Abstract

Persons with disabilities have equal rights to employment, including in the formal sector. However, people with disabilities often receive discriminatory treatment and experience obstacles in obtaining decent work. The government seeks to provide equal opportunities for people with disabilities by establishing a 2% quota policy for people with disabilities to work in the local government environment, as per Law 8/2016. This research aims to analyze the implementation of the 2% minimum quota policy for people with disabilities to work in the Surabaya City government, referring to the Van Meter Van Horn (1975) policy implementation theory. This research employs a qualitative case study approach, utilizing data collection techniques such as observation, interviews, and documentation. The results showed that: (1) Regarding policy standards and objectives, the Surabaya City Government has a clear legal foundation for implementing the policy; (2) Concerning resources, there are limitations in both human and financial aspects; (3) In terms of implementing organization characteristics, the government lacks a specific Standard Operating Procedure (SOP) to guide implementation; (4) Communication among implementing organizations is effective with proper policy dissemination and coordination with target groups; (5) Implementers’ attitudes are supportive, as seen from the agency's response to the acceptance of employees with disabilities; and (6) The social, economic, and political environment is generally favorable, although economic constraints remain a barrier. This research concludes that implementing the minimum 2% quota policy in the Surabaya City Government has not been fully optimal. This is primarily due to limited resources and the absence of structured procedures.

Abstract

This study analyzes the relationship between Person-Organization Fit and Job Satisfaction on Organizational Commitment among Civil Servants at the Education and Culture Office of Melawi Regency. The phenomenon of increased employee absenteeism and violations of office regulations reflects a low level of organizational commitment. The aim of this research is to identify factors influencing organizational commitment, with Person-Organization Fit and Job Satisfaction as independent variables. The method used is an associative study with data collection techniques through interviews and questionnaires. The respondents of this study are all civil servants, selected using a saturated sampling technique, totaling 46 participants. Data analysis was performed using multiple linear regression to determine the relationship between variables. The F-test results show that Person-Organization Fit and Job Satisfaction have a significant simultaneous effect on Organizational Commitment. The t-test results indicate that Person-Organization Fit has a positive and significant effect on Organizational Commitment, while Job Satisfaction does not have a significant effect on Organizational Commitment. The coefficient of determination shows that Person-Organization Fit and Job Satisfaction contribute 42% to Organizational Commitment, while the remaining percentage is influenced by other factors. This study recommends that employees should better understand the organizational culture and improve their commitment to their work. Furthermore, evaluating workloads and implementing transparent promotion processes can enhance employee motivation and commitment. Additionally, future research could expand by exploring other factors influencing organizational commitment and employing diverse research methodologies to provide more comprehensive insights.

Abstract

The management of border areas plays a strategic role in maintaining Indonesia's sovereignty and national stability. As an archipelagic state with extensive land and maritime borders, Indonesia faces complex challenges such as transnational threats, smuggling activities, human trafficking, maritime piracy, and potential territorial conflicts. This article analyzes national security strategies in border management through the integration of public policy and state defense. The study adopts a descriptive qualitative approach using literature review methods, emphasizing the synergy between military defense, defense diplomacy, advanced technology (such as artificial intelligence, drones, and satellites), and economic-social policies. The findings reveal that the application of AI-based surveillance systems and big data analytics enhances early detection capabilities against border threats. Moreover, the development of border economic zones and community empowerment programs such as MSMEs, education, and healthcare contribute to strengthening socio-economic stability and preventing local communities from engaging in illegal activities. The study also highlights the importance of international cooperation, both through bilateral agreements and regional forums such as ASEAN, in strengthening cross-border surveillance systems. With a comprehensive and collaborative approach, border management serves not only as an instrument of defense but also as an integral part of national development. This research is expected to offer strategic recommendations for improving Indonesia’s border policy amidst the ongoing shifts in global geopolitical dynamics

Abstract

This study analyzes the performance of Dr. Soedarso Regional General Hospital in West Kalimantan Province during the period 2021–2024 using the Balanced Scorecard approach. Measurements were conducted from the perspectives of finance, customers, internal business processes, and learning and growth. The results show a decrease in ROI from 12% to 9%, but cost efficiency remained relatively stable at around 82–84%. Patient acquisition experienced fluctuations, with a decline in 2022 and a subsequent increase in the following year. Overall customer satisfaction levels were categorized as good. Internal business process indicators such as BOR, ALOS, TOI, BTO, NDR, and GDR were within the established standard ranges. Employee productivity was recorded at 1,659,948 per day with an employee retention rate of 91%. Employee satisfaction is generally rated as good, although there are notes on career progression and room for suggestion submission. This data provides an overview of the hospital's performance from various perspectives in accordance with the Balanced Scorecard methodology.

