Abstract

  To address the issue of lengthy service queues at the Tabalong Police Station, the SIBALONG application was introduced. This application, developed by the Tabalong Police, serves as a service innovation aimed at enhancing public service delivery within Tabalong Regency. This study investigates the impact of the SIBALONG application in streamlining various services, including SIM (Driving License) registration, SKCK (Police Clearance Certificate) processing, and permit applications for public events. Furthermore, the latest version of the application features a panic button, enabling rapid response to public complaints. Continuous promotion of the SIBALONG application is carried out through social media and by community police officers (Bhabinkamtibmas) at the village and sub-district levels to ensure public understanding of its usage. This research employs a descriptive qualitative method with data collection techniques encompassing field observations, interviews, and document analysis. Data were gathered from five police personnel and five members of the public who utilized the services, focusing on a comprehensive understanding of the phenomenon. Data analysis involved descriptive methods, addressing issues related to social phenomena, human behavior, and aspects not quantifiable through numerical data. The findings indicate that the SIBALONG application has been well-received by service users, particularly those residing far from service locations, who reported significantly improved access to services. Although this service innovation has limitations related to internet connectivity, these issues are primarily observed in areas with limited internet access. Keywords: Innovation, Program, Service

Abstract

This research examines the implementation of government policy on waste management in Banjarbaru City, South Kalimantan Province. The background of the study includes the importance of effective waste management to maintain environmental cleanliness and public health, as well as the challenges faced in implementing the policy. The research objectives are to evaluate the effectiveness of the waste management policy that has been implemented, identify the obstacles faced, and provide recommendations for policy improvement. The research method uses a qualitative approach with data collection through surveys to the community, interviews with 2 participants, namely waste management officers, and direct observation in the field, the data analysis technique in this study uses triangulation.  The results showed that community participation was still low, the policies implemented were not effective, and there were obstacles in coordination between related agencies. Research recommendations include increasing the budget, human resource capacity, cross-sector coordination, and the adoption of more modern waste management technology. It is hoped that the results of this study can serve as a basis for improving waste management policies in Banjarbaru City and other cities facing similar problems. Abstract

Tanjung Harapan Village has potential can be optimized in the form of fertole rice fields, clean river water, swallow farms, and friendly people, but this village bid challenges in the form of badly damaged road infrastructure, so it need attention from public service from the Village Government. Road construction really supports increasing public confidence through community welfare so as not to endanger road users and tranportation of agricultural products in village communities. The porpuse of research is to determine the optimization of public service to increase public trust through reliability and responsiveness at the Tanjung Harapan Village office, Alalak District, Barito Kuala Regency, because village roads in this area are badly damaged and need attention from the local government. This research is also to determine the factors that influence public services to increase reliability and responsiveness at the Tanjung Harapan Village office, Alalak District, Barito Kuala Regency. The research method uses qualitative methods and qualitative descriptive research, while data collection techniques use observation, interviews, documentation an triangulation. The informants for this research werw 4 people, namely the Village Head as key informant and the other informant were Head of the Village Government Section, the Head of the Community Welfare Section and 1 person from the village community. The data analysis technique uses interactive analysis starting from data collection, data reduction, data presentation, drawing conclusion an verification. The research results show that village office public service can increase public trust through reliability and responsiveness. Factors that influence the reliability and responsiveness of Tanjung Harapan village services include the availability of resources, competency of village officials, slow support from local government, coordination anf community participation. Abstract

Tangerang Regency has the highest number of HIV/AIDS cases in Banten Province. Thus, the government of Tangerang District has developed a policy on HIV/AIDS prevention, namely Tangerang District Regional Regulation No. 15/2016 on the Prevention of Human Immunodeficiency Virus and Acquired Immune Deficiency Syndrome. This study aims to provide an overview of the success of the HIV/AIDS Response Policy in Tangerang District. This research uses a qualitative method with a descriptive approach. The focus of this research is on the Evaluation of HIV/AIDS Response Policy in Tangerang District using William Duun's evaluation theory, namely the criteria of effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. The data sources in this research are primary and secondary data. This research uses data collection techniques interviews with 7 informants, field observations and documentation studies. The results in this study show that the effectiveness indicator can be said to be effective, seen from the number of new case findings which indicates the number of ODHIV found and given treatment. Then the efficiency indicator can be said to be efficient because there are 44 health services at the Tangerang Regency Health Center. The adequacy indicator can be said to be sufficient because of the cross-sectoral relationship. Furthermore, the equity indicator cannot be said to be evenly distributed because of the lack of health promotion. The implication of this study is that the Tangerang District government should focus more on preventive management and empowerment of NGOs and communities. Abstract

BUMDesa has an important role as a driver of the village economy and community empowerment by utilizing local potential and wisdom. However, many BUMDesa still face challenges in adapting to market dynamics and creating relevant innovations. This study aims to examine the effect of proactive and responsive competitor orientations on the innovation capabilities of BUMDesa in Riau Province. Data were collected from 192 advanced BUMDesa through questionnaires distributed directly. Data analysis was conducted using SPSS to test the relationship between competitor orientation and innovation capabilities. The results show that proactive competitor orientation plays a major role in helping BUMDesa detect market opportunities early, while responsive competitor orientation supports the ability to adapt to market changes. Together, both have been shown to increase BUMDesa's innovation capabilities. This study provides practical benefits by encouraging BUMDesa managers to implement more adaptive strategies, utilize technology, and expand cooperation networks. From a policy perspective, these results serve as a basis for local governments to develop relevant training and support programs. Theoretically, this research also enriches the development of Dynamic Capability Theory in the context of community-based organizations, although it is still limited to the scope of the Riau Province area and a quantitative approach, so that it can be a reference for further research. Abstract

