Abstrak Tujuan penelitian ini adalah untuk mengetahui efektivitas Badan Keamanan Laut dalam melaksanakan fungsi penegakan hukum di perairan laut Indonesia. Penelitian menggunakan pendekatan penelitian kualitatif. Informan penelitian sebanyak 9 orang ditentukan dengan snowball sampling. Pengumpulan data dilakukan dengan menggunakan teknik observasi, wawancara dan studi kepustakaan. Analisis data menggunakan analisis deskriptif yang dikembangkan dengan analisis triangulasi. Hasil penelitian menemukan bahwa Badan Keamanan Laut belum efektif dalam melaksanakan fungsi penegakan hukum di perairan laut Indonesia, hal ini disebabkan menurunnya pelaksanaan operasi Badan Keamanan Laut selama tahun anggaran 2018. Bila dibandingkan dengan kompleksitas tuntutan dan tantangan keamanan dan keselamatan perairan laut Indonesia yang luasnya mencapai lebih kurang 5,8 juta km2 dengan kondisi geografis negara kepulauan yang terdiri dari 17.054 pulau, maka efektivitas Badan Keamanan Laut dalam melaksanakan fungsi penegakan hukum di wilayah perairan laut Indonesia dan wilayah yuridiksi Indonesia perlu ditingkatkan. Konsep Baru yang didapat dari analisis efektivitas Badan Keamanan Laut dalam melaksanakan fungsi penegakan hukum di wilayah perairan laut Indonesia dan wilayah yuridiksi Indonesia adalah konsep baru tentang Manajemen Sarana Prasarana Keamanan Laut Indonesia. Kata kunci: efektivitas, badan keamanan laut, penegakan hukum. Abstract The purpose of this study was to determine the effectiveness of the Maritime Security Agency in carrying out law enforcement functions in Indonesian marine waters. Research uses a qualitative research approach. 9 informants of the research were determined by snowball sampling. Data collection was carried out using observation, interview and literature study techniques. Data analysis using descriptive analysis developed with triangulation analysis. The results of the study found that the Maritime Security Agency has not been effective in carrying out law enforcement functions in Indonesian marine waters, this is due to the decreasing operation of the Maritime Security Agency during the 2018 budget year. less 5.8 million km2 with the geographical condition of an archipelago consisting of 17,054 islands, the effectiveness of the Maritime Security Agency in carrying out law enforcement functions in the territorial waters of Indonesia and Indonesia's jurisdiction needs to be improved. The new concept obtained from the analysis of the effectiveness of the Maritime Security Agency in carrying out law enforcement functions in the territorial waters of the Indonesian seas and the jurisdiction of Indonesia is a new concept about the Management of Facilities for Indonesia's Marine Security Infrastructure. Abstrak Tujuan penelitian ini adalah untuk implementasi kebijakan pengembangan Kawasan Industri Terpadu Pelabuhan Tukak Sadai di Kabupaten Bangka Selatan, Provinsi Kepulauan Bangka Belitung dan faktor-faktor yang mempengaruhinya. Penelitian ini menggunakan metode kualitatif dengan teknik pengumpulan data berupa observasi, wawancara mendalam dan studi kepustakaan. Analisis data dilakukan dengan menggunakan teknik triangulasi. Hasil penelitian menemukan bahwa implementasi kebijakan pengembangan Kawasan Industri Terpadu Pelabuhan Tukak Sadai masih belum optimal. Faktor-faktor yang menghambat dalam implementasi kebijakan pengembangan Kawasan Industri Terpadu Pelabuhan Tukak Sadai adalah faktorpolitik, ekonomi, sosial, dan teknologi. Kata kunci: implementasi kebijakan, kawasan industri terpadu, pelabuhan. Abstract The purpose of this research is to implement the policy of developing the Integrated Industrial Estate of Tukak Sadai Port in the South Bangka Regency, Bangka Belitung Islands Province and the factors that influence it. This research uses qualitative methods with data collection techniques such as observation, in-depth interviews, and literature studies. Data analysis was performed using triangulation techniques. The results found that the implementation of the Tukak Sadai Port Integrated Industrial Estate development policy was not yet optimal. The inhibiting factors in the implementation of the Tukak Sadai Port Integrated Industrial Estate development policy are political, economic, social and technological factors. Abstrak Tujuan penelitian ini adalah untuk menganalisis implementasi kebijakan pengembangan Angkutan Umum Massal berbasis Bus Rapid Transit (BRT) dalam mewujudkan sistem transportasi publik perkotaan yang berkeadilan dan Berkelanjutan di Provinsi DKI Jakarta. Penelitian ini menggunakan metode kualitatif dengan teknik pengumpulan data berupa observasi, wawancara mendalam dan studi kepustakaan. Analisis data penelitian dilakukan dengan menggunakan