Abstract

This study aims to determine the effectiveness of the Pancasila education e-module on the material of the Unitary State of the Republic of Indonesia (NKRI) based on the Heyzine Flipbook application in improving the learning outcomes of class X DKV 1 students of SMKN 3 Kota Serang. The development of e-modules plays an important role in supporting learning success, therefore the Heyzine Flipbook application-based e-module is the right e-module to improve student learning outcomes. The research method used is Research and Development (R&D) with the ADDIE model consisting of five stages, namely Analysis, Design, Development, Implementation, and Evaluation. Data collection techniques in this study include analysis sheets, validation sheets, student and teacher response questionnaires, practice tests, and learning outcome tests. The analysis techniques used are qualitative descriptive analysis and quantitative descriptive analysis. Based on the results of this study, it shows that the Pancasila education e-module on the NKRI material based on the Heyzine Flipbook application is effective in improving the learning outcomes of class X DKV 1 students of SMKN 3 Kota Serang by obtaining a classical completion score of 80% on the test questions.

Abstract

The Simultaneous Regional Elections (Pilkada) in Indonesia aim to enhance democratic processes by increasing electoral efficiency and effectiveness. Governed by Law No. 10 of 2016, Pilkada allows citizens to directly elect regional leaders, thereby shaping local governance and development. Banten Province, characterized by its unique geographical and demographic conditions, participated in the 2024 Pilkada to elect its Governor and Deputy Governor. With a high urbanization rate, particularly in the Tangerang metropolitan area, and a diverse voter composition, the election dynamics in Banten reflect broader political trends and challenges. This study employs a qualitative approach to analyze the 2024 Banten gubernatorial election, focusing on voter participation factors and the political implications of the election results. Data collection was conducted through literature reviews of relevant books, scientific journals, official reports, and media sources. The research finds that the election was highly competitive, with two prominent candidate pairs: Airin Rachmi Diany–Ade Sumardi and Andra Soni–Achmad Dimyati Natakusumah. The election results declared Andra Soni and Achmad Dimyati Natakusumah as the winning candidates, securing 55.88% of the votes. Voter participation reached 66.19%, an improvement compared to previous elections, with Serang Regency recording the highest turnout (73.76%) and South Tangerang City the lowest (57.08%). Female voters dominated participation at 53.18%, while disabled voters had a significantly lower turnout at only 36.98%. The study suggests that election organizers, particularly the Banten Provincial General Election Commission (KPU), should conduct targeted outreach in low-turnout areas and provide better accessibility for disabled voters to enhance electoral participation in future elections.

Abstract

ABSTRACT This research was conducted in Pancanegara Village, Pabuaran District, Serang Regency, with the aim of 1) To find out the low number of women in village government leadership. 2) To find out what are the challenges of women's participation in the local political process. 3) To find out the strategy of increasing women's participation in local politics.The research method used is descriptive analysis research with a qualitative approavh/information directly from information sources that are considered related to Women’s Participation in Leadership as Village Heads in Pancanegara Village, Pabuaran District, Serang Regency, The informants/resource persons were the Head of Pancanegara Village, Pancanegara Village Staff and several Pancanegara Village communities. The results of this study show the lack of participation of women in local politics or as village heads in Pancanegara Village. Lack of awareness in the community where the community considers women to be less professional in their work. The conclusion of this study is that the Village Head has made efforts to increase women's participation in local politics in Pancanegara Village. Village heads and village governments have carried out several activities to increase women's interest in participating in local politics. Women's Participation, Leadership, Village Head.

