Abstract

Penelitian ini bertujuan untuk menganalisis Evaluasi Penerapan Aplikasi E-Sumsel dalam Pembayaran Perjalanan Dinas di Kantor Badan Pendapatan Daerah Provinsi Sumatera Selatan. Penelitian ini merupakan penelitian deskriptif dengan pendekatan kualitatif. Data yang digunakan adalah berdasarkan jenisnya adalah data kuantitatif dan data kualitatif sedangkan berdasarkan sumbernya adalah data primer dan data sekunder. Teknik pengumpulan data yang digunakan adalah observasi, wawancara dan studi pustaka. Analisis data adalah analisis kualitatif dengan model interaktif. Berdasarkan hasil penelitian dapat disimpulkan bahwa Penerapan Aplikasi E-Sumsel dalam pembayaran perjalanan dinas di Kantor Badan Pendapatan Daerah Provinsi Sumatera Selatan sudah terlaksana meskipun belum maksimal karena penerapan aplikasi E-Sumsel dalam pembayaran perjalanan dinas di Kantor Badan Pendapatan Daerah Provinsi Sumatera Selatan belum sepenuhnya dipahami oleh pejabat/pimpinan dan pegawai Bapenda Provinsi Sumsel sehingga masih ditemui kesalahan penginputan data oleh pegawai/operator, serta koneksi jaringan internet yang terkadang kurang lancar. Abstract

This study emphasizes how important it is for public employees to use efficient public finance techniques to lessen the effects of climate change. In order to create a comprehensive climate action plan, the report highlights the significance of incorporating sustainability into government policy, obtaining sufficient funds, and promoting cooperation among diverse stakeholders. The study also emphasizes how citizen involvement can lead to significant change and how public-private partnerships can help close the financial gap for climate projects. The study intends to find chances for cooperation, enhance the efficacy of climate finance, and stimulate creative methods of resource mobilization in the face of urgent climate concerns by looking at case studies and best practices worldwide. The research concludes that public-private partnerships in climate finance can accelerate the achievement of climate goals. Collaboration between government, business and civil society is an important aspect of renewable energy, energy efficiency and carbon reduction. On the other hand, transparency, accountability and clear regulations are important to encourage trust in climate finance. By promoting a transparent culture, stakeholders can collaborate to realize a more environmentally friendly and responsible future. Keywords: Finance, Service, And Public

Abstract

The waste problem is currently a problem faced by the DIY community. The provincial government encourages villages to carry out inde . Saat ini sampah menjadi masalah krusial yang dihadapi masyarakat DIY dan membutuhkan solusi untuk penyelesaiannya. Salah satu desa di DIY yakni Panggungharjo, pada tahun 2012-2013 memiliki kondisi yang sama dengan desa-desa lain, yakni belum adanya kesadaran masyarakat untuk memilah sampah dan memiliki ketergantungan pada petugas sampah. Pada tahun 2013, mulai perintisan pengelolaan sampah berbasis komunitas di tingkat pedukuhan yakni berdirinya KUPAS (Kelompok Usaha Pengelola Sampah). Saat ini KUPAS menjadi bagian dari BUMDes Panggung Lestari yang diharapkan dapat memberi keuntungan bagi desa. Kalurahan Panggungharjo melalui lurah dan perangkatnya menjalin kerjasama dengan berbagai pihak untuk mengelola sampah dari hulu hingga hilir. Kerjasama ini memunculkan kolaborasi yang dapat mendorong pengelolaan sampah berkelanjutan. Tujuan penelitian ini untuk mengetahui model collaboratif governance dalam pengelolaan sampah di desa. Metode penelitian adalah deskriptif eksploratif. Teknik pengumpulan data dilakukan: 1) Wawancara mendalam; 2) Observasi dan 3) Dokumentasi. Teknik analisis data menggunakan teknik analisis data interaktif. Hasil penelitian menunjukkan adanya kolaborasi yang dikoordinasikan oleh kepala desa dengan BUM-Desa, dan mitra (PT Pasti Angkut) dan Pegadaian berjalan dengan baik karena adanya dukungan kepimpinan kepala desa dan regulasi desa serta kebijakan yang konsisten. Pada tahap awal, kepala desa melakukan dialog dan sosialisasi dengan warga sehingga memunculkan kepercayaan dari masyarakat. KUPAS sebagai unit pengolahan sampah yang merupakan bagian dari BUM-Des mampu mendapatkan kepercayaan masyarakat karena adanya dialog terus-menerus antara kepala desa dan KUPAS serta upaya mensosialisasikan visi bersama yakni daulat sampah. Kata kunci: Collaborative Governance; Relasi; Stakeholders; Pengelolaan Sampah pendent waste management. One village that is quite successful in managing waste independently is Panggungharjo. Panggungharjo Village has made waste management a BUM-Desa business since 2015. BUM-Desa is mandated by the Village Government as one of the BUM-Desa business units, but the Village Government also collaborates with the private sector, namely PT Pasti Angkut, which manages waste transportation. There are several stakeholders involved by the village head for waste management. This research aims of this research is to determine the collaborative governance model in developing waste management policies in villages. This research uses qualitative research with exploratory descriptive. Data collection techniques were used: 1) in-depth interviews; 2) Observation and 3) documentation. The data analysis technique uses interactive data analysis techniques. The research results show that there is collaboration coordinated by the village head with BUM-Desa, and partners (PT Pasti Angkut). Following the collaborative governance model, the leadership role of the village head is large enough to make policies and implement policies consistently and transparently. At the beginning of policy formulation, the village head carries out dialogue and outreach with residents to generate trust from the community. The emergence of KUPAS as a waste processing unit which is part of BUM-Des was able to gain the community's trust because of ongoing dialogue between the village head and KUPAS as well as efforts to socialize the shared vision of waste sovereignty. The village head's leadership is also able to foster collaboration with external parties, namely the private sector (PT. Pasti Angkut) and the Yogyakarta and DIY city governments in expanding the waste processing business

