Abstract

This paper presents a rigorous comparative study of the Islamic Caliphate and the Vatican City State, which operates under the governance of the Roman Catholic Church. Both institutions are anchored in authoritative theological doctrine, yet their historical evolution, mechanisms of legitimation, and global reception have unfolded in sharply contrasting manners. The Caliphate, conceived as the apex of Islamic authority uniting political and spiritual oversight, underwent a sequence of crises, culminating in the formal abolition in 1924, resulting in an enduring contest over its contemporary significance. The Vatican, by contrast, has displayed remarkable durability, its papal leadership securing a distinctive role in secular diplomacy and international governance, sustained by a coherent apparatus that transcends the territorial confines. The core finding is that the Vatican’s enduring stability stems from its successful transformation of theological mandate into widely recognized diplomatic legitimacy and transnational soft power. This contrasts with the Caliphate’s decline, which was accelerated by its structural entanglement with territorial governance and military power, leading to perceptions of it as an anachronism. This study contributes a novel cross-civilizational analytical template, treating both entities as theocratic formations. It compares their historical processes, modes of theological authority, and patterns of political reception within their respective polities. The principal innovation resides in this comparative frame, which illuminates how religion is mobilized as institutional power and addresses the contrasting degrees of global endorsement each system receives.Employing a qualitative, descriptive-analytical framework grounded in a multiple case study methodology, this inquiry seeks to advance religious political theory by unraveling the nuanced interplay between religious institutions and the apparatus of the state.

Abstract

This study aims to enhance the smart governance performance in the Papua and West Papua Governments in their current condition, especially on the website and platform X. The method of this study is qualitative with a case study approach. The data collected through the documentation technique based on the website and X account of the Papua and West Papua Governments, official government data, online mass media and previous studies literature. This study found that the smart governance in the Papua and West Papua Governments is not optimal and requires improvement in public service, transparency, and public participation indicators. Several challenges of smart governance implementation in both local governments are the infrastructure limitations, low digital literacy capability, and internet signal inclusivity. This study has several suggestions to improve the smart governance performance in the Papua and West Papua Governments. (1) The Papua and West Papua Governments must prioritize digital training for the bureaucracy to enhance digital literacy in the government. (2) The Papua and West Papua Governments are also required to improve their education curriculum to include digital skills for students. Further research is proposed to map the citizens sentimental perception about smart governance in both local governments by social media analysis

Abstract

Bureaucratic reform has become a strategic foundation for improving public service quality and strengthening governance in Indonesia. The city of Surabaya stands out as a leading case, achieving the highest Bureaucratic Reform Index in 2024 through consistent integration of digital innovation, human resource development, and participatory governance. This study analyzes Surabaya’s best reform practices including the Public Service Mall, the WargaKu complaint system, Surabaya Single Window, and Satu Data Surabaya and how they contribute to the realization of Good Urban Governance. Using a descriptive qualitative approach, the research draws upon secondary data from official reports, academic studies, and government evaluations. The findings show that these reforms have significantly improved efficiency, transparency, accountability, participation, and responsiveness, transforming Surabaya into a more citizen-oriented administration. Nevertheless, the reform process also faced challenges such as bureaucratic resistance, digital inequality, and inter-agency coordination gaps, which were mitigated through leadership commitment and multi-actor collaboration. The study contributes both practically by identifying replicable reform strategies for other cities and theoretically by illustrating how localized bureaucratic reform operationalizes the principles of good urban governance in developing contexts. Future research is recommended to assess the long-term sustainability and adaptability of such reforms across cities with varying administrative capacities. Surabaya’s experience demonstrates that sustainable governance is built not only through structural reform, but through continuous digital innovation, institutional learning, and citizen participation.