Abstract

The purpose of this study is to understand how career development and employee engagement can have an impact on improving employee performance, with job satisfaction as an intermediary. The object of study in this study is PDAM Surya Sembada which is located in the city of Surabaya. The determination of the research sample was carried out using a non-probability sampling technique with a saturated sampling method, so that the entire population of 87 employees was used as respondents. Data collection was carried out through the distribution of questionnaires to employees. Furthermore, the collected data was analyzed with the help of SmartPLS software, and a series of tests were carried out to ensure the accuracy of the data and test the conjectures in this study. The findings indicate that the career development carried out by the company is able to encourage the improvement of employee performance. Similarly, the active involvement of employees in their workplace will have an impact on improving their performance. Job satisfaction plays an important role as a bridge between career development and employee engagement in improving employee performance. Employees who get clear career development, have a sense of attachment and satisfaction with the company or their job will make their performance improve.

Abstract

This study aims to analyze the influence of Employee Engagement and Perceived Organizational Support on employee job satisfaction at PT Perkebunan Nusantara IV Region V Kebun Gunung Meliau. The underlying phenomenon of this study is the high level of employee absenteeism and dissatisfaction that affects work performance and discipline, as reflected in fluctuations in CPO production and an increase in disciplinary violations over the past three years. This study employs a quantitative method with an associative approach, where data was collected through interviews and the distribution of questionnaires involving 108 employees. Data analysis techniques include instrument testing (validity and reliability), classical assumption tests (normality, linearity, multicollinearity), and multiple linear regression to determine the influence of independent variables on dependent variables. The results of the study indicate that Employee Engagement and Perceived Organizational Support have a positive and significant influence on job satisfaction, both partially and simultaneously. This positive influence indicates that the level of employee engagement and the support provided by the organization play an important role in enhancing job satisfaction in this company. This study suggests that the company should enhance employee engagement programs and strengthen organizational support to improve job satisfaction, reduce absenteeism, and improve overall performance.

Abstract

The purpose of the study is to analyze the implementation of the independent curriculum in Sekolag Menegah Atas in Indonesia. This research is a descriptive research with a qualitative approach. The subjects of this study are the principal and vice principal of the curriculum. The location of this research is SMA Negeri 1 Sebuku and SMA Negeri 1 Sembakung. Data collection was carried out through interviews, documentation studies, and observations. Data analysis is carried out through stages: 1) collecting data, 2) summarizing and selecting the main things and looking for themes, 3) presenting data in the form of a brief description, and relationships between categories, 4) drawing conclusions, and 5) building and explaining theories. The results of the study showed  SMEs at SMA Negeri 1 Sebuku and SMA Negeri 1 Sembakung have been running through several preparations. The curriculum structure is prepared by considering the availability of teachers. The implementation of P5 at SMA Negeri 1 Sebuku is carried out with a block system while SMA Negeri 1 Sembakung uses a regular system. The implementation of IKM at SMA Negeri 1 Sebuku and SMA Negeri 1 Sembakung received support from the Education and Culture Office, school supervisors and parents/guardians of students. In addition, SMA Negeri 1 Sebuku as a driving school also received support from the Driving Teacher Center. In addition, the IKM Strategy at SMA Negeri 1 Sebuku and SMA Negeri 1 Sembakung began with socialization activities and then continued with the improvement of teacher human resources through Workshop and training activities that presented resource persons in house training, independent learning through PMM, carrying out imitation studies at driving schools that have implemented IKM, sharing with fellow teachers and/or with the principal, as well as participating in the Driving Teacher Program.

