Abstract

The number of women participating in representations to reflect their conditions and positions is referred to as women's representation, as well as their self-esteem and development resources, for the benefit of society and the nation. However, women in their representation in the political world still have many obstacles, one of which is the patriarchal culture that is still inherent in the Indonesian state. This study aims to analyze the representation of women in the Gerindra Party in the 2024 Medan City legislative election, focusing on the case study of the Gerindra Party DPD. This research was carried out qualitatively with a descriptive approach, and data were analyzed through interviews and documentation. Data analysis consists of three stages: data reduction, data delivery, and data verification. The subjects of the study include the management of the North Sumatra Gerindra Party DPD and members of the Medan City Women's DPRD from the Gerindra Party. The results of the study show that women's representation in the Medan City Gerindra Party in the 2024 election has not reached the 30% target descriptively. However, substantive and transformative roles are beginning to evolve through party policies, training, and encouragement. The success of women's representation in the future depends on the synergy between individual readiness, party support, and cultural change in society.

Abstract

Penelitian ini menganalisis implementasi kebijakan lingkungan dan distribusi bantuan sosial-ekonomi pada komunitas nelayan di Desa Senteluk, Kabupaten Lombok Barat. Pendekatan kualitatif digunakan melalui wawancara mendalam, observasi lapangan, dan studi dokumen untuk memahami pengalaman penerima dan non-penerima bantuan. Hasil penelitian menunjukkan bahwa program bantuan, seperti penyediaan sarana produksi dan dukungan UMKM pesisir, memberi manfaat nyata bagi sebagian nelayan, tetapi aksesnya belum sepenuhnya merata akibat keterbatasan kuota, kapasitas administratif, dan pengaruh jaringan sosial. Ketidakmerataan ini menimbulkan persepsi ketidakadilan serta berpotensi melemahkan legitimasi tata kelola desa. Penelitian ini menegaskan bahwa keberhasilan kebijakan publik di wilayah pesisir tidak hanya ditentukan oleh keberadaan program, tetapi juga oleh transparansi, partisipasi bermakna, dan keadilan distribusi manfaat bagi masyarakat nelayan.

Abstract

Tujuan dari penelitian ini yaitu untuk mengetahui bagaimana Implementasi Kebijakan Bantuan Rumah Tidak Layak Huni di Kabupaten Bekasi dalam penanganan rumah tidak layak huni dilihat dari indikator Collaborative governance menurut Ansell & Gash (2007). Manfaatnya memberikan rekomendasi kepada Pemerintah Kabupaten Bekasi tentang model pemerintah daerah yang responsif dalam menangani rumah tidak layak huni, menyediakan saran kebijakan agar pemerintah daerah melibatkan masyarakat dalam penanganan tersebut, Metode penelitian yaitu kualitatif dengan pendekatan deskriptif. Teknik pengumpulan data dilakukan dengan wawancara, observasi, dan dokumentasi. Penentuan informan dengan teknik purposive sampling dan snowball sampling. Hasil penelitian menunjukkan bahwa implementasi kebijakan bantuan rumah tidak layak huni untuk masyarakat berpenghasilan rendah di Kabupaten Bekasi terimplementasi dengan baik, menghasilkan outcomes yang signifikan dalam peningkatan kualitas hunian. Berdasarkan hasil analisis terhadap 4 dimensi menunjukkan adanya berbagai upaya kolaborasi dalam penanganan masalah rumah tidak layak huni. Meskipun demikian, perlu penyempurnaan SOP dan mekanisme koordinasi untuk meningkatkan efisiensi implementasi, perlunya pelatihan berkelanjutan untuk aparat pelaksana dan strengthening kapasitas masyarakat dalam gotong royong, diversifikasi partnership atau ekspansi kerjasama dengan lebih banyak sektor swasta dan organisasi masyarakat sipil untuk keberlanjutan program dan membuat sistem evalusi dan monitoring yang terintegrasi dan lebih komprehensif untuk mengukur dampak jangka panjang.

