Jurnal Sosial Ekonomi Pekerjaan Umum adalah jurnal ilmiah tentang inovasi kebijakan dan penerapan teknologi dalam perencanaan infrastruktur, pengembangan, dan manajemen. Ruang lingkup terbatas pada ruang, sosial, ekonomi, dan perspektif lingkungan transportasi jalan, sektor air, limbah, dan perumahan. Jurnal ini dikelola oleh Pusat Litbang Kebijakan dan Penerapan Teknologi, Badan Penelitian dan Pengembangan, Kementerian Pekerjaan Umum dan Perumahan Rakyat. Jurnal ini diterbitkan pada tahun 2009, dengan nama "Komunitas”. Dengan adanya perubahan organisasi, nama jurnal berubah menjadi Jurnal Sosial Ekonomi Pekerjaan Umum dan diterbitkan secara berkala 2 (dua kali) edisi di setiap volume yaitu bulan April dan November.

Abstract

Pembangunan infrastruktur jalan lintas Papua di kawasan perbatasan RI – PNG pada dasarnya diharapkanberperan untuk membuka isolasi daerah-daerah pedalaman sehingga dapat meningkatkan kondisi sosial danekonomi masyarakat. Pertanyaannya adalah bagaimana peran jalan terhadap peningkatan kondisi sosial danekonomi masyarakat yang ada di sepanjang jalan lintas Papua. Untuk itu, melalui metode penelitian kualitatif,terungkap bahwa dari sisi sosial dampak akibat pembangunan jalan adalah meningkatnya berubahnya polamobilitas, serta semakin baiknya hubungan sosial antara sesama suku asli Papua maupun dengan sukupendatang. Demikian pula, dari sisi ekonomi, pembangunan jalan telah berdampak pada meningkatnyapendapatan masyarakat akibat semakin mudahnya penjualan hasil bumi dan pasokan kebutuhan pokok.Namun demikian, tidak selamanya kondisi jalan baik. Pada musim hujan ternyata berdampak sebaliknya,yakni menghambat terjadi hubungan sosial dan meningkatnya biaya transportasi hampir 3 kali dan kenaikanharga kebutuhan pokok 40-100 %.

Abstract

Lake Maninjau used for multiple purposes such as Hydropower, aquaculture, fishing, tourism, and irrigation. Lake claimed as common pool resources, a characterized of this resources are everybody's property is nobody's property, so that when there is damage or environmental degradation occurred, then no one is responsible. As is the case in Lake Maninjau. Environmental damage caused by a lot of economic activities such as fish farming with intensive systems, agriculture, and solid waste from household activities. The community around Lake Maninjau consents that the environmental degradation occurred in this lake, approximately 69 percent of respondents consent that the quality of water in the lake is now worse than the last ten years. This paper will show on how the relationship between household willingness to pay (WTP) for Lake Maninjau preservation based on its socio-economic factors. Furthermore, the WTP analyzed using multiple regression. The dependent variable of this paper is the willingness to pay for conservation of the lake Maninjau), while the independent variable is the socio-economic variables namely age, income, education, gender, main occupation, and citizenship status. The result shows that WTP value of each respondent was relatively small, only $ 2.3/hh/year. However, propitiously, young people have a higher WTP values, expected future generation will be more aware of sustainability Lake Maninjau.

Abstract

The potential of swam di Indonesia is high leading to government intensively develope swam program within 3 years. Sumber Mulyo Village at Muara Telang district of Sumatera province has been chosen as one of swam development area. This research is aimed to find community social capital index Sumber Mulyo village which was transmigran from jawa island that is able to survive up to know. This research dealing the issue of lacking social capital consideration when developing swam. The method used is a qualitative descriptive approach supported by questionnaire instruments for data collection. This research shows that Sumber Mulyo village has a good social bounded. However, there is unexpected buyer that is strongly influencing post harvesting leading to minal sosial bridging dan linking. The process need to improve to keep the development of swam sustainable.

