Abstract

Abstract: As the staple food of Indonesians, rice has become an economic and political commodity in the country. This study aims to analyze the agrarian dynamics of rice farmers from a historical perspective, focusing on studying how the agrarian change affected the rice production mode in the present situation. The historiography approach used to produce critical analysis was complemented by tracing literature studies, especially in West Java, one of the main rice producers in Indonesia. The results showed that the structure of land tenure and ownership in rice farming had undergone a fundamental change. The dynamics that appear in rice can be seen at the level of agricultural technology intervention and local and national policies, which have experienced changes due to pressure from the agricultural production input sub-system. This pressure led to a change in peasant institutions that shifted from informal to formal, which was not in line with the structure of land tenure and ownership, which was still dominated by petty commodity producers. Abstract

Abstract: Inequality of land ownership is caused by unequal access to land. This study examined the impact of land access on total farmer's household expenditure. The Agrarian reform policy assumed open and expand access to land for groups of landless or near landless farmer households. Through state-led and market-led approaches, this research provided a categorization of access to land in two ways, which are access opening and access expansion variables with each sample coverage. Using the two periods difference-in-difference (DID) method, this study analyzed the impact of opening and expanding access to the total expenditure of farmer households using IFLS 2007 and 2014 data. The results showed that there is a significant difference in the total expenditures of farmer households due to the opening and expansion of access referring to the land distribution scheme (state-led approach), and there is no significant difference through the market-led approach. Therefore, agrarian reform policies need to be carried out by emphasizing the role of the state in implementing land redistribution to landless and small farmers.   Keywords: Agrarian reform, state-led approach, market-led approach, impact of land access, total farmer household expenditure

Abstract

Abstract: The strategy formulation of the Riau Province Government in the Perspective of the National Defense is needed to deal with the conflict between the customary community of Batin Baringin Sakai and PT Arara Abadi. This agrarian conflict occurred due to overlapping rights over customary land management, which has not yet come to light. From 1996 until now, the conflict never finds a solution. The Riau Provincial Government must complete homework with effective and efficient strategic steps. This study will analyze the strategic actions that the government can take to resolve the conflict between the two parties by examining the concept of the government's strategy from the Strategic Perspective of The National Defense. The research method used is qualitative, with case studies and interviews. The results explain that the strategic steps taken have not been maximized. So that there is no draft conflict resolution strategy guidelines between the Customary Peoples of the Batin Baringin Sakai and PT Arara Abadi by the Provincial Government of Riau. Several measures which include means, ways, and ends according to the perspective of the right and directed the Riau Provincial Government can carry out National Defense Stages how to maximize mobilization and integrate resources optimally through a work program that is compiled and evaluated. In the final stage, conflict resolution can be achieved through a peace agreement and a sense of justice between the two disputing parties. Keywords: Agrarian conflicts, ends, means, ways

Abstract

Tenure security is a critical variable in disaster management, yet is dependent on the rules and regulations of a country with regards to land ownership and use. This study draws on three disasters that occurred in Indonesia as case studies: the tsunami in Aceh in 2004, the Sidoarjo mudflow in 2006, and the tidal flood and permanent inundation in Kabupaten Demak, reported in 1997. Using literature review approach, we compare the government responses in these examples and evaluate how they affected tenure security in each case, and presented it qualitatively. We discovered that there were different responses in terms of the declaration of a national disaster, Central Government support, the presence of a responsible agency, and how the government threatened it as a 'pure natural disaster' or a 'human-induced disaster.' We conclude that the Central Government plays an important role in ensuring tenure security during a disaster in terms of supporting laws and regulations, but the Local Government is also critical in the implementation process in land right reconstruction. Furthermore, for destroyed or lost land due to a disaster, the regulations on disaster management should distinguish between the root and cause of the disaster to ensure land rights protection and justice for the victims.

Abstract

The initial and crucial stage in the spatial planning process involves identifying the function and role of a region or area. This step sets the course, establishes goals, and defines the parameters for the subsequent spatial arrangement planning. Currently, the expedited development of Detailed Spatial Planning in Indonesia is closely tied to the function and role of an area, which is influenced by numerous factors that require careful consideration. This study aims to compare population projections using conventional projection methods with projections that take into account the functions and roles of the region. This study uses population projection analysis, population development scenarios, and spatial availability analysis to assess the differences in spatial projections that can accommodate population growth. The calculations unveiled a significant disparity between population-based projections and projections that consider the functions and roles of a city/area. This input is crucial for assessing spatial needs and the necessary infrastructure and supporting facilities that will be incorporated in the formulation of the structure and spatial patterns of Detailed Spatial Planning. Hence, when estimating population projections, it is essential for planners to consider projections that incorporate the functions and roles carried out by the area.

