Abstract

Development planning is a step that needs to be initiated by the Government in making a development policy. The purpose of this research was to produce an analysis related to the participation of the Warung Bambu Village Community regarding a development plan in Warung Bambu Village, Karawang Regency. This study uses a qualitative method using the theory of Sarah Cook and Steve Macaulay which consists of 4 indicators, namely decision making, implementation, satisfaction, and evaluation. Participation is indispensable in development planning. In planning for participatory development there are also clear criteria, including the involvement of all stakeholders, efforts to build strong and legitimized community institutions, the existence of a political process through negotiations or deliberations which ultimately leads to the formation of collective agreements with the principle of togetherness, and efforts community empowerment through joint learning activities as part of the democratization process. The results of the research include first, the Village Government in making decisions has carried out the Village Development Planning Meeting (MusRemBang), but it is only held once a year and does not directly involve the community but only representatives of each hamlet, namely the Hamlet Head; Second, the Village Government in realizing community involvement is still lacking because there is no forum for aspirations and the Village Information System (SID) via the website is still problematic; Third advantage received by the Government in Community involvement is still very less; And the fourth evaluation in reducing community participation in development planning is still a future plan.

Abstract

The formation of political party coalitions can be applied productively to patronage democracy, but this requires a broader comprehensive study and the addition of new conceptualizations. Therefore, this study aims to determine the development of research on the theme of political party coalition behavior from 2015 to 2021 indexed by Scopus. This study uses a scoping review method. The source of this research data comes from the Scopus database. The findings in this study that the coalition behavior of political parties will not be separated from the topic of voting behavior and the electoral system, this is evident in this study. The political parties in building coalitions must consider the level of electability by looking at behavior in the voters. Moreover, the electoral system will determine whether political parties need to form coalitions or not if they want to participate in electoral contestation. Furthermore, parliamentary elections and proportional representation are topics that have opportunities as novelties for future research related to this themes. Furthermore, Indonesia (southeast asia), Spain, Norway (Europa), Uruguay and Colombia (South America) have recently paid great attention to research on the political parties coalition behavior. The implications of the findings of this study are as a form of a reference for knowledge regarding the study of political parties. More than that, it is important to describe these findings because they can classify world research which so far has only been limited to individual findings.

Abstract

This study aims to determine collaborative governance in increasing the index of people's happiness in the city of Bandung. The happiness index for the city of Bandung has increased from 2014 to 2018. However, in 2019-2020 there was no measurement of the happiness index in the city of Bandung. The community happiness index in 2019-2020 can experience a decline, this is due to the impact of 10 community happiness index benchmarks in the city of Bandung. This research uses the theory from Ansel and Gash which looks at governance collaboration in 4 stages namely initial conditions, institutional design, facilitative leadership, and collaboration processes. The research method used is descriptive qualitative with data collection techniques through interviews, observation, and documentation. The results of this study indicate that: 1) the initial conditions, collaboration can be carried out by both parties according to needs, 2) there is no specific institutional design that houses the happiness index, 3) the Bandung City Cooperation Field acts as an intermediary between the government and the collaborating parties, 4) there has been a collaboration of municipal, group and individual internal governance.

Abstract

Archives are very important for any organization or company. The purpose of this study was to determine the archive storage system and public services at the Plelen Village Office. This study used triangulation and qualitative description. This research was conducted at the Plelen Village Office and used primary and secondary data. The village head, village secretary and three village officials were informants for this research. The result of this research is that the archive storage system at the Plelen Village Office has been running quite well but still needs to be improved because the archive storage system is still manual, the number of archives created is not proportional to the area where archives are stored, it is necessary to add archive equipment to store archives and start switching to using information technology, one of which is Google Drive which is a solution to archive storage. The use of Google Drive at the Plelen Village Office has not been utilized optimally due to the limited number of human resources who handle archives, providing archival training and information technology to village officials which are not routinely carried out so that there is a lack of knowledge and skills in archive storage. Therefore, the provision of training on records management and digitization needs to be scheduled so that records managers can manage their records properly and the quality of public services and the image of the organization is well maintained.

The analytical methods employed involve qualitative data analysis methods using FGD, interviews, and documentation. Additionally, the NVivo 12 Plus and SmartPLS analysis complement this research data. The theory applied is Merilee S. Grindle's theory of policy implementation. Digital Skills, Digital Culture, Digital Ethics, and Digital Safety are some of the supporting indicators in the Kominfo RI framework for digital literacy. The study's findings show that promoting digital literacy is a movement that cannot be carried out by one institution alone; instead, the government, society, and stakeholders all need to get involved if we want to avoid falling behind. People who are learning to use digital operating systems in daily life are concerned with developing their digital skills. The government is known to be interested in creating news in the media or online, therefore it requires journalists who are impartial and can speak the truth without instilling fear. Still other discoveries.

Abstract

This research aims to analyze celebrity involvement after the change in the Parliamentary Threshold of 4 percent which was first set in 2012 and implemented in the 2014 elections. Therefore, the implementation of the Parliamentary Threshold regulation actually brought controversy and criticism from various parties up to judicial review. One of the aspects that is considered controversial about the parliamentary threshold is that there are indications that it makes it difficult for political parties to contest in general elections, so that political parties are starting to recruit as many celebrities as possible, especially those placed in legislative elections. This research uses a qualitative-descriptive research approach with the library research method. Researchers collected research from 2011-2023 via Google Scholars related to celebrities or artists who participated in political contestations, especially in legislative general election contestations. From the data collection process, this research found two urgencies that had not been examined by previous research, (1) there was a change in the Parliamentary Threshold rules, resulting in political parties becoming more aggressive in involving celebrities in the Legislative Election contestation who were used as vote-getters to help vote. other political candidates. Second, political parties, in involving celebrities as legislative candidates, use the Son of the Soil strategy, namely being placed according to their respective regions, both in terms of place of birth and descent from the electoral district.
