Abstract

Indonesia is one of the world's third-largest fish-producing countries after India and China. In the context of Indonesia, the central government delegates the management of fisheries resources to the provinces or local governments. This study examines what responsibilities the province have and how the province carry out these responsibilities in managing fisheries in their regions. This study uses conceptual framework of responsibilization that focuses on agents, actions, and strategies. Qualitative research is fundamental in this study, where we collected the data through interviews with informants from The Department of Marine and Fisheries (DMF) of Yogyakarta Special Province. DMF of Bantul, DMF of Kulon Progo and DMF of Gunung Kidul and fishermen. We also conducted document analysis particularly from national and provincial regulations as well as strategic planning of marine and fishery development in Yogyakarta province. This study found that the (DMF) of Yogyakarta Special Province manages fisheries resources independently, without delegating responsibilities to the regencies. While tasks related to empowering fishermen and managing fish auction sites are transferred to the regencies along with human resources, the lack of clear responsibility-sharing creates significant challenges. Specifically, the unclear division of responsibilities hampers effective fisheries resource management and results in minimal monitoring by regional departments. Consequently, this lack of oversight allows non-local fishermen to exploit Yogyakarta's marine resources, negatively impacting the welfare of local fishermen. To address these issues, this research recommends revising current regulations to delegate fisheries monitoring responsibilities to the regencies, thereby enhancing resource management and safeguarding local fishermen’s livelihoods.

Abstract

Indonesia has experienced a decline in democracy over the past 5 years. The peak was in the 2024 Election, when political actors used their power to gain advantage in the Election. This article aims to analyze and predict how the situation of democracy in Indonesia will be in the future, especially in the next 5 years. This study uses a qualitative approach and data collection techniques with a literature review. Data analysis was carried out by observing the political symptoms that occurred and taking examples from other countries. The results of this study can be seen that the 2024 Election provides a major contraction to Indonesia's political tension. By looking at various indicators of democratization, Indonesia will experience a further decline in democracy in the future. Theoretically, this study not only enriches academic discourse on democracy and elections, but also emphasizes policy makers in formulating and maintaining Indonesian democracy in the future.

Abstract

Quality of life of the community is an important indicator of well-being. The aim of this study is to examine the relationship between community participation in tourism development and community quality of life in framework of economi cooperation area. Importance of this research is to find out whether the government's efforts to improve the quality of life of the community through tourism have had an impact on the quality of life of the community. This study involved a sample of 354 respondents. The samples were taken from 10 districts within Bintan Regency using multistage random sampling, and data collection was conducted through systematic random sampling methods.After conducting the validity and reliability tests, the results indicated that the research instrument is both valid and reliable. Subsequently, a correlation test was performed using the Pearson Correlation method, which yielded an r-square value of 0.283. The result that show community participation in tourism development has a weak yet positive relationship with the quality of life of the community. The positive relationship indicates that the higher the level of community participation in tourism, the better their quality of life is likely to improve. Based on these results, the conclusion that can be drawn from this study is that the government's efforts to improve the community's economy based on tourism have not been successful even though there is an economic cooperation framework in the Bintan Regency area.

Abstract

This study explores the phenomenon of political thuggery in the management of parking business in Pekanbaru City through a patron-client perspective. In the parking business, the patron-client relationship involves political actors, government officials, and thugs forming a network of mutual benefits. This practice has an impact on increasing social injustice and hampers transparent parking governance. This study uses a qualitative approach with data collection techniques in the form of in-depth interviews, observations, and document analysis. The results of the study showed that patrons provided legal and political protection to clients who were in charge of managing and securing parking areas informally. This study recommends the digitization of the parking system, strengthening regulations, and the involvement of civil society to break the chain of thuggery. This reform is expected to create fairer and more sustainable parking governance.

Abstract

Government communication plays a strategic role in building public trust and ensuring policy legitimacy. This study aims to analyze the effectiveness of the Indonesian government's communication strategy in implementing the Public Housing Savings (TAPERA) policy. This study uses a qualitative approach with a case study method, utilizing secondary data sourced from official government documents, online media reports, public responses on social media, and academic literature. Data analysis was carried out using the Miles and Huberman interactive model, including the stages of data collection, reduction, presentation, and drawing conclusions. Three main indicators are used to evaluate communication strategies: information transparency, public engagement, and government responsiveness, which were developed from symmetrical two-way communication theory and public trust theory. The results show that only transparency indicators are partially effective, while public engagement and responsiveness show significant weaknesses, especially in the lack of participatory space and delayed response to public aspirations. Theoretically, this study confirms the relevance of participatory communication approaches in the context of social policies. In practical terms, this study recommends a more inclusive, adaptive, and dialogical communication strategy to increase public participation and reduce resistance to state policies.