Abstract

This research was conducted in Ciputri Village, Kaduhejo District, Pandeglang Regency to determine the Role of the Head of Ciputri Village in Increasing the Awareness of Rural and Urban Land and Building Taxpayers in Ciputri Village, Kaduhejo District, Pandeglang Regency, and to determine the factors that hinder Taxpayers from paying Rural and Urban Land and Building Tax in Ciputri Village, Kaduhejo District, Pandeglang Regency. The research method used is descriptive with a qualitative approach. Data collection methods used in this study are observation, interviews, and documentation. Data processing used in this study is triangulation then analyzed by data reduction, display data, and verification data. The results of this study conclude that Taxpayer Awareness in Ciputri Village has decreased because the realization of PBB-P2 revenues does not match the set target. Factors that hinder Taxpayers from paying PBB-P2 in Ciputri Village are caused by two factors, namely endogenous factors (internal factors) and exogenous factors (external factors). Endogenous factors in the form of low awareness of taxpayers paying PBB-P2 tax are caused by the lack of intention and no willingness of Taxpayers to pay PBB-P2 on time. Exogenous factors are economic factors because taxpayers in Ciputri Village are categorized as poor. The role of the Ciputri Village Head as the leader of the village-level government is as a motivator, who motivates to increase the awareness of the community or residents of Ciputri Village to want to pay PBB-P2 routinely and on time. The Village Head has carried out his role well by carrying out his duties as a motivator where the Village Head always provides encouragement, fosters, and influences villagers who are Taxpayers to pay PBB-P2 on time.

Abstract

Sexual violence is a form of human rights violation that is complex and continues to increase, especially against women. According to data from SIMFONI PPA and the National Commission on Violence Against Women (Komnas Perempuan), sexual violence cases peaked in 2022, highlighting the urgent need for more progressive legal protection. This study aims to analyze the dynamics of women's representation in the formation process of the 2022 Law on Sexual Violence Crimes (UU TPKS) and examine the implications of their participation on the substance and implementation of the policy. The research employs a descriptive qualitative approach using library research methods. The findings indicate that women, including legislators, activists, academics, and civil society organizations, play a strategic role in initiating, advocating for, and overseeing the discussion of the UU TPKS. Their involvement is not merely symbolic but also significantly influences the substance of the policy, making it more responsive to victims by prioritizing gender justice principles and a victim-centered approach. Additionally, women's participation strengthens the implementation of the law through the monitoring of regulations, training for officials, and ensuring victims' rights to protection, support, and recovery. This study emphasizes that women's representation in the legislative process is not just about numbers but about substantive representation that can determine the quality and direction of policies. Therefore, it is essential to continue encouraging the presence of women in public policy-making processes in Indonesia.

Abstract

The high prevalence of street performers and beggars in public spaces of Bandung City continues despite the enactment of Bandung City Regional Regulation No. 9 of 2019. Preventive to repressive measures have been taken, yet the outcomes remain suboptimal. This study aims to understand the responses of those affected by the policy by examining the level of legal awareness and compliance among street performers, beggars, and the general public; identifying factors contributing to low compliance; and formulating improvement strategies for regulation implementation. This research employs a qualitative method with a case study approach, using interviews, observations, and documentation involving street performers, beggars, and the public in Bandung City. The findings reveal that legal awareness and compliance among both the perpetrators and the community are relatively low. Most informants cited poverty as the primary reason for engaging in street performing or begging, while the influence of a socially acculturated environment and the lack of economic alternatives within the policy also contribute to low compliance. From the community’s perspective, social compassion, passive attitudes, and a tendency to remain neutral without supporting law enforcement further drive the low level of legal awareness and compliance. This study recommends the provision of sustainable economic empowerment programs as alternative livelihoods for the affected individuals, enhanced legal education and outreach efforts, and a more human-centered approach to regulation implementation that emphasizes human empowerment to foster meaningful long-term change.

Abstract

The Constitutional Court Decision No. 46/PUU-VIII/2010 has brought significant legal reforms regarding the recognition of children born outside of marriage. Previously, such children were legally affiliated only with their mothers, as stipulated in Article 43 paragraph (1) of Law Number 1 of 1974 on Marriage. Through this ruling, the Court affirmed that children born out of wedlock who can be proven to have a biological relationship with their father are also entitled to legal civil recognition, including inheritance rights. This study aims to examine the legal implications of the decision on inheritance rights of children born out of wedlock and its practical implementation within the Indonesian legal system. Using a normative juridical approach, the research analyzes secondary data through literature reviews of statutory regulations, legal doctrines, and relevant court decisions. The findings indicate that although the Constitutional Court’s ruling provides greater justice for out-of-wedlock children to claim inheritance rights, its implementation faces obstacles, particularly in proving biological relationships and reconciling with religious norms. Therefore, legal harmonization and a comprehensive understanding by law enforcement officials are needed to ensure the equitable and just fulfillment of the rights of children born out of wedlock

