Abstract

The delivery of monotonous and less varied material, as well as the limited availability of teaching materials that can integrate technology and visualizations in a foreign language, has become an obstacle in improving students' motivation and understanding. Therefore, it is necessary to develop innovative, interactive, and relevant teaching materials that meet the needs of students in the digital era. The use of Google Sites-based media, equipped with images in English, is expected to enrich the learning experience and increase students' interest in understanding Fiqh material. This study aims to develop Fiqh teaching materials based on Google Sites equipped with English-language images, and to examine the feasibility and effectiveness of these materials in the learning process at MTsN 1 Padangsidimpuan. This research employed a Research and Development (R&D) method using the 4D development model, which consists of the Define, Design, Develop, and Disseminate stages. The results of the study indicate that the developed teaching materials received an excellent rating from media experts, material experts, and language experts with an average feasibility percentage of 93.78%. Statistical tests showed a P-value of 0.0000, indicating that the use of Google Sites-based teaching materials had a significant impact on improving students' learning outcomes. Positive student responses also supported this finding, as they felt that the learning process became more interesting, easily accessible, and helped them better understand the material. These teaching materials contribute significantly to providing innovative, effective Fiqh learning media that also support the strengthening of foreign language literacy in the context of madrasah education.

Abstract

Penelitian ini merupakan studi deskriptif-kuantitatif yang bertujuan untuk menganalisis potensi pemanfaatan lahan milik negara dengan pendekatan Highest and Best Use (HBU). Penelitian dilakukan pada lahan kosong seluas 10.000 m² milik Kantor Unit Penyelenggara Pelabuhan (UPP) Kelas III Batahan yang terletak di Jalan Pelabuhan Nomor 1, Kelurahan Pasar Baru, Kecamatan Batahan, Kabupaten Mandailing Natal. Pengumpulan data dilakukan selama periode April hingga Juni 2024 melalui observasi langsung dan wawancara dengan pihak terkait. Data yang digunakan mencakup data primer (kondisi fisik aset dan wawancara instansi) serta data sekunder (data pasar, ekonomi regional, dan kebijakan aset negara). Analisis HBU dilakukan dengan menilai empat aspek utama, yaitu legalitas, kondisi fisik, kelayakan finansial, dan produktivitas maksimal. Dua alternatif penggunaan lahan yang layak secara teknis dan finansial adalah pembangunan gudang tunggal dan komplek pergudangan. Hasil analisis menunjukkan bahwa pengembangan komplek pergudangan merupakan alternatif terbaik berdasarkan nilai ekonomi tertinggi. Indikator produktivitas maksimal dihitung dari nilai tanah hasil pengembangan, yang mencapai Rp5.048.062 per m². Selain itu, nilai kelayakan investasi ditunjukkan melalui Net Present Value (NPV) sebesar Rp47.634.757.004,00, Internal Rate of Return (IRR) sebesar 18,04%, dan Payback Period selama 8 tahun. Temuan ini memberikan implikasi penting bagi pengelolaan Barang Milik Negara (BMN), khususnya dalam meningkatkan pendapatan negara bukan pajak (PNBP) dan meminimalkan opportunity cost. Nilai opportunity cost akibat keterlambatan pemanfaatan aset dihitung sebesar Rp47.988.137.000,00. Oleh karena itu, hasil penelitian ini dapat menjadi dasar perencanaan pemanfaatan lahan idle secara optimal, efisien, dan sesuai kebijakan pengelolaan aset negara.

Abstract

This study explores the transformation of Indonesian state universities with legal entity status into entrepreneurial universities, using the OECD Guiding Framework for Entrepreneurial Universities as an analytical lens. Through an exploratory qualitative approach, it investigates institutional strategies, structures, and internal dynamics that shape innovation ecosystems. The study focuses on four universities—Institut Teknologi Bandung (ITB), IPB University, the University of Indonesia (UI), and Airlangga University—as case examples. The key finding highlights that while all four institutions have initiated entrepreneurial transformation, the degree of maturity varies significantly. IPB University exhibits the most comprehensive integration of entrepreneurial principles, particularly in research-based entrepreneurship. UI and ITB show substantial progress in innovation commercialization and industry collaboration, while Airlangga University is still in the early stages of ecosystem development. These differences illustrate how institutional context influences the pace and direction of transformation. A unique contribution of this research lies in its contextualized application of the OECD framework to Indonesian universities, offering practical insights into how global models can be adapted to national higher education settings. Strategic leadership, internal governance, and triple helix collaboration emerge as pivotal drivers of entrepreneurial transformation. Despite its insights, the study is limited by its focus on only four universities, which may not represent the full diversity of legal-entity universities in Indonesia. Future research should include broader samples and explore longitudinal changes to better understand the sustainability and scalability of entrepreneurial transitions in higher education.