Abstract

This study aims to determine the effect of rewards, punishments, work environment, incentives, and work discipline on employee performance at the Batu Aji Subdistrict Office, Batam City. Employee performance plays a very important role in the success of public sector services, so understanding the factors that influence it is very important. This study uses a quantitative approach with a survey method involving fifty employees as respondents. The data obtained were analyzed using multiple linear regression after being collected through questionnaires. The results showed that rewards, work environment, incentives, and work discipline had a significant effect on employee performance, while punishment had no significant effect. Rewards, work environment, incentives, and work discipline were proven to have the greatest partial effect on employee performance. These findings contribute theoretically to enriching the literature on factors that influence employee performance in the sector, as well as contributing practically to government management to pay more attention to these aspects in order to improve employee performance at the Batu Aji Subdistrict Office. However, this study has limitations in terms of the relatively small sample size, which should be expanded for broader generalization in future studies.

Abstract

This study analyzes the influence of leadership style and work motivation on employee productivity in the Batam City Government (Pemko Batam), considering the work environment as an intermediary variable. The method used is a mixed approach between qualitative and quantitative methods. For the qualitative approach, in-depth interviews, field observations, and document studies related to the research object were conducted. Meanwhile, for the quantitative approach, a survey was conducted on 250 employees at Pemko Batam, with data collected through questionnaires distributed using purposive sampling. The results of the study show that both qualitative and quantitative approaches have the same correlation results: leadership style significantly affects employee productivity, work motivation has a positive relationship with employee productivity, and the work environment is proven to act as an intermediary variable that affects the relationship between leadership style and work motivation with employee productivity in the Batam City Government.

Abstract

Tax compliance remains a persistent issue in Indonesia, especially at the regional level, where actual tax revenues still fall short of their potential. Despite tax revenue’s vital role in national development, many taxpayers do not file returns or fully comply with tax obligations. This problem is evident at the Regional Office of the Directorate General of Taxes (DGT) East Java I, which faces low compliance rates. Prior research suggests tax compliance depends not only on tax enforcement but also on public trust and participatory mechanisms such as whistleblowing. However, limited research has integrated these elements into a single framework. This study aims to examine the direct effects of whistleblowing and tax law enforcement on tax compliance and the mediating role of trust, based on the Slippery Slope Framework. A quantitative research design was employed, using primary data from questionnaires distributed to 400 individual taxpayers registered at DGT East Java I. Respondents were selected through purposive sampling to ensure direct tax experience. Findings show that whistleblowing significantly improves tax compliance, tax law enforcement negatively affects tax compliance, and trust fully mediates these relationships. The study contributes theoretically by extending the Slippery Slope Framework and practically by offering guidance for tax authorities to enhance whistleblowing systems, ensure transparent enforcement, and build public trust.

Abstract

The gig economy trend is increasing and growing in the general public, including in developing countries, especially in a cross-border context. Technological advancements, the growth of the platform-based economy, and changing work patterns and preferences have made gig workers one of the subjects of concern for researchers and governments. Therefore, a comprehensive understanding of gig economy workers is very important, especially in the context of developing countries such as Indonesia, with reference to several important issues such as examining income, job security, and social support. This study examines the income, job security, and social support experienced by gig workers, specifically drivers, in the city of Atambua, a cross-border region in Indonesia. Utilising qualitative methods and purposive sampling, the research involved informants from diverse backgrounds. The findings reveal that supplementary income serves as the primary motivation for individuals engaging in gig work. Additionally, the flexibility in both scheduling and tasks has garnered strong community support for gig workers in Atambua, as their roles contribute significantly to employment absorption. However, job security remains a critical issue, as it is not accounted for within the daily wages earned by these workers. This underscores a notable vulnerability within the gig economy in Atambua.

Abstract

This study is novel in that it examines the pentahelix collaboration model in the context of regional food policy. Until now, similar studies have been limited to sectoral approaches and have not focused on areas prone to crop failure in strengthening food security, which is a research gap. The main objective of this study is to determine how the pentahelix collaboration model is implemented in agricultural policy for food security in West Aceh Regency. The method used is a qualitative case study approach. The results show that the form of pentahelix collaboration can be seen from the roles of various actors. The theoretical contribution can expand and enrich the application of the pentahelix concept by adding a focus on crop failure, agrarian risks, and food security in the collaborative concept. Meanwhile, the practical contribution through the research results serves as a guide for the government in strengthening the collaborative concept. The essence of pentahelix is to carry out a coordinating function in food agriculture policy. The weakness of implementing agricultural policy through the pentahelix approach in West Aceh is the lack of specific regulations, such as standard operating procedures that regulate the flow of collaboration across actors. The limitations of the study are evident in the limited perspectives of the actors. A recommendation for the future is to create and establish a cross-actor forum to serve as a platform for disseminating information on agricultural food in West Aceh.
