Abstract

AbstrakPenelitian ini mengkaji peran manajemen administrasi publik dalam mengimplementasikan Perjanjian Kemitraan Ekonomi Komprehensif Indonesia-Australia (IA-CEPA). Dengan menggunakan pendekatan kualitatif dan analisis deskriptif, penelitian ini menyelidiki tantangan dan peluang yang dihadapi Indonesia dalam mengoptimalkan manfaat perjanjian bilateral ini. Temuan penelitian menunjukkan bahwa implementasi IA-CEPA memerlukan pendekatan manajemen administrasi publik yang komprehensif, yang mencakup harmonisasi kebijakan dan regulasi, peningkatan kapasitas sumber daya manusia, dan penguatan koordinasi antar lembaga pemerintah. Penelitian ini juga mengidentifikasi pentingnya proses pengambilan keputusan yang inklusif dan partisipatif, serta pengembangan sistem pemantauan dan evaluasi yang efektif. Rekomendasi kebijakan yang diusulkan meliputi pembentukan tim koordinasi khusus, pengembangan program pelatihan untuk pejabat daerah, perumusan indikator kinerja yang jelas, dan pemanfaatan teknologi informasi dalam implementasi perjanjian. Penelitian ini berkontribusi pada pemahaman yang lebih baik tentang peran penting manajemen administrasi publik dalam mewujudkan kerja sama ekonomi bilateral yang efektif dan bermanfaat bagi Indonesia.Kata kunci: IA-CEPA, manajemen administrasi publik, kerja sama ekonomi bilateral, implementasi kebijakan, Indonesia-Australia AbstractThis study examines the role of public administration management in implementing the Indonesia-Australia Comprehensive Economic Partnership Agreement (IA-CEPA). Employing a qualitative approach and descriptive analysis, the research investigates the challenges and opportunities faced by Indonesia in optimizing the benefits of this bilateral agreement. The findings indicate that the implementation of IA-CEPA requires a comprehensive public administration management approach, encompassing policy and regulatory harmonization, human resource capacity enhancement, and strengthening coordination among government agencies. The study also identifies the importance of an inclusive and participatory decision-making process, as well as the development of an effective monitoring and evaluation system. Proposed policy recommendations include the establishment of a special coordination team, development of training programs for regional officials, formulation of clear performance indicators, and utilization of information technology in agreement implementation. This research contributes to a better understanding of the crucial role of public administration management in realizing effective and beneficial bilateral economic cooperation for Indonesia.Keywords: IA-CEPA, public administration management, bilateral economic cooperation, policy implementation, Indonesia-Australia

Abstract

This study examines government ethics from the perspective of the core values of ASN BerAKHLAK in Indonesia. The Indonesian government has established ASN BerAKHLAK core values as a standard for civil servants to strengthen ethics in public service. This research aims to analyze the implementation of the values of Service-Oriented, Accountable, Competent, Harmonious, Loyal, Adaptive, and Collaborative in government practices. A qualitative descriptive approach was used in this study. The findings reveal that as of July 2024, the total number of civil servants (ASN) in Indonesia, consisting of PNS and PPPK, has reached 4,758,730 individuals. This reflects the dynamic development of bureaucracy in terms of the number of civil servants, regional distribution, educational background, and dominant generational composition, analyzed through the lens of ASN BerAKHLAK core values. Efforts such as strict regulations, training programs, and strengthening a work culture based on integrity while optimally implementing BerAKHLAK values are expected to achieve good governance.

Abstract

Abstract This study examines how Bela Negara Education improves Indonesia's main islands' asymmetric defensive strategy. Our narrative assessment identifies effective and contextually acceptable state military education programs that match the topography of these important islands. The main island’s defense plan (P3B) implements the comprehensive defense strategy by designating the main islands as defensive bases from outer to inner mandala. Bela Negara Education is vital to public knowledge and active participation in the defense system. The 3CS Bela Negara Education program has promoted Bela Negara values and attitudes. Bela Negara Education should be based on five values: patriotism, sacrifice, nation-state consciousness, Pancasila as the guiding ideology, and Bela Negara capability development. This schooling should use four learning paths. This study advocates a welfare-first approach before teaching national values and developing stakeholder synergy for Bela Negara Education. Abstract