Abstract

Kutai Kartanegara Bridge is vital transportation infrastructure that connects Kutai Kartanegara Regency with Samarinda City and its surrounding. The collapse of the bridge in the late 2011 brought wide impact on the mobility of Kutai Kartanegara people. This paper explores social, economic, and environmental impacts that arose from the change of mobility. Generally, respondent activities were not disrupted by the incident, much to do with rapid adaptation capacity of the people and the availability of alternative facilities replacing the bridge. Nonetheless, there are several changes including the intensity of their activity in several sectors such as trade and mining, the emergence of new river crossing service, and the drastically diminishing activities of tourism near the bridge. The emergence of social, economic and environmental impacts should be managed properly to prevent bigger loss.

Abstract

Situ adalah salah satu ekosistem yang berfungsi sebagai daerah tangkapan air sementara. Dengan demikian, peran situ menjadi penting dalam siklus hidrologi air. Pentingnya peran situ tidak kemudian menjadikan masyarakat peduli dan mau melindungi keberadaan situ. Justru sebaliknya, situ banyak mengalami pencemaran serta pengurugan. Munculnya permasalahan ini terkait dengan lemahnya pengawasan serta ketidakjelasan pengelolaan. Penelitian ini bertujuan untuk mengetahui kondisi eksisting situ di Jabodetabek dan permasalahan kelembagaan yang muncul untuk kemudian merumuskan strategi dalam pengelolaan yang berkelanjutan. Pendekatan yang dipakai adalah kualitatif deskriptif karena dianggap bisa memetakan peran stakeholders yang terlibat dengan komprehensif. Hasil penelitian yang didapat menunjukkan bahwa untuk bisa mewujudkan pengelolaan situ yang berkelanjutan diperlukan komitmen seluruh pemangku kepentingan yang terlibat dengan mempertimbangkan kesetaraan derajat sharing, konversi potensi lokal menjadi collective action, serta perkuatan intergovernmental networks.

Abstract

Eastern Sumatera Highway plays an important role as economic pulse of Sumatera. This indicates that Eastern Sumatera Highway holds a high economic value for inhabitat of Sumatera island in particular as well as Indonesian society in general. Eastern Sumatera Highway conditions that are less solid resulted in lesser economic value of it. Methodology used in this study was quantitative. This study is expected to be in figuring the economic value of Eastern Sumatera Highway, as applied as beneficial input in determining suitable policy. Willingness to Pay (WTP) an Willingness to Accept (WTA) approach used in this study are proven to give well illistration of economic value of the impact caused by the destructed road based on testimony of surrounding society and highway user with various vehicles.

Abstract

The direction of Medan’s modern development has had a bearing on the practice of construction and architecture. Norms in construction practice have tended to prioritize the immediate physical factors in buildings and often disregard local building rules, lack context with the surrounding environment and create an unfavourable use of space. This study aimed to identify new concepts for community housing in the city of Medan by proposing a planning model based approach to sustainable construction concepts. The method used to develop the model involved a review of diverse literature, analysis of case studies and follow up group discussions. Data were analyzed by descriptive analysis and then discussed in group in order to enrich the study. This allowed a deep exploration of issues and perspectives from professional practitioners, goverment agencies, developers, and economist. The sustainable construction planning model generated by this study provides a comprehensive approach to planning, design, and a system for construction management. The results provide a practical method for planning and design that effectively incorporates sustainable criteria such as; land use, building mass, spatial layout, material selection and construction management. However, there are challenges that must be addressed: capacity and cultural challenges facing the city of Medan in implementing such a model. Nonetheless, this research can be used as a basis to advance practice based research in sustainable planning practice for other cities sharing Medan’s development characteristics.

