This research was carried out on Build Operate Transfer investment in Business cooperation model to metering system development project by examinated those criterias by technology preparedness level (TKT) evaluation method, Innovation preparedness level and political, social economic, technology, environment & legal aspects (PESTEL). This research was carried out to earned value from level of technological readiness level 8 and 9, Those innovation steady level 3 which involved several division like business development, engineering, accounting & finance, administration, human resources and health safety environtment officer. Gathered from all divisions and gave an score for TKT 8 assessment should be weight of more than 95% for accurate data criteria are ready, an assessment of TKT 9 has weight of more than 91% for technology criteria which tested in actual conditions, an assessment of Katsinov 3 has weighting of more than 94% for Manufacture Aspects, while assessment of PESTEL has a weight of more than 85% for Legal Aspect. Furthermore, these assessment results were brought up into focus group discussion by presented the Managing Director as expert judgment on final assessor of data validation, indicators, graphics and risk management planning before making decision about those Build Operate Transfer concept on investment business cooperation model to metering system of development project.

Abstract

This study aims to analyze the influence of work culture, motivation, and employee competence on service performance in national telecommunication service companies. The research employs a Systematic Literature Review (SLR) approach using the PRISMA method to synthesize findings from 20 reputable journal articles (Scopus-indexed and SINTA 2 or above) published within the last five years (2020–2025). The findings indicate that work culture plays a crucial role in shaping employee behavior and service orientation, motivation significantly drives employee effort and service quality, and competence determines the effectiveness and consistency of service delivery. Simultaneously, these three variables exhibit a strong and significant influence on service performance. This study contributes by integrating organizational (culture), psychological (motivation), and individual capability (competence) factors into a unified framework for explaining service performance in the telecommunication sector.

Abstract

Fiscal policy is a strategic government instrument in promoting regional economic growth, particularly through budget allocation in the higher education sector. This study aims to analyze the impact of fiscal policy on regional economic growth, taking a case study of policy implementation in higher education institutions during the period 2015-2024. The study employs a mixed-methods approach, combining quantitative panel data analysis from 340 Universities in Indonesia and in-depth interviews with 30 informants consisting of lecturers, university structural officials, and regional policymakers. Secondary data were obtained from the Central Bureau of Statistics (BPS), the Ministry of Finance, and the Directorate General of Higher Education (Dikti). The results indicate that fiscal policies in the form of BOPTN Funds and Special Allocation Funds (DAK) for Education have a positive and significant effect on regional economic growth with a coefficient of 0.47 at a 95% confidence level. The findings also reveal that higher education institutions serve as a multiplier effect in driving the local economy through job creation, increased community consumption, and knowledge transfer. However, there are gaps in fiscal policy implementation between higher education institutions in Java and outside Java, which impact regional economic growth disparities. This study recommends the need for reformulation of fiscal policies that are more equitable and performance-based for higher education institutions to promote sustainable and equitable regional economic growth.

Abstract

This study aims to assess the adequacy of the Kirkpatrick Model in evaluating the performance of distance learning (PJJ)-based public sector apparatus training through a post-learning evaluation approach. The research focuses on four distance learning (PJJ) programs organized by the Tax Education and Training Center (Pusdiklat Pajak). This study uses a model-oriented evaluation approach with an evaluative case study design. The data used are sourced from Level 3 and Level 4 Post-Learning Evaluation (Epaspem) reports, which are analyzed using mixed methods with a limited explanatory approach. Quantitative analysis is used to assess the empirical performance of the Kirkpatrick Model at Level 3 (behavior) and Level 4 (outcomes), while qualitative analysis is conducted to examine the model's limitations in representing evaluation results in the context of distance learning and the public sector. The results show that the Kirkpatrick Model is able to identify changes in work behavior and provide an overview of the short-term work outcomes of alumni in the four distance learning programs. However, this model still has limitations, especially in explaining impact attribution and in representing organizational performance more comprehensively.

Abstract

With the changing times in the era of reform, various forms of public service are expected to make it easier for the public to access the services provided by public service providers, who must be guided by the principle of fairness and must not discriminate against service recipients based on social status or other factors. The police are a state institution tasked with providing services to the public and also protecting the rights of every citizen. The Bekasi City Police Department, which is the city police resort responsible for Smart SIM issuance services, is required to be more professional, procedural, and transparent. To achieve this, a program known as FIFO (First in and First Out), a technology-based service system that provides services according to the queue number obtained from the FIFO queueing system. This innovation is intended to improve services for the public visiting the Bekasi City Police, particularly SIM applicants, through improved service facilities. This study employs a descriptive research design with a qualitative approach. The findings indicate that the realization of the value of fairness is achieved through the availability of a queue numbering machine that automatically minimizes long queues and ensures fairness in the assignment of queue numbers. Abstract

This study is motivated by the rapid development of the digital industry which requires companies to adapt through rebranding strategies to maintain competitiveness and improve corporate image. The objective of this research is to analyze the effect of rebranding strategy on corporate image at PT GoTo Gojek Tokopedia Tbk. The research method uses a quantitative approach with an associative research type. Data were collected through questionnaires using a Likert scale from 30 respondents selected through purposive sampling technique. Data analysis techniques include validity test, reliability test, classical assumption test, and simple linear regression analysis. The results show that the rebranding strategy has a positive and significant effect on corporate image, with a significance value of 0.000 < 0.05 and a regression coefficient of 0.626. In addition, the coefficient of determination value of 0.407 indicates that the rebranding strategy explains 40.7% of the variation in corporate image. Therefore, it can be concluded that an effective rebranding strategy significantly improves corporate imagen.

