Abstract

The E-KTP programme was initiated in response to the conventional ID card system in Indonesia, which allowed individuals to possess more than one ID card. The policy for changing the administration of population registration, as mandated by Law Number 23 of 2006, aims to establish an orderly population database, proper issuance of Population Identification Numbers (NIK), and accurate population documents. To achieve the main goals of population administration, it is necessary to implement a Nationally-based NIK ID card (Electronic ID Card) for all eligible residents. This study aims to examine the implementation of Presidential Regulation Number 26 of 2009 concerning the E-KTP service policy in sub-districts within Banjarbaru City, focusing on the challenges encountered and possible solutions. The research was conducted using a qualitative method, with data collected through interviews, documentation, and field observations. Primary data sources included informants, supported by observations and documentation from the research location. The data analysis was conducted using qualitative descriptive techniques. The study's findings reveal that the implementation of Presidential Regulation Number 26 of 2009 regarding the E-KTP service policy at sub-district offices in Banjarbaru City has been effective, with clear procedures and free services. However, challenges remain, including residents who are registered but have not yet completed the E-KTP recording, a shortage of service staff or operators (only one person available), and a lack of information and socialisation regarding E-KTP knowledge among the local population. The implications of this research suggest the need to raise public awareness about the importance of the E-KTP programme, increase the number of service staff or operators, and enhance the dissemination of information and socialisation efforts related to E-KTP awareness among the community. Abstract

The Banjarmasin City Government has innovated its services by creating the "Banjarmasin Pintar" application, which is part of Banjarmasin's smart city programme. The mobile application PARAK ACIL (Population Registration and Civil Registration Services) Online is a public service application designed for residents to access services, particularly those provided by the Population and Civil Registration Office of Banjarmasin City. This study aims to examine the socialisation efforts conducted by the Population and Civil Registration Office of Banjarmasin City regarding the PARAK ACIL mobile application. The research employs a descriptive qualitative method. Data collection techniques include observation, interviews with 6 informants, and documentation. The data was analysed using Cresswell's method, which involves organising and preparing the data, reviewing the overall data, creating codes, and using those codes to develop descriptions, then connecting and interpreting the data. The results of the study indicate that the socialisation process of the PARAK ACIL Online mobile application in Banjarmasin City has been fairly optimal. However, there are still residents who prefer to visit the Population and Civil Registration Office in person, indicating the need for enhanced and modernised socialisation techniques that align with current trends. Abstract

The current condition of the Integrated Central Market in Lhokseumawe City is highly concerning, with traders not occupying the market and parts of the building already damaged, despite the market being newly constructed under a multiyear scheme from the Lhokseumawe City regional budget starting in 2018. This study examines the management policies of the Integrated Central Market in Lhokseumawe City. The research method used is qualitative, with data sources obtained through observation, interviews, and documentation techniques. The data was analysed using descriptive analysis following the concept of Miles and Huberman with three steps of data analysis: data condensation, data display, and conclusion drawing/verification. The results of this study indicate that the management policies of the Integrated Central Market do not align with the initial planning design. The initial plan by the Lhokseumawe City government was to establish the building as a central market; however, it was later repurposed as a warehouse. The market management policies also fall short of the substance of the Minister of Trade's regulations concerning Guidelines and Development of Traditional Markets, Shopping Centres, and Modern Stores, and the absence of specific regional regulations has impeded the success of the policy. Issues such as policies deviating from the initial plans, the loss of resources and infrastructure, and a lack of communication between organisations and actors involved in carrying out their functions and duties have arisen due to an inadequate feasibility study. This has led to the market not being fully operational and being repurposed as a warehouse, when it should have been utilised for other, more productive activities that could contribute to the region, rather than becoming an abandoned or damaged building. Abstract

