Jurnal Administrativa merupakan jurnal ilmiah periodik yang mengkaji pelbagai gagasan, diskursus dan praktik birokrasi, kebijakan dan pelayanan publik kontemporer dari multi-disipilin ilmu. Administrativa dikelola oleh Jurusan Ilmu Administrasi Publik, Fakultas Ilmu Sosial dan Ilmu Politik, Universitas Lampung. Ruang lingkup Administrativa menyangkut problem-problem yang berkaitan dengan studi administrasi publik, khususnya dalam kajian birokrasi, kebijakan dan pelayanan publik, baik di tingkat lokal, nasional maupun internasional. Tujuan dari publikasi jurnal ini adalah untuk menyebarluaskan pemikiran/gagasan konseptual maupun ide dan hasil penelitian yang telah dicapai di bidang birorkasi, kebijakan dan pelayanan publik. Cakupan yang lebih luas adalah pengembangan studi administrasi, otonomi dan birokrasi daerah, aparatur sipil negara, desentralisasi, administrasi pembangunan, manajemen publik, pemberdayaan masyarakat dan ilmu sosial yang mencakup perkembangan isu-isu sosial dan konteks permasalahan publik.

Abstract

This study aims to examine the role of the Transportation Agency of BandarLampung City in supervising traffic safety and to identify the supporting andinhibiting factors. Using a qualitative descriptive method, the study found thattraffic safety supervision has been carried out through traffic monitoring, illegalparking control, ATCS-based monitoring, inter-agency coordination, andmaintenance of traffic facilities. Supporting factors include adequate facilities,effective personnel management, and good coordination, while inhibiting factorsinclude limited human resources, high traffic volume, and low public awareness oftraffic regulations. Therefore, strengthening supervision, optimizing technology,and increasing personnel and public awareness are necessary to enhance trafficsafety in Bandar Lampung City.

Abstract

This study aims to analyze the role of smart tourism in enhancing the competitiveness and sustainability of tourism destinations in Indonesia's digital era. Employing a Systematic Literature Review (SLR) approach based on the Kitchenham (2004) framework and PRISMA guidelines, this research systematically identified, screened, and analyzed 35 final articles sourced from Google Scholar via the Harzing Publish or Perish (PoP) application, covering publications from 2021 to 2026. The findings reveal that smart tourism implementation in Indonesia encompasses three primary dimensions: digital technology and infrastructure, destination governance, and tourist experience. AI and WebGIS technologies dominate implementation (33%), followed by application digitalization (28%), e-tourism and social media (22%), and IoT-based support systems (17%). The main inhibiting factors include uneven digital infrastructure, low digital literacy among tourism actors, and fragmented regulation and coordination. Conversely, the supporting factors consist of government policy, technological development, stakeholder collaboration, and digital innovation by start-ups. Overall, smart tourism plays a strategic role in realizing inclusive and sustainable tourism in Indonesia, with its success contingent upon synergistic efforts to overcome barriers and optimize enabling factors toward the vision of Indonesia Emas 2045.

Abstract

Indonesia possesses abundant marine resources and has increasingly promoted the blue economy as a key pillar of sustainable development. At the same time, ASEAN economic integration has created broader opportunities for intra-regional trade, including the expansion of Indonesia’s maritime exports to the Philippines, one of the most promising markets in Southeast Asia. This study aims to analyze the implementation of Indonesia’s blue economy policy in strengthening maritime product exports to the Philippines within the framework of ASEAN economic integration. The research employs a qualitative approach through literature review and document analysis of government policies, trade reports, publications from international organizations, and relevant academic literature. The findings indicate that the implementation of the blue economy contributes to enhancing the competitiveness of maritime products through sustainable marine resource management, downstream industry development, and value-added processing of fisheries and marine commodities. Furthermore, ASEAN economic integration provides opportunities through improved trade connectivity, regulatory harmonization, and the development of regional supply chains that facilitate Indonesia’s access to the Philippine market. Nevertheless, several challenges remain, including non-tariff barriers, increasingly stringent sustainability standards, and limitations in maritime logistics infrastructure. The study concludes that the synergy between Indonesia’s blue economy policy and ASEAN economic integration can serve as an effective strategy for strengthening maritime exports to the Philippines while simultaneously promoting sustainable economic development.

