Abstract

This article tried to explore the extent to which organizational commitment, leadership and organizational citizenship behavior (OCB) affected the public service motivation (PSM) of subdistrict employees in Limapuluh Kota Regency. The background of this study was the low PSM that has an impact on the quality of public services, especially in several subdistrict areas. The population in this study included all subdistrict employees in Limapuluh Kota Regency, with 94 respondents selected randomly and proportionally. Data were collected through questionnaires and analyzed using multiple linear regression. The finding of this study showed that organizational commitment, leadership, and OCB simultaneously and partially had significant effects on public service motivation. Based on these results, this study recommended strengthening organizational commitment, leadership, public service motivation in employee recruitment, and organizational culture, providing institutional support, and encouraging positive behavior to increase the enthusiasm of the apparatus in public services.

Abstract

The recruitment policy for Government Employees with Work Agreements (Pegawai Pemerintah dengan Perjanjian Kerja/PPPK) is an integral part of the civil service management reform aimed at fulfilling human resource needs through a professional, competency-based, and merit-oriented system. Nevertheless, the implementation of this policy at the local government level continues to encounter various challenges that may affect its effectiveness. This study aims to analyze the implementation of the PPPK recruitment policy in the Pariaman City Government using George C. Edward III’s Policy Implementation Model, which emphasizes four key dimensions: communication, resources, disposition, and bureaucratic structure. This research employed a qualitative approach with a descriptive method. Data were collected through interviews, observations, and document analysis, and were analyzed using the interactive analysis model of Miles, Huberman, and Saldaña, consisting of data condensation, data display, and conclusion drawing and verification. The findings indicate that the implementation of the PPPK recruitment policy in the Pariaman City Government has generally been carried out effectively and in accordance with regulations established by the central government. Successful implementation is supported by effective inter-agency communication, the commitment of implementing officials, a well-defined bureaucratic structure, as well as adequate regulatory and information technology support. However, the implementation process still faces challenges, including limited regional fiscal capacity, changes in regulations and implementation schedules issued by the central government, and dependence on the national civil service administration system. This study concludes that the four dimensions of Edward III’s Policy Implementation Model are interrelated in determining the successful implementation of the PPPK recruitment policy. Therefore, strengthening regional fiscal capacity, enhancing intergovernmental coordination, and improving the civil service administration system are essential to support more effective and sustainable implementation of the PPPK recruitment policy.

Abstract

Menjelang Indonesia Emas 2045, peningkatan kualitas Sumber Daya Manusia (SDM)Aparatur menjadi tantangan strategis, khususnya melalui pelatihan kepemimpinan yang menekankan kompetensi manajerial. Pelatihan Kepemimpinan Administrator (PKA) yang diselenggarakan oleh PPSDM Regional Bukittinggi mendorong peserta menyusun dan melaksanakan Aksi Perubahan Kinerja Organisasi di instansi masing-masing. Namun,keberlanjutan implementasi aksi tersebut pasca pelatihan masih menjadi tantangan.Hasil tracer study terhadap alumni PKA Tahun 2022 menunjukkan bahwa hanya 49%aksi perubahan yang berlanjut pada jangka menengah dan panjang, sedangkan sisanya terhenti. Penelitian ini bertujuan untuk menganalisis faktor-faktor yang memengaruhi keberlanjutan Aksi Perubahan Kinerja Organisasi alumni pelatihan, dengan menggunakan pendekatan kuantitatif melalui analisis regresi linier berganda terhadap 109 responden.Variabel bebas meliputi dukungan pimpinan, dukungan anggaran, dukungan SDM,dukungan sarana prasarana, dan prestasi pelatihan. Hasil penelitian menunjukkan bahwa dukungan pimpinan, dukungan SDM, dan dukungan sarana prasarana berpengaruh signifikan terhadap keberlanjutan aksi perubahan. Sebaliknya, dukungan anggaran dan prestasi pelatihan tidak menunjukkan pengaruh signifikan. Temuan ini menegaskan pentingnya komitmen pimpinan, kualitas SDM, serta dukungan fasilitas dalam mendukung implementasi berkelanjutan dari aksi perubahan alumni pelatihan kepemimpinan.

Abstract

This study analyzes a collaborative model for Social Forestry management based on customary institutions and local wisdom in West Sumatra. The study responds to the problem that formal Social Forestry permits do not automatically produce effective and sustainable forest governance, especially in customary-based nagari communities. Using a qualitative multi-case study design, this research examines four nagari: Paru in Sijunjung Regency, Pasia Laweh in Agam Regency, Sirukam in Solok Regency, and Halaban in Lima Puluh Kota Regency. Data were collected through semi-structured interviews and documentation studies, then analyzed thematically using the collaborative governance framework of Ansell and Gash. The findings show that collaboration is shaped by starting conditions, facilitative leadership, institutional design, and collaborative process. Pasia Laweh and Sirukam represent an autonomous-adaptive collaboration model supported by strong customary legitimacy, social capital, local leadership, and adaptive institutional arrangements. Halaban represents an external facilitative collaboration model, where NGO support strengthens local capacity and forest restoration activities. Paru shows collaborative failure due to elite domination, weak accountability, illegal gold mining pressure, low trust, and limited facilitative leadership. The study concludes that effective Social Forestry governance requires a hybrid collaborative model that combines state legality, customary legitimacy, facilitative leadership, and continuous multi-actor learning. Local wisdom functions not only as a cultural value, but also as a governance mechanism for building trust, consensus, and collective responsibility in forest management.

Data collected through observation, interview deep, and documentation, as well as supported by secondary data from agency related like Service Cooperatives, Small and Medium Enterprises, Trade And Industry Regency Merangin (Dinas Koperasi, Usaha Kecil, Menengah, Perdagangan dan Perindustrian/DKUKMPP Merangin), Unit Police Supervisor Praja Regency Merangin (Satpol PP Merangin), documents policie, and field data society. Data analysis using the Miles model and Huberman which includes reduction, data presentation, and withdrawal conclusion, with implementation model policy George C. Edwards III as framework analysis. Results study show that implementation policy has implemented through regulation, relocation, and coaching, but not optimal because limitations understanding And compliance traders, means infrastructure that has not been adequate, and weakness coordination And supervision.