teknik triangulasi. Hasil penelitian menemukan bahwa implementasi kebijakan pengembangan angkutan massal berbasis BRT telah memberikan dampak positif berupa mengurangi kemacetan dan tertatanya sistem transportasi perkotaan. Namun harus implementasi kebijakan ini masih menyisahkan masalah. Implementasi kebijakan ini cenderung berorientasi predict and provide dalam kerangka mengatasi kemacetan dan kesemrawutan lalu lintas di perkotaan, dan cenderung mengabaikan rasa keadilan pengguna sarana transportasi dan stakeholder pembangunan lainnya yang ikut berkontribusi dalam kegiatan transportasi publik. Implementasi kebijakan ini belum berjalan optimal dan masih memiliki keterbatasan-keterbatasan, baik dari sisi perencanaan, penentuan tarif dan sistem pembayaran, operasional, dan pengawasan kebijakan. Kata kunci: implementasi kebijakan, angkutan umum massal, transportasi publik. Abstract The purpose of this study was to analyze the implementation of the policy of developing Bus Rapid Transit (BRT)-based mass public transportation in realizing a just and sustainable urban public transportation system in DKI Jakarta Province. This research uses qualitative methods with data collection techniques such as observation, in-depth interviews and literature study. Research data analysis was performed using triangulation techniques. The results of the study found that the implementation of the BRT-based mass transit development policy had a positive impact in the form of reducing congestion and the orderliness of the urban transportation system. However, the implementation of this policy must still be a problem. The implementation of this policy tends to be predictive and provide oriented in the framework of overcoming traffic congestion and traffic chaos in urban areas, and tends to ignore the sense of fairness of transportation facility users and other development stakeholders who contribute to public transportation activities. The implementation of this policy has not run optimally and still has limitations, both in terms of planning, determining rates and payment systems, operational, and policy supervision. This research aims to analyze the collaboration policy of the Regional Government with the State Electricity Company and Biogas Power Plant in utilizing renewable energy. This research was conducted in Rantau Sakti Village, North Tambusai District, Rokan Hulu Regency, Riau Province using a qualitative approach. Data collection techniques used in this study in the form of interviews, observation and documentation studies. The results of the study found that the collaboration of the Regional Government with the State Electricity Company and the Biogas Power Plant in utilizing new and renewable energy is basically not yet created and formed intactly and comprehensively because based on the facts only indicates that there is a potential collaboration of the Regional Government with the State Electricity Company and Biogas Power Plant. If the Biogas Power Plant already has legality and clarity on the legal status and its management as a result of a change in the Regional Government Law which causes the authority in the energy sector to be drawn to the provincial level, the Regional Government of Rokan Hulu Regency loses management rights over the Power Plant Biogas.

This study discusses the influence of delegation of authority, budget allocation and leadership to the performance of sub-districts in Garut Regency, West Java Province, Indonesia. The study uses a quantitative approach by taking a sample of 286 respondents from a population of 1003 people. Data collection in this study using questionnaires. Data analysis techniques using SEM analysis. The magnitude of the influence of delegation of authority on sub-district performance reached 0.754 determined by the political will of the district head to delegate part of government authority to the sub-district head, the political will of the district head to make the sub-district the center of community service, regional technical institutions' delegation to delegate part of the technical authority that can be carried out by the district head, budget support and personnel to exercise delegated authority. The magnitude of the effect of budget allocations on a sub-district performance that reaches 0.651 is determined by comprehensive and disciplined, flexibility, predictability, honesty, information, transparency, and accountability. The amount of leadership influence on a sub-district performance that reaches 0.655 is determined by the guidance and direction given by the sub-district head, the behavior of the sub-district head's relationship with the sub-district apparatus, and the level of readiness of the sub-district apparatus.

