjembatani kesenjangan antara formulasi dan implementasi kebijakan program PSEL di Indonesia.
