Abstract

Each public sector organization was given an annual budget by the government which was used based on the programs launched, so that the vision and mission of the organization could be achieved properly. So far, the evaluation of organizational performance was assessed only on the basis of financial aspects, through financial reports that were provided annually by related agencies or agencies to the Padang City government and similar things were also carried out by the Regional Financial and Asset Management Agency of Padang City. Meanwhile, to assess whether a performance was good or not, it must also be measured based on other criteria, such as performance evaluation using the balanced scorecard method. This research was conducted through a descriptive study with a qualitative approach. Data collection techniques used in this study were interviews and documentation studies. The technique used to measure employee performance was balance scorecard method. Then the data were analysed through manual data analysis procedure. The results showed that in terms of budget management, the Padang City Financial and Asset Management Agency has not fully implemented the balance scorecard method in its performance.

Abstract

The waste problem in Garut Regency was entering an emergency and alarming stage. The situation has mobilized various elements, namely academics, entrepreneurs, communities, government and the media to take strategic steps together in overcoming the problem of waste. Garut University, especially Faculty of Social and Political Sciences (FISIP), became the initiator of the focus group discussion (FGD) agenda which subsequently developed into the Penta helix Garut Free Waste Movement. The purpose of this study was to map the solution steps taken by the Penta helix team based on the results of the FGD. This research was a qualitative type using FGD method. The FGD was attended by 28 participants consisting of 3 academic representatives, 7 company representatives, 6 community representatives, 10 government representatives, and 2 media representatives. Triangulation was carried out on the initiator's side by testing the dependability and confirmability. The results showed that there were 7 strategic issues namely technology, processing, education, economics, institutions, policies and coordination that needed to be further discussed through further FGDs. All elements were expected to continue to communicate and collaborate and could complete the discussion of the 7 issues to be used as a solution proposal to the government of Garut Regency, therefore, it could be used as material for policy formulation to solve the waste problem.

Abstract

The South China Sea is known as the second busiest sea lane in the world after the Suez Canal in Egypt, this area also has an abundance of living creatures and has large oil and natural gas reserves. Because of its potential, the area is still a contest for claims between several countries. Currently, it is known that the United States and China are the largest hegemonic countries in the economic field that are fighting for power in the South China Sea region. Some experts even discussed the possibility of competition that will end with war or military conflict in the 21st century. As a result of this tension, other countries in Southeast Asia which are generally not superpowers have put themselves in a situation that is called a security dilemma. Indonesia is not a claimant country in the South China Sea area but has sovereignty near the area which is Natuna Island. If there is a conflict between the United State and China in the South China Sea area, it will have direct implications for the sovereignty of the Indonesian state in Natuna. To deal with this scenario, Indonesia must prepare its defense forces. In this security dilemma situation, Indonesia is strengthening its military and making alliances with other countries that also do not want conflict or war, Indonesia also trying to balance its power with China and the United States with the balance of power strategy. The aim of this article is to describe whether the balance of power strategy that has been carried out by Indonesia is successful as a deterrence strategy.

Abstract

The aimed of the research was to find out the errors which were commonly made by the students of Sekolah Menengah Kejuruan Swasta Bustanul Yatama Syamtalira Bayu in their writing narrative text and to find out the causes of errors in their writing narrative text. This research useds a qualitative and quantitative approach. The population of this research was all the students of the Second year students of Sekolah Menengah Kejuruan Swasta Bustanul Yatama Syamtalira Bayu in academic year 2020/2021 consisted of 120 students and divided into 56 male students and 64 female students. The sample of this research selected by using random sampling technique by using lottery. In this study, only 20 students and one English teacher involved as the sample. The researcher use two kinds of instruments, they are test and interview. In analyzing the data, the writer used a percentage formula from Sudjana. Result of the research from test most of the first year students of Sekolah Menengah Kejuruan Swasta Bustanul Yatama Syamtalira Bayu made many errors in grammatical aspects in writing, a high percentage of errors was found in one out of three categories. The highest error category was tense errors. Moreover, the students felt difficult in getting ideas to begin free writing. The causes of errors were made by the students because of lack of interactive facilities is one of the problems to develop interactive classroom activities. Based on this reasoning, it can be concluded that many of the students made errors because of interlingual and intralingual transfer.