Abstract

This study discusses the evaluation of the management of Early Childhood EducationData (Dapodik PAUD) as a public data infrastructure in Bandar Lampung City. Thebackground of this study is the existence of various obstacles in the management ofDapodik PAUD, such as delays in data synchronization, data entry errors, datavalidation issues, and differences in operators’ capabilities in managing the Dapodiksystem. This study aims to evaluate the management of Dapodik PAUD based on theCIPP evaluation model, which consists of context, input, process, and productaspects. This study employed a qualitative approach using a descriptive method.Data were collected through interviews, observations, and documentation. Theresults show that the management of Dapodik PAUD in Bandar Lampung City hasbeen supported by policies, human resources, facilities and infrastructure, as wellas coordination between the Education Office and educational institutions. Inpractice, the data management process is carried out through stages of datacollection, data entry, validation, and periodic data synchronization. However,several obstacles were still found, including delays in data updates, data entryerrors, technical system disruptions, and limited operator capabilities in severaleducational institutions. Nevertheless, the management of Dapodik has been able toproduce educational data that are used as the basis for educational programplanning and the distribution of Early Childhood Education Operational Assistance(BOP PAUD). Therefore, the management of Dapodik PAUD in Bandar LampungCity has been implemented fairly well. However, improvements in operator capacity,stronger coordination, and optimization of data updating processes are still neededto improve the quality of educational data so that they become more accurate, valid,and up-to-date

Abstract

The implementation of the New Student Admission System (SPMB) in Bandar Lampung City under the Minister of Primary and Secondary Education Regulation Number 3 of 2025 still faces challenges in achieving equitable student distribution. This condition is reflected in the contrast between SMP Negeri 2 Bandar Lampung, which experiences high applicant interest, and SMP Negeri 45 Bandar Lampung, which remains under-enrolled despite having available capacity. This study aims to evaluate the implementation of the SPMB policy in Bandar Lampung City and to identify the supporting and inhibiting factors affecting its success. This research uses a descriptive qualitative approach through interviews, observation, and documentation. The data were analyzed using Stufflebeam's CIPP evaluation model consisting of context, input, process, and product evaluation. The findings show that, in the context aspect, SPMB emerged as a corrective policy to address disparities in the previous admission system, yet geographical boundaries and domicile administration still affect access, especially in border areas. In the input aspect, institutional reputation, facilities, human resources, and digital readiness shape school attractiveness and policy implementation. In the process aspect, online registration and verification have supported transparency, but server disruptions, invalid documents, and unequal digital literacy remain obstacles. In the product aspect, SPMB has improved access through domicile and affirmation pathways, but equal distribution of students between schools has not been fully achieved. Therefore, SPMB requires stronger socialization, more reliable digital infrastructure, equalization of school facilities, and special policy arrangements for border-area schools.

Abstract

Foreign direct investment (FDI) is widely promoted as an engine of development and is often expected to reduce income inequality through trickle-down effects, yet empirical evidence remains contested. Indonesia has actively liberalized its investment regime while income inequality has persisted at a moderate level. This study examines whether FDI inflows are associated with income inequality, measured by the Gini index, in Indonesia during 2015–2023, and draws implications for inclusive development policy. Using a quantitative panel approach, this study analyzes a balanced provincial panel of 34 Indonesian provinces over 2015–2023 (306 observations), combining the provincial Gini ratio from Statistics Indonesia (BPS) with realized foreign direct investment (FDI) by province. Panel regression was estimated and the appropriate specification selected through Chow, Hausman, and Lagrange Multiplier tests, which favored a random-effects model on log-transformed FDI. The analysis finds no statistically significant relationship between FDI and the Gini ratio (β = −0.001; p = 0.44; and R² < 0.01). A fixed-effects robustness check on the level specification yields only a small and economically negligible association. These results indicate that variation in provincial inequality is not meaningfully explained by FDI inflows over the observed period. This suggests that attracting foreign capital, by itself, does not translate into more equitable income distribution, partly because FDI in Indonesia has concentrated in capital-intensive sectors with limited labor absorption and uneven geographic distribution. The study concludes that FDI is not a primary determinant of distributional outcomes. Inequality reduction instead depends on deliberate public policy and development administration, including sectoral targeting, workforce skill development, local economic linkages, and fiscal redistribution toward lagging regions. These findings underscore the continued centrality of the state and inclusive policy design in translating investment into equitable development.

