Abstract

The Tengger community in Sedaeng Village, Tosari District, Pasuruan Regency, is known for its multicultural tradition that prioritizes interreligious tolerance, even though its residents adhere to different religions, especially Islam and Hinduism. This research aims to examine how the existence of Muslims in the midst of religious and cultural diversity can take place in harmony and how social, economic, and political value systems contribute to the formation of harmony. Using a qualitative approach based on ethnography and functional structural theory, this study examines the religious portrait of the Sedaeng community through the framework of social capital. The findings show that Tengger traditional values that contain multiculturalism, local wisdom in tolerance, and social symbols inherited through tradition, are a solid foundation for interreligious harmony. Collective beliefs, social obligations, and the meaning of tradition as a guideline for life have proven to be the main pillars in framing the harmony of the ummah. The novelty of this research lies in the identification of the role of customary-based religious social capital as a cultural mechanism in forming active tolerance in rural pluralistic communities.

Abstract

Character education constitutes a strategic public policy instrument for strengthening citizenship quality and social resilience. In Indonesia’s decentralized governance system, character education policy is translated into various regional initiatives, including the Gapura Panca Waluya Program in West Java Province. Although normatively formulated by the provincial government, the program’s implementation at the school level demonstrates varying outcomes and practices that do not always reflect its transformative objectives. This study aims to analyze the dynamics of street-level actors in the implementation of the Gapura Panca Waluya Program and to identify structural challenges and patterns of implementation across schools. The research employs a qualitative policy study design based entirely on secondary data. Data were collected from regional policy documents, official government reports, educational evaluation records, and relevant academic literature. Document analysis was conducted to examine policy narratives, actor roles, and the relationship between policy design and school-level practices. The findings reveal that principals and teachers play a central role in interpreting and operationalizing character education policy. However, broad discretionary space, uneven institutional capacity, and evaluation mechanisms emphasizing administrative compliance encourage ceremonial and symbolic implementation patterns. Variations across schools reflect the interaction between local discretion and regional policy design. The study concludes that effective character education policy depends not only on normative clarity but also on coherent policy design, substantive supervision, and sustained capacity strengthening at the school level.

Abstract

Development of Animated Film Media to Increase Self- Confidence of Students at Prambanan 3 Junior High School, Yogyakarta. Thesis. Yogyakarta: Faculty of Education, Yogyakarta State University, 2025.This research aims to produce animated film media that: (1) meets eligibility criteria, (2) is practical, and (3) is effective for use in guidance and counseling services to increase student self-confidence. The research and development method used was the ADDIE model, adapted from the Branch development model. The research stages included analysis, design, development, implementation, and evaluation. The research was conducted at Prambanan 3 Junior High School Yogyakarta. The trial subjects were 92 students, consisting of two experimental classes and one control class. Data collection techniques included observation, questionnaires, and a self-confidence scale. Data were analyzed using qualitative and quantitative approaches. The results indicate that: (1) the animated film media is declared highly feasible by media experts and material experts based on validation results; (2) the media meets practicality criteria, with an average score of 3.64 from teachers and a score of 91 from students, both of which fall into the very practical category; and (3) the media effectively increases student self-confidence. The effectiveness is proven through the N-gain calculation, which shows an increase in self-confidence scores in the experimental class higher than the control class. The ANOVA test using SPSS produces an F value of 16.316 with a significance of 0.000 (p < 0.05), so H0 is rejected. This indicates that animated film media has a significant effect on increasing the self-confidence of junior high school students.

Abstract

This study aims to gain an in-depth understanding of the phenomenon of using the Quick Response Code Indonesian Standard (QRIS) among students as well as the factors influencing its adoption and continued use. This research employs a descriptive qualitative approach, with data collected through in-depth interviews, participatory observation, and documentation involving active student users of QRIS and merchants around the campus. The findings reveal that convenience, speed, and cross-platform capability are the main factors driving students to use QRIS. Incentives such as cashback and discounts also play an important role as initial motivations for adoption. However, the sustainability of QRIS usage is significantly affected by users’ trust levels and experiences. Negative experiences such as failed transactions, network disruptions, and security risks reduce students’ willingness to continue using QRIS. Furthermore, the use of QRIS has a dual impact on students’ financial behavior: on one hand, it increases consumptive tendencies, while on the other, it helps financially literate students control their expenses through digital transaction records. External factors such as limited internet connectivity and merchant readiness also serve as major barriers to sustained use. Therefore, enhancing students’ financial and digital literacy, providing technical training for small merchants, and strengthening network infrastructure are essential to support the sustainable, secure, and inclusive implementation of QRIS within the university environment.

