Abstract

This research examines the impact of voter data leaks on the essence of democracy, focusing on participation, accountability, and transparency. Using a descriptive qualitative method and secondary data sources, this research analyzes voter data breach incidents in Indonesia’s 2024 general election as case studies. The findings reveal that voter data breaches threaten public participation by reducing voters' sense of security and trust. Additionally, government accountability is undermined due to the failure to protect citizens' personal data, diminishing legitimacy and public trust. The transparency of the electoral process is also negatively affected, hindering the necessary verification and validation for fair and trustworthy election outcomes. The study concludes that proactive measures from the government are essential to enhance cybersecurity, including the development of stringent regulations, investment in advanced security technologies, and increased public awareness. These steps are crucial to protecting voter data, maintaining the integrity of democracy, and ensuring that every vote is counted honestly and transparently. Therefore, the security of voter data is key to preserving public trust and the essence of democracy in the digital age.

Abstract

This study was designed with a focus on the adoption of Indigenous Public Administration (IPA) values in the development of Indonesian public administration theory and practice, especially in the economic policy sector. This study aims to evaluate and critique the practice of Western Public Administration (WPA) in implementing the traditional market revitalization program and describe the local wisdom value of Gelu Epen practice as a revitalization model. The method used is qualitative with a descriptive approach. Data collection techniques through interviews, observations and documentation. Data analysis techniques are carried out by data reduction, data presentation and drawing conclusions. This study found four important things. First, the traditional market revitalization program by the government is often criticized for focusing on organizing and developing market buildings, rather than improving the economy, organizing market management and preserving local cultural heritage. Second, the factors causing the failure of the revitalization program include: the intervention of WPA practices, strong government dominance and the neglect of participation from local social and economic institutions. Third, the success of the revitalization of the Waiwuring traditional market cannot be separated from the government's efforts to revive the Gelu Epen (barter) tradition which is a local cultural heritage of Lamaholot. Fourth, the values, norms and principles of Gelu Epen practice such as equality or justice (Ha'ma), mutual trust (No Keni'ine), kinship (Haba Breun) and tolerance (Onga Arep), are maintained to maintain the achievement of the economic and social functions of the Waiwuring market.

Abstract

Government communication has an important role in managing the relationship between the government and the community. The purpose of this study is to analyze the effectiveness of the Tangerang City Government's communication through the LAKSA feature on the Tangerang LIVE application in receiving and responding to complaints, aspirations, and suggestions given by the public. This research uses a qualitative method by utilizing secondary data sourced from publications of government survey results, annual reports on feature management, and other data officially released by the Tangerang City Government, as well as previous journals relevant to the topic of this research discussion. The data obtained was analyzed interactively through four stages, namely data collection, data reduction, data presentation, and conclusion drawing. Effectiveness is seen from several indicators, namely Communication Recipients, message content, timeliness, channel, packaging format, and source. The results showed that that five assessment indicators have been effective, which are the relevant message content, timeliness of the government's response to complaints, adequate digital communication channels, structured application display, and source credibility. However, the message recipient indicator is not optimal due to the low number of feature users. Thus, it can be concluded that the communication carried out by the Tangerang City Government in the LAKSA feature on the Tangerang LIVE application is effective, but the aspect of number of users needs to be improved. This research contributes to strengthening empirical understanding in digital communication literaure, as well as a clearer mapping of the application of communication effectiveness theory and provides practical implications for the government in improving participatory communication strategies.

Abstract

This study examines Bima Arya's political communication strategy in his efforts for personal branding on Instagram, using a pragmatism paradigm and a qualitative approach. In the rapidly growing digital era, social media has become an important platform for politicians to build and manage their public image. This research uses a qualitative method with a constructivism paradigm, as the aim of the study is to gain a deep understanding of how Bima Arya communicates his self-image through Instagram and how the audience responds to and constructs meaning from this communication. The findings show that content emphasizing direct engagement, transparency, and responsiveness to public issues has proven effective in increasing audience engagement and strengthening a politician's positive image. Bima Arya has successfully maintained his brand image as "Kang Bima," a politician close to the people, through four stages of political communication strategy on Instagram, with consistency in managing his image, visiting various places with different social issues, and demonstrating that he is still loved by the people of Bogor even after no longer serving as the mayor.

