Abstract

Transportation infrastructure is one of the keys to economic development in Indonesia. As a result of the lack of addressing maintenance requirements and rehabilitation, bridge management systems are developed to help plan bridge maintenance and rehabilitation and to avoid a crisis reaction approach to maintain transportation infrastructure. However, the costs associated with developing and maintaining transport infrastructure in Indonesia continue to rise, and funding continues to shrink. Many evaluation methods are designed to operate on existing bridges without impairing their usefulness. Some of these methods are known as nondestructive evaluation (NDE) methods. Four imaging edge detection algorithms were selected for comparison in this paper: Fast Haar Transform (FHT), Fast Fourier Transform (FFT), Sobel, and Canny. This algorithm is used in many edge detection problems and considered here as a possible crack detection technique for bridge inspection problems.

Abstract

Thesis is entitled "Authority of Samarinda City Governments in Giving License to Open State Land" with 2 (two) main issues, namely: (1) What are the criteria for rejection and acceptance that must be used as guidelines by the Notary Honorary Council for requests for approval of the process? summons to notaries who are not classified as obstruction of justice? (2) What is the legal protection for a Notary whose criteria are not classified as obstruction of justice by the Notary Honorary Council? Besides, this research is a kind of normative research. The research approach used is the statutoryapproachand theconceptual approach. The results of this thesis research indicate that the legal certainty of the decision of the Notary Honorary Council regarding the granting of a Notary summons permit by law enforcers can be formed if law enforcers can fully understand the functions of the Notary Honorary Council. In addition, the Notary Honorary Council must be consistent in making decisions so that there is legal certainty for the Notary. The Central Notary Honorary Council must conduct an examination of the Notary so that the good name of the position is protected and fully guarantees whether the Notary has made a genuine mistake personally or from the parties in the deed. The case should be suspended by the Notary Honorary Council as a form of protection for the position of a Notary, unless the Notary will be examined in a criminal case that has nothing to do with the making of the Notary deed. So that the Notary Honorary Council is not involved with the Obstruction of Justice. In the case of giving testimony, a Notary cannot disclose the deed he made either in part or in whole to other parties, this is in accordance with Article 66 paragraph 1 of the UUJN because as a trustee, the Notary is obliged to keep everything that is notified to him secret in his position as a Notary, even though there are some that are not included in the deed, and have been considered to represent the Notary in a trial so that the deed made by or before the Notary is a piece of evidence that has perfect evidentiary power.

Abstract

The management of state booty has been a long-standing problem in Indonesia. The state booty is expected to provide benefits, but due to poor management, the value decreases when the sale/auction is carried out. In addition, the cost of storage, facilities, and infrastructure and the cost of maintaining the state booty is very high. The management of state booty at Institution X has also been a finding by Audit Board of the Republic of Indonesia, which resulted in a Fair Opinion with an Exception. This study aimed to determine the implementation of asset management in the management of state booty in Institution X, using qualitative methods and case study approaches. The writing method used is descriptive analysis. This study indicates that asset management has been implemented in the management of state booty at Institution X, but there are still weaknesses in its implementation. These weaknesses are that the lack of the number and capacity of human resources to manage state booty, and the unavailability of an integrated information system from all units, and the weak monitoring system.

Abstract

This study aims to determine how the implementation of in heritance that occurs and the problems that often occur with inheritance in the Batak community in Parapat. Inheritance is not a problem if it is carried out in accordance with the provisions of the division of inheritance, and the division of inheritance is carried out by mutual agreement. However, currently there are many problems that occur when inheritance is not carried out evenly, and it is not uncommon for inheritance to become a dispute for each heir. This study discusses the implementation of community inheritance in Parapat as well as the problems that often occur in the implementation of inheritance and the problem of transferring inheritance rights to the Batak community in Parapat. In the Parapat community, the dominant ethnicity is the Batak, most of them carry out inheritance by dividing the inheritance of customary law. The implementation of the division of inheritance is by focusing on boys as heirs, while for girls it is only limited to "Lean-lean = or commonly called gifts from male heirs". At the time of transferring the inheritance as the right of the heirs, there are many obstacles for the heirs to control their rights, due to the existence of heirs who make it difficult by not recognizing the rights of the other heirs according to their share. When you want to take over, you need the heirs, both boys and girls, to sign. However, when other heirs often do not want to recognize the rights of other heirs, it makes it difficult for other heirs to claim or transfer their rights as traditional owners of the inheritance. Therefore it is important in the implementation of customary inheritance in Parapat, the heirs make a certificate of inheritance rights and also a power of attorney to be able to transfer the rights of the inheritance. Because when later the heirs do not want to recognize or sign for the transfer of rights, the existence of such a power of attorney will not make it difficult for the other heirs to transfer their respective rights in the customary inheritance.

This paper discussed the efforts of artificial intelligence to support learning towards improving high-quality outcomes through proving the results of field studies. The author believes that learning in the era of modern technology is appropriate for educators, especially teachers, to better adapt to technological developments, especially in the field of Artificial Intelligence, so that learning can be carried out with the help of technology. For this reason, the author has searched for data on this discussion from relevant and valid literature sources to answer hypotheses and problems. We have thoroughly reviewed this study with secondary data considering that this study is to gain an understanding that requires scientific evidence from previous studies. So that the data we have collected can be summarized as valid study answers, we try to examine it first. We carry out a phenomenological approach to get answers from several existing data that we analyze, code, and understand to get valid data findings. As a qualitative study, we also design the results of this study as a qualitative descriptive report with previous literature reviews, especially in the field of Artificial Intelligence and learning with human learning in the era of all computers. So based on our goal, we conclude that artificial intelligence technology is a learning method that helps achieve maximum and effective results. We admit that this technology cannot assess the role of teachers because technology does help humans achieve optimal learning outcomes by the results of the technology that was designed. Hopefully, these results are helpful in many learning contexts.
