Abstract

Public service given to people is a reflection of professionalism in the state apparatus and a form of compassion and pride in developing the civilization of a nation. This research analyzes the empowerment of Police personnel to support the implementation of Electronic Traffic Law Enforcement (ETLE) in the Directorate of Traffic in Metro Jaya Regional Police. Research used the qualitative methodology with interview and document review. Result of this research shows that ETLE has been conducted well, but there was still mistake in its implementation, in which the analysis was conducted by the ETLE officers, because amount of the officer was not proportional to the ETLE camera, thus causing the mistake in conducting analysis. ETLE implementation can be professional, accountable, and optimal provided that it is supported with human resource in the Indonesian National Police as the main actor in providingsuch service. To realize competent human resource for ETLE personnel, it uses the human resource empowerment strategy for several aspects, namely capability, smoothness, consultation, cooperation, guidance, and support. Empowerment for the traffic personnel involved in ETLE task force must be definitely supported by providing training and simulation continously. Besides, it needs more personnel to match with ETLE cameras that are continuously added. Situation of the work environment that is more open needs to be created to realize competent, accountable personnel.

Abstract

In this pandemic era, social media plays a significant role for students, both as a means of communication and seeking entertainment. The learning system uses e-learning and WhatsApp groups as a medium of communication between lecturers and students. The student participation is monitored through how the students are active in discussions on WhatsApp groups and timeliness in completing assignments. This condition makes students spend a lot of time using social media particularly WhatsApp in their daily lives and using Instagram, YouTube, and TikTok as entertainment media. This study aimed to see how gender, age, and personality influence student achievement during this pandemic with dependency on social media as a mediating variable. In this study, the dependent variable was student achievement and the independent variable was personality and demographic factors. Knowing the relationship between these variables was done by using the PLS analysis tool. Based on statistical tests, it was known that addiction to social media could not mediate the relationship between demographic factors and student achievement. Personality could affect achievement indirectly by being mediated by dependency on social media. This condition could occur because in the pandemic all kinds of communications related to academic activities were carried out using WhatsApp group as social media. It means the more students are fully involved in the WhatsApp group, the more knowledge will be gained. Thus, it could help students completing assignments and exams. While the consequence of this was the frequency of time spent on social media was increasing.

Abstract

In clarifying the burden of proof of customs value disputes, there is a Supreme Court Decision ruling that documents and evidence that were not submitted by the importer at the objection stage and cannot be validated and show no good faith and cannot be believed to be true by the Supreme Court of Justice. The research was conducted on the application of the burden of proof in the Supreme Court's decision related to customs and taxation law. The study concludes that the Supreme Court's decision is in line with the norms of proof of transaction value both in national law and in WTO/GATT provisions as well as tax law. The importer is obliged to submit data and supporting evidence of the transaction value to customs. And the consequence if the request is not fulfilled is the determination of the customs value by the customs official.

Abstract

Coffee is a leading commodity and a source of community income where coffee plantations are managed and owned by the community. This study aims to determine the effect of coffee plantation agro-tourism development on the solution of community income fluctuations and environmental uncertainty. This study uses primary data sourced from a questionnaire of as many as 170 respondents conducted by purposive sampling method. This research method uses a causal model survey method using path analysis techniques with Structural Equation Models (SEM). The results of data analysis obtained coefficient and significance values that illustrate that coffee plantation agrotourism has a significant effect on environmental uncertainty with a significant value of 0.000 which means that if coffee plantation agro-tourism is developed, it will be a solution to environmental uncertainty. Furthermore, coffee plantation agro-tourism also significantly affects people's income with a significant coefficient value of 0.000. If coffee plantation agro-tourism is developed, it will solve community income fluctuations. The role of the government has no effect on people's income with a significance value above 0.05 and does not affect environmental uncertainty with a significance value above 0.05. It shows no government influence in the development of coffee plantation agro-tourism. Moderation: The government's role is still fragile, with a negative coefficient value and a significant value greater than 0.05. This means that the government has not played a role in making coffee plantation agro-tourism one of the tourist destinations in Bener and Central Aceh districts. The conclusion is that the development of coffee plantation agro-tourism is a factor that can be used to increase people's income which is currently fluctuating because the coffee harvest influences it. The development of coffee plantation agro-tourism is also a factor that can overcome environmental uncertainty, where farming communities can use coffee fields as gardens that produce coffee fruit and at the same time as agro-tourism that can create new jobs, open up business opportunities and educate visitors about coffee.

Abstract

This article describes the development of the Gülen Movement by using the concept of cosmopolitanism as an analytical tool. The Gülen Movement itself originated from an ideology that a Turkish cleric, Fethullah Gülen, first coined. The ideology brought by Gülen includes moderate Islamic values and a progressive Islamic movement. This ideology was well received by the community so that the Gülen Movement or the Gülen Movement became a transnational-scale movement. The article method used a literature review to collect the data Harzing's Publish & Perish search engine for the article's accuracy. The Nvivo application was used to determine gaps in articles as well as to analyze previously obtained data. The Gülen movement began with Gülen's dedication to serving the community by teaching. Gülen teaches Islamic teachings while sharing his thinkings on social issues such as social inequality and tolerance between religions. This movement developed after the followers of Gülen built schools and spread his teachings through many media such as mass media. His thought began to be known in other countries, which began the transformation of the Gülen movement into a transnational cosmopolitanism movement.

Abstract

The government has set a specific target regarding the improvement of the ease of doing business index. Facts on the ground show that the condition of licensing services is still faced with the performance of the apparatus, overlapping regulations, convoluted procedures, unclear completion times and high licensing costs, many requirements that must be met, unresponsive attitude of officers, inadequate facilities and services. Less supportive. Concretely, licensing issues that have given rise to legal problems Corruption faced by the Bekasi Regent is related to the Meikarta Mega Licensing project even though the service assessment status has reached Prima. The purpose of this study was to analyze the implementation of the one-stop integrated service policy and formulate a model for the implementation of the one-stop integrated service policy. This study uses the theory of policy implementation proposed by Grindle which consists of policy content and policy context. The research approach used in this research is a qualitative approach with a descriptive type of research. The data analysis technique used is data reduction and drawing conclusions. The results showed that the implementation of the One Stop Integrated Service Policy in Bekasi Regency and Bekasi City chose the same policy direction, namely the Public Service Mall as a brand of integrated service policy, but in reality even though it was centered on the Public Service Mall there were still many licenses that were not well communicated with the community so that there are still many process constraints, from the aspect of policy content there are also too many derivative technical policies that regulate, resulting in the ineffectiveness of the integrated service policy. The model generated from this research is a modification of the grindle policy model that can streamline policy implementation.