Abstract

Tax avoidance remains a persistent challenge in emerging economies, particularly within State-Owned Enterprises (SOEs) that are expected to serve both commercial and public functions. This study investigates the influence of independent commissioners and institutional ownership on tax avoidance among SOEs listed on the Indonesia Stock Exchange (IDX) during the 2015–2023 period. The research adopts a quantitative approach with an inferential design, utilizing secondary data derived from the annual reports of 23 SOEs that met the sample criteria, resulting in 207 firm-year observations. Tax avoidance is measured using the Effective Tax Rate (ETR). The analytical method employed is Generalized Least Squares (GLS) regression, with the Random Effect Model (REM) selected based on Chow, Hausman, and Lagrange Multiplier tests. Data processing was conducted using STATA version 17, and the model's validity was tested through classical assumption tests, including normality, multicollinearity, heteroscedasticity, and autocorrelation. The results reveal that the proportion of independent commissioners has no significant effect on tax avoidance, while institutional ownership is negatively associated with ETR, indicating a positive effect on tax avoidance. These findings suggest that institutional ownership in SOEs may not effectively function as a governance mechanism due to political interference and agency conflicts. This study contributes to the corporate governance literature by offering empirical insights into the symbolic nature of governance structures in government-owned firms, particularly in the context of developing countries.

Abstract

This study examines the challenges of implementing the Electronic-Based Government System (SPBE) in Sabu Raijua Regency, one of Indonesia’s frontier, outermost, and least developed (3T) regions located in East Nusa Tenggara Province. The selection of Sabu Raijua as the focus of analysis is grounded in its representative status as a 3T area, which faces structural and contextual constraints in advancing digital governance. Employing a qualitative approach, the research involved in-depth interviews, field observations, and document analysis with 33 informants, including heads of local agencies, staff, and citizens as service recipients. The findings reveal four significant challenges in implementing SPBE for realizing digital bureaucracy in Sabu Raijua: (1) policy-related barriers, (2) institutional limitations, (3) inadequate infrastructure, and (4) weaknesses in application systems. SPBE enhances bureaucratic innovation and digital governance, thereby improving efficiency, accountability, and public participation. However, the implementation of SPBE in this region encounters unique challenges that demand innovative and adaptive approaches to ensure effectiveness and inclusiveness. Accordingly, the study highlights the need for locally tailored policies, adaptive and collaborative digital architecture, bottom-up approaches, and strengthening local bureaucratic capacity.

Abstract

Voting behavior is an important part of the democratic process which can investigate the factors that influence constituents in choosing leaders. The purpose of this paper is to find out how the voting behavior of indigenous minority communities in determining leaders. The indigenous minority community is the object of research, which means that the community is part of the indigenous ethnic element but because of its origin from another area, it is considered a migrant. The main argument of this paper is that Kampa people choose regional heads influenced by sociological factors based on the social environment. This research is a qualitative study using the Social Circle Theory by George Simmel. In this study, data was collected using primary data through direct interviews, and secondary data was collected through scientific journals and online mass media. The results of the study found that the voting behavior of the Kampa community was influenced by first, namely political preferences which vote based on considerations from traditional leaders, second geopolitics where geographically the area inhabited is the majority of Minangkabau tribes, and third based on socio-economic structures that influence rational reasons for choosing regional heads.

Abstract

The Republic of Indonesia's Constitutional Court (MK RI) garnered significant public attention during the 2024 elections due to two contentious rulings it rendered. The age restriction for presidential and vicepresidential candidates was the subject of the first ruling, while challenges to the election results were the subject of the second. It's interesting to note that a number of judges have expressed opinions that differ from the rulings in these two contentious decisions, a fact known as dissenting opinions. This study intends to investigate the legal foundation of dissenting opinions and the legal ramifications of such decisions using qualitative approaches, bolstered by document analysis, case studies, and jurisprudence analysis. This study concludes that, with regard to two contentious rulings made by the Constitutional Court of the Republic of Indonesia regarding the 2024 elections, divergent viewpoints have no bearing on the rule of law but do have an effect on judges' individual authority and can provoke public discussion. The contrasting viewpoints expressed in dissenting opinions contribute to a richer legal discourse, particularly when it comes to the significance of substantive and procedural justice in Indonesian elections. This study recommends that the nomination, determination, and selection of judges for the constitutional court be carried out in a transparent, responsible manner that takes into account increased public involvement in an effort to preserve legal sovereignty while defending the ideals and principles of democracy. Rather than going via a political process rife with interests that diminish the court's authority and credibility as a stand-alone judicial body

