Abstract

Periodically, every five years, general elections are held as a form of democracy in Indonesia. During elections, political issues are often followed by controversies, conflicts, and disputes in local power competitions. These issues include cheating, money politics, and vote manipulation. The purpose of this study is to encourage the establishment of a permanent electoral court in the constitutional system and in the form of a state institution to handle any existing election results disputes, whether for the presidential election, legislative election, or regional election. To achieve the electoral justice system's legal certainty and utility principles. The research method was used qualitatively with a case study research design. The results indicate that the establishment of an election court institution is essential, considering elections are held regularly and periodically as part of people's sovereignty representation and efforts to establish a fair electoral system. An election court institution is necessary for Indonesian elections, tasked with handling every election dispute, thereby allowing the Constitutional Court to focus solely on testing laws against the 1945 Constitution. This journal concludes that an electoral justice institution needs to be established permanently, with competent judges and resources to handle every election-related case to realize an electoral justice system.

Abstract

This research discusses the application of electoral district structuring principles and Islamic political principles in the formation of North Sumatra Province DPRD Electoral Districts in the 2024 Election. Using qualitative research methods, normative approaches, and Miles and Huberman's interactive data analysis model. This research investigates the extent to which these principles are reflected in the determination of electoral districts. The results of the research show that the principle of equal vote value and the principle of proportionality has not been fully accommodated in the Determination of Electoral Districts for the DPRD of North Sumatra Province for the 2024 Election, based on the Principles of Electoral District Arrangement. According to the perspective of Islamic political principles such as obedience, justice, and equality (al-musawah), they cannot be fully applied in determining electoral districts. Further analysis reveals that the main factor causing the non-implementation of these principles is political influence in determining electoral districts for the DPR and Provincial DPRD in the 2024 Election. This research makes an important contribution to understanding the challenges and obstacles faced in realizing the democratic and political principles of Islam in the context of regional elections. The implications of these findings emphasize the need for reform to increase the value of voting representation and proportionality, in line with Islamic political principles. Practical recommendations involve policy reform and tighter oversight to reduce detrimental political influences. It is hoped that these steps will improve the implementation of these principles in future regional election systems.

Abstract

Manufacturing firms in developing countries are fast catching up with the current trend of globalization and e-commerce, thus, strategically working towards the alignment of their supply networks to balance demand and capacity. This study aims to determine how fast-moving consumer goods (FMCG) firms can satisfy their customers and leverage their brands more effectively by optimizing the information shared along their supply chain network. This study approaches the issue of information sharing and customer satisfaction through theoretical considerations and addresses the issue quantitatively in an empirical study of the triadic relationship in the FMCG industry. The FMCG industry in Nigeria was chosen as the context for this study. To address the objective of this work, a quantitative investigation was designed. Data was generated using two sets of questionnaires administered to FMCGs, their suppliers, and customers. Responses from the survey were statistically analysed using the structural equation model. The study identifies four levels of information sharing as measurement constructs. By establishing the importance of information sharing in the relationship between the firm and its supply chain partners, this research accentuates that all the flows in the supply chain anchor on information sharing which acts as a support to the firm’s overall performance. In particular, our findings suggest the possibility of improving communication among supply chain partners and raising the satisfaction levels of customers by the flow of effective information along the triad relationship in existence. The paper offers several managerial implications that are relevant, especially for FMCGs in production and service delivery settings.

Abstract

This study examined the effect of tax administration and timely payments: a study of selected Internal Revenue Service in South-West Nigeria. A field survey research method was adopted, primary data obtained through the administration of a structured questionnaire was used and the hypotheses were tested using regression analysis. The population of the study consisted of 4499 members of staff in the tax revenue office in South-West Nigeria. Three hundred and eighty-seven copies of questionnaires were administered while 382 (98.7%) were retrieved. The findings of the study revealed that the tax administration of the selected State Internal Revenue Services has a significant effect on timely payments (Adj.R2 = 0.115, F(3, 383) = 17.405), p < 0.05). The study concluded that a significant relationship exists between Tax administration measured as Tax assessment (TASS), Tax remittance (TREM) and Tax collection (TCOL), and Timely Payments of taxpayers’ declarations of selected State Internal Revenue Services in South-West Nigeria. The study recommended that State tax authorities should restructure their tax administration system to increase their efficiency and effectiveness in tax assessment, tax collection, and tax remittance that will provide adequate and relevant training for members of staff on the use of information technology and update the technological equipment’s used so that the members of staff can be technologically competent. Technological devices should be made available to staff members in the various tax stations outside the head office.

Abstract

This article aims to explain the conservation mechanisms of a community to protect village forests; and how actors can create communities that maintain the value of forests as spaces for life's needs. This article focuses on ethnobotanical knowledge (especially medicines), transmission, healing practices, and forest protection mechanisms. The relationship between these four things is a story of sustainable conservation, both in-situ and ex-situ. This mechanism turns out to be related to mythology, sacredness, and sacred areas. This phenomenon was found in Karonese, Daulu Village, North Sumatra, Indonesia. The cognitive anthropology approach with the concept of culture in mind becomes an important tool for analyzing how knowledge is constructed and transmitted. Ethnographic research methods with an emic approach, participant observation, in-depth interviews with key informants, and completeness of filed notes are one way to capture the native point of view. Data analysis was carried out qualitatively through ongoing analysis. The conclusion of the study found that the capacity of actors, especially healers, and the transmission of ethnobotanical knowledge, especially medicines, and the survival of mythological stories and values about sacred areas have consequences for the sustainability of conservation of what they call the kerangen kuta or village forest.