Abstract

PTSL is a national strategic program aimed at achieving complete land certification in Indonesia. Starting in 2017, it is expected that by the end of 2024, all land parcels will be registered, and a reliable land information system will be established for public services. One of the key components in realizing a reliable land information system is the development of a valid and reliable cadastral map. This study aims to assess the validity and reliability of the cadastral maps created under the PTSL program in Kalisari village and Tlogopandogan village of Demak Regency. The research method employed in this study is a descriptive method based on a quantitative approach. The study is conducted in two PTSL villages, namely Kalisari and Tlogopandogan. PTSL implementation in Kalisari started in 2018, before the issuance of the Complete Systematic Land Registration regulation for the Regency/City in 2019. On the other hand, PTSL implementation in Tlogopandogan commenced in 2020. The validity of cadastral map content was analyzed using Pearson's correlation technique. The reliability of the map was tested using the Cronbach's alpha technique. In general, the findings revealed that the level of validity and reliability of the cadastral map in Kalisari village was assessed as low or less reliable, while the cadastral map in Tlogopandogan village received a high rating in terms of validity and reliability. The high validity and reliability of the cadastral map in Tlogopandogan can be attributed to its adherence to the regulations of the Complete Systematic Land Registration for Regency/City.

Abstract

Landslides are disasters that often occur in mountainous areas. According to Regional Disaster Management Agency Boyolali Regency from 2019-2021 there were recorded 25 landslides in Selo District. As a result, it has an impact on the loss of both lives and the economy. Indirectly impact on land prices in the area. Therefore, it is necessary to analyze the land values changes??in Selo District in landslide hazard areas. In this study, the land value is obtained based on a land price survey. The results are the land value of Selo District in 2022 can be divided into 113 zones with the highest price of IDR 1,150,240 in zone 1787 and the lowest price of IDR 37,013 in zone 1777. The land value at low landslide hazard has an average of IDR 709,970, the land value at medium landslide hazard has an average of IDR 317,089 and the land value at high landslide hazard has an average of IDR 111,160. By using linear regression obtained the correlation r=-0.880. Shows that if the landslide hazard increases, land prices will decrease. Abstract

The availability of Detailed Spatial Plans (RDTR) is crucial for supporting development implementation and ease of doing business. However, there are still problems in the preparation of RDTR, necessitating acceleration. Regarding this acceleration, it is necessary to analyze how participatory and collaborative planning methods can play a role. Participatory and collaborative approaches are important because public trust and stakeholder relationships in participatory and collaborative planning influence the implementation process and planning outcomes. This study aims to identify the relationships between implementing actors and stakeholders involved in the preparation of RDTR so that they can be optimized with a participatory and collaborative approach. The research methods used are Social Network Analysis (SNA), Organizational Network Analysis (ONA), and post-review surveys. The results show that the relationships between implementing actors and stakeholders related to RDTR preparation are not yet optimal, therefore requiring remapping and rearrangement within the legal framework. Participatory and collaborative approaches will elaborate the possibility of more effective and efficient relationships with changes in roles and media of interaction. Abstract

Abstract: This paper identifies various structural land conflicts in the Special Region of Yogyakarta in the last 20 years. Using a literature review method, the various conflicts that occurred can be categorized into several typologies, (1) the issue of the transfer of land status from private and communal (village land) to sultanate/pakualaman land; (2) land acquisition for national strategic projects that displace people's managed areas; (3) investment and development in urban areas that displace or reduce the quality of life of the community; (4) various transfers of land use in coastal areas by local governments and the private sector through extractive industry investment, tourism or conservation; (5) ethnic politicization in discriminative land policies. The reading of the various typologies of conflict is produced from three different perspectives, namely the 'agrarian citizenship' approach, 'human rights', and 'politics of access’. Abstract

Abstract: The objective of this study is to balance forest conservation with economic growth while accounting for the rate of deforestation. The methodology employed in this research utilizes a mathematical modeling approach, specifically adopting the logistic model to represent forest growth rates. In addition, numerical analysis is applied to illustrate the impact of economic activities on forest areas. The data used in the study consist of deforestation rates in Indonesia from 2000 to 2021. The findings indicate that the rate of economic activity in forested areas is directly proportional to the reduction in forest area. If the rate of deforestation due to economic activity approaches the forest growth rate, the likelihood of forest area reduction increases, and forest depletion will occur if the two rates become equal. To resolve the dilemma between forest conservation and economic growth, this study proposes a solution consisting of three key steps: (1) establishing a minimum forest area that is strictly protected from economic exploitation; (2) setting the ratio between forest growth rates and economic activity rates as a primary foundation for ensuring sustainable forest conservation and economic development; and (3) calculating environmental costs, such as reforestation, based on the proportional relationship between deforestation rates and forest growth rates.
