Abstract

This article reveals the experiences in Philippines, Ecuador, and West Papua-Indonesia, as well as the key contexts in East Java-Indonesia. The aim is to show that the management of a collective protected zone (CPZ) which is more appropriate in stakeholders’ partnership, sharing roles and responsibilities, and having a management framework for conservation for ecological, economic, social, and cultural purposes. It is in line with the dynamics of post-reform decentralization of marine resource management. This article discusses the decentralization policy toward partnerships between the village government and fisherman groups in managing CPZ Bangsring waters in Banyuwangi. This study uses a qualitative descriptive approach with data collection techniques through observation, in-depth interviews, documentation, and focus group discussion. The analysis reveals that the decentralization policy towards partnerships for the management of CPZ waters has succeeded in building partnership capacity to address collective action problems through the development of incentive structures and social capital. To develop community participation in ZPB, five initiatives are recommended (1) accommodating local cultural values (2) involving community groups and local institutions (3) using conservation areas according to the standards (3) government policies that ensure the sustainability of ZPB waters to be more collaborative and innovative.

Abstract

The aims of this study are to analyze the management of Trans Patriot urban service financing in Bekasi City from 2018 to 2022. Using Olander’s Public Finance Management (PFM) theory, the research focuses on six dimensions: strategic planning, budget preparation, budget execution, accounting and monitoring, reporting and audit, and policy review. A post-positivist approach is employed, with data collected through in-depth interviews with six informants and a literature study, followed by qualitative data analysis. The results indicate several issues: uncertainty in budget execution, a heavy reliance on subsidies and capital participation, and a lack of transparency in financial reporting and auditing. Specifically, problems with policy communication among stakeholders and non-compliance with Government Regulation No. 12 of 2019 and Minister of Home Affairs Regulation No. 77 of 2020 were identified. The study concludes that the Bekasi City Government needs to resolve policy uncertainty, diversify funding sources, and enhance transparency and accountability through comprehensive audits and reporting mechanisms like LKPD and LK BUMD. Regular policy evaluations of Trans Patriot's financial management are also recommended. Despite limitations in data sources, the research underscores the urgency for better financial governance to ensure the sustainability of public transportation services in Bekasi.

Abstract

This study specifically aims to examine the impact of income and age of marriage on the prevalence of stunting. The use of these two variables is associated with the influence of poor family income on inadequate family purchasing power to meet the needs of their children, as well as individual immaturity in terms of their mental readiness to marry. This study uses a mixed methods approach that integrates quantitative and qualitative research methodologies. This study was conducted in Bungursari District, specifically in three health centers: Bungursari Health Center, Sukalaksana Health Center, and Bantar Health Center. The research methodology used is a convergent parallel design. The findings of the study indicate a favorable correlation between income and child stunting in Tasikmalaya City. The findings of this study were proven by comprehensive interviews, which revealed a negative correlation between parental income and the amount of time spent with children. As a result, this dynamic gives rise to unfavorable parenting practices, while the age at which individuals marry does not have a favorable impact on child stunting. The findings of this study can be valuable information for those involved in addressing and reducing the problem of stunting in Tasikmalaya City.

Abstract

The objective of this research is to identify and analyze the impact of digitalizing the Land and Building Tax Stimulus Policy on the primary issue, namely public compliance and the overall potential. This study adopts a qualitative research approach, with case study method. The research reveals that, The digital transformation of Land and Building Tax (Pajak Bumi dan Bangunan, PBB) administration in Palembang signifies a monumental step towards modernizing local tax policies. This study highlights key findings that underscore the effectiveness of digitalization in enhancing the efficiency, accuracy, transparency, and overall revenue collection of local governments. The evidence illustrates that the integration of digital systems not only streamlines administrative processes but also minimizes errors and accelerates payment cycles, that can ultimately leading to higher compliance rates among taxpayers. Altough in there is still an obstecles in the process, but the overall potential can bring apositive impact on PAD

Abstract

The environmental challenges currently facing Indonesia pose a significant obstacle to the country's sustainable development. The 2009 Law on Environmental Protection and Management (No. 32/2009) establishes a legal framework aimed at preserving and protecting the environment. However, budget constraints often hinder effective environmental management. This study investigates the effectiveness of Ecological Fiscal Transfer (EFT) in promoting environmental conservation in Indonesia. A Systematic Literature Review (SLR) methodology was used to analyze 23 relevant studies on this topic. The findings reveal that EFT implementation has a significant positive impact on environmental conservation. The EFT program fosters improvements in environmental quality, encourages active local participation in conservation efforts, and supports sustainable local economic development. Additionally, EFT enhances accountability regarding the use of government funds and improves public service quality, leading to widespread benefits for both society and the environment. Despite these advantages, EFT faces challenges, including a lack of regional mapping of ecological financing needs and difficulties in the absorption and reporting of fiscal transfer funds. This study concludes that while the Ecology-Based Fiscal Transfer (EFT) policy in Indonesia has positively influenced environmental preservation and sustainable development, it still encounters challenges such as the need for enhanced regional fiscal capacity and better coordination. To ensure its effectiveness, it is crucial to improve coherence between central and local policies and to enhance the management of fiscal transfers.

