COVID-19 has impacted multiple sectors of life. Experts believe that regional cooperation is a key effort that should be done to deal the COVID-19 pandemic. Regional cooperation starts with common interests among parties and provides benefits for every country involved in it. This article provides an overview of the socio-economic impact of COVID-19 as well as a comparison of the forms of regional cooperation carried out by Association of Southeast Asian Nations (ASEAN) and the European Union (EU) in responding COVID-19. This study uses literature studies in data collection. From the results of several studies that have been carried out before, both regions chose to conduct cooperation in the health and economic fields to respond to COVID-19. ASEAN's response in responding to the pandemic can be seen stronger in the principles of partnership that have been established with several partner countries. In addition, the principle of solidarity, exchange of information, knowledge, as well as strengthening institutional cooperation in ASEAN itself is an important point in the regional cooperation carried out. On the other hand, in addition to cooperation in the health sector, EU focuses on financial instruments among its collaborative approaches in the availability of aid packages to banking actors and institutions. The package of assistance provided by the EU to avoid market distortions and revive economic sectors is provided through the provision of credit and liquidity.

Licensing is one of the main things that must be owned by people who want to establish MSMEs in Indonesia. There are several types of licensing that must be taken according to the type of MSME you want to establish. More and more detailed permits are usually owned by food and cosmetic MSMEs because they are directly related to consumer health. Meanwhile, for small and medium enterprises (SMEs) permits can only be issued by districts or cities and must submit a Taxpayer Identification Number (NPWP). It is hoped that this regulation will provide the business community with protection, legal certainty, assistance, and ease of access to financing through banking and non-banks. Since 2018, the implementation of the Online Single Submission System (OSS) still often encounters various obstacles, for example from the number of business actors who come to apply for permits, not all of them have completed obtaining business and commercial permits. Some who register only get a Business Identification Number (NIB), a study on the role of legality on the competitiveness of MSME’s and the policies that support it are very important to do, especially in cities or districts that still lack knowledge of these problems, for this reason this research was carried out by taking 30 saturated samples from the agribusiness SME community in the city of Serang, Banten province. Quantitative analysis was performed using the PLS method. The results show that legibility does have an effect on increasing the competitiveness of SMEs by 34.07%.

Public prosecutors have the authority to control criminal cases, examine the results of investigators' examinations, or filter case files regarding the completeness of requirements and eligibility standards to be delegated to court. This principle is called dominus litis. Etymologically dominus (Latin), which means owner, litis means case or lawsuit. In this context, the public prosecutor as dominus litis is the owner of a criminal case submitted to the court for trial. The problem of applying the dominus litis principle from the perspective of the prosecutor's office raises many problems, which can hinder a simple, fast, and low cost judicial process. The back and forth of criminal case files between public prosecutors and investigators is not a strange thing in this context, the slow process of criminal justice is protracted, tiring, and even unclear, and creates injustice for justice seekers, and so on.