The areas traversed by the Pekanbaru-Dumai Toll Road, including Duri City, have experienced various dynamics. Duri, once known as a transit and rest city for drivers from different regions, has seen a decline in its role since the toll road became operational. Drivers now bypass Duri, heading directly to their destinations. This study aims to evaluate hotel service and tax growth in Duri City following the operation of the Pekanbaru-Dumai Toll Road. The study focuses on the UPT Regional Revenue Office in Mandau District as the primary unit of analysis. The research employs a descriptive qualitative method, with data collected through in-depth interviews with 2 key informants and secondary data obtained from documentation held by the UPT. The findings indicate that the operation of the Pekanbaru-Dumai Toll Road has significantly impacted the number of visitors to Duri City, which in turn has affected hotel tax revenue growth. The hotel tax growth rate in Duri City has dropped dramatically, from 46.9% in 2020 to 18.2% in 2023. This decline in growth rate has automatically reduced the contribution of hotel taxes to the region's own-source revenue (PAD), ultimately affecting the stability of the Regional Revenue and Expenditure Budget (APBD), which is intended to promote public welfare and regional development. The implication is that Duri City, once known as a Transit and Petrochemical City, is undergoing changes due to the decrease in visitors who stop to rest there. Abstract

The presence of buzzers in the 2024 election has raised concerns due to their potential to spread misinformation, which can lead to disputes and distrust in political issues, including public policy. This situation can cause societal unrest and influence how people think and act. This study aims to understand the role of buzzers on social media in shaping public policy opinion during the 2024 election in Indonesia. The research adopts a qualitative approach, including observations of buzzer activity on social media platforms such as TikTok and X, interviews with public communication and political experts, literature reviews, and social media content analysis. The findings indicate that buzzers have a significant impact on spreading information and shaping public opinion, both positively and negatively, including black campaigns that incite conflict and hate speech. Therefore, serious attention from the government and relevant agencies such as the Indonesian Broadcasting Commission (KPI), along with cooperation between the General Elections Commission (KPU) and the Election Supervisory Board (Bawaslu), is crucial to control the use of social media and ensure the credibility of disseminated information. Strict oversight, comprehensive regulations, and public education on digital literacy are essential to address the negative impacts of buzzer activities. Abstract

Information technology and product design significantly impact consumer buying interest in Peci Rencong Aceh products in Juang Bireuen City. Information technology refers to the use of hardware and software to perform various data processing tasks, including capturing, transmitting, storing, retrieving, manipulating, and displaying information. Product design, on the other hand, is a key element that attracts consumers to products. This study aims to determine the influence of online promotion and customer satisfaction on purchase decisions. The sample size for this study was 100 participants, with data collected through questionnaires and analysed using multiple linear regression. The study found that a 1 percent increase in the information technology variable (X1) led to a 0.876 percent increase in consumer interest, assuming the product design (X2) remained constant. Conversely, a 1 percent increase in product design (X2) resulted in a 0.542 percent increase in consumer interest, assuming the information technology variable (X1) was constant. The correlation coefficient (R) of 81.8% indicates a strong relationship between information technology (X1), product design (X2), and consumer interest (Y). The influence of product design on consumer interest was found to be significant at 65.7% (p = 0.000). The T-test results showed that the T-count value exceeded the T-table value. Additionally, the F-test revealed an F-count of 86.612, compared to an F-table value of 2.31 at a 5% confidence level, leading to the acceptance of the Ha hypothesis and the rejection of the Ho hypothesis. The research concluded that both information technology and product design significantly influence consumer interest. Keywords: Information Technology, Product Design, Consumer Interest.

Abstract

Repurchase behavior in restaurants is crucial as it ensures business continuity and consistently increases revenue. To encourage customers to return, restaurants must maintain high food quality, provide friendly service, and create a comfortable atmosphere. Factors that may deter customers from repurchasing include negative dining experiences, unsatisfactory service, prices that do not align with quality, and a lack of cleanliness and comfort. This research aims to analyze the impact of service quality on repurchase intention at Aneska restaurant, as well as the effect of product quality on repurchase intention at the same establishment. Additionally, the study seeks to determine the combined influence of service quality and product quality on repurchase intention at Aneska restaurant. This study employs a quantitative research approach. The population consists of all customers of Aneska restaurant, with a sample of 97 respondents selected using the Lemeshow formula. Data collection was conducted using a Likert scale. The first stage of instrument testing involved validity and reliability assessments. Subsequent data analysis techniques included classical assumption tests, multiple linear regression analysis, and hypothesis testing. The findings indicate that service quality has a positive and significant impact on repurchase intention. Product quality also has a positive and significant effect on repurchase intention. Moreover, service quality and product quality together have a positive and significant impact on repurchase intention at Aneska restaurant. Based on these results, Aneska restaurant is recommended to focus on employee training to enhance service and to ensure that food and beverages are consistently prepared to high-quality standards.