Abstract

Household waste management has become an increasingly complex environmental issue due to population growth, urbanization, and changes in community consumption patterns. In East Ogan Komering Ulu Regency, the increasing volume of household waste has not been balanced by adequate management capacity, resulting in suboptimal waste services. This study aims to evaluate the performance of household waste management governance implemented by the Environmental Agency of East Ogan Komering Ulu Regency and to identify the supporting and inhibiting factors affecting its implementation. This research employed a qualitative approach with a descriptive-evaluative design. Data were collected through interviews, observations, and documentation, and analyzed using Mahmudi’s performance evaluation model, which consists of input, process, output, and outcome dimensions. The findings indicate that the performance of household waste management governance remains suboptimal. Limitations in infrastructure, transportation fleets, and human resources were identified as major constraints. Waste management processes have not been carried out effectively or evenly, as reflected in the low level of waste sorting and community participation. Although the amount of collected waste has increased, it has not been sufficient to keep pace with the growth of waste generation. In addition, public awareness and satisfaction with waste management services remain relatively low. The study concludes that waste management performance is influenced by both technical and social factors; therefore, integrated improvements in infrastructure, institutional capacity, and community participation are necessary to achieve sustainable waste management.

Abstract

Wilayah pesisir Desa Sukajaya Lempasing di Provinsi Lampung menghadapi tekanan lingkungan berupa akumulasi sampah laut dan peningkatan pemanfaatan ruang, sekaligus menjadi tumpuan mata pencaharian masyarakat dari sektor perikanan dan pariwisata. Penelitian ini bertujuan menganalisis pengelolaan dan tata kelola wilayah pesisir desa tersebut dengan menggunakan pendekatan Integrated Coastal Management (ICM) yang mengintegrasikan dimensi ekologis, sosial-ekonomi, kelembagaan, dan partisipasi pemangku kepentingan. Penelitian menggunakan pendekatan kualitatif dengan metode deskriptif melalui observasi lapangan, wawancara mendalam dengan pemerintah desa, nelayan, pelaku usaha wisata, dan tokoh masyarakat, serta analisis dokumen kebijakan terkait. Data dianalisis dengan model interaktif Miles, Huberman, dan Saldaña yang mencakup reduksi data, penyajian data, dan penarikan kesimpulan, serta diuji keabsahannya melalui triangulasi sumber dan teknik. Hasil penelitian menunjukkan bahwa Desa Sukajaya Lempasing memiliki beberapa modal dasar yang mendukung penerapan ICM, seperti adanya regulasi desa terkait pesisir, mekanisme musyawarah, kondisi ekologis yang relatif terjaga, dan struktur mata pencaharian multisektor. Namun, pengelolaan pesisir masih menghadapi tantangan berupa regulasi yang belum komprehensif, partisipasi masyarakat yang belum terlembaga secara berkelanjutan, program konservasi yang belum terstruktur, serta koordinasi lintas sektor dan lintas tingkat pemerintahan yang belum optimal. Penelitian ini menyimpulkan bahwa penguatan aspek regulasi, partisipasi, konservasi, dan koordinasi menjadi kunci untuk mewujudkan pengelolaan wilayah pesisir Desa Sukajaya Lempasing yang lebih terpadu dan berorientasi pada keberlanjutan.
