Abstract

 Public policy innovation has become a critical focus in Indonesia's efforts to enhance citizen engagement and improve governance. With the rise of digital technology, the government has increasingly adopted e-government initiatives to streamline services and increase transparency. This study examines the effectiveness of e-government platforms in fostering greater citizen participation in public policy processes. The research aims to identify how digital innovations can bridge the gap between government and the public, improving accessibility and accountability in policy-making. Using a mixed-method approach, both qualitative and quantitative data were collected from various government agencies, citizens, and policy experts. Surveys and interviews were conducted to assess the perception of e-government services, while secondary data analysis evaluated the adoption and impact of these initiatives across different regions in Indonesia. The findings reveal that while e-government platforms have succeeded in simplifying administrative processes, challenges remain in ensuring equitable access for all citizens, particularly in rural areas. Furthermore, the study highlights the need for continuous improvement in digital literacy and infrastructure to fully leverage the potential of e-government. The research concludes that a more inclusive approach to public policy innovation, supported by comprehensive e-government strategies, can significantly enhance citizen engagement and contribute to more transparent and participatory governance in Indonesia.

Abstract

The aim of this study is to determine whether there is an influence of Work Motivation, Work Environment, and Work Discipline on Employee Performance at the Human Resources and Development Agency of Toraja Regency. The data collection procedures in this study include observation, questionnaires, and documentation. The method used in this study is a quantitative method with multiple linear regression analysis processed using SPSS 26. The sampling technique used by the researcher is the census method (total sampling), where the entire population of 31 members is used as the sample. The t-test results show that for the Work Motivation variable, the t-value is greater than the t-table value (10.860 > 2.05183), for the Work Environment variable, the t-value is greater than the t-table value (3.980 > 2.05183), and for the Work Discipline variable, the t-value is greater than the t-table value (3.233 > 2.05183). The conclusion of this study is that Work Motivation, Work Environment, and Work Discipline have a positive and significant influence on employee productivity.

Abstract

The purpose of this study is to assess the public service performance of the employees at the Luwu Utara Police Department and the efforts made in addressing motor vehicle theft in Luwu Utara. This research employs a qualitative approach with descriptive-analytical methods. Data was collected from several informants, including the Chief of Police of Luwu Utara, the Deputy Chief of Police, members of the Luwu Utara Police Department, and the local community. The findings of the study indicate that the public service performance of the employees at the Luwu Utara Police Department is generally satisfactory. This conclusion is based on three indicators: responsiveness, responsibility, and accountability. The responsiveness of the officers, or their ability to understand and address the needs and desires of the community, was found to be lacking. However, the responsibility of the officers, demonstrated by their commitment to carrying out their duties, was strong. Additionally, the accountability of the officers, shown by their specialized skills in performing their respective roles and functions, was well-established.

Abstract

Political parties play a crucial role in shaping public policy in democratic systems, influencing the governance structure and decision-making processes. In Indonesia, political parties are essential intermediaries between the state and society, bridging the gap between government institutions and the public's aspirations. This study aims to explore the role of political parties in the formulation of public policies from the perspective of Political Systems Theory. Specifically, it seeks to examine how political parties contribute to policy development, the extent of their influence, and the mechanisms through which they interact with other stakeholders. Using a qualitative research approach, data were collected through in-depth interviews with key political figures, party representatives, and policy experts, complemented by document analysis. The findings indicate that political parties in Indonesia serve as key actors in the policy formation process, though their effectiveness varies based on their alignment with government coalitions and their capacity to mobilize public support. The study also reveals that political systems theory provides a useful framework for understanding the dynamic interactions between political parties, governmental institutions, and the broader society, emphasizing the feedback loops and adaptive mechanisms that drive policy evolution. These insights contribute to a deeper understanding of the political landscape in Indonesia and the critical role that political parties play in shaping public policy.

Abstract

Small and Medium Enterprises (SMEs) are the cornerstone of Indonesia’s economy, significantly contributing to national economic output and employment. However, the rapid pace of technological advancement has introduced the phenomenon of creative destruction, where traditional business models are replaced by innovative ones, posing significant challenges for SMEs. This study explores how Indonesian SMEs can adapt to creative destruction by leveraging innovation and strategic planning. Using a qualitative approach, data were collected through interviews with SME owners, policymakers, and industry experts, complemented by secondary data from government and international reports. The findings reveal that while SMEs face barriers such as limited technology access, inadequate digital literacy, and financial constraints, proactive strategies—such as forming partnerships, adopting digital tools, and innovating business models—enable adaptation. Nonetheless, a lack of long-term planning and strategic foresight undermines sustainability. The research underscores the importance of a multi-stakeholder approach involving government, private sector, and educational institutions to provide tailored support, enhance digital literacy, and streamline policy implementation. This study contributes to the theoretical discourse by applying Schumpeter’s theory of creative destruction and Rogers’ Diffusion of Innovation framework to the Indonesian SME context. Practical implications include fostering collaboration, promoting digital adoption, and addressing systemic barriers to ensure SMEs thrive amidst disruption. Future research is recommended to explore longitudinal studies on innovation sustainability, sectoral comparisons, and the role of external stakeholders in supporting SME transformation. By addressing these challenges, SMEs can seize opportunities to drive economic growth and resilience in Indonesia.

