Abstract

Massive external linguistic pressure is currently threatening the existence of the local language and culture of the Muna people. Responding to these conditions, this study aims to examine the dynamics of retention of ancient vocabulary as an instrument of local cultural integration. This study applied a qualitative method centered on the subject's experience and memory, with data analysis using the MAXQDA 24 software. The results of the study show that the Muna people have a high capacity for retaining ancient vocabulary, which serves as a representation of cultural identity and binds group solidarity. However, this high memory retention is inversely proportional to the very minimal frequency of daily use, so its use is limited to specific and sacred contexts. To deal with the threat of language extinction, communities rely on cultural integration mechanisms through the internalization of values and media adaptation as a crucial vocabulary preservation strategy. In conclusion, the continuity of Muna culture in the contemporary era requires synergy between cultural integration at the community level and the use of public space and digital media. This is necessary to transform the preservation of ancient vocabulary from a mere object of historical memory to an active daily practice of communication.

Abstract

This article aims to examine the spread of syphilis across various social group and the government’s efforts to solve it. The focus is on ho syphilis could spread within society, leading to social problems, and how the local government attempted to contain it. To approach this issue, Michael Foucault’s theory of biopower is employed. Data were collected through a literature review and colonial archives published between 1905 and 1942, such as the Geneeskundig Tijdschrift voor Nederlandsch-Indië (Medical Journal of the Dutch East Indies) which accesed online, as well as secondary sources including books and scientific journal article. The data were than analyzed using the historical method, including heuristics (source collection), criticism (verification), interpretation (analysis), and historiography (historical writing). The result of this study conclude that syphilis, caused by the bacterium Treponema pallidum, spread in Batavian society due to the widespread and uncontrolled practice of prostitution. The disease could affect anyone regardless of care or social class, including Indigineous people. Chinese, an Europeans. It was more commonly experienced by women; therefore, it is not surprising that syphilis was often associated with women’s isease. The government had issued regulations to reduce the high incidence of syphilis in Batavia, such as montring sex workers and establishing night clinics. However, these efforts did not produce the desired results.

Abstract

This study aims to analyze the effect of competency-based human resource (HR) management implementation on the productivity of the State Civil Apparatus (ASN) in Medan City. The study employed a quantitative approach with an explanatory research design to examine the relationship between competency-based HR management and ASN productivity. The research was conducted within Regional Apparatus Organizations (OPD) of the Medan City Government. Data were collected through questionnaires distributed to ASN respondents using a five-point Likert scale and supported by documentation studies related to personnel management policies. The sampling technique used proportional random sampling, while data analysis was conducted using descriptive statistics and simple linear regression analysis. The findings indicate that the implementation of competency-based HR management in Medan City is categorized as good, particularly in aspects of HR planning, recruitment and selection, competency development, performance appraisal, and career development. In addition, ASN productivity was found to be relatively high in terms of work effectiveness, efficiency, quality of work results, and punctuality. The regression analysis revealed that competency-based HR management has a positive and significant effect on ASN productivity, with a determination coefficient showing that competency-based HR management contributes substantially to improving employee productivity. These findings confirm that the implementation of a competency-based HR management system can strengthen the professionalism, performance, and effectiveness of public sector employees. Therefore, local governments are encouraged to consistently enhance competency mapping, career development, and performance evaluation systems to support sustainable improvements in public service quality.

Abstract

Penelitian ini bertujuan untuk menganalisis permasalahan sistem akuntansi keuangan serta merumuskan strategi penerapannya dalam upaya meningkatkan akuntabilitas pengelolaan keuangan di Pondok Pesantren Baitul Kirom Mulyosari Tanjung Sari Lampung Selatan. Penelitian menggunakan pendekatan kualitatif deskriptif melalui wawancara mendalam, studi dokumentasi, dan kajian literatur. Hasil penelitian menunjukkan bahwa sistem pencatatan keuangan masih bersifat manual berbasis kas sederhana, belum memiliki klasifikasi akun yang terstruktur, belum menerapkan pemisahan fungsi secara memadai, serta belum menyusun laporan keuangan periodik secara komprehensif. Kondisi tersebut berdampak pada terbatasnya informasi manajerial dan belum optimalnya transparansi kelembagaan. Penelitian ini merumuskan strategi penerapan sistem akuntansi melalui penyusunan bagan akun, standar operasional prosedur, mekanisme pengendalian internal, serta pelaporan keuangan periodik yang adaptif dengan kapasitas sumber daya manusia pesantren. Implementasi sistem yang terstruktur terbukti relevan dalam memperkuat akuntabilitas, meningkatkan kualitas pengambilan keputusan, dan membangun budaya tata kelola keuangan yang profesional dan berkelanjutan di lingkungan pesantren.