Abstract The rapid development of technology in the disruption era has brought both challenges and opportunities for the government sector, particularly in improving the quality and performance of Civil apparatus. This study aims to analyze strategies for optimizing human resources of civil apparatus in facing the disruption era, highlighting the factors that influence the readiness and capability of civil apparatus in responding to the increasingly digital and dynamic work environment. The method used in this research is a descriptive qualitative approach, with data collection techniques including in-depth interviews, observations, and documentation studies at selected government institutions. The results show that optimizing Human Resources of Civil apparatus in the face of the disruption era largely depends on the integrated enhancement of digital, managerial, and socio-cultural competencies. civil apparatus equipped with information technology skills, leadership ability in a digital ecosystem, as well as an understanding of national values and cultural diversity tend to be more adaptive and productive in carrying out public service duties. In addition, the implementation of a merit system, collaborative work culture, and the utilization of technologies such as e-learning, e-performance, and e-recruitment significantly accelerate bureaucratic transformation towards a more modern and efficient direction. Government policy support, as well as collaboration with educational institutions, the private sector, and digital communities, also prove to be strengthening factors in sustainably expanding civil apparatus capacity development. Abstract

Democracy is not a sure thing. It always has dynamics movement, where today, democracy has been transformed into digital democracy, and on the other hand, citizens have been transformed into digital citizens usually called netizens. With the internet, the way of communication among citizens, states, and even social organizations has changed. It is clear that many citizens of this digital age have demonstrated interest in making a contribution to society. However, not all citizens can participate in digital democracy as well as digital citizenship. This study used qualitative research methods and the approach used in this research is descriptive research. Data were collected through observation and documentation. The result of this study is that there are still obstacles and challenges, especially for young people to participate in digital democracy. One of the obstacles and also challenges for digital citizens is freedom in digital democracy. Permissive on the other hand also becomes one great obstacle for digital citizens to explore social media and make a contribution to digital democracy. Citizens, an especially young citizen is active player in society, both in the future and in the present, so that their ideas, values, and contributions can influence democracy as well as digital democracy. Unfortunately, young citizens become one of the players that often face the issue of freedom or permissive in digital democracy.

Abstract

Abstract This study discusses the agricultural modernization strategy carried out by the Mahakam Ulu Regency Government in responding to the challenges of limited space, extreme geographical conditions, and food security in the 3T region. The focus of the study is directed at the development of dryland rice farming and the role of spatial planning policies as development instruments. The approach used is qualitative based on literature studies, with data sources coming from regional policy documents, official reports, and academic literature. The results of the study show that the Mahakam Ulu Government has implemented a number of strategic policies such as protecting agricultural land, providing planting cost assistance, providing agricultural tools and machinery, and building road and bridge infrastructure. All of these interventions are carried out to support accessibility, production efficiency, and the welfare of farmers in border areas. In conclusion, agricultural modernization in Mahakam Ulu is a form of spatial intervention that is not only technical, but also political, with state involvement in directing the use of space in a planned manner. This approach shows a local development model that is adaptive, contextual, and oriented towards sustainability and spatial justice. Abstrak Penelitian ini membahas strategi modernisasi pertanian yang dilakukan oleh Pemerintah Kabupaten Mahakam Ulu dalam menjawab tantangan keterbatasan ruang, kondisi geografis ekstrem, dan ketahanan pangan di wilayah 3T. Fokus kajian diarahkan pada pengembangan pertanian padi lahan kering dan peran kebijakan tata ruang sebagai instrumen pembangunan. Pendekatan yang digunakan adalah kualitatif berbasis studi kepustakaan, dengan sumber data berasal dari dokumen kebijakan daerah, laporan resmi, dan literatur akademik. Hasil kajian menunjukkan bahwa Pemerintah Mahakam Ulu menerapkan sejumlah kebijakan strategis seperti perlindungan lahan pertanian, pemberian bantuan biaya tanam, penyediaan alat dan mesin pertanian, serta pembangunan infrastruktur jalan dan jembatan. Seluruh intervensi ini dilakukan untuk mendukung aksesibilitas, efisiensi produksi, dan kesejahteraan petani di wilayah perbatasan. Kesimpulannya, modernisasi pertanian di Mahakam Ulu merupakan bentuk intervensi spasial yang tidak hanya teknis, tetapi juga politis, dengan keterlibatan negara dalam mengarahkan pemanfaatan ruang secara terencana. Pendekatan ini menunjukkan model pembangunan lokal yang adaptif, kontekstual, dan berorientasi pada keberlanjutan serta keadilan spasial. Abstract

