Abstract

This research is motivated by the increasing popularity of military involvement in various government programs, especially the Indonesian Army. One of them is the Citarum Harum Program. Implementing the Citarum Harum Program involves multiple sectors, including the Indonesian Army, Regional Government, industry, and society. In Karawang Regency, the military's involvement in the Citarum Harum program has received great trust from various stakeholders. It is even believed to bring success if the local government does so. The purpose of this study is to reveal how the existence of military and government strength in revitalizing the Citarum River. This study uses several aspects of collaborative governance from Ansell and Gash (2007). The study results show that the Indonesian Army is more prevalent in implementing the Citarum Harum Program than the Karawang Regency local government. Measured based on aspects of military strength and resources, it is superior to the local government. In addition, the existence of sanctions and incentives for collaborating with the military is rigid towards the success of tasks compared to local governments. The ability to mediate and facilitate the military is superior due to regulatory support and complete trust from industry and society.

Abstract

This study aims to examine the effect of social assistance on community survival during the Covid-19 pandemic in Bone Regency. The government's efforts in distributing social aid through money, goods, or services transfers by the central/regional government aim to improve social welfare, protect the community from social risks, and support the community's economic capacity. This study uses a quantitative method with data obtained from 51 respondents through a Google Form questionnaire, and data analysis is carried out using SmartPLS software. The theory used is the EUCS (End User Computing Satisfaction) model to test the effect of social assistance through the variables of Direct Cash Assistance, Basic Food Package Assistance, Family Hope Program, and Cash Social Assistance on community survival. The results of the study showed that the variables Direct Cash Assistance, Family Hope Program, and Cash Social Assistance had a significant positive effect on the survival of the Bone Regency community. Meanwhile, the Basic Food Package Assistance variable did not show a significant impact. Based on the R-Square value of 0.851, it can be concluded that the contribution of these variables to community survival reached 85.1%.

Abstract

The government issued Presidential Regulation Number 99 of 2020 concerning Vaccine Procurement and Implementation of Vaccination in the Context of Handling the Covid 19 Pandemic. From this regulation, the Ministry of Health of the Republic of Indonesia created a communication strategy to increase the trust and participation of health workers and the public in the free vaccination program in stages. This study aims to explain the government's communication strategy in implementing the COVID-19 vaccination in Jayawijaya Regency from the perspective of Harrold D. Lasswell. The research method uses a qualitative approach. The theory used to analyze the communication strategy is the theory of Harrol D. Lasswell. The results of the study showed that the Jayawijaya Regency Health Office's communication strategy was by the phenomena that existed in society, but the implementation and the target of vaccination were not optimal. This can be seen from the results of the study which showed that Who? (who/communicator) in the socialization of vaccination, there are still figures who reject or do not support the vaccination, Say What? (Message) The amount of irresponsible information related to vaccination is spreading among the community, and there is a lack of correct information related to vaccination.

Abstract

This case study examines YouTube user responses to a video titled “Discussing Fraudulent Elections, Irma from NasDem Bluntly Criticises Political Parties, Jokowi, and Samsul.” The main objective of this study is to identify the speech acts expressed by users, focusing on their responses directed toward the media, Irma herself, and her statements regarding election fraud and the right of inquiry alongside PDI-P politicians. The primary data consists of YouTube comments compiled into the Irma Response Corpus corpus. The analysis reveals a rich variety of user responses—some supportive, some rejected, and others skeptical, each adding a layer of complexity to the discourse. These findings affirm that YouTube is a video-sharing platform and a discursive arena for active, emotional, and participatory political engagement. Corpus-assisted Discourse Studies (CADS) proved effective in uncovering lexical patterns and discourse dynamics that emerge organically in digital communication. This study opens up opportunities for further research in digital political communication, particularly those that explore citizen interactions within an increasingly fragmented media ecosystem.

Abstract

In recent years, NGOs have emerged as important institutions assisting governments, especially in poverty reduction. While many studies have focused on NGOs' roles in social welfare, this study examines the role of NGOs in poverty reduction by evaluating the effectiveness of the Ummah Welfare Trust (UWT) program in reducing extreme poverty in Sierra Leone. We employed a qualitative research approach, gathering data from in-depth interviews, peer-reviewed journals, reports, and online resources. We analyzed the data interactively using NVivo 12 Plus software, based by Richard M. Steers' effectiveness theory across three dimensions: integration, adaptation, and goal attainment. Our findings reveal that: (1) Integration – UWT has effectively woven its poverty alleviation program by managing policy outreach and enhancing communication while fostering public consensus. (2) Adaptation – UWT has refined its strategies through capacity building by localizing its programs to address the local community's needs. Lastly, (3) Goal attainment – although UWT is yet to achieve its objectives, it has significantly impacted extreme poverty reduction in Sierra Leone, with the rate decreasing from 26.6% in 2020 to 24.5% in 2024. This study offers evidence of how NGOs contribute to poverty reduction, highlighting their essential role in supporting governments’ efforts in nation building.

