Abstract

A deep understanding of the close relationship between the Endowment Fund Policy in Education and the Grand Design Policy of National Talent Management in Indonesia is analyzed in this article through the perspective of policy coherence. By applying the nexus approach, this study aims to understand how these two interconnected policies can synergize optimally to advance human resource (HR) development at the national level. Qualitative analysis of policy documents and related literature indicates the potential for significant relationships, where endowments can act as a stable long-term funding source for various talent development initiatives. However, to achieve maximum synergy, effective coordination and integration between various stakeholders and institutions are absolute prerequisites. This article will also highlight the various opportunities and challenges faced in efforts to realize policy coherence in order to achieve sustainable and globally competitive HR development.

Abstract

This study analyzes China's strategic implementation of economic diplomacy in the Arctic region to support the Polar Silk Road (PSR) initiative, an integral part of the Belt and Road Initiative (BRI). Although China is not geographically an Arctic state, it claims the status of a "near-Arctic state" to justify its increasing involvement in Arctic affairs. Utilizing Kishan S. Rana's economic diplomacy framework—consisting of economic salesmanship, networking and advocacy, image building, and regulatory management—this research explores how China promotes infrastructure development, fosters cross-sectoral partnerships, enhances its global image, engages with regulatory frameworks in line with international norms. Furthermore, the study applies the Multi-Track Diplomacy theory to illustrate China's use of multiple diplomatic channels, including government relations, scientific collaboration, business cooperation, and media engagement, to expand its regional influence. Employing a qualitative method and literature-based research, this paper reveals that China's approach is a long-term, multidimensional strategy that combines soft power, economic interests, and institutional participation to gain legitimacy in Arctic governance. Ultimately, China's diplomatic strategy in the Arctic is not merely reactive to global environmental and trade shifts but is part of a broader effort to position itself as a central player in shaping the region's future geopolitical and economic order.

Abstract

Tourism diplomacy plays a vital role in strengthening paradiplomatic ties between regions, particularly in archipelagic and culturally connected nations like Indonesia and the Philippines. However, there remains a significant gap between diplomatic efforts and practical outcomes, especially in the context of enhancing cross-border tourism between North Sulawesi and Mindanao. This study aims to examine the tourism diplomacy techniques (Strategies) employed by the Consulate General of the Republic of Indonesia (CJRI) in Davao City to foster paradiplomatic cooperation. Utilizing a mixed methods approach with an exploratory sequential design, qualitative data were collected through literature reviews and semi-structured interviews with diplomats at CGRI Davao, while quantitative data were obtained from secondary sources, including the Statistics Bureau (BPS) of North Sulawesi and the Department of Tourism (DOT) of the Philippines. The findings reveal that CGRI Davao has implemented multiple strategies, such as collaborations with travel agencies, participation in international cultural events, and efforts to restore direct air and sea links. These findings serve as a reference for developing more integrated and impactful paradiplomatic tourism strategies in the future.

Abstract

The Death Benefit Program (Santunan Kematian/Sankem) is a social assistance initiative by the Magelang City Government, providing financial aid to the heirs or designated family members of deceased individuals to alleviate funeral costs and related expenses. Eligibility requires beneficiaries to be native residents of Magelang City and listed as poor households in the Integrated Social Welfare Data (DTKS). This study analyzes and evaluates the quality of public service in the Death Benefit Program, employing a qualitative case study approach. Findings reveal suboptimal service quality, with several dimensions failing to meet established standards: 1) Tangibles: Inadequate facilities and infrastructure, coupled with complex administrative requirements, hinder accessibility. 2) Reliability: The absence of a Standard Operating Procedure (SOP) for service delivery. 3) Responsiveness: While officials promptly record benefit applications, fund disbursement faces significant delays, reducing the program’s effectiveness. 4) Assurance: No guaranteed timeline for disbursement, leading to frequent delays. To address these issues, the study recommends: Improving facilities and streamlining administrative processes, formalizing an SOP to standardize service delivery, implementing a parallel disbursement system to expedite fund distribution, and enhancing complaint resolution mechanisms to ensure accountability. These measures aim to optimize service quality, ensuring the program fulfills its objective of social risk mitigation.

Abstract

This article examines the limitations of the Responsibility to Protect (R2P) in Southeast Asia, using the Rohingya crisis in Myanmar as a case study. While ASEAN has formally endorsed R2P, its response to the crisis reveals a persistent gap between normative commitment and institutional capacity. This study investigates how deeply entrenched principles of non-interference and consensus have shaped ASEAN’s reluctance to operationalise protective norms, even amid documented mass atrocities. Drawing on qualitative document analysis and framed within constructivist and norm localisation theories, the article explores both regional and global failures to act. The analysis reveals that ASEAN’s response was fragmented, with individual member states selectively engaging based on domestic interests, and that international inaction further eroded the credibility of R2P. By highlighting the disjuncture between rhetorical acceptance and practical implementation, the article argues for a reinterpretation of sovereignty and a rethinking of institutional mechanisms in order to strengthen atrocity prevention in the region. The study further recommends that ASEAN develop a regional monitoring and early-warning mechanism to enhance timely and coordinated responses to emerging mass-atrocity risks.

