Abstract

Goods and services tax (GST) fraud is increasing in Malaysia, resulting in the loss of income for the government. Although there are mechanisms in place to prevent GST fraud, fraudsters are smart and will usually find ways of outwitting such measures. To combat such fraud, it is essential to understand the types of GST fraud perpetrated. Therefore, the purpose of this qualitative study was to identify types of GST fraud in Malaysia. Using a case study approach, the study found six major forms of GST fraud: falsifying claims, sales manipulation, non-submission of GST forms, failure to register, GST avoidance and carousel fraud. Notably, there are commonalities between GST fraud in Malaysia and in other developed and developing countries. This study suggests that authorities should be alert and aggressive in preventing GST fraud. The research contributes to tax administration and the development of literature by demonstrating the impact of a new tax policy with respect to indirect taxation such as GST to facilitate fraud prevention measures.

Abstract

The study provides evidences on what are resources and capabilities necessary to achieve real time visibility in a transportation network of a complex supply chain. Strong correlation between subcontracting and untracked shipments suggests resources available within freight forwarders network including systems for storing data on truck and trailer plate numbers, interfaces amongst subcontractors IT systems are of immense importance for achieving real time visibility. On a top of that,  digital skills of drivers, privacy concerns are identified as factors affecting data sharing and constraints to achieve real time visibility.

Abstract

Corruption in ports where many players are working in an environment of a conflicting interest is a perennial problem. This paper argues that internal controls by the ports authorities will be affected by corruption which puts at risk the facilities and the persons. The issues are illustrated with the Lebanon port case where a gigantesque blast took place in July 2020. It is argued that the corruption affected severely the adequate management of the facilities of the port and limits the possibilities of preventing the accident. This paper verifies some hypotheses using publications that addressed the issue before and after the ballast. Our search included peer-reviewed literature, witness journalist reports, politician interviews, reports published by international organizations, and some media articles. Our finding is that the corruption has infiltrated the port of Lebanon and the blast is a logical result of the lack of the control at many levels.  What is more, it is appear that the corruption is not to be limited to the port, but it affects also some level of government or type of authorities. Finally, anti-corruption, transparency and accountability mechanisms is difficult to instore in a country where the arms are diluted on the hands of many factions and ravaged by many years of war.

Abstract

Nowadays in the world, one of the main engines of economic development is scientific and technological progress and intellectualization of the main factors of production. The problem is that most post-Soviet states, in particular, Russia need to develop brand new state programs for regulating innovation. Otherwise, the absence of this regulator may lead to an increase in the gap between Russia and developed countries. Thus, the purpose of this article is to define the main directions of the state policy on innovations and focuses on the supply chain economy in Russia. To achieve this goal, some state programs of developed countries, such as the United States of America and European Union (EU) countries, were considered. As a result, the main directions of the state regulation of supply chain in the innovative economy were defined. There are some important aspects were identified, such as boosting innovation activity, improvement of the use of public resources, support of domestic innovative products, increasing the supply chain economys quantity. Because of such economic policy, conditions for the effective functioning of the scientific and technical sphere will be created.Keywords- state regulation, innovation policy, economic development, supply chain, innovative processes.

Abstract

The prime objective of the currents study is to examine the role of the risk management committee in managing the supply chain risk and enhancing the supply chain performance. The three risk measures namely supply chain technology risk, supply chain integration risk and supply chain integration risk are used to conceptualize the firm supply chain risk. The risk management committee is one of a feature of the code of corporate governance which during the last couple of years have widely discussed in the literature in the reference of financial risk management. However, little or no attention has been given to explore the issue with the reference of operational risk management, especially in supply chain risk management. This is among the few pioneering studies being carried out to explore the direct role of risk management committee on firm supply performance and its moderating role on firm supply chain risk and firm supply performance. The SEM-PLS is used to achieve the research objectives. The data is collected from the operation managers of Indonesian based production firms operating in Indonesia. The results of the study have shown a great deal of agreement with our proposed hypothesis. Except the supply chain integration risk, all other measures of risk are in a significant positive relation with firm supply performance whereas the supply chain integration risk appears in negative and significant relation with the firm supply chain performance. The current study will be helpful for PR actioners, researchers and policy makers in understanding the link between operational management and corporate governance.

Abstract

Forecasting of the spare parts needs is an important operational question. The problem in the needs forecast is that the demand is intermittent. In stock management, there are several forecasting tools based on demand history such as: linear regression, basic and modified Croston methods, simple and weighted moving average, exponential smoothing, and finally the bootstrap method. In this paper, we will treat the last method through three sections: literature review, procedure of the method and finally an application of the method which will be compared to simple exponential smoothing and hybrid method.

Abstract

In modern conditions of socioeconomic development of the Republic of Kazakhstan, one of the priority areas associated with food industry development is the development of methods for managing supply chains. The food industry development itself is crucial in current setting because the level of competitiveness of domestic food products depends on food production in the global economy. Considering the fact that traditional food logistics is no longer able to meet market requirements, it becomes increasingly important to create an innovation-driven system for tracking the supply of agri-food products. This article provides a literature review of domestic and foreign authors who conducted research on the practice of supply chain management aimed at the development of the food industry. The economic assessment of the current state of the food industry of the Republic of Kazakhstan for the implementation of the tasks of the national economy. As a result of the research, the theoretical and practical aspects of the food industry research are systematized, on the basis of which the relevant conclusions are drawn. This article puts forward various hypotheses and uses theoretical approaches, within which we can expect to stimulate sustainability of supply chain management. These approaches are presented within the framework of the following theories: institutional theory, dynamic capability theory, and the theory of stakeholders. Additionally, a conceptual framework was built on the stakeholder theory to identify indicators, drivers and barriers and achieve sustainability in the food supply chain.

Abstract

Abstract-Program Postgraduate Program in Pancasakti University Tegal. 2019. Implementation of Procurement of Government Goods and Services by E- Purchasing Method in the Tegal Religious Court. The implementation of e- procurement in various agencies makes the process of interaction between users and service providers, and the community-run easier and accelerates the process of procurement of goods. Equally important, the implementation of e-procurement has automatically improved the control system for various rules and violations. Procurement of government goods/services electronically can be done by e- tendering and e-purchasing who use electronic catalogs and supply chain plays a vital role in the e-purchasing of the goods and services. The purpose of this study is 1) examine the implementation of e-purchasing in the application of rules regarding the procurement process of goods/services through the Tegal Religious Court, 2) explain the role of supervisory institutions in the implementation of the procurement process of goods in the Tegal Religious Court in anticipation of fraud that can cause losses to the state's finances. This type of research is normative-empirical legal research using a normative approach. The type of material used is primary, secondary and tertiary legal materials. Data collection methods used are library research and field studies. The results of this study include 1) procurement of goods/services with e- purchasing method is the right system in implementing procurement because it is more transparent, effective, efficient, compared to conventional systems, but the implementation is not optimal because a) is still coordinated so that time is not enough efficient, b) in e-catalog there is no information on the number of items available, so the buyer does not know the stock directly, c) the Supreme Court has not precisely targeted domestic production due to high specifications, 2) the role of supervisory institutions is not optimal because there are still many frauds and not yet the maximum application of a whistleblower because the procurement executors and the wider community are not familiar with the procurement of goods/services.