Abstract

Pembangunan hukum nasional merupakan proses dinamis yang tidak terlepas dari konfigurasi politik yang berkembang di suatu negara. Dalam konteks Indonesia, pembentukan Undang-Undang Nomor 3 Tahun 2022 tentang Ibu Kota Negara (IKN) menjadi studi kasus penting dalam memahami hubungan antara politik legislasi dan kualitas produk hukum. Artikel ini menganalisis problematika yang muncul dalam proses legislasi UU IKN, dengan menitikberatkan pada aspek transparansi, partisipasi publik, serta urgensi dan legitimasi politik yang melatarbelakangi pembentukan regulasi tersebut. Metode yang digunakan adalah pendekatan yuridis-normatif dengan analisis kualitatif terhadap dokumen hukum. Hasil penelitian menunjukkan bahwa pembentukan UU IKN cenderung bersifat elitis dan tergesa-gesa, dengan minimnya pelibatan publik dan lemahnya kajian akademik yang komprehensif. Hal ini mencerminkan masih lemahnya konsistensi dalam pembangunan hukum nasional yang responsif, partisipatif, dan berkeadilan. Oleh karena itu, pembenahan dalam praktik politik legislasi sangat penting untuk memastikan hukum nasional mampu menjawab kebutuhan masyarakat dan cita-cita konstitusional. Abstract

Abstract   This research addressed the issue of early marriage, which remains a frequent occurrence in Serang City, highlighting the need for effective prevention efforts. The purpose of this study is to assess the role of the Department of Women Empowerment, Child Protection, and Family Planning (DP3AKB) in preventing early marriage in Serang City. This study employs a qualitative method with a descriptive approach. Data were gathered through interviews, observations, and documentation to provide clear and detailed insights into the phenomena or facts observed in the field. The findings of this study reveal that the prevalence of early-age marriages in Serang City remains considerably high, with a total of 21 couples officially registered in 2024. As a regulatory body, the DP3AKB of Serang City plays a crucial role in shaping policies through the enactment of regional regulations and actively engages in coordination and collaboration with various relevant stakeholders. As a catalyst, the DP3AKB of Serang City has delivered guidance through the Communication, Information, and Education program targeting the community, particularly parents and children. Furthermore, in its role as a facilitator, the DP3AKB of Serang City provides free consultation services through the Family Learning Center (PUSPAGA) program. Therefore, this role is anticipated to be increasingly proactive and sustainable in mitigating the incidence of early marriage in Serang City through comprehensive programs, educational initiatives, and the reinforcement of cross-sectoral collaboration.   Keywords: Early Marriage, The Role of Government

Abstract

This study focuses on the phenomenon of teacher criminalization by students in Indonesia, particularly within the educational context of Bandung City. This issue has become a serious concern as it can disrupt the teaching and learning process and undermine the authority of educators. Civic Education (PKn) is considered to play a strategic role in preventing the criminalization of teachers in senior high schools. This research employs a qualitative approach using a phenomenological method to explore in-depth understandings of the experiences and perspectives of both teachers and students. Data collection techniques include in-depth interviews, participatory observation, and document analysis. The findings indicate that Civic Education serves as an effective medium to introduce students to the issue of teacher criminalization through the integration of relevant content into the curriculum and the use of varied, participatory, and contextual learning methods. Furthermore, the implementation of a hidden curriculum strategy in Civic Education contributes to character development, enhances critical awareness, and promotes students’ social responsibility toward teachers. Thus, Civic Education proves to be an essential instrument in reducing the potential for teacher criminalization and fostering a healthy, ethical, and respectful educational environment within schools.