Abstract

The rapid development of digital technology in the globalization era demands innovation in learning resources that can present material concretely; however, in reality, IPAS learning on cultural diversity in schools is still dominated by lecture methods that tend to be abstract and less engaging for students. This study aims to: (1) describe the development process of "Berbudi" interactive learning media using the ADDIE model; (2) test the validity of the media based on expert judgment; (3) analyze the practicality of the media; and (4) measure the effectiveness of the media in improving learning outcomes for IPAS subjects, specifically on cultural diversity material for fourth-grade students at SD Negeri 2 Puru, Trenggalek. This is a Research and Development (R&D) study employing the ADDIE model (Analysis, Design, Development, Implementation, Evaluation). The research subjects were fourth-grade students of SD Negeri 2 Puru. Data collection instruments included expert validation sheets, teacher and student response questionnaires, and learning outcome tests (pre-test and post-test). The results showed that: (1) Berbudi media was declared highly valid with an average score from material, media, and language experts of 92.68%; (2) the media was declared highly practical based on teacher responses (95.83%) and student responses (91.67%); (3) the media was declared highly effective with a significant increase in learning outcomes, as indicated by an average N-Gain score of 0.72 (high category). The conclusion of this study is that the Articulate Storyline-based Berbudi interactive learning media is feasible and effective for use as an independent learning resource to enhance students' understanding of Indonesian cultural diversity within the Merdeka Curriculum

Abstract

Kemampuan penalaran matematis adalah proses berpikir logis yang memungkinkan siswa untuk menarik kesimpulan berdasarkan fakta, konsep, dan informasi yang relevan. Kemampuan penalaran matematika sangat penting dalam memahami suatu permasalahan matematis, menggali ide, memperkirakan solusi, dan menyatakan pernyataan matematis dalam hal matematis yang sesuai serta pemahaman bahwa matematika itu bermakna. Terdapat empat indikator yang penting dalam kemampuan penalaran matematis, yaitu menyajikan pernyataan matematika secara tertulis, mengajukan dugaan (Conjektur) dan melakukan manipulasi matematika, menyusun bukti dan proses solusi, dan menarik kesimpulan, memberikan alasan atau bukti terhadap kebenaran solusi. Penelitian ini bertujuan untuk mendeskripsikan kemampuan penalaran matematis siswa kelas VII dalam menyelesaikan soal kontekstual pada materi persamaan linear satu variabel (PLSV) berdasarkan self efficacy. Penelitian menggunakan pendekatan deskriptif kualitatif. Instrumen penelitian berupa tes yang dikembangkan peneliti dan telah divalidasi. Penelitian dilakukan di SMPN 1 Baturetno, Kabupaten Wonogiri dengan 31 subjek penelitian yang terdiri dari 7 siswa dengan self efficacy tinggi, 19 sedang, dan 5 rendah. Artikel ini menyajikan data dari 3 subjek yang mewakili setiap level self efficacy. Data dikumpulkan melalui angket self efficacy dan wawancara, kemudian dianalisis melalui tahap reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa siswa dengan level self efficacy tinggi melibatkan seluruh indikator kemampuan penalaran matematis dalam penyelesaian soal, siswa dengan level self efficacy sedang melakukan tiga indikator kemampuan penalaran matematis, dan siswa dengan level self efficacy rendah hanya menyajikan pernyataan matematika secara tertulis.

Abstract

Rock mining resources in the Kendeng Mountains, Sukolilo District, still face several problems in their management process, particularly the widespread presence of illegal miners operating without permits and the conflicts arising from environmental damage around the mining areas. This study aims to examine the government’s supervision system in addressing rock mining problems in the Kendeng Mountains as well as the dynamics of conflict between miners and the surrounding community. The research employed a qualitative method with a descriptive approach. Data were collected through observation, in-depth interviews, and documentation using purposive sampling involving local communities, miners, village officials, local government representatives, and law enforcement officers. The data were analyzed using the interactive model of Miles and Huberman, which includes data reduction, data display, and conclusion drawing and verification. The findings indicate that the rock mining conflict in the Kendeng Mountains is multidimensional, encompassing regulatory conflicts, technical-operational conflicts, and community resistance caused by environmental degradation, dust pollution, road infrastructure damage, and declining agricultural productivity. The increasing number of illegal mining activities has triggered horizontal conflicts between miners and local residents, as well as vertical conflicts between miners and the government due to discrepancies between formal regulations and practices in the field. Government supervision and conflict prevention efforts have not been implemented optimally and have not yet fostered a sense of responsibility among miners, which is influenced by weak field supervision, limited understanding of licensing procedures among miners, and insufficient policy socialization. Therefore, this study emphasizes the importance of strengthening the supervision system, enforcing stricter law enforcement, enhancing community participation, and fostering collaboration among stakeholders to achieve sustainable natural resource management and to minimize mining conflicts in the Kendeng Mountains, Sukolilo District.