Abstract

Political dynamics in the modern era analyze the relationship between politainment (politics as entertainment) and public sentiment towards legislative candidates from the PAN Party and Gerindra Party. This study aims to analyze the influence of politainment on public sentiment through content towards PAN and Gerindra candidates. With the development of social media and the phenomenon of politics being increasingly influenced by entertainment elements, political parties, including PAN and Gerindra, are increasingly utilizing digital platforms to attract public attention. This research uses a content analysis method of various posts on social media Instagram and a survey to measure public sentiment towards legislative candidates from the two parties. This research uses a qualitative method with a phenomenological approach to data analysis using Orange Data Mining software and VosViewer 1.6.20, then data is taken from the comments of Instagram users from several posts on PAN and Gerindra legislative candidates to determine public sentiment. The results provide an overview of how entertainment elements in politics can influence public support and assessment of positive or negative images of legislative candidates, as well as the implications for future political communication strategies. Abstract

This research aims at analysing the strategic role of international cooperation by local governments in addressing environmental issues in urban areas, focusing on the collaboration between Bandung and Kawasaki since 2016. Both cities have agreed to cooperate in the environmental sector, particularly in water management, air quality control, and waste management. The research employed qualitative research, with data collected through interviews and literature reviews. The data analysis process involved data reduction, presentation, and conclusion drawing. The theories and concepts applied in this research were city diplomacy and city networks. The results shows that the partnership between Bandung and Kawasaki has played an important role in strengthening the capacity of Bandung’s civil servants to address environmental challenges. By learning from Kawasaki’s experience through technology and knowledge transfer, Bandung has been able to develop more structured and systematic environmental policies. However, the direct impact of this partnership on the local community remains limited. Challenges such as bureaucratic complexities, leadership changes that shift policy priorities, and budget constraints have slowed down the implementation of program. On a broader level, this research contributes to the understanding of city diplomacy and international city networks, demonstrating how partnership can be valuable strategy for addressing environmental issues. From a practical standpoint, the findings highlight the need for stronger cross-sector coordination, more flexible bureaucratic processes, and better communication strategies to engage the local community in environmental initiatives.

Abstract

This study investigates the production process of public sector innovation in addressing stunting prevalence in Rote Ndao Regency, a topic that remains underexplored by public sector innovation scholars. Employing a qualitative approach with a multiple case study method, this research involved in-depth interviews with 20 informants directly engaged in two innovation initiatives: the Ka’a Fadi Innovation implemented by the PMD Office and the Mama Bo’i Innovation developed by the Health Office. The study identifies four key stages in the innovation production process: idea production, idea transformation into a prototype, championing for support, and integrating the prototype into formal policy. The findings reveal distinct differences in the production process and critical factors influencing the realization of these innovations. The Ka’a Fadi Innovation follows three stages of the production process. Four critical factors influence it, while the Mama Bo’i Innovation progresses through all four stages, supported by the same four critical factors. These determinants include transformational leadership, resource management, innovation characteristics, and external environment. The novelty of this research lies in its identification of unique production processes and key determinants that facilitate public sector innovation in resource-constrained local government settings. This study offers valuable insights into strategies for fostering public innovation in regions with limited resources, contributing to the broader discourse on public sector innovation.

Abstract

Political orientation shapes an individual's voting behavior and influences their participation in elections. Since the 2019 general elections (Pemilu), there has been a significant increase in female and young voters. Various factors including information about candidates, social image, credibility, and women’s empowerment contribute to their political decisions. Women’s empowerment, particularly in addressing issues like harassment, violence, and discrimination, plays a crucial role in enhancing self-strength, independence, and decision-making abilities, enabling greater political participation. Therefore, the objective of this research is to analyze the factors influencing the political orientation of young female voters specifically it eamines how information access, social influence, and women’s empowerment shape their political preferences and decision-making processes. Using a survey method, data were collected from 200 respondents aged 17-39 years and analyzed using the Structural Equation Modeling-Partial Least Squares (SEM-PLS) approach. This method helps determine the extent to which information access, social influence, and empowerment impact on political orientation. The findings reveal that these factors significantly shape young female voters’ political preferences. Information and awareness contribute to their knowledge of candidates and policies, social influence affects their perception of credibility, and empowerment fosters independent political engagement.

Abstract

Simeulue has 10 marine tourism destinations that are prioritized for development. Unfortunately, no tourism awareness groups have been formed to help develop marine tourism, even though almost every village has marine tourism potential. This research aims to examine more deeply the conditions of collaboration between the government and other sectors in the Development of Environmentally Sound Marine Tourism in Simeulue Regency. This research method uses a descriptive qualitative approach and use Taxonomy analysisthing. The result of this research is that this collaboration is reflected in the formulation of the tourism development policy of Siemulue Regency in the Regional Tourism Development Master Plan (RIPPARKAB). However, there are obstacles in this collaboration, namely conflicts over the transfer of land from the community to the government to be developed, especially in the Pinang Island destination. Before the collaboration was established, there was potential and openness from the government to involve participation from other sectors. Then the collaboration process began with a face-to-face dialog that formed the commitment of each party. Furthermore, there was friction in the collaboration, namely the existence of the Pinang Island coastal land conflict, limited understanding and environmental preservation around Pinang Island marine tourism, then ended in the temporary result of collaboration, namely RIPPARKAB as a joint commitment in supporting the development of environmentally sound marine tourism.