Abstract Party leadership is an important aspect in showing the face of a political party to the public as voters. Several studies show that party leadership has a fairly strong influence in determining voting behavior (Liddle & Mujani, 2007). In the midst of the decentralization system in force in Indonesia, the presence of political parties at the regional level is thus a necessity, at least to reach voters at a more micro level. The touch between the community and the party at the regional level is certainly more intense compared to the party at the central level. The last four legislative elections in Bandung Regency (2004, 2009, 2014, and 2019), were always won by the Golkar party, until finally this dominance collapsed marked by the victory of the National Awakening Party (PKB) in the 2024 Bandung Regency legislative election. This victory occurred after the change in leadership of the National Awakening Party (PKB) at the regional level, in this case in Bandung Regency. Through the conceptual framework built by Stark (1996), related to the criteria for changing party leadership, this article aims to analyze in more depth how the change in leadership of the National Awakening Party of Bandung Regency can provide electoral incentives for the National Awakening Party's vote acquisition in the 2024 Bandung Regency legislative election. This article shows the factors of acceptance of party leaders by party members, electoral interest possessed by party leaders, and the competence of party leaders, which are supported by the factor of ownership of popular power as determinant factors that must be possessed by party leaders, as happened in the National Awakening Party (PKB) of Bandung Regency which succeeded in breaking the dominance of the Golkar Party in the 2024 Bandung Regency legislative election. Keywords: Change of Party Leadership, Popular Political Actors, PKB Abstrak Kepemimpinan partai menjadi aspek penting dalam menunjukkan wajah partai politik kepada publik sebagai pemilih. Beberapa studi menujukan kepemimpinan partai memiliki pengaruh cukup kuat dalam menentukan perilaku memilih (Liddle & Mujani, 2007). Di tengah sistem desentralisasi yang berlaku di Indonesia, kehadiran partai politik pada tingkatan daerah dengan begitu, menjadi suatu keharusan, paling tidak untuk menjangkau pemilih pada tingkatan yang lebih mikro. Sentuhan antara masyarakat dengan partai pada tingkatan daerah tentunya menjadi lebih intens dibandingkan dengan partai pada tingkatan pusat. Empat pemilu legislatif Kabupaten Bandung terakhir (2004, 2009, 2014, dan 2019), selalu dimenangkan oleh partai golongan karya (Golkar), sampai akhirnya dominasi tersebut runtuh ditandai dengan kemenangan partai kebangkitan bangsa (PKB) pada pemilu legislatif Kabupaten Bandung tahun 2024. Kemenangan tersebut terjadi pasca pergantian kepemimpinan partai kebangkitan bangsa (PKB) di tingkatan daerah, dalam hal ini di Kabupaten Bandung. Melalui kerangka konseptual yang dibangun oleh Stark (1996), terkait kriteria pergantian kepemimpinan partai, artikel ini bertujuan untuk menganalisis lebih dalam bagaimana pergantian kepemimpinan partai kebangkitan bangsa Kabupaten Bandung dapat memberikan insentif elektoral terhadap raihan suara partai kebangkitan bangsa pada pemilu legislatif Kabupaten Bandung tahun 2024. Artikel ini menunjukkan faktor penerimaan pemimpin partai oleh anggota partai, ketertarikan elektoral yang dimiliki pemimpin partai, dan kompetensi pemimpin partai, yang ditopang oleh faktor kepemilikan kekuatan popular menjadi faktor determinan yang harus dimiliki oleh pemimpin partai, sebagaimana yang terjadi pada partai kebangkitan bangsa (PKB) Kabupaten Bandung yang berhasil mematahkan dominasi partai golkar pada pemilu legislatif Kabupaten Bandung tahun 2024. Abstract

