Abstract

Sustainable city is a city that designed by considering the impact on the environment, inhabited by population with a number and behavior that requires minimal support for energy, water and food from the outside, and produces less CO2, gas, air and water pollution. Moreover the national government envisions Indonesia2030which shallimplement the smart city towards sustainable development.Especially in Sleman Regency, the government is committed to make Sleman Regency as a Smart Regency in 2021. It could be shown in the vision of Sleman Regency which is The realization of a more prosperous Sleman community, Independent, Cultured and Integratede-governmentsystem to the Smart Regency in 2021”. This paper would like to analyze how the Sleman Regency implement the Smart city concept, and does the smart city concept can achive the sustainability city. The research uses the qualitative approach with in-deepth interview in examining the data, also the literature review. The result in this study reveals the following: firstly, from 2016-2019 Sleman regency has several applications to support the smart city implementation such as One Data of UMKM, Home Creative Sleman, Lapor Sleman app, Sleman Smart app, online tax app, e-patient, sleman emergency service, and Sleman smart room. Second, there are many elements in smart cities that are very important for smart government, smart life, smart economy, smart society, and smart environment. However, in supporting to support the realization of smart cities, not all aspects must be implemented properly to achieve a managed city, components related to smart environment cannot be implemented properly in Sleman Regency. There are still many problems regarding environmental problems such as the development of the construction of hotels and apartments that do not heed the environment, incrasing the populations, the limitations of green open space.

Abstract

Ambon City was one of the regions experiencing delay in regional expenditure budget (APBD) planning and its determination from 2010-2014. The delay occured due to communication patterns of related institutions that are not well established. This pattern of unattended communication led to debates between the two institutions which had a fatal impact on budgeting in January to March while the deadline for budgeting is no later than December every year. Delay in determining the regional expenditure budget was the focus of this research in which it analyzed political communication patterns in the executive and legislative institutions in carrying out the authority of budget planning in accordance with applicable regulations. The pattern of political communication that occurred in budget planning determines the running of the budget planning process properly, precisely and accountably. Political communication in the discussion of regional expenditure budget of the Ambon City is a process that occurred in planning and budgeting. Budget planning occurred in the executive and legislative bodies was formed by formal communication patterns about the mechanism of budget planning, as well as informal communication patterns for bargaining, negotiating, and lobbying in communicating the interests between the two institutions. Qualitative research method with a case study approach was used to analyze patterns of political communication in the legislative and executive bodies. Data collection techniques were observation, interview, documentation and the use of related materials. The results of the study revealed that the pattern of external communication between the executive and legislative institutions in the process of determining the regional expenditure budget of Ambon City utilized formal and informal communication channels. Furthermore, the work program matching was done through a recess stage which was accommodated in the KUA-PPAS document and set forth in the view of each faction in the Regional House of Representative (DPRD).

Abstract

This study examines how the process of inventory activities carried out by the Department of Tourism. The purpose of this study is to find out how the tourism inventory process is carried out by the Department of Tourism and what tourism is contained in Ngebel District. Inventory is an activity carried out to collect data, record and report the results of data collection of state property. The data collection process is carried out by interviewing the Department of Tourism, Local Government and Tourism Managers. The material obtained from interviews was then analyzed and concluded. It can be concluded that many tourism potentials are owned by Ngebel District and the Tourism Office has a standard that is to have a tourist attraction, has adequate facilities and infrastructure, the existence of culinary tourism in these objects. Inventory of tourism potential activities carried out by the Department of Tourism in each field through various stages.