Abstract

Penelitian ini bertujuan untuk mengetahui pengaruh dari marketing politik melalui branding gemoy untuk menarik atensi Gen Z. Penelitian ini menggunakan jenis penelitian kuantitatif dengan metode survey. Teknik pengumpulan data dilakukan dengan menggunakan kuisioner ataupun angket. Populasi dari penelitian ini merupakan Mahasiswa PPKn stambuk 2023 dengan 139 orang dengan penarikan sampel sebanyak 58 orang. Penarikan sampel pada penelitian ini menggunakan simple random sampling. Analisis data pada penelitian menggunakn IBM SPSS 25. Hasil dari penelitian menunjukkan bahwa branding gemoy memberikan pengaruh yang signifikan terhadap atensi gen z pada mahasiswa PPKn stambuk 2023 Universitas Negeri Medan. Berdasarkan hasil uji koefisien determinasi, branding gemoy memberikan pengaruh sebesar 60 % terhadap atensi gen z.

Abstract

This study discusses the efforts of election management institutions in creating an educational and collaborative electoral process with UIN Raden Intan Lampung. The research is motivated by concerns among academics and political observers regarding the increasingly pragmatic political climate, often fragmented by symbols of religion, ethnicity, race, and social groups, including in Lampung. The research questions include the legal perspectives on identity politics and vote-buying practices, as well as the collaborative efforts between UIN Raden Intan Lampung and election management institutions to foster a conducive, fair, honest, and dignified democratic atmosphere during the election process, considering that Lampung is one of the provinces prone to vote-buying. This qualitative research employs structured interviews with key figures from the KPUD, Bawaslu, and UIN Raden Intan Lampung, along with field observations. The data is deeply analyzed using ex post facto analysis techniques. The findings reveal that identity politics is still utilized by candidates and their campaign teams to win elections, despite being contrary to election laws and potentially subject to criminal sanctions. The study also finds that UIN Raden Intan Lampung has established tangible collaborative partnerships with election management institutions through sustained cooperation between university leaders, faculties, and study programs, which have positively impacted the development of local democracy in Lampung.

Abstract

Bureaucratic leadership is still the dominant model in public organizations and educational institutions in Indonesia. In the context of madrasas, this model faces unique challenges because madrasas serve not only as formal institutions, but also as centre’s for the internalization of moral, religious, and social values. This paper discusses the integration of bureaucratic leadership, the principles of good governance, madrasah governance, and administrative compliance, with additional empirical data on madrasas in Lombok. The results of the study show that the application of the principle of good governance can improve administrative compliance, although there are still budget constraints, the quality of human resources, and the old bureaucratic culture. The implementation of digitalization and participatory leadership is a key strategy.

Abstract

Western political concepts rooted in secularism, liberalism and rationalism have become the dominant currents in organizing the lives of modern societies. However, in practice, this model often fails to ensure social justice, societal stability, and the integration of moral values in the power structure. This article aims to analyze the fundamental weaknesses in the Western political system, especially in terms of ensuring a harmonious and just social order. Through a normative and descriptive approach, this study uses the perspective of Islamic law as a tool of criticism, which emphasizes the importance of the values of tawhid, justice (al-adalah), benefit (maṣlaḥah), and the responsibility of power (al-mas'ūliyyah). The analysis shows that Islamic politics offers a more complete ethical and transcendental framework in sustaining social life, compared to Western politics that tend to be technocratic and pragmatic. Thus, it is necessary to reorient global political thought so that it does not only focus on legal-formal aspects, but also on the spiritual and moral dimensions that are at the core of Islamic law.