Abstract

This study aims to determine the effect of Work-Life Balance (WLB) and Job Satisfaction (JS) on Work Stress (WS) among Civil Servants (PNS) at the Alianyang Community Health Center (UPT Puskesmas Alianyang) in Pontianak City. This study employs a quantitative approach with an associative design, where data were collected through questionnaires distributed to 38 civil servants and interviews with the Head of Administration. The analytical methods used include multiple linear regression, correlation coefficient (R), coefficient of determination (R²), as well as F-test and t-test. The results of the multiple linear regression analysis indicate that the regression equation obtained is Y = 4.872 – 0.317 X1 – 0.317 X2, meaning that Work-Life Balance (X1) and Job Satisfaction (X2) have a negative influence on Work Stress (Y). The correlation coefficient analysis yielded a value of R = 0.797, indicating a strong relationship between the two independent variables (Work-Life Balance and Job Satisfaction) and Job Stress. The coefficient of determination (R²) of 0.636 indicates that 63.6% of the variation in Work Stress can be explained by the two variables, while 36.4% is influenced by other factors outside the scope of this study. The F-test results show a significant relationship between the two independent variables and Work Stress. The t-test results indicate that Work-Life Balance (X1) and Job Satisfaction (X2) have a significant negative effect on Work Stress. Based on these findings, it is recommended that the management of the Alianyang Community Health Center pay more attention to employees' ability to balance work and family responsibilities through role management training, adaptive work policies, and internal consultation rooms. Additionally, fostering a supportive work culture among employees through team-building activities, internal discussion forums, and collaboration-based rewards is considered important to enhance job satisfaction while reducing stress. This study also recommends that further research consider additional variables such as workload, role conflict, social support, work environment, leadership style, career development, and individual characteristics to expand understanding of the factors causing work stress, particularly in the healthcare sector.

Abstract

The development of digital technology, especially social media such as TikTok, has brought significant changes to the learning process in the modern era. However, there are still challenges related to students' digital literacy in utilizing these platforms effectively, especially in understanding complex and often considered difficult Indonesian explanatory text material. This study aims to analyze the extent to which students' digital literacy affects their understanding of explanatory texts through the use of TikTok Education. The research method used is qualitative with a case study approach, involving in-depth interviews with eight grade XI students and observations of the TikTok-based learning process. The results of the study show that TikTok provides a more interesting and contextual learning approach through short videos that combine animation and simple narration, thus helping students understand the concept of explanatory text structure such as general statements, explanatory sequences, and interpretations more effectively. In addition, student involvement in creating educational content improves digital literacy skills holistically, from searching for credible sources of information to producing logical and communicative narratives. However, weaknesses were found in the aspect of students' critical evaluation of the validity of information, where many students still rely on the popularity of content as a measure of truth. Therefore, the role of teachers as facilitators and content curators is very important to guide students in using TikTok wisely. In conclusion, TikTok has great potential as a medium for learning Indonesian, especially in understanding explanatory texts, if accompanied by comprehensive digital literacy development and appropriate teacher guidance. This study recommends the integration of adaptive, interactive, and sustainable digital learning strategies into the school curriculum.

Abstract

This study aims to analyze the influence of investment motivation, return, and risk perception on stock investment decision-making among investors in Pontianak City. The method used is associative with a sample of 150 respondents selected using purposive sampling. The instruments were tested for validity, reliability, and classical assumptions such as normality, linearity, and multicollinearity. Data analysis used multiple linear regression, correlation tests, determination coefficients, and simultaneous and partial tests. The results of the multiple linear regression indicate that the three independent variables positively contribute to stock investment decisions. The correlation coefficients show a strong relationship between investment motivation, return, and risk perception with investment decisions. The coefficient of determination indicates that most of the variation in investment decisions can be explained by the three variables, while the rest is influenced by factors outside this study. Simultaneous tests show a significant combined effect of investment motivation, return, and risk perception on stock investment decisions. Partial tests indicate that investment motivation, return, and risk perception each have a positive and significant effect on stock investment decisions. This study confirms the importance of motivation, return expectations, and risk perception in determining investor decisions in the stock market in Pontianak.