Abstract

This research entitled The Effect of International Price Adaptation on Foreign Sales Volume seeks to examine the relationship and impact of pricing strategies about sales performing in global markets. The study is based on the importance of pricing strategies in international competition. A quantitative approach was used with a sample of 39 export-oriented business actors. Data were analyzed using validity, reliability, normality, correlation, regression, F-test, and t-test. The outcomes indicate that all instruments are valid and highly dependable with a 0.944 Cronbach's Alpha score, and the information is distributed normally with a importance value of 0.071. Regression analysis shows a positive effect with the equation Y = 15.092 + 0.653X. The F-test and t-test results confirm a significant influence with a significance level of 0.001. Thus, it may be said that appropriate price adaptation strategies can improve competitiveness and increase sales volume in international markets.

Abstract

The transition from conventional fossil fuel-based vehicles to electric vehicles (EV) is a crucial strategic step to address the energy crisis and reduce carbon emissions. The purpose of this study is to formulate a highly precise transition strategy for industries or regions in adopting electric vehicle trends using the Internal Factor Analysis Summary (IFAS), External Factor Analysis Summary (EFAS), and Strategic Position and Action Evaluation (SPACE) matrix analysis. This research combines quantitative and qualitative methods by identifying internal factors (strengths and weaknesses) and external factors (opportunities and threats) that affect the electric vehicle ecosystem. The weighting and rating results in the IFAS matrix (0.80) and EFAS matrix (0.67) indicate a strong internal position and a highly supportive external environment. In the SPACE matrix mapping (X-axis = 1.00 and Y-axis = 1.00), the strategic position of this transition lies in the Aggressive Quadrant (Quadrant I). This position indicates that the organization or industry possesses a strong competitive advantage and good financial stability to maximize market opportunities. Recommended alternative strategies include aggressive market penetration, innovative product development, and massive expansion of supporting infrastructure to accelerate the transition from conventional to electric vehicles.

Abstract

Digitalization within the framework of New Pedagogies for Deep Learning (NPDL) is ideally expected to foster future-ready character competencies. However, realities in educational settings reveal a technological paradox. This qualitative case study aims to explore the manifestations of character degradation among elementary school students resulting from passive digitalization and to formulate strategies for its reconstruction. Employing John W. Creswell’s bounded system case study design, the research was conducted over a two-month period in elementary schools under the supervision of Rongga District, West Bandung Regency, Indonesia. Data were collected through participant observation, in-depth interviews with school principals and teachers, and curriculum document analysis. The findings confirm a widespread fragility in students’ character foundations, characterized by declining discipline, reduced learning focus in classrooms, and the strengthening of individualistic and egocentric attitudes. From the psychoanalytic perspective of Sigmund Freud, excessive dependence on digital devices gratifies students’ Id, causing the Ego to fail in regulating learning focus and self-control. Meanwhile, according to Lawrence Kohlberg’s theory of moral development, children's moral orientation remains trapped at the pre-conventional level, where self-interest predominates, thereby undermining social intelligence and moral responsibility.As a solution, this study proposes character reconstruction through transforming technology from a passive entertainment medium into a structured active-learning instrument that educates and strengthens students’ Ego. This approach is integrated with teachers’ pedagogical role modeling and the consistent cultivation of digital ethics. It is concluded that the wise and purposeful use of technology in schools can restore the essence of deep learning while simultaneously revitalizing the social and moral functions of students in the era of artificial intelligence.

Abstract

The implementation of the Academic Ability Test (TKA) Program in elementary schools is an important part of the national education evaluation policy to ensure the quality of learning and accountability of educational units; however, its implementation at the target elementary school level still faces challenges related to technical readiness, understanding of regulations, availability of facilities, and consistency of implementation according to government guidelines. This study aims to analyze the effectiveness of the TKA Program in Elementary Schools in Rongga District, West Bandung Regency from the perspective of government regulations. The study used a qualitative approach with a multi-site evaluative case study design in 10 target elementary schools in Rongga District, with participants consisting of principals, teachers, operators, and supervisors, through analysis of policy documents, surveys, observations, and interviews. The results of the study indicate that the effectiveness of the TKA implementation is generally in the fairly effective category, characterized by administrative compliance with regulations, implementation of socialization, and institutional support, but still found obstacles in the readiness of digital infrastructure, equal distribution of technical competencies of implementers, and optimization of monitoring and follow-up of evaluation results. The conclusion of this study confirms that the effectiveness of the TKA requires strengthening the integration between regulations, human resource capacity, and support facilities for better quality and sustainable implementation. Originally, this research contributes to the development of an evaluation model for the implementation of basic assessment policies that support SDG 4/Sustainable Development Goals (Quality Education) by strengthening the governance of inclusive, effective, and quality basic education assessments.

Abstract

This article synthesizes a literature review on the influence of psychological behavior on employee outcomes, considering the roles of working culture, safety climate, workplace environment, working discipline, and working endurance. The study employed a library research approach and a Systematic Literature Review (SLR) based on a review of national and international journals, academic books, and relevant scientific documents from 2020–2026. The analysis process included descriptive analysis, content analysis, bibliometric analysis, thematic analysis, and gap analysis. The results indicate that psychological behavior is related to motivation, work engagement, job attitude, stress response, commitment, and psychological resilience. Furthermore, working culture, safety climate, workplace environment, Leader Style and working discipline emerge as organizational mechanisms that shape work behavior and strengthen employee outcomes. Working endurance plays a crucial moderating role because employees' physical and mental abilities influence performance resilience under work pressure. This article emphasizes that previous research is still partial and has not integrated all variables into a comprehensive conceptual model. Therefore, this article produces a new conceptual framework and hypothetical directions for further research.