Abstract

This study discusses the reconstruction of the child protection paradigm based on Islamic values implemented by the Research and Human Resource Development Institute (Lakpesdam) of PWNU NTB through the Co-Creation model in North Lombok Regency, West Nusa Tenggara. Departing from the sociological anomaly where high religiosity does not correlate with low rates of sexual violence and child marriage (NTB ranks first nationally in child marriage at 17.32%), this research aims to analyze the construction of the Co-Creation paradigm, the multi-stakeholder collaboration mechanism, and the synergy of local Sasak wisdom. The research employs an interpretative-constructivist paradigm with a qualitative case study approach. Data were collected through in-depth interviews with 18 key informants, participatory observation for three months, documentation analysis, and Focus Group Discussions (FGDs) in four inclusive villages (Malaka, Pemenang Barat, Teniga, Bayan). The findings show that Lakpesdam's Co-Creation model is built on four pillars of Islamic values (Aswaja, Mabadi Khairul Ummah, mustad'afin, and maqasid al-shariah). The model successfully transforms village public policy through advocacy strategies. Proposals from vulnerable groups included in the Village Government Work Plan (RKPDes) for 2024 totaled more than IDR 600 million, with the largest allocation in Bayan Village at IDR 279.36 million for the Digital Village program. The increase in reported child violence cases from 120 (2023) to 141 (2024) is interpreted not as a failure but as an indicator of the success of deconstructing social taboos. This research contributes to the development of contemporary maqasid al-shariah theory in the context of child protection and a model of Islam-based co-governance in Muslim Indonesian society

Abstract

Sustainable tourism in Indonesia's priority destinations presupposes a socially enabling environment in which communities can accommodate the diversity of incoming visitors. Religious tolerance as a collective social disposition shaping inter-group openness constitutes a foundational dimension of this enabling environment. Yet most existing scholarship treats tolerance governance either as an educational matter or as a straightforward administrative function of the central state, leaving unexplored the multi-actor, sub-national governance dynamics that actually determine tolerance outcomes at the community level. This study examines the religious tolerance index among communities in Lombok Tengah Regency Indonesia's nationally designated Special Economic Zone (SEZ) for tourism within the Mandalika development corridor and proposes a collaborative governance model capable of sustaining and deepening religious tolerance alongside the regency's accelerating tourism expansion. A sequential explanatory mixed-methods design was employed. Quantitative data were gathered through a structured survey instrument (n = 348) measuring four empirical dimensions: public perception, attitude, social cooperation, and government disposition, operationalised on a 1–4 Likert scale. Qualitative data derived from twenty-three semi-structured, in-depth interviews with district-level government officials, Ministry of Religious Affairs officers, FKUB members, religious leaders from three faith traditions, civil society representatives, and regional planning bureaucrats, supplemented by participant observation at three inter-faith dialogue events and systematic document analysis. The composite tolerance index stands at 3.61 (on a 1–4 scale; category: High). Internal variance is notable: government disposition scores highest (3.93) while attitude (3.10) and social cooperation (3.16) remain at moderate levels, indicating a gap between normative endorsement and lived inter-religious practice. Educational attainment, age cohort, and sex significantly predict individual tolerance behaviour. Qualitative analysis identifies four structural constraints on governance: electoral majority-pandering incentives, inconsistent moderation leadership, a homogeneous social-religious ecology, and an underdeveloped public sphere for inter-faith exchange. The prevailing institutional arrangement is a triple-helix collaboration government, FKUB, and religious organisations operating under a regulatory framework that has not been updated to incorporate the 2023 Presidential Regulation on Religious Moderation. The study proposes a hexa-helix collaborative governance model incorporating government, FKUB, civil society and religious organisations, the private sector, mass media, and higher education institutions. This model addresses the structural constraints identified empirically and aligns with the legislative architecture of Perpres No. 58/2023 and PMA No. 3/2024. It re-centres tolerance governance as a multi-stakeholder ecosystem rather than a unilateral bureaucratic function, directly supporting Lombok Tengah's sustainable tourism trajectory under the RPJPD 2025–2045

Abstract

This study analyzes the economic empowerment model through the UMKM Corner program of Bank NTB Syariah in Mataram City. This program represents an innovation by Islamic financial institutions to expand access to financing, business assistance, and financial literacy for UMKM actors. Using a descriptive qualitative approach, data were collected through interviews, observation, and documentation, then analyzed reductively. The results show that UMKM Corner contributes to improving managerial capacity, strengthening digital marketing networks, and expanding access to Islamic financing. This program not only drives local economic growth but also instills the values of justice, partnership, and sustainability in accordance with sharia principles.