Abstract

The purpose of this article is to describe the research findings in the form of the effectiveness of Universitas Negeri Padang governance in achieving good university governance (GUG); researchers describe how the implementation of governance in achieving a GUG. Further research objectives are to look at Universitas Negeri Padang's governance and the supporting and inhibiting factors in realizing the effectiveness of the governance of Universitas Negeri Padang in achieving good university governance. This research uses a qualitative approach with descriptive methods that use purposive sampling techniques in the selection of informants. Data collection was carried out using observation techniques, interviews, and documentation. From the research results, it seems that Universitas Negeri Padang's governance is deep in achieving good university governance, which has not been fully effective. Then, a substantive conclusion is drawn that, specifically, the implementation of the governance of Universitas Negeri Padang management in carrying out the principles of accountability, transparency, and effectiveness in achieving GUG implementation still needs to be improved and strengthened its application. The importance of this research, in alignment with the principles of good university governance, lies in its potential to motivate higher education institutions to enhance the standards of tertiary governance in congruence with the pre-established vision and mission

Abstract

Realizing effective and efficient governance through bureaucratic simplification in all ministries, institutions, and local governments in Indonesia faces various obstacles and challenges. One of them is in the context of human resource management. This study aims to see how the Cimahi City Government implements bureaucratic simplification and runs governance with a leaner organizational structure. In this study, the researcher used a descriptive qualitative method using the concept of job structure preparation. The results of the study showed that the restructuring carried out by the Cimahi City Government was not based on an updated job analysis. So there is no definite identification related to the duties, responsibilities, and qualifications needed for each position that will have consequences for the organizational structure after the simplification of the bureaucracy. As a result, ASNs have difficulty adapting after the simplification of the bureaucracy and the emergence of redundancy in the implementation of tasks from ASNs who do not understand their new role.

Abstract

This study aims to discuss the government's strategy and collaboration in developing digital-based MSMEs to restore the regional economy. The fundamental problems of MSMEs in Malang Regency Government are declining sales (44%); capital (27%); distribution (12%); difficulty in raw materials (9%), and experiencing production problems (8%) decline in MSME sales turnover reaching (77.6%); asset decline reaching (42.7%) and workforce reduction reaching (46.1%). This study uses a qualitative research method with primary and secondary data collection. The data analysis uses Miles Huberman's theory to analyze data and draw conclusions. The results of this study indicate that the Malang government's strategy for restoring the community's economy is through a collaborative approach with the private sector and the community. The collaborative strategy is realized through digitalization with the "Pasti Bisa" application and virtual expo exhibitions to increase promotion and branding to increase business growth and improve the regional economy. Therefore, strategic partnerships and digital innovations encourage business growth and increase local revenue and stakeholder participation to improve transparency and accountability. Effective coordination between the government and private sector is often an obstacle to realizing a more robust and inclusive business ecosystem to enhance economic development.

Abstract

The Independent Neighborhood Association Program is a premier initiative of the Banjarbaru City Head aimed at fostering, mobilising, and promoting community engagement in development and empowerment activities at the Urban Village level, centred on Neighborhood areas. This study is the purpose of the success or failure of policy implementation in the Neighborhood Independent Program. The research employed a qualitative methodology utilising the Edward III Implementation Model for analysis, which evaluates policy success through the dimensions of resources, communication, disposition, and organisational structure. The study's findings indicated that the Independent Neighborhood Association Program, aimed at enhancing the economy of Banjarbaru City, successfully met one of its objectives by mobilising and motivating community participation in regional development activities. However, the enhancement of community welfare remains unobserved, as most POKMAS are still in the implementation phase and have yet to contribute significantly to the community's economic value. The examination of the elements affecting the execution of the Independent Neighborhood Association Program has satisfied four criteria. This encompasses the program's communication, particularly the presence of ongoing Urban Village deliberation; the resource dimension, involving BAPPEDA, the Urban Village head and POKMAS, has successfully executed its responsibilities; the disposition aspect, or the attitude of the implementers of the Independent Neighborhood Association Program, specifically the community group, has effectively conducted business activities, yet a significant challenge persists, hindering progress. POKMAS has the challenge of marketing agriculture. The government structure has been established, with tasks allocated and a method for execution outlined by the SOP for this program.

Abstract

Implementation of Tax Dispute Administration and Electronic Hearings (E-Tax Court) at the Indonesian Tax Court is an effort to increase the use of technology and information systems in the Indonesian Tax Court process. Implementation E-Tax Court and technology integration can help speed up the process and increase the efficiency of the Indonesian Tax Court. This research aims to analyze implementation E-Tax Court in terms of Analysis Strengths, Weaknesses, Opportunities, And Threat (SWOT) and analyze the supporting factors for successful implementation E-Tax Court in Tax Dispute Administration and Electronic Hearings at the Indonesian Tax Court. This research was conducted using a qualitative approach with a post positivist paradigm. The data collection technique used was through literature study and in-depth interviews. Strength: E-Tax Courtproviding efficiency in terms of time and costs, easy accessibility for users so as to increase transparency and accountability;Weaknesses: E-Tax Court still constrained by technological infrastructure, human resource readiness; Opportunities : application E-Tax Courtis a form of innovation and modernization of the legal system in Indonesia; Threat: e-tax court There are still limited regulations governing implementatione-tax court.