Abstract

The construction of sprinkler irrigation indryland farming operation could be delayed due to the absence of the formal institution of farmer group, who participate to perform maintenance operation. What is the right institutional forms of irrigation in conformity with the local conditions and local wisdom in dryland farming is a problem addressed by this study. The application on trial of the institutional of participation of the communities in the maintenance operations carried out on two selected provinces that both have a dry climate criteria and big gun sprinkler has not been operated, namely Desa Linelean, Districts Modoinding, North Sulawesi Province, and Desa Manusak and Desa Oesao, Districts East Kupang, East Nusa Tenggara Province. Qualitative approach is used. As a result, the organizational structure is possible to be made simpler, where jurupungut can be optionally adjusted to conditions at the application site. Conclusion, the application of institutional outline can be implemented according to the stages that have been there, however its application is not absolute, but rather, it takes an adjustment to the characteristics and local wisdom.

Abstract

Sub DAS Ciseel di wilayah DAS Citanduy merupakan salah satu sub DAS yang tergolong kritis di Indonesia. Kondisi ini telahmenimbulkan eksternalitas negatif berupa banjir dan kekeringan yang dapat menurunkan kesejahteraan masyarakat.Untuk mengeliminasi eksternalitas negatif tersebut diperlukan rehabilitasi dan konservasi lahan di daerah hulu subDAS Ciseel. Berdasarkan analisis Soil Water Assesment Tool (SWAT) diketahui luas lahan yang perlu direhabilitasi untukmengurangi laju erosi dan meningkatkan aliran air bawah tanah (ground water) sekitar 1.402 Ha. Upaya perbaikanlingkungan di hulu DAS tersebut diharapakan dapat meningkatkan kuantitas dan kualitas air di sub DAS Ciseel. Penelitianini mencoba mengestimasi nilai jasa lingkungan kedalam nilai ekonomi menggunakan pendekatan Contingent ValuationMethod (CVM) dengan menghitung kesedian membayar (WTP) masyarakat. Dari hasil survei menunjukkan bahwamasyarakat sebagian besar (91%) mendukung dan bersedia membayar pembiayan perbaikan lingkungan sub DAS Ciseel.Rata-rata WTP masyarakat sebesar Rp. 3.491/orang/bulan. Faktor yang mempengaruhi secara signifikan terhadap nilaiWTP masyarakat adalah tingkat pendapatan. Nilai total potensi jasa lingkungan adalah sebesar Rp. 30.201.157.668/tahun. Nilai jasa lingkungan tersebut dapat mengkover biaya rehabilitasi dan konservasi lahan sebesar Rp. 21.541.481,93/Ha/tahun.

Abstract

Masalah muatan lebih angkutan umum khusunya jenis truck, merupakan masalah yang selalu ditemui dibanyak daerah di seluruh Indonesia, dan masalah tersebut terkesan selalu berulang kejadiannya, dan terkesansulit untuk dapat diatasi secara tuntas. Dengan terbitnya beberapa Peraturan Daerah di banyak Provinsi diIndonesia dalam rangka memecahkan masalah muatan lebih tersebut; memberikan indikasi betapa tidakmudahnya memecahkan masalah muatan lebih. Hampir di semua negara (kecuali Qatar) selalu menerapkanbatasan muatan bagi kendaran umum (khususnya truck) dengan batasan tertentu. Sebagian besar negaratidak ada yang memberikan kebebasan terhadap muatan kendaran angkutan barang. Dan ini berlakudibanyak Negara baik Negara miskin maupun Negara kaya. Keadaan ini memberikan nuansa bahwa muatanlebih atau overload pada dasarnya harus selalu diupayakan untuk dibatasi atau dihindari dan paling tidakdikendalikan. Dari pengamatan beberapa Peraturan Daerah yang berhasil dihimpun, menunjukkan bahwakebijaksanaan yang tercatum dalam Peraturan Daerah tersebut beraneka ragam yang kadang-kadang sulituntuk dimengerti ketepatan latar belakang terbitnya Peraturan Daerah yang sudah ditebitkan tersebut.