Abstract This study aims to analyze the implementation of the electronic-based motor vehicle tax payment policy (E-Samsat) in Subang Regency. Based on data from the Regional Revenue Agency of West Java Province, the number of registered motor vehicles in Subang Regency in 2022 was 700,214 units, increased to 715,600 units in 2023, and reached 732,421 units in 2024. However, only about 17.5% of tax payments were made via E-Samsat in 2022, rising to 19.4% in 2023, and 22% in 2024. Although the potential for Motor Vehicle Tax (PKB) revenue is relatively high, the utilization of E-Samsat remains low. This research uses George C. Edwards III's policy implementation theory, which includes four variables: communication, resources, disposition, and bureaucratic structure. The research method used is descriptive qualitative with data collection techniques including observation, interviews, and documentation. The results show that the implementation of E-Samsat in Subang Regency has not been optimal, primarily due to the lack of socialization, limited human resources, and insufficient supporting facilities. Keywords: Policy Implementation, E-Samsat, Motor Vehicle Tax, Public Administration Abstrak Penelitian ini bertujuan untuk menganalisis implementasi kebijakan sistem pembayaran pajak kendaraan bermotor berbasis elektronik (E-Samsat) di Kabupaten Subang. Berdasarkan data dari Badan Pendapatan Daerah Provinsi Jawa Barat, jumlah kendaraan bermotor yang terdaftar di Kabupaten Subang pada tahun 2022 adalah 700.214 unit, tahun 2023 meningkat menjadi 715.600 unit, dan tahun 2024 mencapai 732.421 unit. Namun, dari total kendaraan tersebut, hanya sekitar 17,5% pembayaran pajak yang dilakukan melalui E-Samsat pada tahun 2022, meningkat menjadi 19,4% pada 2023, dan 22% pada 2024. Meskipun potensi penerimaan Pajak Kendaraan Bermotor (PKB) cukup tinggi, pemanfaatan E-Samsat masih tergolong rendah. Penelitian ini menggunakan teori implementasi kebijakan George C. Edwards III dengan empat variabel: komunikasi, sumber daya, disposisi, dan struktur birokrasi. Metode penelitian yang digunakan adalah deskriptif kualitatif dengan teknik pengumpulan data berupa observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa implementasi E-Samsat di Kabupaten Subang belum optimal, terutama disebabkan oleh kurangnya sosialisasi, keterbatasan sumber daya manusia, dan minimnya fasilitas pendukung. Abstract

Abstract Conflict is an inevitable phenomenon within organizations, including public organizations that have complex bureaucratic structures and involve various interests. This study aims to analyze the forms of conflict that occur in public organizations, evaluate the role of Human Resource Management in handling conflicts, and identify effective conflict management strategies from a Human Resource Management perspective. This research employs a descriptive qualitative approach, with data collected through in-depth interviews, observation, and document study. The results show that conflict management in public organizations is highly influenced by the effectiveness of the role of Human Resource Management. Through strategic approaches such as communication training, implementation of clear conflict resolution policies, and the strengthening of a collaborative organizational culture, Human Resource Management is able to minimize potential conflicts as well as resolve existing conflicts constructively. This study also finds that the most common forms of conflict are vertical conflict and role conflict, mainly due to mismatched perceptions, disproportionate workloads, and ineffective communication. Therefore, optimizing the role of Human Resource Management not only impacts conflict resolution but also enhances organizational performance and the quality of public services as a whole. Abstract

Abstract This study aims to analyze the use of soft power and hard power strategies in international politics carried out by major countries, and to understand how these two approaches complement or compete with each other in achieving national interests. Using descriptive qualitative methods, this study examines case studies in the United States and China over the last decade. The results of this study indicate that the hard power and soft power strategies implemented by the United States and China have a significant impact on the dynamics of international politics, both in the form of competition for global influence, regional stability, and changes in the world economic order. The United States tends to use its military superiority to ensure deterrence and enforce interests through economic sanctions, while its soft power derived from popular culture and democratic values remains a strong attraction in many countries. In contrast, China focuses on economic diplomacy through massive investment and strengthening trade relations that increase the dependence of its partners, accompanied by the modernization of its military as a guarantee of protecting strategic interests. The combination of the strategies of the two countries not only triggers competition in promoting development and governance models, but also creates a more complex international landscape, where narratives and public perceptions become new fields of competition besides the power of weapons and economy.