Abstract

The purpose of the research study is to describe and analyze efforts to resolve fishermen's social conflicts through the collaboration of the government and the community in the Togean Islands, Tojo Una-una Regency. This research is a descriptive-qualitative research. The research informants were selected deliberately with certain criteria, namely from the local government, the community, and fishermen. Data collection uses observation, interview, and documentation methods. Then the data was analyzed using descriptive-qualitative analysis. The output of the research is that the resolution of fishermen's social conflicts is carried out in the form of the involvement of the Togean Islands regional government by forming a special community of marine guards, empowering fishermen, and providing assistance to fishermen. Meanwhile, the form of community involvement of villages in the Togean Islands is to be active members of the community, such as becoming a marine guard established by the government, participating in patrols with special marine guard communities. Then efforts to resolve fishermen's social conflicts through the collaboration of the government and the community are carried out through avoidance, competition, compromise, and accommodation.

Abstract

Maize ia an important food crop after rice and one of the commodities widely grown by farmers and a leading commodity in Tanah Datar. This research aims to analyze the competitiveness of corn farming in Tanah Datar Regency through comparative and competitive advantages, as well as to analyze the impact of government policies on corn farming in Tanah Datar Regency. The method used in this research is the survey method. The power analysis employed in this study is quantitative, using the Policy Analysis Matrix as a measurement tool. (PAM). The research results show that corn farming in Tanah Datar Regency is profitable both financially and economically. This shows a private profit of Rp 4,273,753 and a social profit of Rp 2,025,189. Corn cultivation in Tanah Datar Regency has competitive and comparative advantages. This can be seen from the PCR value of 0.50 and DRCR of 0.54 < 1, which means that corn farming has a high competitive advantage and comparative advantage. The impact of government policy shows that there are government policies that protect the prices of tradable outputs and inputs in the form of subsidized fertilizers. This is indicated by the Nominal Protection Coefficient for corn output of 1.2; the Nominal Protection Coefficient for inputs of 0.63; the Effective Protection Coefficient of 1.76; the Profitability Coefficient of 2.12; and the Subsidy Ratio to Producers of 0.64.

Abstract

Technological advancements have driven the transformation of public services in Indonesia. One significant innovation is the implementation of Artificial Intelligence (AI) to enhance the efficiency, effectiveness, and quality of services. This research employs a qualitative approach with a descriptive-analytical method to explore the implementation of Artificial Intelligence (AI) in public services in Indonesia. The findings indicate that AI-based public services offer various benefits, such as automating administrative processes, personalizing services, enabling data-driven decision-making, and improving transparency and accountability. Technologies like chatbots, predictive analytics, and IoT-based systems have been utilized in various sectors, including healthcare, transportation, education, and public safety. However, implementing AI in public services in Indonesia faces challenges, such as digital divides, infrastructure limitations, inadequate regulations, and the need for better digital literacy among both the public and government officials. This study aims to explore the potential and challenges of implementing AI in public services in Indonesia and provide strategic recommendations to maximize the benefits of this technology. With the right approach, AI-based public services are expected to promote inclusivity, enhance public satisfaction, and contribute to achieving sustainable development goals in Indonesia.

Abstract

The immunization program for infants aims to ensure that every baby receives complete basic immunization, as each vaccine in the basic immunization series provides different benefits for the baby's body. This study aims to evaluate the effectiveness of an Android-based educational application in improving pregnant women's knowledge of basic infant immunizations during the First 1000 Days of Life. The study was conducted at Masyita Maternity Hospital in Makassar, using a quasi-experimental design with a sample of 40 primigravida pregnant women who met the research criteria. Respondents received an intervention in the form of an Android-based educational application, and their usage activity was monitored through a dashboard. Data were analyzed using cross-tabulation and the McNemar test. The results showed that the majority of respondents were aged 20-25 years (55%), from the Makassar ethnic group (60%), and in the second trimester of pregnancy (50%). The Android-based educational application was proven to be effective in improving pregnant women's knowledge of basic infant immunizations, with statistically significant results (p=0.01; p<0.05).

Abstract

This study aims to identify and explain whether there is an influence of online advertising on payment intention and actual use among ShopeePay e-wallet users, to determine whether perceived usefulness affects payment intention among ShopeePay users, and whether online advertising influences perceived usefulness among ShopeePay e-wallet users. Additionally, it seeks to identify and explain whether there is an effect of payment intention on actual use among ShopeePay e-wallet users, and whether perceived usefulness affects actual use of ShopeePay. The methodology involves 250 respondents who use ShopeePay, have seen online advertisements, and are between the ages of 15 to 50. The results indicate that online advertising significantly influences perceived usefulness, and has a significant effect on payment intention and actual use. Likewise, perceived usefulness significantly influences both payment intention and actual use. These findings support previous research on the antecedents of advertising attitudes in the context of social media, confirming that online advertising influences product evaluation, and reinforcing that advertising attitude, product evaluation, and incentives are important factors in determining consumer purchase intentions. Practical implications—these findings are crucial for advertising marketing managers. Online advertising on credible social media platforms and apps increases consumers' purchasing intentions. Advertisers should build a good reputation for the online advertisements they broadcast.