Abstract

Aparatur Desa memiliki peran krusial dalam pembangunan dan penyelenggaraan pemerintahan di tingkat desa. Peran gaya kepemimpinan dan kompetensi aparatur desa menjadi dua faktor kunci yang mendukung atau menghambat pencapaian kinerja yang optimal. Penelitian ini bertujuan untuk menguji peran gaya kepemimpinan dan kompetensi terhadap kinerja aparatur di Desa Wringinagung Kecamatan Doro dengan mempertimbangkan kepuasan kerja sebagai variabel moderasi. Penelitian ini menggunakan pendekatan kuantitatif dengan desain penelitian cross-sectional. Sampel penelitian dipilih menggunakan metode purposive sampling.Data dikumpulkan melalui distribusi kuesioner kepada responden. Data yang telah terkumpul akan dianalisis menggunakan berbagai teknik statistik. Selanjutnya, analisis moderasi akan digunakan untuk menentukan apakah kepuasan kerja memperlemah atau memperkuat hubungan antara variabel independen dan variabel dependen.Data yang terkumpul dianalisis menggunakan metode regresi linier berganda dan analisis moderasi. Hasil penelitian menunjukkan bahwa gaya kepemimpinan mempunyai pengaruh yang signifikan terhadap kinerja aparatur. Kompetensi tidak berpengaruh terhadap kinerja aparatur. Kepuasan kerja tidak memoderasi hubungan antara gaya kepemimpinan dengan kinerja aparatur. Artinya tingkat kepuasan kerja tidak bergantung pada gaya kepemimpinan dan kompetensi mempengaruhi kinerjanya. Kata kunci: gaya kepemimpinan, kompetensi, performa

Abstract

Smart villages are deemed capable of addressing fundamental issues in rural areas; however, scientific publications on smart village development strategies remain scarce. This study aims to scrutinize the smart village development strategy in Sukapura Village, Indonesia. This research method is qualitative, using SOAR analysis and litmus tests. The results showed that there were 13 strategic issues that had been analyzed through SOAR analysis and then after the litmus test, the 7 most strategic issues were obtained. The research concludes that the Smart Village Development Strategy in Sukapura Village, Indonesia, can be effectively pursued through a 4-pronged approach: 1) regulation measures, 2) facilitation, 3) collaboration, and 4) socialization. Overall, these strategies involve drafting regulations, providing facilitation and training, collaborating with academics and other stakeholders, and utilizing social media for community involvement. Abstract

Pelaksanaan Pilpres tahun 2024 banyak kecurangan yang dilakukan oleh Partai Politik yang berakibat pada masyarakat belum rasional dan bermoral dalam menentukan pilihan. Hal ini tidak mencerminkan demokrasi yang baik, bahkan terjadi pembedohan politik pada masyarakat. Penelitian ini bertujuan untuk menganalisis Pendidikan Politik oleh Partai Politik dalam Meningkatkan Kualitas Masyarakat pada Pemilu Yang Cerdas, Objektif, dan Bermoral di Kabupaten Sumedang. Pendekatan yang digunakan kualitatif dengan metode statistika deskriptif dengan teknik survey. Teknik analisis datanya menggunakan analisis kuatitatif deskriptif univariat. Hasil penelitian menunjukkan bahwa pendidikan politik yang dilakukan partai politik kepada masyarakat berdasarkan lima indikator pendidikan politik menurut Prasad (2015) maka hasil survey memperoleh rata-rata 38,31% berada pada kategori di bawah sedang atau cenderung kurang baik. Pencapaian tersebut belum menunjukkan kondisi yang diharapkan untuk mendukung penyelenggaraan Pemilu yang berkualitas dengan dukungan partisipasi masyarakat yang cerdas dan bermoral. Rekomendasi hasil penelitian yaitu: 1) Kiranya diperlukan adanya standarisasi kurikulum atau isi program pendidikan politik bagi masyarakat yang dapat dilaksakan oleh pihak yang berwenang atau ditetapkan oleh undang-undang; dan 2) Kiranya perlu dibentuk lembaga independen yang dapat menjalankan fungsi pendidikan politik bagi masyarakat berlandaskan pada nilai-nilai moralitas serta terbebas dari vested interest sehingga lebih objektif. Abstract

