Abstract

Multi-level global governance, or MLG, is now a framework for reducing the effects of climate change on a worldwide scale. The systemic and architectural aspects of multi-level global climate governance across many levels and sectors are examined in this article. Models and their real-world application at the international, regional, national, provincial, and city/district levels are discussed. Exploratory qualitative research employing a multi-case study technique is the methodology employed, with a focus on Bangkok, Thailand, and Samarang City, Indonesia. The data analysis technique uses the Nvivo-12 version of the tool. The findings demonstrated the following: (1) the multilevel climate governance system on climate change adaptation in coastal areas can be viewed as a structure that offers opportunities for policy innovation-based climate strategies; (2) each level of the global adaptation system has distinct roles, difficulties, opportunities, and ways to offer insights or conclusions as recommendations for policy; (3) the primary takeaway is that the MLG adaptation system is more controllable and scalable for mitigating climate change; and (4) the multi-sector and multi-actor system structure offers chances to rally diverse interests in support of climate policy objectives.  This research contributes to improving the adaptation of vulnerable systems, policies and communities at all levels to the threat of climate change in two countries, Indonesia and Indonesia.

Abstract

Penelitian ini bertujuan menjelaskan evaluasi Program RESPEK dan dampak bagi masyarakat Kampung Dalam mengurangi Kemiskinan di Kabupaten Yahukimo. Penelitian ini menggunakan metode deskriptif kualitatif melalui studi penelitian lapangan. Pengumpulan data  dilakukan melalui observasi, wawancara, dan dokumentasi. Data dianalisis melalui teknik reduksi data, panyajian data, pengambilan kesimpulan, dan verifikasi. Hasil penelitian menunjukkan bahwa evaluasi input Program RESPEK dalam mengurangi kemiskinan pada Badan Pemberdayaan Masyarakat Kampung Di Kabupaten Yahukimo belum berjalan optimal, karena dana RESPEK berjalan dengan baik dengan anggaran seratus juta rupiah per setiap Kampung, dana training belum berjalan dengan baik disebabkan masyarakat penerima dana RESPEK belum bisa membuat perencanaan anggaran training dengan baik, dana transport belum berjalan sebagimana mestinya disebabkan jalanan bervariasi ada jalan baik tetapi sebaliknya ada yang rusak dan sulit dilewati kendaraan roda empat maupun roda dua. Evaluasi proses Program RESPEK belum berjalan optimal yang disebabkan karena masyarakat Kampung belum mampu untuk merencanakan penggunaan dana RESPEK tersebut, fasilitator tidak memahami persoalan yang dihadapi oleh kampung-kampung yang ada di Kabupaten Yahukimo, pendampingan masyarakat dalam perencanaan dan pelaksanaan RESPEK belum memadai. Evaluasi output Program RESPEK yang dilaksanakan di Kabupaten Yahukimo belum dapat dikatakan berhasil diakibatkan pemahaman masyarakat Kampung belum siap menerima dana RESPEK dengan merinci Program yang harus dilaksanakan secara berkesinambungan dan dapat meningkatkan taraf hidup masyarakat Kampung lebih baik. Hal ini karena sumberdaya manusia masyarakat Kampung rata-rata tergolong rendah, dibandingkan dengan daerah lain di luar Papua secara umum.

Abstract

Does social assistance provide benefits at the level necessary to escape poverty? Our literature search found many studies that sought answers to this question. Therefore, this research aims to investigate the dominant theme in publications related to the impact of social assistance on poverty. This research uses bibliometric analysis using RStudio software with the Scopus database. The data collected was processed using RStudio software to produce visualizations and analyze research trends and topic developments regarding the impact of social assistance on poverty. The most cited articles in 2021 had an annual average citation of 1.9, which shows that the articles in that year were extraordinary. The International Journal of Social Welfare has produced 11 articles and is the most productive source. Since the beginning of 2013, the International Journal of Social Welfare has published more than any other source. In this theme, the United States has the most citations; next, Canada and China are the second and third most cited countries. The United States received the highest 378 citations, while Canada and China received 303 and 280 citations. Barrientos is the most contributing author with the highest H-index score of 6, followed by Walker and Gao with an H-index of 5 and 4, respectively. However, what is most interesting in this finding is that Word cloud Poverty (12%) is the most prominent keyword length. Social assistance was only announced at 2%. Research on the impact of social assistance on poverty is still an exciting topic for future research.

