Abstract

The implementation of MARPOL Annex V, which governs ship-generated waste to prevent marine pollution, remains inconsistent in Indonesia despite its ratification into national law. This study investigates compliance gaps, operational challenges, and systemic barriers that hinder effective enforcement aboard Indonesian-flagged vessels. The research identifies three primary issues: low crew awareness due to inadequate training, limited port waste reception facilities, and weak supervision and law enforcement by maritime authorities. Findings reveal a disconnect between policy and practice, with only 30% of surveyed vessels meeting waste segregation and disposal requirements. To address these shortcomings, this study proposes a multi-stakeholder strategy combining stricter law enforcement, standardized crew certification programs, and investments in port waste infrastructure. These recommendations aim to enhance Indonesia’s alignment with global marine protection standards under MARPOL Annex V, while offering insights for other developing maritime nations.

Abstract

Port State Control (PSC) represents a critical mechanism for ensuring maritime safety, environmental protection, and compliance with international shipping regulations. As a member of the Tokyo Memorandum of Understanding (Tokyo MOU), Indonesia conducts PSC inspections to monitor foreign vessels operating within its territorial waters. This study examines the effectiveness of Indonesia's PSC inspections under the Tokyo MOU framework through comprehensive analysis of ship detention trends, common deficiencies, and regulatory enforcement challenges. A mixed-methods research approach is employed, combining quantitative analysis of PSC inspection and detention data from 2018-2022 with qualitative assessments of inspection procedures and regulatory frameworks. Findings indicate that while Indonesia has demonstrated improvement in PSC implementation, significant challenges persist in inspection consistency, resource allocation, and systematic coverage. The study reveals that Indonesia conducts an average of 1,542 annual inspections with a detention rate of 5.2%, yet inspection coverage remains at 35-40% of total foreign vessel arrivals, below the regional average of 70%. The research highlights the critical need for enhanced coordination among maritime authorities, comprehensive inspector training programs, and stricter regulatory compliance mechanisms to optimize inspection effectiveness. The study concludes that implementing a more rigorous and consistent PSC approach will contribute significantly to safer maritime operations and reduced environmental risks. This research contributes to maritime safety literature by providing empirical insights into PSC implementation challenges in developing maritime nations, accompanied by evidence-based policy recommendations to strengthen regulatory practices and advance global maritime safety standards.

Abstract

This qualitative study investigates the integration of E-learning and Digital Assessment at STIP Jakarta and its impact on the work readiness of Diploma-IV cadets, aligned with international STCW competency standards. Through in-depth interviews and focus group discussions with 70 final-year cadets, the research reveals a dualistic outcome: while digital tools are highly effective in delivering theoretical knowledge and developing simulator-based operational skills, they exhibit significant limitations in fostering hands-on practical abilities and essential psychosocial competencies such as leadership and mental resilience. The findings identify a critical "digital-practical divide," where cadets report high digital confidence alongside underlying anxiety about real-world application. The study concludes that a balanced, hybrid pedagogical model is essential, leveraging technology not as a replacement but as a complement to traditional practical training. This approach is vital for Indonesia’s maritime sector to develop truly work-ready graduates who are both technologically proficient and psychologically prepared.

Abstract

This qualitative study investigates the integration of digital marketing and maritime branding strategies at the Sekolah Tinggi Ilmu Pelayaran (STIP) Indonesia to enhance cadet recruitment. Through in-depth interviews, focus group discussions, and document analysis with key internal and external stakeholders, the research identifies a significant gap between the institution's official "Disciplined Guardian" brand narrative and its modern, competency-rich educational reality. Findings reveal that while the traditional brand builds trust, it under-communicates critical competencies in green shipping, technological proficiency, and seafarer wellbeing. The study concludes that STIP's marketing effectiveness can be significantly enhanced by developing a complementary "Modern Maritime Professional" archetype. This involves strategically aligning digital content with international competency frameworks (STCW, MARPOL, MLC) and formally harnessing the power of authentic, peer-generated advocacy. The research provides a practical, evidence-based framework for maritime education institutions to bridge the internal-external perception gap and more effectively attract the next generation of maritime officers.

Abstract

This qualitative study investigates the digital transformation of administrative services at the Sekolah Tinggi Ilmu Pelayaran (STIP), Indonesia's prominent maritime education institution. It examines the interplay between the quality of the SRIKANDI application system, the digital competence of civil servants (ASN), innovations in digital archive governance, and their collective impact on administrative performance. Data collected through in-depth interviews and focus group discussions with administrative staff revealed that high system quality, particularly its relevance to maritime-specific tasks, combined with strong digital competence, served as foundational enablers. These factors catalyzed significant innovation in digital archive management, which acted as the critical mechanism for improving performance. The transformation resulted in substantially enhanced efficiency, accuracy, and service delivery, directly supporting STIP's core mission. The findings underscore that successful digitalization in specialized educational contexts is a socio-technical endeavor, reliant on the synergy between tailored technology and a empowered workforce, rather than on technological implementation alone. This research provides a validated model for maritime education institutions navigating similar digital transitions.