This research aims to analyze strategic-based development in the Natuna Regency area as Indonesia's gateway and its relevance in strengthening national security related to the South China Sea dispute dynamics. The North Natuna Sea, as part of the South China Sea, has significant marine resource potential and is a strategic shipping lane connecting the Pacific and Indian Oceans. However, the region is also caught up in complex territorial disputes involving countries such as China, Taiwan, Malaysia, the Philippines, Vietnam, and Brunei Darussalam. China's unilateral claim to the region, known as the nine-dashed line map, triggered rejection from neighboring countries, including Indonesia. This research uses a descriptive qualitative method with secondary data and utilizes various sources of scientific publications and national regulations. Data were analyzed using the Strategic-Based Regional Development (SBRD) approach, integrating social, economic, and institutional dimensions. The results show that the regional development of Natuna Regency through strengthening the infrastructure, fisheries, and fisheries' industrialization sectors is crucial in maintaining Indonesia's national stability and security, especially in the face of China's unilateral claims. While Indonesia has strengthened its military posture and diplomacy in the region, the lack of synergy between central and local governments and challenges in governance cause vulnerabilities that must be addressed. This study recommends more integrated planning between central and regional governments to strengthen local trust in national sovereignty. Abstract

The problem of stunting is currently a big problem both in the world and in Indonesia. Stunting occurs due to malnutrition in the first 1000 days of life which at this time is the golden period of human growth and development. The Indonesian government continues to assess and implement stunting prevention and control programs in Indonesia. This is also done by the Central Java Government in dealing with stunting by making a zoning map of areas focused on handling stunting. Pemalang Regency is included in the focus of preventing stunting prevention and reduction, considering that Pemalang Regency has a fairly high number of stunting cases, which is 22.94%. The purpose of this study is to analyze how the efforts made by the local government and the implementation of collaborative governance in the prevention and handling of stunting cases in Pemalang Regency. This research uses a qualitative type of research because the problem of this research is related to humans who fundamentally depend on observation. Data collection is sourced from primary data, interviews from government and private agencies in the implementation of collaborative governance, and secondary data on documents obtained from literature studies. The results show that the implementation of collaborative governance in the prevention and control of stunting in Pemalang Regency has been running well. In addition, the collaborative governance carried out has proven to have a significant impact on reducing the number of stunting rates from year to year in Pemalang Regency.

Abstract

The implementation of the e-Performance system is an innovative step in managing employee performance in the government environment. This study aims to evaluate the implementation of e-Performance in improving employee accountability at the Personnel and Human Resources Development Agency of Ciamis Regency. This study uses a qualitative descriptive approach, data were collected through interviews and observations of four informants consisting of junior expert and first expert apparatus resource analysts, using interview guidelines, notebooks and voice recorders. The results of the study indicate that the implementation of e-Performance carried out in the work environment of the BKPSDM of Ciamis Regency has had a positive impact in improving the efficiency, transparency and accountability of employee performance, although its success is influenced by the educational background and competency of employees. The main challenge faced is the lack of understanding of technological developments among human resources apparatus. This study concludes that understanding and implementing the use of e-Performance is an important step in achieving organizational goals and improving overall performance in the work environment of the BKPSDM of Ciamis Regency. The BKPSDM of Ciamis Regency should continue to improve employee technological competence through regular training and technical assistance to optimize the use of e-Performance. Abstract

This study evaluates the cashless payment system policy in the Buy The Service program of the Ministry of Transportation of the Republic of Indonesia, focusing on the Trans Banyumas service in the Banyumas Regency. The digitization of payment systems in the transportation sector is expected to improve operational efficiency and transaction transparency and shift people's payment patterns from cash to cashless. However, implementing this policy still faces challenges, including technical constraints and user preferences for payment methods. This study employs a descriptive qualitative approach using William Dunn's evaluation theory and data collection methods through observation, interviews, and documentation. The results indicate that the cashless payment system has effectively enhanced transaction efficiency and transparency. However, there is a gap in payment methods, as most passengers prefer e-money cards over QRIS. This preference is influenced by limited internet access and the 90-minute integration fare policy, which only applies to e-money cards. Thus, it can be concluded that the cashless payment system policy in the public transportation service of the Buy The Service Trans Banyumas program has made a positive contribution but still requires optimization, particularly in equalizing the integration fare policy and improving payment infrastructure.