Abstract

This research aims to analyze social media content as political communication used by political parties in Indonesia in delivering messages to the public through social media. The method used in this research is qualitative with data taken from the social media content of political parties and analyzed using the content analysis method with the help of NVivo 12 Plus software. The research findings show the dominance of Core Argument or the use of logical arguments, facts, data, and rational reasoning in the social media content of political parties. However, other elements such as Emotional Quality and Communicative Ideology are also found in significant portions. The results of thematic analysis reveal that Core Argument dominates with 48%, followed by Emotional Quality at 35%, and Communicative Ideology at 17%. These findings confirm the efforts of political parties to build credibility and public trust by presenting factual and rational information on social media. However, they also do not ignore the importance of building emotional connections with audiences and conveying certain ideologies or narratives in their political communications.

Abstract

Defense policies, traditionally focused on national security, have extensive implications for a country's socio-economic structure, influencing quality of life, poverty, and inequality. This research aims to explore the complex relationship between defense spending and these socio-economic outcomes across different contexts. Using a qualitative approach, the study utilizes secondary data from academic journals, government reports, and policy documents to analyze how defense policies impact various socio-economic groups. The findings reveal that in wealthier nations, defense spending can stimulate economic growth but often exacerbates social inequality due to the unequal distribution of benefits. In contrast, in less wealthy nations, high military expenditure typically comes at the expense of essential public services, leading to increased poverty and poorer health outcomes. The study also highlights the critical role of governance in mediating these effects, with strong institutions ensuring more equitable outcomes. In conclusion, defense policies have a profound impact on socio-economic conditions, and a context-specific approach is essential to ensure that national security investments do not undermine social welfare.Keywords: defense policy, inequality, poverty, quality of life, socio-economic impact

Abstract

The negative impact of the practice of political dynasties is that power is concentrated in dynastic families where family members occupy strategic positions of power in the administration of politics and government, the strengthening of KKN practices, low levels of supervision, and closed spaces for competition in government. Gaining power in local democracy. This research will explore the impact of political dynasties on local Indonesian democracy. Qualitative methods were used as an approach in this research. This research uses secondary data in the form of documents, journals and other supporting data. After the data is collected, the data is managed using Nvivo 12 Plus. Next, a strict selection is carried out, analyzed, arranged systematically, and conclusions are drawn. This research concludes that the practice of political dynasties has impacts including corruption, Collusion, and Nepotism with a percentage of 20%, where the practice of political dynasties opens up space for KKN practices thereby hampering regional progress. The loss of supervision is 5%, namely, that government administration is running without good supervision. Maximum both from supervisory institutions and the community, competition losses amount to 45% where the practice of political dynasties closes the space for community competition in occupying strategic positions at the local level, and political domination occurs at 30%, namely that the government is run by prioritizing the element of kinship or family involvement to complete and fill strategic positions in government.

Abstract

This research aims to find out how the implementation of the Smart city concept in Indonesia towards the vision of the Golden Indonesia 2045. This concept is considered to be a solution for Indonesia in advancing all its sectors. The method used in this research is descriptive qualitative method. This research utilizes secondary data sources derived from mass media such as digital news and is processed and analyzed using Nvivo 14 software. Based on the results of this study, the application of the smart city concept in Indonesia has been effectively implemented. Stakeholders show their seriousness in realizing the vision of Indonesia Emas 2045. This is evidenced by the many innovations in each sector that support the implementation of smart cities. These innovations include the launch of applications in the government service sector, as well as innovations in the transportation sector. However, in this study, the application of the smart city concept has imbalances in each sector, such as in the government sector which has the highest index with the Environment sector which has the lowest index in its implementation. This is because the implementation of smart cities in Indonesia still has shortcomings in several sectors that must be addressed if the vision of Indonesia Emas 2045 is to be realized.

