Abstract

Military-civil fusion (MCF) represents a strategic approach to enhancing national competitiveness by integrating defense and civilian sectors. This study to explore the theoretical foundations of MCF, its contribution to national competitiveness, and the alignment of national strategies with broader objectives. The research problems are understanding the theoretical underpinnings of MCF and their impact on national competitiveness, evaluating how national strategies facilitate the integration of defense and civilian sectors, and assessing the impact of MCF on technological innovation, industrial capability, and strategic resilience. The objectives of this study are to analyze the concept and theoretical basis of MCF, evaluate current national strategies and policies for MCF, and assess their alignment with security, innovation, and economic development goals. Additionally, the study examines the impact of MCF on key dimensions of national competitiveness. Using qualitative research methods and secondary data, the study discusses three main findings: the theoretical foundations of MCF and its contribution to national competitiveness, the alignment of national strategies for MCF with broader objectives, and the role of MCF in enhancing technological innovation and strategic resilience. The study concludes that effectively leveraging MCF can significantly contribute to a nation's competitive advantage by fostering technological advancements, industrial growth, and strategic resilience.

Abstract

Simultaneous elections in 2024 are a democratic party agenda that is held every five years. This research aims to describe how political party strategies are preparing for the 2024 elections. In 2017, PDIP and PKB were the two winning parties in the singkawang city regional head election. These two parties each have a large mass support base in Singkawang city also more important were the 1st and 2nd winner of general election 2024 that will be the object of this research that will be the object of this research. By using a qualitative approach, namely through in-depth interviews for primary data and and using secondary data sources such as news, journal articles and documentation to obtain complete data. Data analysis is carried out by filtering information and validating data by triangulating sources with the aim of increasing the validity and reliability of research results. The author found that both parties have their own strategies in an effort to win the 2024 elections, namely through offensive and defensive strategies. Offensive strategies are strategies that focus on expanding the voter market while defensive strategies are more about internal party strengthening and coordination.

Abstract

This study focuses on the realization of a competitive government bureaucracy through the approach of reinventing government. The slow bureaucracy and low quality of services remain issues that demand the attention of government bureaucrats. This paper aims to provide a comprehensive overview of realizing a competitive bureaucracy by applying the principles of reinventing government. The method used in this paper is qualitative, employing a library research approach. The results of the discussion indicate that reinventing government serves as a concrete solution for government agencies to improve their performance in administration. The flexibility of issues and public needs requires the government to continuously innovate. Enhancing performance systems, capacity, and the quality of government apparatus can serve as the main improvements for realizing a competitive government.

Abstract

Power relations between actors can be explored starting from positions, roles, interests and various actions carried out by different actors. The aim of this research is to determine the mapping of government, private and community actors in managing the Pasir Putih Beach tourist attraction. Using the actor mapping framework theory and which states that contestation has several key terms, namely habitus, arena (field), and capital symbol, and finally using lewis coser's conflict theory, namely realistic conflict and non-realistic conflict. Qualitative research method with a case study approach. The results of this research show that the role of actors is still not moving well towards something positive, contestation between actors is clearly visible with the opening of illegal tourist attractions by the community. The role of the government as the front guard in finding solutions to conflicts here is still very minimal, the government has not been able to encourage discussions between actors to minimize conflicts. There needs to be awareness from government, private and community actors in order to create tourist attractions that can benefit the village. The government seems to be silent and appears to be siding with entrepreneurs, causing people to make decisions outside of the specified policies.

Abstract

This research analyzes the sister city cooperation between Magelang City-Tula City using three layers of paradiplomacy. The layers determine the focus of cooperation and its potential for future smart city implementation in Magelang City. Paradiplomacy has become a promising instrument in the context of sister-city cooperation proposed by regional governments, mostly in forging relations with global cities. Although paradiplomacy is considered the practice of ‘high politics’, various sectors can be operated within the activity, including trades, education, culture, tourism, and technology. As qualitative research, the data was gathered through field and literature studies. Findings highlight that the cooperation has not been further performed by related regional offices beyond the agreement stage (Letter of Intent). Therefore, little can be measured about the impacts it has brought to Magelang City's development, particularly in the pursuit of smart city adoption. Regardless, improvement and programs related to the second layer of paradiplomacy through sister-city cooperation might benefit the Magelang City government in smart city implementation.