Abstract

The Minangkabau society is famous for the tradisional philosophy of adat basandi sarak, sarak basandi kitabullah (ABS-SBK). Education and religious values have been passed down from one generation to another. However, it is still not going well. It is seen with the many women who are trapped in negative terms. They are very weak people in the economy and religious education. The goal to be achieved in this study in find out the causes of Minangkabau women who are continually involved in the world prostitution. The focus of this research is the woman in the localization of the goddess Aro, West Sumatera. The method used by researchers is qualitative with case studies in the Andam Dewi. The findings suggest that those involved in prostitution were women aged 17-27 years old because of the economic factors and religious knowledge are very weak. Other findings also show the weak role of Mamak in Minangkabau in monitoring its ministry.

Abstract

This research aimed to examine the influence of the work environment and integrity on the performance of employees at the Padang Public Prosecutor's Office. This research was a quantitative study with 72 respondents obtained using the Slovin formula with Proportional Random Sampling technique. The instruments used for the study were questionnaires with a Likert scale measurement. The analysis of this research used multiple linear regression test. The results of hypothesis testing indicated the effect of work environment and integrity on employee performance at the Padang State Prosecutor's Office at the level of 0.016 <0.05; so that the work environment and integrity have a significant effect on performance. While the results of the Adjusted R Square indicated the value of 0.087. This means that the contribution of work environment and integrity variables was 8.7% with a difference of 91.3% which was influenced by other variables

Abstract

The maritime axis is now increasingly popular and attracts the attention of many parties, including the mass media which also often brings up the term in the news in recent times. The emergence of the term cannot be separated from the idea of ​​President Joko Widodo who wants to make Indonesia as the world's maritime axis, also wants to make Indonesian waters a territory safe waters in the world for all marine activities, and for that, the government will ensure security and safety of sea transportation carried out by the community and business actors. The development of maritime affairs cannot be done all at once. To optimize maritime development at the national level, regional and global, and especially in achieving the world maritime axis requires direction, orientation, strategy, and anticipation of effective, consistent, and sustainable development. Therefore, the researcher saw the implementation of the maritime axis from a policy perspective. Issues that will be the focus of this research are firstly how the development of the world maritime axis concept in Indonesia, secondly how to implement Indonesia's maritime axis from a policy perspective. The purpose of this research is to know the development of the concept of the world maritime axis in Indonesia and its implementation. Based on the results of research that Indonesia has implemented the concept of the world maritime axis by issuing policies and their implementation; it is recommended that Indonesia has a pivot law maritime world to answer challenges to realize Indonesia's excellence. The uses of this research order to information and development of law and practice as input for stakeholders including the Government, experts, academics, practitioners and the public.

Abstract

Progress in information technology today also modernize various public services including population registration services. Nowadays people always wanted services that were easier and did not need to queue at service counters. To minimize problems related to services, public service providers make innovations in service. The Department of Population and Civil Registration of Pariaman City as the organizer of population document management services has made an internet-based innovation called Dukcapil Digi Mobile which means being served geniusly. By using qualitative research methods and data collection techniques carried out by interviews, observation, and documentation study, the results of this study showed that the Dukcapil Digi Mobile innovation criteria were successful in terms of the success factors in implementing the innovation. Its implementation was influenced by supporting and inhibiting factors.

Abstract

This research goal is to discover the idea of delivery safety companies in Indonesia these days and reconnect the best maritime safety establishments to underpin the life of Indonesia as a rustic with a maritime axis. This research makes use of the regulation research methods. Text is performed via way of means of checking the library data, with inside the shape of laws, books, articles, and journals and is different. This research uses SWOT analysis. The result of research suggests that currently, companies worried about safety in Indonesia can not feature successfully due to the fact there are too many enterprise companies that have interests, the life of the Maritime Safety Authority, which does now no longer have no precise authority, nor overlapping jurisdiction among establishments. Reconceptualization of maritime safety establishments had to be performed via way of means of growing and enhancing the popularity of Water Police to Maritime Police as a perfect shape of maritime safety

Abstract

The purpose of this study was to determine the effectiveness of “paduko” system and the factors that affect the effectiveness of population document services through the paduko system at the Padang Panjang population and civil registration office and to determine the obstacles that occurred when implementing the paduko system in the city of Padang Panjang. This research uses qualitative research with descriptive methods carried out by purposive sampling. Data collection techniques were carried out by interview and documentation study with informants of several Padang Panjang Population and Civil Registry Offices and several people who had used paduko. Paduko is an online population document service made to make it easier for people to manage population documents with paduko being able to manage population documents anytime and anywhere as easily as shopping online without having to come directly to the population service office, but in practice there are still many people who do not understand how to use paduko, especially people who are elderly because not everyone is literate about existing technology.