Abstract

Magelang City is currently undergoing a demographic bonus phase, marked by a large, productive workforce. However, this potential has not yet driven significant economic growth. High youth unemployment and a limited number of young entrepreneurs remain key barriers to the region’s progress. This study explores how collaborative governance helps address these challenges through the BOS Muda Program in Magelang City. Using a qualitative method with a case study approach, the research applies Ansell and Gash’s (2008) collaborative governance theory, focusing on the pentahelix collaboration model. The findings show that collaborative governance has been effectively implemented in the BOS Muda Program. The program enabled participants to start businesses and hire employees, offering a practical solution for managing demographic bonus challenges. Despite these successes, the study also highlights several barriers. Maintaining consistent participation in face-to-face dialogue sessions was difficult due to conflicting departmental schedules. Additionally, some participants dropped out because of limited capital and the program's long training period. Interestingly, the program also involved participants who were already entrepreneurs, which, although unintended, contributed positively to the program’s outcomes. Overall, the study underlines the importance of strong multi-stakeholder collaboration in ensuring that demographic advantages translate into economic opportunities for the region.

Abstract

This research aims to evaluate the Teaching Campus program in 3 evaluation scopes: registration and selection, implementation, and impact. This research was conducted using quantitative descriptive methods. Meanwhile the data used is primary data consisting of statistical data on the results of student selection and participation, the data of budget absorption of the program, and the data from the survey results from: higher education students, heads of schools, and fields assistant lecturers. Meanwhile, data analysis was carried out using a responsive evaluation model. This research concludes that the policy evaluation of Independent Campus on the Teaching Campus program is generally quite good, but there are still aspects that need to be improved/optimized such as: Less competitive number of applicants due to ratio of applicants to recipients is only 2 :1, big gap in composition of student registrants from academic higher education levels to vocational higher education levels with a ratio of 2.47%: 97.53%, program implementation tends to be concentrated in the Western Part of Indonesia, and credit recognition is not yet optimal since there are still 22.82% of students who get less recognition of 20 credits.

Abstract

This research analyzes Australia's security strategy in responding to China's threat in the Indo-Pacific Region through the AUKUS alliance from 2021 to 2024. Amid rising geopolitical tensions and China's assertive actions, Australia faces strategic pressure that compels it to strengthen its national defense. Using qualitative methods and secondary data analysis, this study applies Alliance Theory and Bandwagoning to examine Australia's choice to align with the United States and the United Kingdom. The findings reveal that AUKUS is a deterrence strategy embedded within Australia's defense policies: Defense Strategic Update 2020, Defense Strategic Review 2023, and National Defense Strategy 2024. These policies reflect a shift from diplomatic multilateralism to military-based alliances, highlighting Australia's increasing dependency on great powers for strategic security. Through AUKUS, Australia is strengthening its defense posture, especially about nuclear-powered submarines and emerging technologies, to uphold regional stability and sovereignty. This study examines how middle powers navigate great competition through strategic security alliances.

Abstract

This study analyzes the effectiveness of the Stunting Case Audit (SCA) program in Kapanewon Seyegan, Sleman Regency. The program has shown measurable success in reducing stunting prevalence from 8.1% (2021) to 6.9% (2023). A qualitative approach was employed, using data collection methods such as observation, interviews, and documentation. The study focuses on four effectiveness indicators: target accuracy, program socialization, goal achievement, and monitoring system. The results indicate that the SCA program effectively identified high- risk stunting groups, despite limitations related to sampling and participation. Socialization was considered effective, with positive community responses and concrete follow-up interventions. The identification of stunting determinants allowed for more targeted actions, while routine monitoring by health center staff and the Family Assistance Team (TPK) supported program success. Continuous evaluation is essential to ensure the sustainability and broader impact of this regional intervention.

Abstract

Digital transformation in public services encourages the government to develop various technology-based innovations, one of which is through the SI IDA application developed by the DPMPTSP of Purworejo Regency, which aims to simplify and accelerate online licensing processes. However, in its implementation, there are still several obstacles experienced by the community so that some people still choose to take care of permits directly at the office. The purpose of this study is to examine the components that affect the acceptance and implementation of SI IDA among the inhabitants of Purworejo Regency, utilizing the UTAUT3 model. The employed research methodology is quantitative, utilizing survey techniques and data analysis with SEM-PLS using SmartPLS version 4.1.0.9. The findings of this investigation suggest that behavioral intention is substantially impacted by performance expectancy, social influence, hedonic motivation, and personal innovativeness.  In the interim, usage behavior is significantly influenced by personal innovativeness, facilitating conditions, and behavioral intention. On the other hand, effort expectancy, facilitating conditions, and habit sxert no substantial impact on behavioral in intention and habit has no influence on use behavior.