Abstract

This article aims to describe and analyze the political behavior of the Nasdem Party elite ahead of the 2024 Presidential Election in Pangkep Regency. This research is motivated by the phenomenon of the departure of party cadres that occurred in Pangkajene and Kepulauan (Pangkep) Regency, South Sulawesi. The method used in this article is a qualitative research method with a phenomenological approach. The results of this study indicate that the elite of the Pangkep Nasdem Party tend to show accommodating political behavior. Although the elite of the Pangkep Nasdem Party tend to only follow formal party instructions, the communication pattern built by the elite of the Pangkep Nasdem Party is inclusive and open, both communication to leaders at the level above them and leaders at the level below them. The elite of the Nasdem Party provide space for its cadres if they have different interests to determine their own choices at their own risk. The elite of the Pangkep Nasdem Party also show less political pragmatism. The nomination of Anies Baswedan as presidential candidate and Muhaimin Iskandar as vice presidential candidate is not based on the lure of positions or seeking positions by the Nasdem Party elites but solely because of the party's decision and the vision and mission carried by the Presidential and Vice Presidential Candidate Pairs.

Abstract

Since becoming a Special Economic Zone (SEZ), the development of the Mandalika area has been increasingly aggressive, marked by the rapid development of connecting infrastructure in the form of road access, the construction of a sports tourism area, namely the Mandalika International Street Circuit and hotel and homestay accommodation as tourism support. But in reality, the development of Mandalika SEZ is faced with various problems such as potential conflicts, cultural influences, ecological impacts such as flooding, lack of local community involvement, lack of investors, multiple actors involved with different influences, and negative impacts from foreign investors' investments. These conditions pose a threat to the sustainability of Mandalika SEZ. The scenario planning approach is the answer to uncertainty conditions that are increasingly echoing making decision makers need a new approach that is better able to accommodate complexity and uncertainty in the development of Mandalika SEZ so that they can prepare to face it. This study aims to provide an overview of scenarios in the development of Mandalika SEZ ranging from the best to the worst, so that strategies can be formulated as a preventive effort to maintain the sustainability of Mandalika SEZ. The research method uses qualitative with a case study approach, with the analysis method using the TAID method, namely tracking, analyzing, imaging and deciding. The results showed that there are two things that most influence the development of Mandalika SEZ, namely Capital (Funds and Investors) and Synergy between stakeholders (Central Government, Provincial Government, Central Lombok Regional Government and ITDC). Then produce four scenarios of Mandalika SEZ tourism conditions in the next decade, namely: (1) Mandalika Bersinar, (2) Mandalika Redup, (3) Mandalika Terbenam, and (4) Mandalika Terbit.

Abstract

The growth of micro enterprises in Sidoarjo Regency is a positive phenomenon, driven by an increase in community initiatives to establish independent businesses. However, this growth needs to be accompanied by the government's active involvement in enhancing the capacity of micro-enterprises through targeted programs or policies. One such effort is reflected in the Regulation of the Minister of Cooperatives and Small and Medium Enterprises of the Republic of Indonesia No. 18 of 2015, which provides guidelines for education and training aimed at developing the human resources of cooperatives as well as micro, small, and medium enterprises. In line with this regulation, the Office of Cooperatives and Micro Enterprises has provided a digital marketing training program. Nevertheless, micro-entrepreneurs still face challenges, such as a limited understanding of digital technology. Therefore, it is necessary to measure the extent to which the provided training can impact micro enterprises productivity and capabilities. This research is intended to investigate significant differences in the impact of micro enterprises development training in Sidoarjo Regency. This study employs a quantitative approach with a comparative design using a one-group pretest-posttest method. Data were collected using a questionnaire distributed to 100 respondents. The data were analyzed using a paired t-test with SPSS Version 30. The findings revealed a statistically significant difference in the impact of micro enterprises development training in Sidoarjo Regency (t(99) = -17.606, p < 0.001). These results indicate that the training program positively impacts micro enterprises development in Sidoarjo Regency.