Abstract

This study examines the political motivations underlying the National Awakening Party’s (PKB) decision to join the Indonesia Maju Coalition following the 2024 presidential election by integrating insights from coalition theory, particularly office-seeking and policy-seeking frameworks, as well as party institutionalization theory. This research adopts a qualitative case study approach to uncover micro-level motivations through the analysis of multi-source data, including credible online news reports, official party documents, and elite public statements.The findings demonstrate that PKB’s realignment is not merely a general pragmatic shift but reflects a calculated balance between office-seeking and policy-seeking behavior. Empirically, PKB’s maneuver is evidenced by its targeted pursuit of strategic cabinet positions, indicating a structured effort to secure institutional access to executive power. At the same time, the study finds that PKB actively negotiates policy influence, particularly in socio-economic and religious-based welfare programs, to maintain alignment with its traditional voter base. Furthermore, the role of Muhaimin Iskandar is identified as a decisive factor, where leadership consolidation and personal political survival shape party strategy. The research also reveals that long-standing relational ties with Prabowo Subianto function as informal political capital, facilitating smoother coalition entry and reducing transactional costs. This study contributes to the literature by providing a micro-level empirical explanation of post-election coalition realignment in Indonesia, highlighting how ideological narratives are strategically embedded within pragmatic power calculations. Unlike previous studies that treat coalition shifts as purely opportunistic or structurally determined, this research demonstrates that PKB’s decision reflects a hybrid model of political behavior, where institutional interests, leadership agency, and policy aspirations interact simultaneously.

Abstract

Public satisfaction is an important indicator in government agencies' assessment of the success and effectiveness of public services. Satisfaction reflects the extent to which the government has succeeded in meeting the needs and expectations of citizens and can be the basis for the improvement and development of policies that are more in line with community needs. This study analyzes the effect of transformative services and managerial roles on community satisfaction at the Payakumbuh Public Service Mall. The study employed a quantitative research design with an associative approach, utilizing data collected from 220 participants selected through simple random sampling methodology. Structural Equation Modeling (SEM) analysis was conducted using AMOS software to examine the hypothesized causal relationships among the constructs. The results showed that transformative services and the role of managers have a positive and significant influence on community satisfaction. The findings emphasize the importance of implementing transformative services and active managerial roles in improving public satisfaction with public services. This research provides valuable insights for public service managers to optimize service quality and managerial roles in meeting community expectations.

Abstract

Poverty and political instability are two fundamental issues that continue to shape governance and public policy in many countries, particularly in the Global South. Despite the rapid growth of the literature on these issues, studies that systematically map conceptual relationships, research trends, and global knowledge structures remain limited. Existing research often treats poverty and political instability as separate or loosely connected phenomena, thereby overlooking the institutional and political mechanisms that link them. This article addresses this gap by examining how global research has constructed the relationship between poverty and political instability, with particular attention to the Global South. The study employs a bibliometric approach, analysing 706 Scopus-indexed publications from 2016 to 2025 using VOSviewer. The findings indicate a significant increase in academic attention since 2019 and reveal that poverty is predominantly framed in relation to governance, public policy, and health, while its direct linkage to political instability remains comparatively underexplored. The analysis also highlights persistent geographic disparities in knowledge production, with the Global North dominating publication networks despite increasing contributions from the Global South. These findings contribute to the literature by clarifying the structural positioning of poverty within contemporary governance debates and by identifying gaps in the empirical examination of political instability. However, this study is limited by its reliance on a single database (Scopus) and the constraints of bibliometric analysis in capturing contextual and causal dynamics. Overall, the study underscores the need for more integrative and context-sensitive approaches to understanding the relationship between poverty and political instability in the Global South.