Abstract

This study aims to describe the application of Collaborative Governance in Stunting Handling Policy in Samarinda City. This research is important to do because the success achieved by a collaboration can reflect the readiness of stakeholders to overcome problems that exist in the community. This research uses descriptive techniques with a qualitative approach. The research was conducted in Samarinda City, East Kalimantan using the theory of 5 stages of collaboration by Tirell and Clay, and 8 criteria for successful collaboration by De Seve. Data collection techniques are carried out through interviews, observation, and documentation. The data analysis technique used is according to Miles and Huberman. The results showed that the implementation of Collaborative Governance in the Stunting Handling Policy in Samarinda City is still not running optimally. This can be seen through the obstacles of one of the criteria in De Seve's 8 criteria for successful collaboration. The obstacles faced are that there are still policymakers who do not understand their role in stunting reduction efforts, and there are still silos of mentality between parties involved in stunting reduction in the city of Samarinda. Collaboration that has not been optimal has resulted in the Samarinda City Government has not been able to reduce the prevalence of stunting in Samarinda City.

Abstract

This research aims to analyze alternative models of public financing in the Public-Private Partnership (PPP) scheme involving the government and the corporate sector. This research utilizes a qualitative research method with a content analysis data collection methodology to examine the limitations and shortcomings of PPPs. The findings of this study indicate that Public-Private Partnerships (PPPs) have shown a persistent pattern of failure, leading to continuous renegotiation between the government and the private sector. The implementation of PPPs carries risks that can lead to a loss of public oversight of PPP initiatives. The government's lack of experience in making judgments that can carry political risk also plays a role. The PPP model sets a higher cost of capital, which causes the private sector to charge higher tariffs to customers, possibly resulting in a monopoly by private companies. PPPs have imposed a burden on the state and faced opposition to privatization due to a lack of understanding among parties involved in state-owned enterprises (SOEs). The government lacks transparency in decision-making regarding privatization and fails to provide adequate information to stakeholders involved in SOE privatization. Government decision-making on privatization lacks transparency and does not follow established processes and procedures.

Abstract

The space utilization program policy, which is realized in preparing indications for the main space utilization program, is the key to achieving spatial planning objectives and a reference in regional development planning. This research aims to examine and analyze how the Bandung Regency Government (Department of Industry and Trade, Regional Planning, Research and Development Agency, Public Works and Spatial Planning Service, and Environmental Service) implements phase 1 space utilization program policies (2017- 2021) based on a combination of rational model and management models dimensions from Khan and Khandaker's policy implementation theory. The method used in this research is descriptive qualitative through interviews with sources using purposive sampling supported by literature from journals, data, and other reports from central and regional governments that are relevant to the research. The results of this research show that the implementation of the space utilization program policy has not been running optimally, so improvements are needed in terms of maintaining consistency between the main space utilization program and regional sectoral programs, through periodic monitoring before the 5-year review, improving the quality of resources in optimizing expenditure budgeting planning capabilities regional areas, building intense communication with SMEs and increasing cooperative connectivity between the TPT industry which functions upstream and downstream in the Bandung Regency area.

Abstract

After the COVID-19 pandemic, all sectors must still implement health protocols while continuing to work virtually to fulfill their obligations. The GERINDRA Party is one of the major parties in Indonesia that continues to carry out political communication to carry out its functions. The virtual leadership model and competitive organizational culture are applied in running an adequate organization. This research aims to analyze virtual leadership and competitive culture in post-pandemic organizations. The research method is carried out with bibliometric analysis which utilizes vos viewer software to conduct analysis and participatory research because the author is at the research location. The result is that virtual leadership is applied with several conditions, including leaders understanding the perceptions of members and organizations, leaders acting as the key to success, leaders being obliged to work remotely, leaders following the flow of globalization, and mastering ICT. Then the competitive organizational culture is applied with innovation, knowledge, collaboration, and target markets.

Abstract

This research examines the business growth of the Food and Beverage Services subsector in Medan City along with the implementation of the Risk-Based Licensing System (OSS RBA) in Indonesia. OSS RBA based on the Standard Qualifications for Indonesian Business Fields (KBLI) aims to increase the Ease of Doing Business (EoDB). However, the application of top-down OSS RBA with the Business Identification Number (NIB) carries the potential for abuse. This research analyzes the factors (Starting a Business, Electricity Connection, Tax Payments, Building Permits, Access to Credit, and Protection of Minority Investors) that influence the Growth of Food and Beverage Services Investment in Medan City. The results of the Confirmatory Factor Analysis (CFA) show three significant factors: Protection of Minority Investors, Starting a Business, and Access to Credit. Obstacles include the NIB scale not being by local spatial planning and changes in the issuance of risk permits between the Central and Regional Governments. It is hoped that this research will provide insight into the implementation of OSS RBA and investment growth in the Food and Beverage Services sector.