Abstract

Visum et Repertum (Visum et Repertum) plays a crucial role in the criminal evidence process, but the authority of general practitioners in community health centers (Puskesmas) to issue them still creates legal uncertainty, especially after the enactment of Law Number 17 of 2023 concerning Health. This study aims to analyze the limitations of general practitioners' authority in preparing visums based on provisions of health law and state administrative law. The research method used is normative juridical, with a statutory, conceptual, and doctrinal approach, accompanied by an analysis of forensic medicine literature and medical professional regulations. The results indicate that Law 17 of 2023 does not explicitly regulate the authority of general practitioners in forensic procedures. Therefore, visums can only be issued if they comply with competency, professional standards, and the medical code of ethics. The study also found a gap between the needs of law enforcement in the regions and the limited forensic personnel, resulting in general practitioners still being required to issue visums despite inadequate normative basis. The study's conclusions emphasize the need for more comprehensive derivative regulations to provide legal certainty, improve the quality of visums, and protect doctors from legal risks.

Abstract

This study aims to analyze the performance of employees at the Bappeda Provinsi Jawa Timur from a good governance perspective, referring to Mangkunegara’s performance dimensions. The research employs a descriptive qualitative approach through in-depth interviews, observation, and document analysis involving seven key informants. Data were analyzed using the interactive model of Miles, Huberman, and Saldaña, along with source and technique triangulation to ensure data credibility. The findings indicate that institutionally, employee performance is categorized as good, as reflected in high performance indicator achievements, strong implementation of SAKIP (Government Agency Performance Accountability System), and the application of Employee Performance Targets (SKP) and the merit system. The principles of accountability and transparency have been procedurally implemented through reporting mechanisms, public consultation forums, and the publication of performance documents. Organizational effectiveness is demonstrated by program target achievements exceeding established standards, as well as cross-sector coordination in the preparation of strategic planning documents. However, the study also identifies a gap between administrative achievements and the substantive quality of work processes. The challenges include suboptimal inter-departmental data integration, unequal workload distribution, competency mismatches in certain positions, and cross-sector coordination dynamics. These conditions indicate the potential for pseudo-performance, where performance appears formally strong but is not yet fully integrated substantively.

Abstract

This study aims to analyze the public value of BUMDes “Jaya Tirta” in improving community welfare in Gedongarum Village, Kanor District, Bojonegoro Regency. The study employs the public value theory proposed by Mark H. Moore, which is articulated through the Strategic Triangle framework consisting of three main elements: legitimacy and support, operational capacity, and substantive value. This research adopts a descriptive qualitative approach, with data collected through observation, interviews, and documentation involving seven informants. Data analysis was conducted using the interactive model of Miles and A Huberman. The findings indicate that BUMDes “Jaya Tirta” has successfully generated tangible public value for the community. From the dimension of legitimacy and support, the enterprise strengthens stakeholder confidence by ensuring openness in the delivery of accountability reports at Village Consultative Meetings, encouraging both formal and informal community involvement, and maintaining solid institutional arrangements based on Village Regulation No. 2 of 2017. In terms of operational capacity, BUMDes employs 57 personnel, manages an irrigation network covering more than 600 hectares of agricultural land, and generates revenues reaching approximately IDR 3.5 billion per planting season. Regarding substantive outcomes, the pump-based irrigation system significantly improves agricultural performance, raising crop yields from 6–7 tons to 10–12 tons per hectare and increasing planting intensity from a single harvest to two or even three harvests annually. The wider community also benefits indirectly through CSR allocations and contributions to Village Original Revenue (PAD). Despite these achievements, several challenges persist, including the need to enhance digital transparency, expand technical training for field workers, and reduce structural reliance on middlemen in grain distribution, which continues to limit the economic gains obtained by farmers.