The fishing gear assistance program is a program that supports fishermen to increase fishermen's productivity and income in fishing activities. The problems that occur and are studied by researchers are that the fisheries fishing gear assistance program has not achieved maximum production and production value, as well as the limited number of fishing vessels to maximize production results and production value in Pakuhaji District. This research aims to find out how to evaluate the results of the implementation of the fishing gear assistance program in Pakuhaji District. The focus of this research is the results of the implementation of the fishing gear assistance program which aims to increase production and the economy of fishing groups. This research uses qualitative methods by analyzing the results of interviews with 9 (nine) informants, observation, documentation and document study. Data were analyzed with 6 (six) indicators, namely effectiveness, efficiency, adequacy, equity, responsiveness, accuracy. The results of this research indicate that the results of the implementation of the fishing gear assistance program can be said to be quite good in its implementation. However, there are still obstacles in the amount of fishing equipment assistance distributed to the Joint Business Group (KUB) which is still not sufficient to be distributed evenly to KUB members and the assistance provided is not sufficient to overcome the problems existing in KUB. So the Fishing Equipment Assistance Program in Pakuhaji District, Tangerang Regency has not been fully implemented well and optimally. It is necessary to adjust the amount of fishing equipment assistance when handing over assistance to each Joint Business Group (KUB), so that the assistance provided can be felt by all KUB members. Abstract

Tanah Laut Regency Government has issued a policy on village financial management, necessitating research into its implementation. This study aims to describe and analyze the implementation of Tanah Laut Regent Regulation Number 12 of 2019 concerning Village Financial Management, and to identify the obstacles encountered during its implementation. This research employs a qualitative method designed to provide an in-depth understanding of the implementation of the regional regulation on village financial management. Data were collected through interviews, observations, and documentation. Interviews were conducted with key informants, including the head of the relevant agency (Dinas), financial staff from the Community Empowerment Agency (Dinas Pemberdayaan Masyarakat), and five village heads. The results indicate that village financial management is not yet fully transparent, accountable, participatory, orderly, and adhering to budget discipline. The success of policy implementation is influenced by two key factors: policy content variables and policy environment variables. Overall, the policy has been implemented reasonably well; however, several indicators remain suboptimal, particularly regarding the desired degree of change in areas such as participation, transparency, and accountability. It is hoped that the implementation of this policy will not lead to corrupt practices by village officials. Keywords: Village, Financial, Management

Abstract

Competency development is crucial in managing State Civil Apparatus (ASN), but issues such as unmet training hours, unimplemented competency matrices, and an imbalance of competencies in government agencies have hindered ASN quality and professionalism. This study examines the impact of education and training programs on employee performance. Using a qualitative descriptive research method, the study involved six LLDikti Region IV employees who participated in Goods and Services Procurement Training. Data were collected through observation, interviews, and documentation, and analyzed using the Kirkpatrick evaluation model. The findings indicate that the training program effectively enhanced employee competence, performance, motivation, and alignment with organizational goals, though improvements are needed in certain areas. The study highlights the importance of training in improving employee performance by developing technical, managerial, and socio-cultural competencies. To optimize productivity and goal achievement, organizations should design training programs aligned with work needs, supported by ongoing evaluation, strategic investment, and strengthened monitoring. Abstract

The Pejaringansari Village is still facing challenges in achieving the target of updating population administration data, particularly the updating of family card data, which remains significantly delayed. As an effort to address this issue, Pejaringansari Village optimizes its biodata updating services through the implementation of Klampid New Generation. The purpose of this study is to analyze and obtain a specific description of the success of the Klampid New Generation Program for Digital Biodata Updates in Improving Public Services in Pejaringansari Village. This study uses a qualitative descriptive method with an approach focused on qualitative analysis. Data sources were selected using purposive sampling techniques, and data collection was conducted through observation, interviews with five informants, and documentation. The results show that the Klampid New Generation Program for Digital Biodata Updates in Improving Public Services in Pejaringansari Village has been successfully implemented. This is evident through five assessment indicators: effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy, all of which demonstrate more efficient, effective, fair, responsive, and accurate public services. The implications of this study indicate that the biodata updating service through KNG has made a significant contribution to improving the quality of public services and digital biodata updates. Therefore, there is a need for sustained commitment from the local government to expand the implementation and strengthen this system to support the development of a more effective and efficient government. Abstract

Company value is the investor's perception of the level of company success, which is closely related to stock prices. High stock prices will increase firm value and market confidence, both in the company's current performance and its future prospects. This study aims to analyze the influence of profitability, liquidity, and solvency on firm value in banking companies listed on the Indonesia Stock Exchange (IDX) in the 2014-2018 period.This research uses a quantitative approach with a descriptive research type. The research sample consisted of 19 companies that met the specified criteria. The sampling method used was non-probability sampling with purposive sampling technique. Data were processed and statistically tested. The results showed that partially, the solvency variable had a negative effect on firm value. Meanwhile, profitability and liquidity had no effect on firm value. Simultaneously, the solvency, profitability, and liquidity variables also had no effect on firm value. This study indicates that the data distribution used as a reference in the study is likely not properly distributed. This is because some companies did not present complete financial statement items in the recapitulation of annual financial reports, which ultimately affected the processed data analysis.
