Abstract

The moratorium on granting remissions for corruption convicts is a pro and contra in various circles in society. Government Regulation Number 99 of 2012 concerning Remission, some consider it a violation of human rights. But on the other hand, it is considered as one of the government's efforts to prevent corruption in Indonesia. The formulation of the problem in this study is how to provide remission for corruption convicts in Law no. 12 of 1995 concerning Corrections and what is the perspective of human rights (HAM) regarding the remission moratorium for corruption prisoners? The research uses empirical research methods. The conclusion in this study is that first remission is one of the rights for prisoners without exception for corruption convicts. This is regulated in the provisions of Article 14 paragraph (1) of Law Number 12 of 1995 concerning Corrections which mentions the rights of every prisoner, one of which is the right to get remission. Another thing is also regulated in Article 34 of Government Regulation Number 99 of 2012 concerning Terms and Procedures for the Implementation of the Rights of Correctional Inmates, which states that every prisoner has the right to get remission on condition that they must be of good behavior and have served a criminal period of more than 6 (six) months. . Second, the remission moratorium is a form of violation of legal rights for corrupt NAPIs. However, tightening the conditions for granting remission for corruption prisoners is the right and fair step for corruption prisoners and also for the community.

Abstract

The purpose of this study is to describe the model of communication policy on the development of the city without slum (Kotaku). The method which is used in this study was descriptive qualitative approach. This study is located in Medan Area sub district and Medan Helvetia sub district, Medan city. The informants were six people, consisting of three Kotaku facilitators, two leader of the Community Self-Help Agency (BKM) and one person from the Government (Dinas PUPR). Techniques of collecting data through the interview process using (semi-structured) interview guides, observation and document tracking. Techniques of analyzing data is used by Miles & Huberman model, starting with data reduction, data display and conclusion drawing/ verification. Check the validity of the data by using triangulation. The results shows that the model of communication policy on the development of the city without slum (Kotaku) Medan City uses a linear communication model where all policies related to planning the communication policy on the development of the city without slum (Kotaku) Medan city are carried out by the Government based on three things: the 1945 Constitution, Presidential Decree and Mayor's Decree.

Abstract

The purpose of this research is to find out what factors influence the occurrence of bad financial conditions (Financial Distress) in a company. Transportation sector companies are the population in this study, with a sample of 33 companies with a three-year study period. The technique used in determining the sample is purposive sampling technique. The independent variables in this study: ROA, Current Ratio, Debt Ratio and Company Size. The dependent variable in this study: Financial Distress as measured using the modelZmijewski. The results showed thatROA partially has a significant negative effect on Financial Distress, Current Ratio partially has no significant effect on Financial Distress, Debt Ratio partially has a significant positive effect on Financial Distress, Company Size partially does not have a significant effect on Financial Distress and ROA, Current Ratio, Debt Ratio and Company Size simultaneously affect Financial Distress.

Abstract

The application of Artificial Intelligence (AI) with the Recurrent Neural Network (RNN) Long Short-Term Memory (LSTM) algorithm which has excellent accuracy in predicting stock prices, but still needs to be developed optimally in the accounting and finance fields. In many cases it was found that the value of the results of the traditional Capital Asset Pricing Model (CAPM) calculations was consistently below the estimated return. Therefore, it is necessary to calculate the CAPM that can optimize the estimated returns more accurately, by combining it using AI technology with the LSTM method RNN algorithm. The purpose of this study is to prove the accuracy of the CAPM calculation results generated by AI compared to the traditional CAPM calculation method in providing an estimate of the return on the best blue-chip group in the LQ45 index during the 2015-2019 observation period. The sample of this study uses data on closing prices adjusted for companies with the lowest Debt to Equity Ratio (DER). The results of the adjusted closing price prediction using AI with the LSTM method have high accuracy. From the analysis of the different paired sample t-test, it was found that there was a significant difference in the mean Absolute Percentage Error (MAPE), where the AI-optimized CAPM model had a lower MAPE value than the traditional CAPM model. This study concludes that the AI-optimized CAPM calculation method has proven to be able to provide more accurate return estimates than traditional CAPM calculation methods.

Abstract

The political crisis led to a military coup conflict that forced the Myanmar people to take action. The role of the ASEAN Intergovernmental Commission on Human Rights as an integral ASEAN organization is expected to be the spearhead in the protection of human rights in ASEAN. This writing uses a normative juridical approach, is descriptive in nature, using a qualitative approach. The research uses primary and secondary legal materials. Furthermore, data analysis was carried out using qualitative analysis methods with descriptive analysis (exposure). AICHR's role in protecting human rights in the midst of the Myanmar coup conflict is also considered ineffective, this is because AICHR's ToR is still very limited. The need to revise the AICHR ToR to enlarge the scope of enforcement and protection of human rights in ASEAN, one of which is by incorporating the doctrine of Responsibility to Protect (R2P) in order to allow AICHR's steps to intervene in countries that commit human rights violations.

Abstract

Effect of stirring on palm oil mill (POME) and empty fruith bunch (EFB) substrate mixture in increasing the biogas production is done at batch reactor with 8 liters of working 6 liters with thermophilic temperature. Co-digestion POME and EFB were performed by varying the stirring rate (50, 100, 150, 200 and 300 rpm). The best stirring rate was obtained at 100 rpm stirring which reached 84.82 L/mg.VS and biogas production reached 88.53%, and VS reduction of 20.30%.

Abstract

The form of a limited liability company is the most widely used form of economic activity today. In the General Meeting of Shareholders, the Managements and Commissioners in realizing the accountability for what they have done in one financial year, are obliged to submit an annual report. With the approval of the annual report responsibilities from the Board of Directors, the Managements gets "acquit et de charge" (release and settlement). This research uses the statutory approach method and the conceptual approach method with data collection by means of literature study, namely studying and systematically analyzing, books, scientific works, and legislation. The result of this research is that the principle of acquit et de charge does not eliminate the Managements from criminal responsibility. This can be seen from Article 155 of the Limited Liability Company Law and there is no guarantee that this principle can free oneself from criminal responsibility against the Board of Directors. However, with the Business Judgment Rule (BJR) as a legal protection which has the condition that as long as the Managements prioritizes the principle of prudence, good faith and full responsibility.

Abstract

The internet and social media expand public sphere has been much associated with public sphere and digital networks in many studies, where Habermas's public sphere theory and the theory of the Castells network society have been much debated about its relevance to the techno-social development. Both Habermas and Castells tend to see the public sphere of the Internet as a contestation space where corporate and state forces work in various ways to control and dominate it. This study emphasizes more on the creativity of citizens forming community networks through the use of the Internet and social media and conducting autonomous conversations in the public sphere. Netnographic studies of the dynamics of the discourse of public sphere in the social movement networked Indonesia Berkebun show that the Internet and social media become creative means for citizens to package global discourse locally to voice their demands. This study concludes that the concepts and theories of public sphere, network society are relevant as tools for analyzing public sphere and Internet networks and social media. The potential of the Internet network and social media as autonomous communication spaces depends on the design and purpose and the utilization of available features. Conversations that are restricted to the agenda of the 3E program help communities focus on discourse and shape the character of a rational Indonesian gardening space. This community from the beginning realized the potential of the Internet and social media to form networks and public spheres. But like gardening, public sphere requires commitment, such as caring for the garden from pest attacks, weeds, giving it fertilizer so the plants grow as expected.