Abstract

The study in this research is related to collaboration between government and social organizations in disaster management and how social capital grows in the community after the Merapi eruption. This study takes the case of the Mount Merapi Eruption Disaster Management in the Special Region of Yogyakarta. Whereas the method used in this research is qualitative-descriptive collected through journals, books, and important documents related to the eruption management of Mount Merapi eruption. The findings in this study indicate that after the eruption in 2010 grew disaster-aware communities. That is, social resilience in disaster preparedness in the face of Merapi eruption can be done by forming a disaster response community that organizes young people to be involved in disaster response. The community was formed because of the principles of humanity and volunteering. Besides this community was formed because of social cohesion, trust, and solidarity. In addition, this community was formed because of an active group in creating a network or a mass base so as to have a positive impact on the actual information to the local community. empowerment and political action are also separated from the formation of this disaster response community such as support from the government and all relevant stakeholders in providing training and empowerment to local communities. this collaboration is needed so that disaster is more systematic and planned.

Abstract

Pemerintahan Negeri is a term used by people in Central Maluku regency in Maluku Province to state the system in the division of administrative territory at the village level. The term Negeri replaces the status of the village or kelurahan used in the regency. Pemerintahan Negeri has a spirit called Budaya Negeri (culture of Negeri). The spirit of Budaya Negeri in is a genelogical-territorial system in customary law unit immersed and used from the royal government system until now containing the characteristic and beliefs of local customs. In this system, the leader of the village or Negeri who runs the government is called Bapak Raja (The King). The position of Bapak Raja as the leader of the village-governmental system has been running for a long time. The culture of Pemerintahan Negeri is still believed to be the model of the customary government system in Central Maluku. This study aims to determine the role of costumary institutions in the Pemerintahan Negeri system in Hitu Lama, Central Maluku Regency. This study uses descriptive qualitative method. Data collection techniques used are direct observations, interviews, and documents analysis. The collected data are then analysed using reduction analysis techniques, data display (data presentation) and verification (drawing conclusions). The primary data sources in this study are taken from Bapak Raja of Hitu Lama, the costumary institution of Hitu Lama named "Saniri Negeri". Meanwhile, secondary data are collected from documents of governmental which are available at various costumary institutions in Negeri-Negeri or villages in Central Maluku. Based on the results of the study, it is revealed that: First, there are a small number of villagers in the Negeri who are lack of trust and are not obedient to the existence of "Saniri Negeri" costumary institution of Hitu Lama in conducting the Negeri development planning. As a result, it has implications for the lack of good relations between the costumary institution and the villagers of Hitu Long. Second, villagers are always active in the Negeri development planning seen from their participations in public meetings as a form of conveying aspirations and ideas. Third, the decision-making always involves two governmental elements in the Negeri which are Bapak Raja and the “Saniri Negeri”. Fourth, although there are small number of villagers who are lack of trust to the “Saniri Negeri”, overall there is still harmonious communication between the “Saniri Negeri” and the villagers in carrying out their duties in the Negeri development and social community development. The communication is important because the “Saniri Negeri” holds supervisory function to oversee the implementation of Hitu Lama programs run by the official government in accordance with development plannings that have been agreed at the oublic meetings. From the results of the study, it is concluded that the “Saniri Negeri” costumary institution in Hitu Lama has crucial function in creating harmony between the Negeri government lead by Bapak Raja and the villagers in order to implement the Negeri development plannings based on its expected results.

Abstract

This research is motivated by the efforts of the Bandung City Government in improving the quality of health services that have been conducted conventionally, citizens must visit a health facility to be served. The problems of a city, especially the city of Bandung have developed so complex that conventional solutions are often not able to overcome the problems in health care, so more innovative solutions are needed to solve health service problems in Bandung. The innovation was named Layad Rawat. Through this program, Bandung City has sought to improve health services and facilitate community needs. Data collection techniques, carried out by in-depth interviews with the Department of Health and UPT P2KT, official regulations. The results showed the Layad Rawat program was accordance with best practice criteria, seen from the results of the program, partnerships with the private sector, the role of mayor Bandung city, equality to access services, sustainability, and adoption by other regions . Through Layad Rawat, people in Bandung City no longer have difficulty in getting access to health services, only calling the Call Center 119. Layad Rawat innovation practices in improving the quality of health services in Bandung City is the best solution in responding the problems. Keywords: Innovation, Health Service, Layad Rawat