One of the government's policy to reduce the maternal mortality rate (MMR) is to launch Jampersal Program. This study purpose to describe the factors associated with utilization Maternity Insurance service (Jampersal) by maternal in Public Health Center X, Muaro Jambi Regency in 2013. The research method used a cross sectional sampling technique with proportional random sampling, after that followed by a qualitative approach through in-depth interviews and document review 9 informants. Quantitative research results showed that 31.1% Jampersal utilize. There is a significant relationship between the variables of age, education, knowledge, attitudes, beliefs, income, accessibility, the role of health workers and the need to use Jampersal. The most dominant variable is income after controlled by education, knowledge, income and accessibility. This study recommended midwives to give more intensive information, clear and complete to the community and always working to improve the quality of service Jampersal.

The purpose of this study was to analyze the implementation of the follow-up policy on the results of the examination of state finances in the implementation of the National Health Insurance. Research uses a qualitative research approach. Data collection was carried out using interview, observation and documentation study techniques. Data analysis was performed descriptively with the observers' triangulation analysis. The results of the study found that the implementation of the follow-up results of the examination was not yet fully effective, because 5 of the 26 recommendations that had been followed up by the Health BPJS were not in accordance with the recommendations of the Supreme Audit Agency. The implementation of the policy on the follow up of the results of the state financial audit in the implementation of the National Health Insurance covers actions and improvements that include: (1) Establishment of adequate regulations related to testing the truth of BU PPU data; (2) Distribution of KIS which is still in the possession of the Health BPJS, and report its progress to the Ministry of Health and Ministry of Social Affairs in the context of coordinating participant addresses; (3) The head of the SDS and General groups carries out promotional activities through the media directly using the intended media; (4) Coordinating with the Regional Government regarding the integration of Jamkesda; (5) Determination of KPI that is able to realize financial independence; and (6) Coordinate with the Ministry of Social Affairs for inaccurate PBI data.

The impact of technology is very fast, in principle it can be a threat to Indonesian citizens, especially in some areas such as the capital lifting regions. The devotion to the community aims to provide mentoring and socialization of the rights that are being addressed by Labor based on legislation on Labor. قد قام بالبحث عن الأخطاء الصرفية بطريقة التحليل في كتابة اللغة العربية لطلاب المدرسة الإبتدائية زين الحسن قنقون. هذا البحث يقصد لمعرفة الأخطاء في كتابة اللغة العربية لطلاب المدرسة الإبتدائية زين الحسن قنقون. سبب الأخطاء وكيفية يصحيح الأخطاء الصرفية. في طريقة تحليل الأخطاء اللغة, مرّت الباحثة خمس مراحل, وهي : تحديد الأخطاء, وتصوير الأخطاء, وتصنيف الأخطاء, وتفسير الأخطاء, وتصويب الأخطاء. وهذا البحث, أخذت الباحثة ثمانية وعشرون كتابة للطلاب الذين يجلسون في الفصل الثالث بمدرسة الإبتدائية زين الحسن قنقون تكون البيانات حلّلت الباحثة تلك البيانات باستخدام المراحل في طريقة تحليل الأخطاء اللغة. من هذا التحليل وضح الشّرح سيأتي الجدول يعرض فيه الباحث درّجة الأخطاء الصرفية ودرجة أسبابِها, منها : الأخطاءُ في إسناد الأفعالِ إلى الضمائر الأخطاء في بناء المشتقاق الأخطاء في بناء الأفعال مجردا كان أو مزيدا الأخطاء في بناء إسم المفرد والمثنى والجمع الأخطاء في الإعلال الأخطاء في التذكير والتأنيث الأخطاء في تعيين الضمائر ثم وجدت الباحثة أسباب الأخطاء الصرفية في كتابة اللغة العربية للطلاب المدرسة الإبتدائية زين الحسن قنقون, كمايلى : التطبيق الناقص للقواعد الجهل بالقاعدة وقيودها والشروط التى تطبق فيها المبالغة في التعميم الإفتراضات الخاطئة حول اللغة الهدف.
