Abstract

The results of the research indicate that (1) the implementation of gender mainstreaming policy seen from the abolishment of Medium-Term Development Plan of East Kutai Regency prioritizes the improvement of women's capacity and role in development, especially the participation of women in the government, private sector, labor force and improvement of gender development index. While the gender mainstreaming policy contained in Women's and Family Empowerment Agency strategic plan shows that the enactment of strategies such as increasing participation of women in private institutions and government. There is a description of the activities that run optimally such as the Exhibition of Women's Works in the Field of Development in addition there are also activities that have not run optimally such as Building a Women Awakening Activity in Politics, this activity needs to be maximized again by Women's and Family Empowerment Agency. (2) The factors influencing the implementation of policies such as environmental conditions indicate that the community is still less concerned with women's participation in public decisions and public policy. Then in the inter-organizational relationship factor, the action plan of gender mainstreaming in each Unit of Regional Work Unit is implemented in harmony so that requires cooperation between the regional device work unit and cross-sectoral involvement. Furthermore, the Resource factor shows that the quantity of women in Women's and Family Empowerment Agency has more number than men. In addition, support in the form of equipment and equipment is sufficient and the characteristic factor of the implementing agency capability shows the commitment of Women's and Family Empowerment Agency employees in socializing gender responsive development.

Abstract

Traffic density data plays an important role in decision making by the Intelligent Transportation System (ITS). This system uses this data in the process of adaptive traffic management. The inaccuracy of the data provided into the ITS system can result in errors in decision making. This study utilizes digital image engineering technology in the detection of four-wheeled vehicles in traffic traffic for the purpose of acquiring traffic density data. In this study, we propose a multi-ROI (pixel area methodRegion of Interest). This multi-ROI proposal is to be put forward to improve reading accuracy compared to just one ROI. With the use of this multi-ROI, the information obtained from the overall ROI can strengthen the accuracy of the data of vehicles passing in a lane. Our experimental results show that the use of multi-ROI with a certain amount of ROI can produce an accuracy rate of up to 88.66% compared to single-ROI which has an accuracy rate of 84.65%.

Abstract

Indonesia is an archipelagic country whose territory lies in a cross position between two continents and two oceans. The position of the centre of gravity owned by Indonesia makes the security level decrease to threaten Indonesia's sovereignty. The increasing escalation in the South China Sea area, marked by many manoeuvres of foreign warships from significant countries, does not rule out the possibility that submarines from foreign countries will participate in showing their war power. Faced with the vulnerabilities in Indonesia's territorial waters and the quantity of ownership of existing warships, especially submarines, it is necessary to research them. The hypothesis in this study is that if the capability of the rental co, platform and base increases, it will increase the operational capability of the submarine. The methodology used is descriptive quantitative using SPSS 25 software and Microsoft Excel 2013 with multivariate correlation data analysis techniques. The influence of the rental co, platform and base on the operational capability of the submarine is 59.8%. So that several factors that affect the submarine's ability to carry out operations are the rental co, platforms, and base facilities owned. These factors must be improved to carry out everyday operational tasks continuously.

Abstract

This study aims to determine the quality of the hadith related to the prohibition of selling waqf property and the opinions of the Islamic scholars regarding this matter. This research is a descriptive-qualitative study using the mauḍū'i hadith method with classical and contemporary approach and techniques of hadith criticism. The results of the study show that: (1) The quality of the hadith which is the object of naqd al-ḥadīṡ in this study is assessed as valid, both from the side of the chain (sanad) and the point of view (matan), because it has fulfilled the elements of hadith validity; (2) Regarding the law on the transfer of the function of waqf property, there are differences of opinion among the scholars. Shafi'i is of the opinion that waqf assets cannot be exchanged forever. According to Abu Hanifah, waqf property can be exchanged if the waqf property cannot be managed according to its purpose or because of public benefit and worship. Meanwhile, Ahmad bin Hambal considers that the prohibition on selling waqf property is only for waqf assets that can still be used for a need. As for waqf property that is old or almost unusable, it may be sold and the money bought for a replacement. Meanwhile, exchanging waqf assets for waqf is also permissible, apart from mosque waqf.

Abstract

This article aimed to identify a data-based public administration governance strategy regarding the opportunities and challenges in today's digital era. The authors believe that choosing a strategy in managing data technology-based public administration services is part of the success of organizations, including the government, in serving public partnerships. So to ensure the truth of this article's questions, we have collected field study evidence to study in-depth so that we can get answers to this royal question with convincing and high quality. So that the chest can be said to be a finding, first, our data has been carefully studied, involving a coding system for data interpretation and drawing conclusions under a phenomenological approach, namely an effort to search for the broadest possible data to get answers that are concise and clear. The data sources that we focus on are scientific publications, journals, and other literature documents made public between 2010 and 2021 to find the data easily. Based on the study and discussion, we conclude that the effort to identify the right strategy for the government in managing public records is to provide data services on the internet, considering that all human activities, both business and public services, have been increasingly popularly adopted from the old way of talking about big data technology. It is hoped that this finding will become a significant input in improving studies on data-based public services.

Abstract

This research aims to determine the effect of audit committee, firm size, leverage, and accounting conservatism on tax avoidance. This research uses a sample of the mining sector that is included in the 2017-2019 BEI list. This research uses a quantitative method, with a descriptive type of research. And using the data analysis procedure is multiple linear analysis. Company size proxy is measured by calculating the Natural Logarithm of Total Assets, Leverage through Total DER in the company, accounting conservatism with net income plus depreciation, minus operating cash flow, multiplied by 1, divided by total assets. Tax Avoidance as the dependent variable is measured using the effective tax rate (ETR). The research population was 58 companies and purposive sampling method was used in sampling. So the total number of samples is 47 industries. This research shows simultaneously that the audit committee, firm size, leverage, accounting conservatism do not simultaneously affect tax avoidance. Therefore, this study contributes to providing empirical evidence on the factors that influence tax avoidance in the mining sector.