Abstract

The aim of this research is to examine the implementation of policies regarding social rehabilitation activities for narcotics inmates in prison by taking the research focus at the Purwokerto Class IIB Narcotics Prison. Social rehabilitation is a process of integrated recovery activities, both physical, mental, and social, so that former narcotics addicts can return to carrying out social functions in community life. This study uses a qualitative research approach. The aim of descriptive qualitative research is to create systematic, factual, and accurate information about the facts and characteristics of a particular population or region. The focus of this research is to look at the implementation of social rehabilitation carried out in prisons. Data sources used include interviews, previous research literature, and literature studies. The research results show that the implementation of the social rehabilitation program for narcotics prisoners is effective in terms of the policy/program content dimension and the implementation context dimension. The implications of this research are to provide an overview of whether the social rehabilitation program for narcotics prisoners implemented in correctional institutions is effective or not from a policy perspective.

Abstract

The ecotourism development strategy is not only the responsibility of the central and regional governments but also all levels of society, including the younger generation. This research aims to examine the role of Indonesian youth in pushing ecotourism policy from a political sociology perspective. Through qualitative descriptive methods with data obtained from literature studies, this research found that youth play a role in destination management, promotion via social media, and support for ecotourism policies. Youth also play a social control role and support participation in policy meetings. Apart from that, it is also known that social and political factors influence the role of youth in ecotourism development, namely social factors and political factors. However, challenges such as lack of promotion and participation of local communities need to be addressed. Therefore, collaborative efforts are required between youth, government, and society to overcome these obstacles and maximize the potential of ecotourism in Indonesia.

Abstract

This research aims to examine social protection policies in the context of national economic recovery (PEN) due to the impacts of COVID-19. The pandemic has exacerbated the complexities of poverty, inequality, and unemployment. A qualitative study design is employed, gathering data through a literature review of relevant government documents, journals, and news articles, and utilizing the problem structuring method. The findings indicate that social protection policies have not yet had a significant impact. The implementation of the pre-employment card program faces several challenges, including fund misappropriation and inaccurate data submissions. The research offers several policy alternatives: 1) Addressing limitations imposed by the COVID-19 pandemic; 2) The informal sector, being the most economically affected, requires community business stimulus; 3) Ensuring that social protection policies are fully compliant with legal frameworks; 4) Social and skill enhancement initiatives targeting impoverished populations; and 5) Robust social protection grounded in community empowerment. The originality of this research lies in its emphasis on the critical role of the government in implementing equitable, relevant policies with a significant societal impact and a focus on public interest.

Abstract

Social justice is the basis that the village government must fulfill towards its people, but the author found that there were deviations in budget distribution which affected the welfare of the community. Although many studies discuss budget inequality from an economic aspect, not many studies explore it from a social justice perspective. Qualitative methods are used through interviews and document analysis to understand how budget inequality influences community perceptions of social justice which aims to explore ethical values and principles of justice in budget decision making, as well as their impact on the welfare of village communities. The results of this research show that unequal budget allocation, especially in direct cash assistance programs, strengthens social and economic inequality at the village level, and raises critical questions about the government's role in realizing more inclusive social justice.

Abstract

Ethnic and cultural diversity in Indonesia is an important foundation for tolerance, including in the diversity of religions and beliefs. One of the schools of belief recognized in Indonesia is the "Journey" school, whose existence is guaranteed by law and receives assistance and guidance in accordance with Permendikbud No. 77 of 2013. This study aims to analyze the role of the Bandung Regency Regional Government in carrying out assistance and coaching for adherents of the "Travel" belief stream in Ciparay. Using qualitative research methods and narrative approaches, data were obtained through in-depth interviews with relevant agencies in the Bandung Regency Regional Government and representatives of believers. The results of the study show that assistance efforts by the Regional Government are still limited, only including supervision and socialization regarding the rights of believers to the community. Until now, there has been no concrete cooperation or comprehensive coaching steps, due to the absence of regional regulations that specifically regulate the assistance and development of believers. This finding emphasizes the need for local regulations that support the implementation of coaching more optimally, so that the rights of believers can be guaranteed and their existence is more recognized in society.