Abstract

Borobudur, a UNESCO World Heritage site in Central Java, Indonesia, plays a crucial role in the nation's tourism by enhancing economic growth and cultural prestige. The Indonesian government has designated Borobudur as part of the National Tourism Strategic Areas (KSPN) to boost tourism while preserving cultural heritage. A key strategy in this initiative is gastrodiplomacy, which uses Indonesia's diverse culinary traditions to attract international tourists, particularly the growing "gastro-tourist" segment. This article explores the potential of local culinary traditions in supporting Borobudur's tourism, highlighting collaborative efforts among various stakeholders to promote sustainable tourism development, economic benefits for local communities, and cultural preservation through gastrodiplomacy. This paper employed a qualitative, interpretive (post-positivist) approach to examine the role of culinary diplomacy in Indonesia's to developing tourism capacity in specified area. The results show; by showcasing its unique culinary offerings and integrating them into a holistic tourism strategy, the Borobudur region can unlock new avenues for growth while providing visitors with authentic cultural immersion.

Abstract

This study analyzes the influence of transformational government leadership on community satisfaction in digital public services through a case study of the e-Samsat application. The main problems identified are low levels of user participation and satisfaction due to lack of digital literacy, technical constraints, and negative perceptions of online bureaucracy. This study aims to evaluate the extent to which transformational leadership styles characterized by long-term vision, inspiration, and empowerment can improve service quality and public trust in digital public innovation. The methods used are literature studies and web observations on public responses and the latest news related to the implementation of e-Samsat in various Indonesian provinces, including reports from national media such as Kompas and Detik. The results show that transformational leadership, which actively encourages cross-sector collaboration and inclusive technology adaptation, contributes significantly to increased community satisfaction. The main success factors include information transparency, process efficiency, and two-way communication between the government and citizens. These findings underscore the importance of a progressive leadership approach in transforming digital-based public services.

Abstract

The 2024 general election positions Generation Z as a major electoral bloc (33.6% of voters), yet their engagement is often perceived as apathetic. This study examines the motivations of Gen Z’s political participation and their relationship with participation typologies. A mixed-methods convergent design was applied, involving 200 Mataram University students. Quantitative data from questionnaires were analyzed using cross-tabulations, chi-square tests, and ordinal logistic regression, while qualitative data from open responses were thematically coded. Findings show that most respondents were spectators (57%), followed by critics (22%), gladiators (11.5%), and apathetic (9.5%). Idealistic motives (especially voice matters, policy change, and political education) were dominant. Chi-square tests revealed significant links between several idealistic factors and active participation, but in regression only political identity (B = –1.356, p = .005) consistently predicted critic and gladiator roles. Pragmatic motives (e.g., economic reward, mobilization) appear in narratives but lose significance in multivariate tests, indicating their role as situational triggers rather than structural drivers. These results highlight a paradox: Gen Z’s participation is grounded in idealism yet negotiated within pragmatic realities. Politics for Gen Z thus emerges not merely as transactional, but as a space for identity, learning, and normative aspirations.

Abstract

This research is motivated by the phenomenon of high participation of the younger generation as members of the KPPS in the 2024 Election in Kalirejo Village, Salaman District, Magelang Regency. This research uses a qualitative method. The results of the study show that the majority of the young generations participation as members of KPPS in Kalirejo Village is included in the type of participation compelled by socio-economic reasons. Then followed by spontaneous participation and induced participation. Other types of participation, such as participation compelled by custom/tradition only appear in a small percentage of the younger generation and are situational. Meanwhile, participation compelled by law can be said not to be found in the participation of the younger generation as members of KPPS in Kalirejo Village. The supporting factors for this participation are personal awareness or intrinsic motivation, support from other parties (extrinsic motivation), as well as the existence of financial incentives (honorarium) and the need for productive activities. Then, the inhibiting factors are lack of interest or political awareness, work constraints, obstacles to family licensing and having family members who cannot be abandoned, as well as incompatibility of educational qualifications.

Abstract

This study aims to analyze how Indonesian policymakers make decisions regarding the expansion of DOBs in Papua, with a focus on public narratives in the media. To see the public narrative, a Narrative Policy Framework (NPF) study will be conducted which can describe, explain the structure of public narratives in policy making. The research method uses a qualitative approach with the support of QDAS (Qualitative Data Analysis Software), and the research data sources come from trusted online media in Indonesia. The results showed that the conversation about DOB expansion in Papua was dominated by the central and local governments. This indicates that the DOB expansion policy in Papua is dominated by political elites, so it has the potential to cause conflict because it is not in accordance with the aspirations of the community. The expansion process also has the potential to trigger conflicts between the expanded regions, especially if the distribution of resources and power is not fair and transparent. The implication is that active community participation in decision-making on regional expansion is important so that policies reflect the aspirations and real needs of the Papuan people and reduce the dominance of political elites.