Abstract

The electoral system influences various other systems such as party systems and government systems. It also affects the psychology of voters (constituents). An open proportional system encourages a high electoral violations and also encourage candidates to compete in mobilizing mass support for their victory. The efforts to seek mass votes are carried out in a pragmatic way, mobilizing the masses by forming a network team and equipping them with some money or other items. An open proportional system impacts election violations in Bantul Regency. It can be seen from the data Bawaslu of Yogyakarta Province. Bantul Regency received the title with the highest election violations in the Special Region of Yogyakarta. Many things cause this to happen, one of the biggest causes is the open proportional system and also Bantul Regency received the title of highest voter turnout in the Special Region of Yogyakarta. Of course this is inseparable from the application of an open proportional system. However, this high participation rate is being debated by many parties because the high number is due to the role of political actors who act pragmatically to mobilize voters to come to the polling stations. This research uses a qualitative approach and analysis carried out using Nvivo 12 plus software. The purpose of this research are to determine the perception of election organizers and political actors to open proportional system. The results of this research are the perception of election organizers and the major political actors assume an open proportional system have a negative impact. This negative impact caused by the proportional system which resulted in a fairly high political pragmatism that has implications for the high electoral violations in Bantul and open proportional system also makes the quality of the public considered to be bad in the election event. Furthermore, the attitude of the election organizers and the majority of political actors answered that they did not agree with the open proportional system that was still used in Indonesian elections.

Abstract

This study aims to determine how much influence the Managerial Ownership (X) on Firm Value (y) in real estate companies on the Indonesia Stock Exchange The method used in this research is to use a causal associative research method with a quantitative (statistical) approach. with the sampling technique used was purposive sampling and obtained a sample of 10 real estate companies that fit the criteria and research objectives for the 2014-2018 research period. The data collection method used in this study was through a Sample Survey by collecting data from books, records or documents in the form of journals or various forms of periodic publications such as reports and references related to Real Estate companies on the Indonesia Stock Exchange which were sampled and the problem under study.The data analysis technique in this study was linear regression using SPSS ver.24 software with a significance level of 0.05 percent. The results showed that managerial ownership partially had a negative and significant effect on firm value, with a significance value of 0,000 <0,05.

Abstract

Corporate Social Responsibility (CSR) is a series of corporate actions that appear to improve social products, expand the reach of the company beyond the explicit economic interests of the company, with the consideration that such actions are not required by law. This study aims to determine the effect of sales growth, Return on Equity, and Size on CSR. CSR in this study is measured by two approaches, namely CSR based on accrual basis (assumed CSR) and CSR based on cash basis (CSR fulfillment). This research wasconducted at companies listed on the Indonesia Stock Exchange in 2015-2017. The results showed that sales growth, Return on Equity and size did not affect the assumed CSR. However, the results of the study also showed that company size has influence on CSR fulfillment, while sales growth and ROE do not have an influence on CSR fulfillment.

Abstract

University of Mataram is one of higher education entities with a Public Service Agency (BLU) status. As a BLU entity that has flexibility in financial management, the University of Mataram is expected to optimize its potential to generate revenue. One potential that can generate substantial income is by utilizing the cash owned by the University of Mataram for investment. This study aims to identify the potential revenue that can be generated by the University of Mataram. This research was conducted to provide alternative investments through BLU cash management in order to generate more optimal income for the University of Mataram. BLU entity could invest their cash as long as it does not interfere with the operational activities of the university. This research was conducted by determining the amount of BLU funds that have not been used (idle cash) for operational activities, which can be used for investment. The results of this study indicate that University of Mataram could potentially optimize their BLU revenue through cash management up to Rp. 8.482.681.740,- per year.The average revenue from the placement of cash in bank is currently Rp 3.613.488.324,-, which indicate that there is still an untapped revenue potential of Rp 4.869.193.416. This potential revenue could be obtained by utilizing idle cash from current accounts to time deposits