Abstract

This research critically examines the integration of digital technologies in maritime education at Sekolah Tinggi Ilmu Pelayaran (STIP) Indonesia and its impact on graduate competency development. Through a qualitative approach involving in-depth interviews with graduates, educators, and industry stakeholders, along with document analysis, the study reveals a significant "pedgagogy-technology gap." While STIP Indonesia has successfully established robust digital infrastructure, including advanced simulators, findings indicate that technological access alone is insufficient for developing comprehensive maritime competencies. The research identifies three critical barriers: constrained access to digital resources, misalignment between technology use and pedagogical approaches, and varying levels of instructor digital proficiency. These factors collectively limit the development of higher-order digital fluency and analytical mindset needed in modern maritime operations. The study contributes to maritime education literature by demonstrating that effective digital transformation requires parallel investments in curriculum redesign, faculty development, and pedagogical innovation alongside technological infrastructure. Practical implications suggest strategic rebalancing of resources and enhanced industry-academia collaboration to bridge the competency gap and strengthen Indonesia's maritime workforce readiness in the era of Industry 4.0.

Abstract

This study investigates the integration of Problem Based Learning (PBL) and Team Based Training (TBT) within Basic Safety Training (BST) to enhance teamwork effectiveness during simulated maritime emergencies. Conducted through a qualitative, phenomenological approach at the Sekolah Tinggi Ilmu Pelayaran (STIP) Jakarta, the research involved in-depth interviews with five trainees and two instructors, alongside direct observations. The findings demonstrate that the PBLTBT model catalyses a critical shift in trainee competence, moving from rigid procedural recall to dynamic, adaptive problem-solving. Furthermore, the methodology fostered the development of shared mental models and non-verbal coordination, building collaborative resilience under highstress scenarios. The research concludes that the synergistic application of PBL and TBT effectively bridges a critical gap in traditional maritime education by systematically developing the non-technical skills essential for modern seafaring. This evidence-based model offers a vital strategy for maritime training institutions aiming to improve safety outcomes and cultivate seafarers who are not only technically proficient but also skilled in teamwork and crisis management, thereby addressing a fundamental need in the global maritime industry.

Abstract

Abstrak Studi kualitatif ini menyelidiki pengaruh citra institusi dan promosi digital terhadap niat pendaftaran di STIP Jakarta, dengan kepercayaan sebagai variabel mediasi. Melalui wawancara mendalam dengan delapan calon kadet, penelitian ini mengungkapkan bahwa citra institusi sangat dipengaruhi oleh persepsi keselarasan dengan kompetensi STCW internasional dan modernitas teknologi. Promosi digital berfungsi sebagai saluran penting untuk membangun kepercayaan, terutama ketika kontennya autentik dan menampilkan fasilitas pelatihan lanjutan. Namun, temuan ini mengidentifikasi perbedaan krusial dalam pembentukan kepercayaan: meskipun kepercayaan terhadap kompetensi profesional dipupuk secara efektif, kepercayaan terhadap kesejahteraan dan dukungan pribadi masih kurang berkembang karena kurangnya komunikasi tentang kesejahteraan kadet yang selaras dengan standar MLC. Kesenjangan ini menjadi hambatan utama bagi komitmen pendaftaran penuh. Studi ini menyimpulkan bahwa perubahan strategis dalam komunikasi sangat penting, mengadvokasi pendekatan holistik yang mencakup kompetensi teknis dan jaminan kesejahteraan untuk secara efektif menarik generasi profesional maritim berikutnya. Penelitian ini menyumbangkan model kepercayaan dua faktor yang baru untuk literatur pemasaran pendidikan maritim.

Abstract

This study investigates the development of marine engineering literacy focusing on emerging green propulsion technologies including LNG, methanol, ammonia fuel systems, and hybrid electric propulsion. The research examines how marine engineering curricula can effectively integrate alternative fuel technology knowledge while maintaining traditional thermodynamic and mechanical engineering foundations. Through curriculum analysis and competency assessment across maritime academies, the study identifies critical literacy components required for future marine engineers to operate, maintain, and troubleshoot sustainable propulsion systems. The research addresses the urgent need for skilled marine engineers capable of supporting the maritime industry's transition toward IMO 2050 decarbonization targets. Findings offer comprehensive recommendations for updating marine engineering education to encompass green technology literacy.

Abstract

This research develops and evaluates an Automatic Identification System (AIS)-based probabilistic collision risk assessment model as both an operational decision-support tool and an innovative educational resource for maritime safety and traffic management courses. The study processes large-scale AIS data from a designated Traffic Separation Scheme to derive traffic density patterns, encounter scenarios, and near-miss incidents based on ship domain theory and relative motion criteria. A probabilistic framework combining encounter frequency and consequence severity estimates collision risk levels across route segments and temporal variations. The model is integrated into classroom instruction and simulator-based exercises where maritime cadets, VTS operators-in-training, and safety professionals analyze high-risk zones and evaluate traffic management strategies. Through thematic analysis of interviews with 15 maritime experts, 22 maritime lecturers, and 18 maritime graduates, complemented by pre- and post-intervention assessments, the research demonstrates significant improvements in learners' risk-based decision-making capabilities and spatial awareness of collision hazards. Findings reveal mean competency scores increased from 65.4% to 87.2% post-intervention, while stakeholder feedback confirms practical relevance for operational safety planning, effectively bridging theoretical maritime education with evidence-based traffic management requirements.
